COMMANDANTBrigadier Abdul Mannan

Military College Sui (MCSB) was established on 3rd January 2011 with the

objective to provide educational opportunities to the youth of Balochistan in

order to bring them in the national mainstream. The College, being a feeder

institution to Pakistan Military Academy, aims at educating and grooming the

cadets mentally, morally and physically with a view to train them for induction

into Pakistan Army and other national institutions. MCSB offers 57% of the seats

to the residents of Balochistan (out of which 25% seats are reserved for the

residents of District Dera Bugti), whereas, 43% seats are available for civilians

from Gilgit Baltistan, AJ&K, areas previously covered in FATA, Civil Armed

Forces, MES and Army Personnel.

LOCATIONSui is located at the confluence of three provinces - Balochistan, Sindh and Punjab. All major cities like Rahim Yar Khan, Multan and Sukkur are easily accessible. The environment is neat, clean and pollution free.

SECURITYBy the Grace of Allah, overall security environment of the region is peaceful. However, adequate steps have been taken to ensure the security and safety of the college campus through FC/Army troops.

STRUCTURE & FUNCTIONINGThe College functions under the auspices of Human Resource Development Directorate / IGT&E Branch, GHQ. The College is headed by a Serving Brigadier (the Commandant). He is assisted by a Colonel (Deputy Commandant / Chief Instructor) to run the affairs of the College. A team of highly qualified and dedicated officers is available on the faculty of the College to manage the academic and administrative affairs. The cadets are placed in various houses. Each Cadet House is supervised by a Housemaster and assisted by a team of officers to look after the affairs of the cadets.

COLLEGE ACADEMIC COUNCILThe College Academic Council comprises senior faculty members under the guidance of the Commandant which remains committed for achieving excellence in educational matters and formulate plans for their implementation.

CURRICULUMThe College is affiliated with the Federal Board of Intermediate and Secondary Education, Islamabad. MCSB offers classes from 8th to Intermediate in Pre-Engineering and Computer Science only.

ACADEMIC GUIDANCEAcademic guidance is provided to the cadets through regular classes. Extra coaching classes are also held at house level to ensure the best results in Board Exams.

CADETS’ MESSMess life aims at teaching the cadets mess manners and social norms of military life. An elegant Cadets’ Mess with modern facilities is available at the College which provides a balanced diet to the cadets. Dinner nights are also arranged for cadets to interact with the officers in an informal environment.

COLLEGE MOSQUESpecial emphasis is given on moral and religious education of the cadets. A spacious and beautiful College Mosque is available at the college.

SWIMMING POOLA Swimming Pool with adequate depth and length is available in the college. The cadets learn various techniques of water sports and participate in differents competitions.

COLLEGE HOSPITALThe College Hospital comprising a Medical Officer and experienced nursing staff from Pakistan Army Medical Corps provides first aid and emergency medical treatment to the cadets round the clock.

OBSTACLE COURSETo maximize the chances of success in ISSB, the cadets are given enough exposure to endurance, toughness and team spirit through obstacle course practices.

COLLEGE GYMNASIUMA well-equipped and spacious Gymnasium is available to the cadets to improve their physical efficiency and stamina.

MULTI-PURPOSE HALLA multipurpose hall established in the college offers a mini-cinema, multimedia system, snooker game and a coffee bar. This state-of-the-art facility is the hub of entertainment and provides a sigh of relief to the officers and cadets.

ALLIED FACILITIESAllied facilities including barber shop, tailor shop and laundry are also provided at the College Campus.

TEACHING FACILITIESA highly qualified and experienced faculty remains committed round the clock to impart education and groom cadets in all activities. Classroom teaching is further supplemented with modern training aids, as required for each subject. In addition, following facilities are also available:-

a. Interactive Classrooms equipped with modern training aids including multimedia, interactive boards at par with modern teaching methodologies

b. Computer/Science Laboratories

c. Library

ASSESSMENTCadets’ assessment is carried out through a highly tested evaluation system. The overall standing of a cadet is determined on the basis of academic results, character, overall conduct, participation in co-curricular activities and sports. A cadet’s promotion is approved on the basis of his academic performance in the exams and overall conduct at the College.

