City of Ruthven is an Equal Opportunity Employer Special City Council Graettinger city council and Graettinger Municipal Light Plant met in special session on Monday, April 18, 2020 at Energy Panel Structures conference room at 7:00 P.M., due to the Covid-19 pandemic. Present were Mayor Pro Tem Flaherty, city council members Alderson, Hoffman, and Masters. Light Plant President Lloyd Petersen, Jill Heinrichs and William Brown. Employees: Sandra Henderson, Bryon Petersen, and Pam Peton. Absent: McGrauth. Russ Stammers reviewed the bids for Well #8 project. A public hearing was held for the purposed plans, specifications, form of contract and cost for the construction of Well 8 and Electronic Meters. No objector appeared or filed written objections with the clerk. Bids were received and opened on May 7, Layne Christensen Co. $115,017, and Northway Well and Pump Co. $126,045. Alderson introduced resolution no. 15-2020, “A resolution to awarding a contract for Division 1: Well of the Well & project” and moved that it be adopted Seconded by Hoffman. Ayes-4. Resolution adopted. Discussion was held regarding the electronic read bids for water, gas, electric meters along with compatible software with Simply City. Bids for water and gas meters-Van Wert Co, $158,000 for water and $29,948 for gas. Electric-$22,600. Bids were received from Core & Main and Metering & Technology for water meters only. Flaherty introduced a resolution for the city to award a contract for electronic read meters to authorize the mayor to sign said contract award in the amount indicated on the Van Wert Company proposal no. 1 and 2 for water and gas meters, and to furnish water and gas meter materials, equipment and training for the following unit and lump sum prices: Water 1.1-1.15 for a total of $158,068.30 and 2.1 -2.06 for gas meters total cost of $29948.00. Expecting scope of work to be done by year end 2020. Resolution no. 16- 2020, “A resolution accepting quotation for meters and meter readings” and moved that it be adopted. Seconded by Masters. Ayes-4. Resolution adopted. Discussion was held on filling the vacancy of mayor, Masters nominated Michael Flaherty. Motion by Alderson, seconded Masters to cease nominations. All ayes. Carried. Motion by Alderson, seconded by Masters to appoint Michael Flaherty to fill the unexpired term until December 31, 2020. All ayes. Carried. City clerk Henderson received resignation from councilmember Flaherty. The council will be accepting letters of interest from residents for the council position, all letters need to be returned to the city clerk by July 1, 2020. City clerk gave the oath of office to Flaherty. Discussion was held on the sanitary sewer for service repairs on N. Maple Ave. Masters introduced resolution no. 17-2020, “A resolution approving a contract with Visu-Sewer for Lateral service connection and grouting” and moved that it be adopted. Seconded by Hoffman. Ayes-3. Resolution adopted. Discussion was held with opening the swimming pool, due to the pandemic the council is waiting for Governor Reynolds to decide on the opening of the pools. Motion by Alderson, seconded by Masters to adjourn at 8:15 P.M. All ayes. Carried. Michael Flaherty, Mayor Sandra Henderson, City Clerk published May 27, 2020 Proceeding of the City of Graettinger and Graettinger Light Plant Fifteen Years Ago May 25, 2005: A new tradition was started this year at commencement, the staff walked in before the seniors to show how proud they were at having taught these 37 students. The Pirate 4-H Club presented Mayor Mark Hunefeld with a check, which they received for applying for a grant for a community service project. The new pool is done! The project has a lot of help from volunteers and much help in fund raising to get it done. Twenty-five years ago May 24, 1995: Each year the local cadre of Retired Senior Volunteer Program (RSVP) worker give Graettinger schools and organizations thousands of hours of help. Most of the RSVP volunteers are pen pals with the 4th graders. American Legions plans the Memorial service with a parade featuring the veterans and their children. Graettinger Community School second graders participated this year in the 9th annual six week “Babes” program designed to involve the kids in lessons on responsibility, self esteem and substance abuse prevention. The Graettinger Development Council announced this week the upcoming location of a day treatment center fro adolescents in the Graettinger Industrial Park by Boys and Girls Home Residential Treatment Centers of Sioux City. Favorable weather conditions allowed area farmers to prepare and plant their fields after the frequent rain delays of early May. Forty Nine Years Ago May 27, 1971 Barbara Graettinger received Gold Honor Cord with her 3.82 grade average and received a $100 Merit Scholarship at ISU. The traditional day of remembrance for the all the nations war dead, Poppy Day, was observed. Summer baseball practice is scheduled to get under way next week at Evergreen park under the direction of high school coach, Leland Stiles. A flag that was flown over the United States Capital in Washington, D.C. has been presented to the fifth grade class of Graettinger. Connie McQuown is the Graettinger Education Association candidate for Graettinger Diamond Jubilee Labor Day Queen. Becky Starkey is the candidate for the American Legion. Hough Says Goodbye to Coaching Basketball by Todd Hough Girls Basketball Coach After coaching girls basketball for 8 years I have decided to resign as the girls head coach. I started my high school basketball coaching career as an assistant for the boys program and made the switch to girls for the 2012-2013 season. Having a daughter that was in the 4th grade at the time, definitely played a role in my decision to switch to the girls program when the head position became available. Over the past 8 years I have been very blessed to have the opportunity to coach a bunch of great groups of girls. I would like to thank the school district for the opportunity. Why am I resigning after 8 years? Well, 2 reasons played a role in my decision. The first reason, I have a daughter that will now be playing college basketball. My wife and I plan to make it to as many games as possible, which would be very difficult if I were still coaching. The second reason, it will allow me more time to dedicate to the student-athletes in the football program. Now, on to football. I am entering my 9th year as the head coach and we are headed back to the 8-player arena. This is really a good thing for our pro- gram that will help us to be strong in the variety and junior varsity programs. We are looking forward to renewing some of our old 8-player rivalries and seeking a playoff berth, which we haven't had since 2015.
