Each of the International Bridge officers now has primary responsibility for dues collection and fleet and Independent Member communications for that officer’s area of the world. IRC Terry Stretton has the Asia/Pacific Region; IVC Bryan Skinner has Europe/Middle East/ Africa, and I have North and South America. Our new management structure allows for appointment of Area Commodores to assist International Bridge officers on administrative matters, so that we can pay more attention to our international duties and strategic issues relating to maintenance and growth of our fellowship. adopted policies requiring fellowships tohave insurance, or to contractually agree toindemnify RI against any losses; and twiceIYFR took the lead for the fellowships inopposing those policies and led successfulcampaigns resulting in Board repeal of thepolicies before they took effect. Then wehad to deal with membership issues - therevised RI Code of Policies for Fellowshipsstates that “only Rotarians, spouses ofRotarians, and Rotaractors may be membersof the fellowships,” causing concern amongsome IYFR fleets that have members whohave retired or left Rotary. We addressed thisissue by creating a category of honorarymembers (see September 2006 Rotafloat andIYFR Rules on the website for details). Furtheramendments to the IYFR Rules clarify therequirement that the line officers in IYFRleadership – the elected International Bridgeofficers, and Area, Regional and FleetCommodores – be active Rotarians. We havedone what we can to reconcile our fleetwishes and RI policies. Despite thesetensions, our management team is solidlycommitted to the idea that IYFR is a Rotaryorganization, bound by RI Policies, anddedicated to fellowship in support of theobjectives of Rotary. An edited version of the articleappeared in the April Rotarian magazine, providing a greatopportunity to publicize IYFR and the value of fellowshipsin the world of Rotary. Congratulations again to VancouverIsland Commodore, and now Regional Commodore forWestern Canada, Patrick Hunt, and his Mariner colleaguesfor “Leading the Way” in service. Many other IYFR fleetsannually perform service activities as part of our fellowship,and in support of their local Rotary clubs. The celebration of the Diamond Jubilee of IYFR’s foundingby John Barrett in England started with the AGM of theBritish Fleets held at Chester from 16th to 18th March 2007.The weekend, presided over by Jeni Pressdee, NationalCommodore of GB&I, kicked off with a dinner on Fridaynight featuring past GB&I Commodore John Billinghamand Past International Commodore Andrew Mitchellregaling the assembled company with IYFR’s history,though neither admitted to being there at the beginning.The evening set the pattern for the entire weekend.

On Saturday, two coaches took everybody on a tour of theWirral, an area that many in the group had never been tobefore. Halfway round the Wirral, the coaches stopped atthe pier head and we all piled out to board the ferry andcrossed the Mersey in traditional Beatles style. Seeing theLiver building with its birds facing the land and seabrought added meaning to the old legend of greeting thesailors.

On the way back, the coaches went to Port Sunlight, whichwas built by Lord Leverhulme for the workers in his factorynow known as Unilever. He was one of the great

philanthropists who believed in looking after his staff, andwe saw that there was a school, club and hotel as well asan art gallery. The village is still in its original form, and ismodern to this day.

In the evening, after GB&I’s AGM, there was a champagnereception allowing everyone to circulate and socialize.Then a total of 89 people sat down to a black-tie dinner.Guests included three past International Commodores:Ferit Biren and his wife Koray and daughter Arzu, AndrewMitchell, and Ken Winter with his wife Bente. They wereaccompanied by past National Commodore and presentInternational Vice Commodore Bryan Skinner, andInternational Rear Commodore Terry Stretton with theirwives Chris and Meryl, and five past commodores of GB&I.They were also joined by the local District Governor andtwo local presidents with their wives. The evening wasonce again presided over by National Commodore Jeni

very interesting talk explaining the agency’s role in helpingsailors with weather forecast reports and also rescues.Many questions followed.

The dinner ended with a message read by Bryan Skinnerfrom International Commodore Bill Robinson, who senthis good wishes and apologies for being unable to attend,and proposed a toast to IYFR.

On Sunday, several members went to Chester Cathedralwhere the District Governor was now in his role at theCathedral, followed by coffee after the service to completethe weekend.

The fellowship and friendship was excellent and theweekend was deemed a great success. Congratulationsand thanks were given to the organizer Rodney Davis, GB&Isecretary.

BRYAN SKINNER INTERNATIONALCOMMODORE 2007 – 2009

At the Rotary InternationalConvention in Salt Lake City, in June2007, Bryan Skinner will become IYFR’s34th International Commodore. Since1967, there has only been one otherCommodore from Britain, AndrewMitchell.

