    1.0 Introduction

    This method statement details the proposed works connected with the off loading, loading andinstallation of sheet pile retaining wall using a 25tn excavator and Movax unit to construct aretaining wall at the Northern Gateway project for Welsh Government. The work is to becompleted in one visit from 16/03/15. The scope of works is to install 180no AU14 sheet piles

    throughout CH1350-CH1500 along an existing cycle path.

    The site location of the works and delivery address is:

    2.0 Purpose

    The purpose of this method statement is to identify potential hazards and to provide a safe and

    considered method of work.

    3.0 Programme

    The works will be completed in accordance with the Volker Stevin programme of works.Mobilisation of plant and personnel to site will be 16/03/15 with an anticipated programmeperiod of 2 weeks.

    4.0 Responsibilities

    Volker Stevin will be responsible for ensuring that all the FPS attendances are provided and inplace prior to the piling equipment mobilising to site.

    The Piling Foreman will be responsible for ensuring that the operations completed by VolkerStevin will be in accordance with this method statement.

    The Operations Manager will be responsible for ensuring the Piling Foreman has the necessarysupport for works.

    The Operations Manager will be responsible for ensuring the Method Statement and Riskassessments are in place and, together with the Piling Foreman that site conditions match thoseenvisaged for the works.

    6.0 Working Hours

    Working hours will be 7.30am to 6.00pm.

    Safety and task lighting will be required at the start and end of the shift during the winter months.Lighting units will be positioned to ensure the lights do not shine directly onto the lower bund.

    7.0 Pre-requisites to starting on site

    A site safety induction is to be provided by Volker Stevin which will include the siteemergency procedures and personnel authorised to give instructions.

    All VS Piling personnel will be inducted into this Method Statement and Risk Assessmentand will be briefed by the Operations Manager/Piling Supervisor and a copy given to theVolker Stevin Project Manager.

    Clear and safe access and egress to and from the site for our personnel and adequatedemarcation from other operations (Site clearance etc).

    Suitable haul road & access to all areas for the works, including stable and well maintainedpiling platforms. This will be detailed in the VS Traffic Management Plan.

    Removal of obstructions.

    Adequate Welfare facilities. Setting out of the pile line and levels.

    A signed Permit to Work for pile installation operations (Appendix E).

    Other permits as necessary (eg Hot Works permit for cutting/ burning operations).

    Clear delineation and notification of any live overhead or underground services.

    8.0 Mobilisation

    a) Deliveries

    The Piling Foreman will inspect the platform prior to the Movax setting up. If satisfactory, he willget the certificate from Appendix C signed off by the Volker Stevin Project Manager prior to any

    operations commencing.

    Offloading of the plant and ancillary equipment will be carried out within the site boundary. Thelow loader will reverse to the Queensferry Hotel Car park to the works area, the low loader willthen be tracked off by the rig operator and track onto the cycle path. A banksmen is to bepresent at all times and the speed of the excavator is to be limited to a walking speed.

    Goalposts will be erected under the cables to establish a minimum height..

    All deliveries will be made to the main site compound.

    No plant/materials are to be stored on the lower berm.

    All delivery vehicles will arrive with suitable edge protection.

    b) Equipment

    The Operations Manager will make the necessary arrangements via Volker Brooks (i.e.movement orders where necessary) for the delivery of the piling equipment to site. Theproposed plant to be used on this project will be as follows:

    c) Labour and Small Tools

    The labour shall travel in a Transit Van carrying any necessary small tools and oxygen /propane / cutting / burning equipment. The transit van will be required access into the main sitecompound.

    The Movax operator will travel separately in his own transport.

    9.0 Methodology.

    a) Delivery of sheet piles to works areaPiles will be transported from the laydown area in the site compound to the works area along thebank East of Bascule Bridge. This method will utilise a trailer unit which will be transported by eitherthe telescopic handler or VS dumper. A live road will need to be crossed VS are to provide trafficcontrol management.

    CH1350-CH1500Sheet piles will be loaded onto a trailer unit by means of the telescopic hander in

    the compound storage area. The trailer unit will then deliver the piles to the works area using theexisting road up to The Queensferry Hotel. Once the trailer unit reaches the works area the 25tnMovax will unload the trailer and lay the piles along the cycle path ready to install.

    Works will be carried out in close proximity of live overheads, a safe working zone will be establishedand the excavator will be fitted with a slew restrictor. VS to mark the minimum safe working area onthe footpath.

    b) Pitching and driving sheet piles using Movax

    The Piling Foreman will liaise with VS and agree the setting out locations of the piles andassociated levels.

    The Piling Foreman will inspect the platform provided by VS for the Movax unit. Ifsatisfactory he will obtain endorsement of the certificate within Appendix C by arepresentative of VS before commencing any operations.

    The sheet piles will be transported to the piling area by the trailer unit and offloaded usingthe 25tn Excavator. The sheets will be stacked in bundles of three to allow the Movax tomanoeuvre them if required.

    The AU14 (upto 8m long) single sheet pile will be picked up by the Movax side grip.

    The pile will be placed on the track to allow the driver to manoeuvre the hammer over thepile and grip the section on the side.

