WHAT IS THE METROPOLITAN PLANNING ORGANIZATION (MPO)

1. The MPO is an organization created by the Federal government to help ensure the smart and effective investment of limited public transportation dollars

2. Any urban area with more than 50,000 residents must have an MPO3. MPOs are responsible for conducting the transportation planning process

for the metropolitan areas4. The transportation planning process is:

• Assisted by the Federal government• Administered by the State• Locally driven by the MPO

HISTORY OF METROPOLITAN PLANNING ORGANIZATION (MPO)

1. 1962 - Federal-Aid Highway Act • Mandated MPOs for urban areas over 50,000 in population• Use of 3-C process for conducting the transportation planning

process: continuing, cooperative and comprehensive• Required to be multimodal

2. 1973 - Highway Act• Highway Trust Fund (HTF) – funds MPO planning activities

3. 1991 - Intermodal Surface Transportation Efficiency Act (ISTEA)• Flexible funding

4. 1998 - Transportation Equity Act for the 21st Century (TEA-21)

5. 2005 - Safe, Accountable, Flexible, Efficient Transportation Equity Act: A Legacy for Users (SAFETEA-LU)

LONG RANGE TRANSPORTATION PLAN (LRTP)1. The LRTP is required by Federal law for the MPO to receive federal funds for

• Is updated every five years

TRANSPORTATION IMPROVEMENT PROGRAM (TIP)

1. The TIP is a 5-year program that prioritizes transportation improvement projects for federal, state, and local funding.

2. The TIP is a ‘living’ document, meaning that it needs to stay current and may be amended as needed.

3. Identifies funding levels by source and type.4. The TIP Development Committee includes representatives from the

MPO’s transportation partners.

• The first year is the annual element; the remaining four (4) are the future.• Each year a new fifth year is added.• Fifth year added of the TIP is based on the MPO Program Priorities taken

from the LRTP.

WHAT IS THE MPO PROGRAM PRIORITIES?

• Required by the State of Florida under Chapter 339.175 Section 8.b

• Includes the list of priority projects to be added to the 5th year of the TIP, based on available federal funding

• Added projects come from the LRTP Priority II

• Needs to be approved by the MPO Governing Board, before October 1st

• Once approved, list of projects is included in the FDOT 5-Year Work Program, as directed by the MPO

FEDERAL CERTIFICATION

Every four (4) years a Federal Certification Team (FHWA and FTA), has to certify that Miami-Dade MPO complies with all federal requirements. Failure to pass this certification review process, could jeopardizes the receipt of federal transportation funds for Miami-Dade County. The certification review process includes the following areas of interest:

In addition, the FDOT and the Miami-Dade MPO conduct a yearly Joint Standard Certification Process. Based on this process, FDOT recommends that the Miami-Dade MPO be certified.