Bryan was born in 1934, just north ofLondon, and has lived in that area allhis life. After boarding school, heserved in the Royal Artillery for twoyears followed by a period in theNational Reserve. He then joined thefamily civil engineering company,

becoming managing director,and running the companysuccessfully until his retirementin 1998.

In 1956, Bryan married Chris,built his own home, settled in,and then had a son, followedby three daughters. In additionto being a family man he playedrugby football, tennis andsquash to county level, andmost importantly, learned tosail during the many holidayshe spent on the Norfolk Broadswith the children.

Born in Devonport, New Zealand, in1940, Terry attended Takapunaprimary and grammar schools inthat community, which is locatednear Auckland.TERRY STRETTON

INTERNATIONAL VICECOMMODORE 2007 – 2009

Terry joined BP in 1957 inAuckland. He started as junior clerk,and as he gained experience hewas promoted and transferredamong several locations, includingWhangarei, Tauranga, Wanganni,and New Plymouth, with severalintervals in Auckland. He wasterminal manager when hereturned to Auckland in 1989, andretired from BP in 1991after 33 years of service.

The children are now all grown upwith families of their own, and Chrisand Bryan have seven grandchildren.

Bryan’s other interests include RoundTable, which he joined in 1960, and heis still a member of 41 Club. He joinedHertford Rotary Club, District 1260, in1974, has served on every committee,and was Club President in 1991-1992.He has served on District Committee,and among other activities has raiseda large amount of funds by organizingsuccessful charity concerts.

Bryan joined IYFR in 1982, becoming afounding member of the Suffolk Fleet,and, on later acquiring a 40-foot motorcruiser, he joined the Norfolk BroadsFleet. He was Commodore in 2000, andwas elected National Commodore ofGB&I for 2002 to 2004. During that time,he had the great pleasure of joiningthen International Commodore KenWinter on his beautiful yacht, PacificMermaid, for the finals of the AmericasCup in Auckland—truly an experienceof a lifetime.

Since 2002, he has attended every RIConvention, and on the retirement ofMax Cribb due to ill health, he wasmade International Vice Commodoreat the 2005 RI Chicago Convention.Bryan has travelled extensively inEurope as IVC and has chartered twonew fleets with two more in the nextfew months.

Bryan looks forward with pleasure tothe challenges of the next two years,and he anticipates visiting many of theninety IYFR fleets all over the world.

Clint Collier will join the IYFRInternational Bridge when he assumesthe position of IRC at the RI Salt LakeCity convention.

Clint is a member of the Rotary Clubof Walnut Creek (California) where heis just completing his term as ClubPresident. He joined Rotary in 2000when he found out about their efforts

Having sailed in the SanFrancisco Bay area for over 20years, Clint found IYFR to be anatural choice, and he joinedshortly after his introduction toRotary. Here, he found himselfin a leadership position almostimmediately, thanks to PIC JoePhillips’ power of persuasion.Eventually he becameCommodore of the SanFrancisco Fleet. He joined theIYFR International Bridge staffin 2005 when IC Bill Robinsonrecruited him to take on thetask of managing thefellowship’s website.

continues to do some consulting.Shortly before retiring, he begandesigning web sites for nonprofitgroups as a way to keep active andinterested in computers and tosupport the community.

He serves on the board of directorsof the Golden Gate Tall ShipsSociety, a group that promotesyouth sailing on traditional tall-ships through scholarships. Bevand Clint make their home inWalnut Creek and have two grownsons who live in northern Californiaand Arizona. Clint is a graduate ofSan Diego State and the Universityof Southern California.

In addition to sailing and workingwith computers, Clint enjoyscooking and is an avid student oflate 18th century military sailinghistory. One of his mostmemorable activities was theopportunity to sail for a week onHMB Endeavour, a replica of the shipin which Captain James Cookexplored New Zealand andAustralia between 1768 and 1772.

In 1966, Terry married Meryl, who wasworking for the Bank of New Zealand.They have two lovely daughters,Deborah and Kim, two great son-in-laws, George and Toby, and are nowblessed with two wonderfulgranddaughters, Thalia and Elsie.

Shortly after retiring, Terry assisted anengineering company lifting storagetanks, and was sent to London,Brussels, Amsterdam, and The Hagueto market the idea to the oil industry.Then he returned to BP, working undercontract for 12 years.