CO-CURRICULAR ACTIVITIES

A series of co-curricular activities are planned and held at the College round the year. These activities help the cadets to refine their creative and social skills and to broaden their mental horizon and general outlook. The Literary Society provides an opportunity to cadets to enhance their literary talent. MCSB lays great emphasis on the development of speaking skills. To provide ample opportunities to the cadets for utilizing their potential to the optimum, various clubs at the College level function round the year. These include Drama Club, Debating Club, Science Club, Fine Arts Club, Photography Club, Gymnastics Club, Karate Club, Painting Club and Computer Club, etc. English movies are also screened

for the cadets on every weekend. Various inter-house competitions including debates, declamations, Naat-Qiraat, essay writing and General Knowledge etc, are conducted to inculcate a sense of competition and broaden the horizon of the young cadets.

VISITS ABROADA wide array of activities is observed including morning assembly, celebration of national days, talks by the guest speakers, religious education, character building and educational visits including annual recreational excursion, a special trip for the selected cadets to Azerbaijan, Sri Lanka and Nepal to enhance their general awareness.

LEADERSHIP TRAININGJustifying the assigned role as a feeder institution for the Pakistan Military Academy, the College caters for leadership training and character-building of its cadets. Daily schedule of classroom instruction, co-curricular activities and supervised house prep is meant to contribute tangibly towards the grooming of the cadets. Training is imparted to the cadets by giving them responsibilities through Prefectural System at College / House level. Junior House appointments are rotated after a specific period in order to extend the leadership training canvas.

PARENTS’ DAYParents’ Day is the main culminating event of all the activities organised by the college round the year and is celebrated with pomp and show to interact with the parents and share with them the collective achievements of the College as well as the cadets’ individual performance during the year. On this occasion, a large number of parents, guests and dignitaries are also invited.

INDUCTION SYSTEMInduction is carried out once a year as follows:-

a. 8th Class and 1st Year Students are inducted on the basis of quota decided by GHQ. Seats are offered to the youth of Balochistan, Pakistan Army personnel and civilian candidates on open merit.

b. Number of Seats AvailableThe induction is carried out in 8th Class only. Number of seats available is 90. However, admission in 1st Year Class is subject to the availability of seats.

ELIGIBILITY a. 8th Class

(1) Candidate should be a student of Class 7th or 8th.

(2) Candidate should be between 12 and 14 years of age on 1st April in the year of admission. (Waiver of maximum one year is granted to the candidates of Balochistan only).

(3) Candidate must be medically fit.

b. Intermediate (1st Year)(1) Candidate should be between

15 to 17 years of age on 1st July of admission year. (Waiver of maximum one year may be granted to the candidates of Balochistan only).

(2) Candidate should have passed 10th Class on joining the College.

(3) Candidate must be medically fit.Note: Waiver of upto 90 days (more or less than the desired age) is admissible for all less Balochi candidates. However, desirous

parents may write an application to Human Resource Development Directorate (HRD), GHQ, Rawalpindi through college authorities for extra waiver in age. Army Personnel must attach a copy of CORO, Regimental Part-II Order and Form B with the application for the confirmation of age. Where as, for all other candidates computerized Form ‘B’ from concerned NADRA Office should be attached for confirmation of age.

SUBMISSION OF APPLICATIONSFollowing procedure will be adopted for submission of applications:-

a. Applications for admission must be submitted on the prescribed admission form attached to the prospectus.

b. Each application for admission must be accompanied by a Crossed Postal Order/ Bank Draft drawn on Habib Bank Limited PPL Branch for the amount mentioned in the Admission Form as registration fee in favour of COMMANDANT MILITARY COLLEGE SUI. Registration fee is non-refundable.

c. Entries in the application form must be filled with correct information. All entries will be verified. Any false information revealed at a later stage during the candidate’s stay at the College will result in disciplinary action/ withdrawal, alongwith a fine of the payment of training charges incurred during the period of stay.

d. The application form, duly filled in, should be sent directly to the ‘Commandant Military College Sui’ clearly marked with red ink on the top right corner of the

envelope “ Admission for class 8th or 1st

year” (whichever is applicable).e. Four self-addressed envelopes of size

4”x9” duly affixed with appropriate stamp of Pakistan Post must be attached with application form.

f. Last date for the submission of application is advertised through newspapers.

SELECTION PROCEDUREThe selection is based on the performance/grading of a candidate in the following:-

a. Written Test b. Intelligence Test c. Interviewd. Medical Examination at CMH/ MH

Note: For candidates appearing for admission in Intermediate (1st year), 60% weightage is given to the marks in SSC (Part 1) Board examination.

