MINUTES OF A MEETING OF THE KAMLOOPS HERITAGE COMMISSION
HELD ON WEDNESDAY, FEBRUARY 11, 2015, AT 5:40 PM IN THE KAMLOOPS MUSEUM & ARCHIVES BOARDROOM
RECOMMENDATION: That Council, in recognition of the 2014 Heritage BC theme of "Heritage Afloat", commemorate the sternwheeler's history on the North, South, and Thompson Rivers with a memorial sign by: a) Authorizing the placement of the sign (Attachment "A") to be
located in Riverside Park (Attachment "B"); and b) Providing funding for the sign's design, construction and
installation in the amount of $8,400 (total project cost $8,400).
HIGHLIGHTS: The Heritage Commission approved a heritage recognition plaque for 822 Nicola Street and a centenary plaque for 190 Seymour Street West.

2. Minutes
Moved by A. Grover, seconded by E. Kroeger, that the minutes of the January 14, 2015, meeting be received. CARRIED.
3. Old Business
a) Sternwheeler Memorial Project Report
The Chair reported that D. Davies was pleased with the Commission's design for the sternwheeler memorial sign. In consultation with M. Doll, Parks Planning and Sustainability Supervisor, a location for the sign has been selected in Riverside Park, west of the pier and north of the Rivers Trail.

Discussion took place regarding design standards for City signs and potentially renovating the existing, but now weathered, bronze heritage signs. B. Berger will research the design standards in the City's Master Plan.
b) Planning Session
Members discussed reasons for having an internal Heritage Commission planning session. A date will be scheduled for June 2015.
c) North Shore Cultural Heritage Tour
The Chair reported that progress is being made on the North Shore Cultural Heritage Tour plaques. Twelve plaques have been completed. The next step will be to select accompanying images from the Mary Balf Archives. The Chair noted that the project ties in well with the 2015 Heritage BC theme of "Main Street: At the Heart of the Community". Many of the plaques will be mounted at sites on Tranquille Road, the "main street" of the North Shore. The North Shore Business Improvement Association supports the project.
d) Heritage Week - February 16-22, 2015
i) Proclamation - February 17, 2015
The Chair announced that he will make a presentation to Council regarding Heritage Week on February 17, 2015. The mayor will then make a proclamation declaring Heritage Week.

ii) Webinar - February 18, 2015
The Chair announced that a webinar, hosted by Maria Stanborough and entitled Dynamic Downtowns, will take place on February 18, 2015, at 7:00 pm. Members are encouraged to attend. The event will take place in the Development and Engineering Services Boardroom, at 105 Seymour Street.
iii) Plaques Presentations - February 21, 2015
The Chair announced that two new heritage home plaques will be presented on February 21, 2015, at 10:30 am at the Old Courthouse.

There was no new correspondence.
5. Heritage Recognition Plaque Report
Moved by A. Grover, seconded by A. Cosco, that the Heritage Commission approve a heritage recognition plaque for 822 Nicola Street and a centenary plaque for 190 Seymour Street West. CARRIED
6. New Business
a) Plaza Hotel
The Plaza Hotel requested approval of a new, street-level entrance for a retail space to be built on 4th Avenue between the barber shop and the hotel's side entrance. The Chair distributed the Plaza Hotel's plan for the entrance. Discussion took place regarding the Plaza Hotel's architectural heritage and aesthetics. The Heritage Commission expressed its approval in principle for the new entrance, but would prefer to see a design more reflective of the original architectural elements of the building.
7. Round Table
a) Kamloops Heritage Railway
The Kamloops Heritage Railway plans to return in the spring. It is expected that the train will be operational in time to participate in a C.N.R. last spike centenary ceremony on June 19, 2015.
b) Nicholas Morant
Copies of photographs by Kamloops-born photographer Nicholas Morant were distributed. Discussion took place about creating a heritage plaque for Morant.
8. Next Meeting
The next meeting will be held on March 11, 2015, in the Kamloops Museum & Archives Boardroom.

Andrew I have a breakdown on design, sign and frame construction, and installation labour pricing, for the Sternwheeler Pylon Sign Proposal attached. It is to be similar to the attached layout, but with new (less) text, some photo changes on the bottom panel, and a similar paddlewheeler image on the top, but on a full solid panel without the cut away areas shown. but at this time I only have a rough estimate. The sign would be single sided with a steel frame, concrete bases with cultured stone facing, and printed graphics with and anti-graffiti overlaminate, on solid aluminum panels (11ot screened or etched). Pricing is:
Design, and editing: $960. Sign and frame manufacture, and all materials: $5560. Installation labour, including decorative bases: $980.
Total cost is: $7500. Plus $375. Gst, and $525. Pst for a final total of $8400.
Any engineering, permits and applications, underground scoping or changes beyond what has been asked for at this point is additional Please call if you have questions!