    The pile will then be lifted and positioned onto the required line for the retaining wall. Thepile will then be driven using the side grips of the hammer as far as possible depending onprevalent underlying ground conditions. The jaws of the hammer will then be released andthe hammer moved up the pile and re-gripped onto the section and driven further.

    This will continue until the pile is driven far enough to allow the hammer to be positioned ontop of the pile. Once the Movax is positioned on top of the pile and attached via the bottomjaw of the hammer the pile will be driven to its final level or refusal, whichever shall be thelesser. VS will provide a machine to remove any material to allow the piles to be driven tofinished level.

    The next pile will be handled in a similar manner and pitched into the clutch of the previous

    pile. The pile will be driven in the same manner as the first. The pile installation will becontinued in the same manner until the end of the pile line or a change in direction.

    Pile installation records will be kept on a daily basis together with daily record sheets andprovided to VS at the end of each day for verification.

    If sheet pile refuses due to obstructions, the what if table will be reviewed for a possiblesolution. The Project Manager (Hyder) will be informed by VS.

    b) Backdriving Sequence

    If the piles refuse during driving with the Movax, impact driving may be required to drive thepiles to final level to meet the project requirements.

    An Impact hammer will be mobilised to site and attached to the excavator.

    The hammer will commence driving under operation by the piling operative. The driving willbe monitored throughout the driving process.

    Driving will stop upon the pile final level being reached or refusal of the pile under thedriving process.

    c) Controls & Monitoring

    o Volker Stevin will be responsible for clearly marking the line and level of all pile wallsections and confirming the levels prior to the rig moving to the next pile.

    o Each pile will be checked for verticality as work proceeds by the Piling Foreman using asprit level.

    o

    The Piling Foreman will ensure that the piles are installed in accordance with the pileschedule and relevant drawings.o Records will be kept of any piles which fail to achieve the required drive depth.

    10.0 Labour

    Operatives engaged in the site works will be a piling foreman, Movax operator, and a pilingoperative.

    All operatives are trained and experienced in piling works. Training records of the operativesinvolved in the works will be provided at the pre commencement induction. To ensurecompliance with this method statement a briefing will be held for all personnel involved. No

    visitors will be allowed within the immediate working area unless they are deemed experiencedin this work.

    All operatives are CSCS/ CPCS qualified for their appropriate role and carry their cards withthem.

    11.0 Safety and COSHH

    Appropriate Risk and COSHH assessments are provided within Appendix A.

    Generic COSHH Assessments included for the installation are as follows :-

    Hydraulic oil Oxygen

    Propane.

    12.0 Housekeeping

    All vehicles and plant will be kept in a clean condition.

    The working area will be kept clean and clear of trip hazards. Any spillages will be reported to

    Volker Stevin and cleared immediately. All waste will be deposited into skips provided by VolkerStevin for disposal.

    All plant will carry a comprehensive spill kit.

    13.0 Environmental Information

    d) Waste and Pollution

    Fuel:VS will refuel (gas oil) plant and equipment from approved storage facilities. Refuelling willbe completed at the designated areas.

    Plant Maintenance:Any essential plant maintenance required while on site will be undertaken

    either at the working area or at a designated bunded area as directed by the VS.

    VS will provide a spill kit in the form of absorbent mats and granules to soak up any accidentalspillage during refuelling or plant maintenance work. These will be bagged up and disposed of.Should there be any cause of pollution to the water courses the main contractor will be informedimmediately.

    Drip trays will be used under small plant items at all times.

    e) Noise & VibrationVGE will provide details of anticipated noise and vibration levels anticipated for our proposedplant and equipment on request from VS. Actual site levels may vary from those stateddepending on actual ground conditions and the degree of exposure at the work location. Noise

    and vibration monitoring will be carried out during the installation of the sheet piles.

    f) Fuel & OilsFuel is to be provided by VS in a mobile bunded bowser and held within approved storagefacilities.

    g) Water coursesThe Rive Dee is located adjacent to the sheet pile line. Re fuelling will be carried out away from thewater course.

    14.0 Personal Protective Equipment

    All personnel shall be issued with the following PPE which shall be worn at all times:

    Hard HatsSafety Boots lace up only.High Visibility Trouser and Vest (function designated)Light Eye ProtectionGlovesEar Defenders

    Additional PPE will be worn as required for activities such as burning and welding and asrequired by the risk assessments.

    15.0 Lifting Equipment

    All craneage, chains, slings, shackles and shoes will have valid certification for inspection atall times. Present colour of all in test lifting equipment is Red.

    Daily checks to be made on chain clamp / lock-nut pitching chain and componentconnectors together with the standard daily rig check carried out by the operator.

    16.0 Lighting

    Safety and Task lighting will be provided as necessary by VS. Site lighting to allow safe

    movement around the site if needed is also to be provided by VS. Lighting units will bepositioned to ensure the lights do not shine directly onto the lower bund.

    17.0 Emergency Procedures

    Emergency Procedures will be briefed by Volker Stevin as part of the site induction, includingthe responsible person, contact numbers and hospital directions. The VS designated First Aiderfor the project will be Mr Dave McCafferty the Piling Foreman.