ADMISSION TESTWritten test is conducted at the following stations:-

a. Balochistan: Quetta, Sui, Turbat, Gwadar Panjgoor, Naushki, Khuzdar, Mashkai and Awaran.

b. Punjab: Rawalpindi, Lahore, Multan, Sialkot, Jhelum and Sargodha.

c. Sindh: Karachi, Pano Aqil. d. KPK: Peshawar, Abbottabad.e. Gilgit Baltistan: Gilgit.f. AJ&K: Muzaffarabad.

SYLLABUS FOR WRITTEN TESTThe test will be conducted from the subjects/syllabus mentioned below:-

a. 8th Class Written test for Class 8th is given from

Punjab Text Book Board / BBISE Quetta’s syllabus of Class 7th in the following subjects:-(1) English (100 marks)(2) Mathematics and General Science

(80 + 20 marks)(3) Urdu and Islamiyat (Pakistan

Studies for non-Muslims) (75 + 25 marks)

b. Intermediate (1st Year) Written test for 1st Year is given from Punjab Text Book Board /BBISE Quetta Balochistan’s syllabus of Classes 9th

& 10th,(Distribution of Questions: 70% from SSC-II and 30% from SSC-I) in the subjects of English, Mathematics, Physics and Chemistry.

Note: Result of Written Test is communicated only to the candidates who meet the requisite merit.

INTELLIGENCE TEST AND INTERVIEWCandidates who qualify written test for admission are called for Intelligence Test and Interview. Effort is made to call candidates to a location closer to their home station. Candidates, who qualify Intelligence Test, are eligible to appear in the interview.

MEDICAL EXAMINATIONThe selected candidates are medically examined at CMH / MH nearest to their home station. In case, an applicant is rejected on medical grounds, he may apply for Appeal Medical Board. However, this must be done within seven days of the declaration of medical results by CMH, otherwise, the candidate will not be considered for re-examination.

FINAL SELECTIONCandidate’s final selection is made on the basis of overall merit achieved by him in Written Test, Intelligence Test and Interview. In case of Intermediate (1st Year), Matric result (SSC-1) is also given due weightage.

PAYMENT OF DUESDetails pertaining to the dues are given below:-

a. All dues are to be paid in advance through a bank draft in favour of ‘MCSB Cadet Fee’,

Account No.0 5 1 6 - 7 9 0 1 8 8 2 9 - 0 3 payable at Habib Bank Limited, PPL Sui.

b. All payments are made on monthly basis and should reach the bank by 10th of evey month..

c. Rates of fee for all categories are subject to revision from time to time.

d. Payment of College dues is made for the whole term. There is no provision of partial adjustment, refund or remission of the paid amount, even if a student remains on the College roll for only a part of the term.

e. If the fee or any other charges remain unpaid till 30th of the earmarked month, 20% surcharge is added on monthly basis.

SCHOLARSHIPMCSB offeres scholarships to high achievers as well as needy students. First position holder of each entry is granted 100% scholarship while second position holder in each entry is entitled to 50% concession.

COLLEGE RULES & REGULATIONS

PROHIBITED ITEMSAccording to the laid down College rules, possession of certain items by cadets is explicitly disallowed at the campus. These include electric appliances, money (other than the allowed), medicines (unless prescribed by College Medical Officer), drugs or intoxicants, weapons, cigarettes, morally undesirable material in any form, explosives or combustible material, musical or recording instruments of any kind (viz. MP-3, I-pod, Play Station Portable, Walkman, Cassette/CD/DVD player, Video games, Radio, etc) and all items that qualify as ‘valuables’, while cell phone/ camera can be deposited with House Master.

FINEOn all cases of discipline, disobedience, defiance of authority, observable infringement and contravention of College rules, such as overstaying leave, bunking and other serious offences, the cadets may be punished and fined up to Rs. 5000/-.

FEE STRUCTUREAt MCSB, boarding, lodging and messing of the cadets are funded by Pakistan Army. However, to add quality of life at MCSB, a low scale fee structure is charged. Details are as under:-

RELEGATION/WITHDRAWAL/DISCHARGEFollowing situations merit withdrawal on academic and disciplinary grounds:-

a. Academics (1) Failure to come up to the desired

standard of education on completion of an academic year at the College.

(2) Failing in three or more subjects in annual examination.

(3) Failing in two successive terminal examinations.

(4) Getting ‘D’ or lower grade in Board examination.

b. Discipline(1) Cheating in exams or in any other

manner.(2) Committing a theft.(3) Grave immoral conduct, i.e. willful

attempt or actual conduct of unnatural kind.

(4) Physical violence or attempt thereof resulting in grievous injury or having the potential to cause harm.