In 1985, Terry joined Rotary in NewPlymouth, representing the oilindustry. When he shifted back toAuckland in 1989, he joined theNorthcote Club. Terry has held all ofthe club’s directorships, and was ClubPresident for 2005-2006. Both Terryand Meryl are Paul Harris Fellows.

Terry joined IYFR in July 1998, andcurrently is Commodore of theAuckland, New Zealand Fleet. Terrywas appointed IYFR InternationalRear Commodore in the Fall of 2006,to fill out the term of IRC John Milnewho unfortunately had to resign dueto health issues.

Terry’s interests, includewoodworking, boatbuilding,yachting, golf, leadlighting, andfurniture restoration. He volunteerson school committees, school camps,and Meals on Wheels, and also helpsback-stage at dance productions.

Terry and Meryl are members of theAuckland Morris Minor Club, drive a1955 restored Morris Minorconvertible, and have a 1965 Lidgarddesign 32 ½-foot sailboat, Taranui,which they have totally restored.

Clint met and married Bev—his life’scompanion of 37 years—shortlyafter returning home to San Diegofollowing a 6-year stint as a missileofficer in the US Air Force. His civiliancareer began with the phonecompany, where he learnedcomputer programming anddatabase design. In 1980 he joinedtwo friends to form a smallconsulting firm specializing in largedatabase design and maintenance.Clint retired recently, although he

Twelve members of the Gippsland Lakes Fleet, Victoria,Australia, spent a long weekend in February 2007 visitingHobart, Tasmania, to do a little recruiting. Led by RegionalCommodore for Victoria and Tasmania, Bob Dack andCommodore David Hawkey, the twelve boarded an earlymorning flight from Melbourne.

What a weekend! It all began at Bellerive (near Hobart)after boarding the water taxi and speeding across theDerwent to the docks to see the hundreds of craft from theParade of Sail arrive at the Wooden Boat Festival. Therewere sailing yachts, rowing boats, clinker boats, motorboats, steam boats, Dutch boats and Tall Ship replicasEndeavour, Duyfken, Enterprize, Lady Nelson, and WindewardBound. The rest of the day was spent exploring moored boatsand exhibits such as the Shipwrights’ Village whereauthentic skills were displayed, and model boats. Awandering jazz band came by and we showed ourappreciation for the next hour. When our energy levelsbegan to drop late in the afternoon, we hailed our taxiand headed back to Bellerive for dinner at the WaterfrontHotel.

Saturday’s attraction was the Salamanca Market wheremany a dollar exchanged hands. In the evening we werecollected by Lindisfarne Rotarians and driven to Geilston

The PCE has becomea popular annual event, and is about the only time outside the AGMand RI activities when IYFR members can meet for fellowshipwithout a formal agenda. Cost $65.00 per person. Boat Club for a very pleasant barbecue. Here we explainedthe purpose and organization of IYFR and encouraged theHobart folks to consider starting a fleet of their own.

On Sunday we were transported again to the Boat Clubwhere we boarded John Behrens’ yacht Sea Breeze, two otheryachts, and a power boat for a great cruise on the Derwent—first upriver, then down past the festival boats as far asSandy Point, before returning to Geilston for lunch. Howhospitable these people were, and it was very muchappreciated.

We urged them to make a trip to East Gippsland, where wewould host them and return some of the hospitality.

The 2007 IYFR Post Convention Cruise, following theRotary International convention in Salt Lake City, Utah, willtake place in the Washington State San Juan Islands, withday cruises onboard boats of Rotary Mariners from the sixUS and Canadian Pacific Northwest IYFR fleets andovernight accommodations at resorts on shore for thosewithout boats. The San Juan Islands, located in thenorthwestern most part of the United States, are part of abeautiful archipelago that includes the Canadian GulfIslands. Cruising among the islands is in sheltered waters,with views of snow capped mountains, pastoral landscapes,wooded forests and an abundance of wildlife - bald eagles,deer, seals, otters and Orca whales.

The San Juan Islands comprise 172 named islands withfewer than 15,000 people. The San Juans enjoy an averageof 247 annual days with sunshine and an average of 29inches of rain per year, half the amount that Seattle gets.Temperatures rarely drop below 30 degrees Fahrenheit andrarely above 80 degrees. However, sunshine can be elusivein June, so we encourage everyone to bring rain gear andwarm clothing. While the boating waters are 49 degrees (9Celsius) year around, island hotels do have swimmingpools, so pack your swimming suit.