    18.0 Third Parties

    Third party assets are the responsibility of VS as indicated on the Permit to Work.

    The site works described above will be completed out in a secure working area provided by VS.

    Guidance on working platforms for tracked plant

    1. Design

    1.1. The HSWA 1974 and CDM Regulations 2007 require the Principal Contractor to appoint competent Designers in respect ofWorking Platform design. This legislation explains how competence can be assessed by reference to professional qualifications or

    professional memberships and by reference to practical experience of the design of working platforms. Principal Contractors mustbe satisfied that a competent Designer has been appointed by them in accordance with the relevant legislation before theycomplete and sign the WPC.

    1.2. The stability of tracked plant is fundamentally dependent upon the provision of a suitable and sufficient working platform. It must beproperly designed and installed to a recognised standard. Whilst the same type of rig may be operated by different companies, thedesign bearing pressures may differ due to the specific operating configuration of the rig and/or any modifications. Details of theplant to be used and bearing pressures will be provided by the specialist contractor in advance of work commencing.

    1.3. Working platform design is extremely sensitive to the bearing pressure and type of fill used in the platform. (For example, changingthe angle of friction of the fill from 35 degrees to 45 degrees can halve the platform thickness.) It is therefore advised that theDesigner may have to adopt conservative/cautious estimates of platform shear strength unless higher values can be demonstratedby testing or with reference to appropriate published data.

    1.4. The working platform must be free draining to prevent the build up of water and slurry. In the case of fine-grained sub-grades, aseparation/filter membrane should be installed beneath the platform material to inhibit pumping and infiltration of the fine-grainedsoils up into the platform material during wet weather (which can impair platform performance and increase maintenance costs).

    1.5. Proof testing of the platform can be carried out with a suitably sized circular plate subjected to the maximum design loading. Suchtesting, as part of an appropriately designed testing regime, should highlight any gross inconsistencies in platform performance.Potentially, significant savings in platform thickness and cost may be realised by adopting a more detailed testing strategy.

    1.6. The working platform must have a specified design life which starts before delivery of the piling equipment and ends on completionof all piling works. This includes load testing, integrity testing, investigation of non conformances and any remedial works.

    1.7. The specialist contractor is to advise the Principal Contractor at the earliest practicable opportunity should the specialist contractorbecome aware of any circumstances relating to the working platform that renders it unsafe.

    2. Installation

    2.1. The FPS Working Platform Certificate is mandatory for all sites where a rig or attendant plant operates. It must be signed by anauthorised representative of the Principal Contractor. This signature confirms that the legal duties required under CDM have beencarried out.

    2.2. If the working platform is to be constructed or removed in phases while piling works are ongoing, then the extent of the platformmust be clearly defined on the certificate and, in accordance with good practice, physically on site. This is particularly importantwhere the platform material is removed from an area previously made available to the specialist contractor.

    2.3. The working platform provides access for all plant deliveries, sub-contractors and personnel associated with the specialistoperations. Properly designed and installed the working platform could also provide suitable and safe access for following trades forthe whole project.

    2.4. Poor definition of the edge of the working platform is a major cause of tracked plant instability. It is good practice that the workingplatform should extend at least 2m beyond the pile position/edge of the building to ensure sufficient safe working area for thespecialists personnel and attendant plant. Where having to work within this 2m zone is unavoidable the Designer is to be informedof the requirement to design the platform for working up to its edge.

    2.5. Where access ramps are used to move between working levels these must be of sufficient gradient and width to allow the plant tomove safely with the stability constraints of the machine. Ramps must be in a straight line between working areas.Rigs and cranescannot change direction on ramps. Where a change in direction is required, this must be on a flat level platform.

    3. Maintenance, modification, repair and reinstatement

    3.1. The working platform must be kept free draining. Water and slurry which is allowed to build up on the working platform can hidesuch hazards as recently constructed piles, trip hazards, uneven or unstable ground, services and excavations. Slurry can betransferred to work equipment which increases the risk of slips on steps as well as difficult handling of work tools.

    3.2. Obstructions encountered during installation of the piling works will generally require excavation to remove them. This can create asoft spot which can result in the rig overturning. It is essential, therefore, that any excavations made in the working platform arereinstated to the designed standard, including any reinforcement and separation filter/membrane.

    3.3. The working platform shall be subject to regular inspection by a competent individual appointed by the Principal Contractor (e.g. theTemporary Works Co-ordinator) throughout its design life and after any reinstatement or any works which might have modified it.Any damaged or inadequate areas identified must be reinstated to the designed standard. Following the regular inspection, theWorking Platform Regular Inspection Log shall be signed by an authorised representative of the Principal Contractor and issued tothe specialist contractor with a layout drawing of the working platform amended as appropriate.

    4. Working Platform Layout

    4.1 Items that must be included and properly located on the working platform layout drawing and be notified by the Principal Contractorto the specialist contractor would include: detail of platform edges and 2m delineation, trial pits, services or voids, areas of

    backfilling, known underground basements; areas that are covered by the certificate or permit, test locations (if specified by theDesigner of the platform) and any other feature that may affect the safety of operations.