(5) Repeated or prolonged absence (without leave) from the College.

(6) Repeated bunking and smoking.(7) Any immoral, undesirable or

unbecoming conduct, while on leave.

(8) Willful/serious damage to government property.

(9) Instigating other cadets or acting as a ringleader.

(10) Possession or use of drugs and intoxicants.

(11) Any other dishonorable act below the established standards of conduct at the College.

Note: College will take all possible steps for the safety and security of cadets. However, it will not be responsible for any illness, injury, accident, disability or death of any cadet during his stay at the College.

DISCHARGEFollowing rules apply for discharge / withdrawal from the College:-

a. Own Request. Parents may request for withdrawal of their son on payment of full training charges, as laid down by the GHQ.

b. Medical Grounds. Cadets once found medically unfit, are discharged from the College.

BOND/TRAINING CHARGES a. Applying for admission to the College

for their son will automatically mean that they pledge to abide by all the terms and conditions given in the prospectus or subsequently issued by the College.

b. It is obligatory for all cadets to apply for commission in the Army. They will appear in ISSB at the end of their tenure at the College. In case of discovery of intentional attempt to fail in ISSB, the candidate will have to pay the entire training charges and may warrant the retention of Character Certificate.

c. Following cadets will be required to pay training and penalty charges, as per rates in vogue at the time of the incident:-(1) Those unwilling to join Pakistan

Army after passing intermediate examination.

(2) Those who do not wish to continue studies at MCSB on any account, may it be domestic problems or else.

(3) Those who are withdrawn on disciplinary or academic grounds.

d. No cadet will be awarded the original Certificates / Photo Copy unless he is rejected twice by ISSB.

Following is the distribution of terms and examinations during an academic year at the College:-

a. 8th Class(1) 1st Term: March-September

LEAVERules for the leave are as follows:-

a. Leave is granted only under extreme compassionate cases (maximum 3-5 days, depending on distance) and must be applied for in writing to the Commandant well in advance.

b. Parents/Guardians are responsible to collect/ return their sons/ wards on leave.

c. Absence for sickness must be supported by documents from a CMH or a Government hospital, where CMH is not available.

d. Cadets may proceed on weekends as follows:-(1) Class 9th: Once a term, (except 1st

term) (2) Other classes: Twice in a term(3) Weekends may be curtailed due to

College requirements / security concerns, etc.

e. Air and Railways concession vouchers are provided on request to cadets.

CADETS’ HOUSESThe cadets are distributed into five houses. The affairs of each house are managed by a Housemaster, an experienced member of faculty and a team of officers who supervise all cadets’ matters, guide their conduct on all occasions and contribute towards development of their personality in line with the College policy.

SPORTSSufficient number of playgrounds for Football, Cricket, Athletics and courts for Basketball, Squash and Tennis are available. Moreover, matches can also be played in Futsal courts under floodlight. Facilities are also provided for Karate, Gymnastics, swimming and a number of indoor games. In addition, regular PT and games continue for most part of the year as an essential segment of general training.

MISCELLANEOUSCORRESPONDENCEAll official correspondence should be addressed to the Commandant.

VISITS BY PARENTS AND GUARDIANSParents / guardians / authorized visitors may visit their wards in Visitor’s Room / Cafeteria only on Saturday (2 pm to 5 pm) & Sunday (8 am to 5 pm).

POCKET MONEY / PRIVATE CASHParents deposit Rs. 225/- per month as a part of College dues on account of their son’s routine expenditure. The cadets are not allowed to keep more than 500/-rupees.

Cadets are required to maintain their own bank accounts which they may operate through ATM located inside the College as and when required

COLLEGE ALUMNICadet Hamza Anwar from district Nushki, Balochistan, was selected for 136 PMA Long Course. He got selected for training at prestigious Royal Military College Australia in 2016 and brought laurels for his Alma Mater. Cadet Hamza Ahmed, hailing from Quetta, was selected for 135 PMA Long Course. He became the pioneer of the college to be selected for training at German Military Academy. Cadet Hanan Mustafa, hailing from Okara, was selected for 136 PMA Long Course and passed out by winning the coveted Sword of Honour. Cadet Muhammad Iqbal from District Shigar, Skardu, was selected for 136 PMA Long Course. On October 14, 2017, he passed out as a proud recipient of President’s Gold Medal. Cadet Ghulam Nabi from Khair Pur, Sindh, passed out with 138 PMA Long Course and repeated the history by clinching Sword of Honour.