Thursday June 21st: Members should make travelarrangements to arrive in Seattle on Thursday June 21. Anearly arrival will allow for independent sightseeing. Nighton your own in Seattle.

Friday June 22nd: The group will travel by the VictoriaClipper catamaran from Seattle to the Port of Friday Harbor,on the eastern side of San Juan Island, arriving before noon,allowing time for lunch and sightseeing prior to lateafternoon fellowship on the docks, followed by dinnerwith boat hosts.

Saturday June 23rd: After breakfast with boat hosts, thefleet will depart Friday Harbor for a day of cruising andgunkholing among the islands. Lunch will be onboard orin an anchorage (skipper’s choice). Boats will rendezvousat the Islander Resort on Lopez Island for more shoresidefellowship and dinner.

Sunday June 24th: Following breakfast at the LopezIslander Resort, the fleet will depart for Roche Harbor Resorton the northwestern side of San Juan Island. Lunch will beonboard or in a chosen anchorage en route. Roche Harbor,established in 1886, will be the venue for evening festivitieswith dockside fellowship, dinner ashore and ending withthe famous Roche Harbor flag ceremony.

Monday June 25th: After breakfast at the resort, visitorsmay either return to Friday Harbor and on to Seattle onthe afternoon sailing of the Victoria Clipper, or continueon their own to explore sights of the US andCanadian Pacific Northwest.

The registration form for the PCC and hotel and transportation booking information is posted on the IYFR websiteat www.iyfr.net under “Fellowship News & Events.” IYFR Treasurer Ingrid Bruner is the events registrar, assisted byGreat Getaway Travel in Friday Harbor, which will coordinate hotel and transportation bookings.

The San Juan Islands are surrounded by a multitude of travel opportunities and sightseeing: Seattle, the OlympicMountains, Victoria and Vancouver Island, the beautiful Canadian Gulf Islands, the city of Vancouver, the CascadeMountains and Mt. Rainier. For those able to extend their trip after the PCC, Great Getaway Travel will be able toassist you with your travel alternatives. Washington State and British Columbia ferries connect Friday Harbor withSeattle, Victoria and Vancouver, and there is regular seaplane service to popular destinations.

International Luggage: For those returning to Seattle immediately after the PCC, please arrange to leave internationalluggage at your hotel in Seattle prior to departure for Friday Harbor, and bring only a soft sided bag for the PCC.Dress is very casual in the islands, jeans are the norm day and evening. Pack your IYFR shirts, but leave jackets andties. Be prepared for cold and warm weather; rain jacket, sweater, shorts and swimsuit. For members not returning toSeattle, arrangements may be made to store luggage in Friday Harbor.

Proposed Amendments to IYFR RulesProposed Amendments to IYFR RulesFurther to the “Proposed Amendmentsto the IYFR Rules” article in theDecember 2006 issue of Rotafloat, thefollowing additional amendmentshave been proposed:

1) Financial Report

Amend the last sentence in each of theBanking Procedures Sections 5.5.4 and5.5.6 to state that the annual balancesheet, income and expense statement,and finance committee reports beposted to the members section of thewebsite, rather than in Rotafloat.

Comment:It is prudent to keep IYFR financialinformation in-house rather than opento the general public on the internet.Since Rotafloat is posted on the publicsection of the website, the amendmentremoves the annual details fromposting in Rotafloat to posting to themembers only password protectedsection of the website.

2) Record Keeping

Section 4.1:Add: Dues and accounting are in USDollars with conversion of paymentsfrom other currencies at currentexchange rates.

Comment:This change is for clarification and isintended to be consistent with RIpolicies allowing for conversion ofpayments from currencies other thanUS Dollars into US Dollars.

Section 4.4:For clarity, and to be consistent withthe proposed changes to Section 5.5.4and 5.5.6, the second sentence hasbeen amended to read:

This issue shall include an annualreport of activities, and be sent alongwith cost of membership dues, afinancial statement, showing revenuesand expenditures during the pastRotary year, and a statement of fundson hand at the time of the report to itsmembers and must be submitted tothe RI General Secretary, and Chair ofthe Rotary Global Networking Group,by 1 October in each year.

New - Section 4.7:Financial records, in accordance withUS Internal Revenue Servicerequirements, must be kept for 5 yearsfrom the date the original return isfiled.
