Minutes of Council Meeting held on Tuesday 18 October 2011 in the
Village Hall
Present: Cllrs Roy Jackson (Chairman), Yvonne McCulloch, Andy Hallam, Debbie Hallam, Brian Branch, Derek Risk, Mike Thompson, Trish Garratt, Colin Larkman and Andy Halfhide
In Attendance: Steina Bishop (Clerk), Rosemary Woolley (District Councillor), Kelham Cooke (District Councillor), Jim Haw (Internal Auditor) and 10 members of the public.
Public Forum
Items raised were:
A member of the parish raised concern over the litter bins and the amount of
dog waste within these bins. Mr Matthew Williams at SKDC had been contacted and will be doing an assessment of bins within the Parish and report his findings to the Clerk.
A Parishioner read out a statement regarding the leaflet distributed with the last
edition of the Grapevine. This clarified some of the content of the leaflet and removed any misunderstandings.
Clerk has been asked to check planning files regarding rare ferns at the rear of
42a East End as they are believed to have been removed. PC to report back at next council meeting.
Concern was raised regarding planning applications within the Parish and
availability of the Site Allocations Policy Document. There are no further planning applications/proposals in place for Langtoft. The document in relation to this query is now available on our website and a notice has been placed on the main notice board. Any member of the parish is welcome to view this document.
There are still many concerns regarding the surrounding area of 47 West End.
Clerk will write to registered owners and advise SKDC of their concerns.
LVHMC were seeking documentation for when the Parish Council took
ownership from the Trustees. The Archives office in Lincoln is currently undergoing a refurbishment and will not reopen until the New Year - Cllr D Hallam will check the Archives as soon as it opens.
Several concerns were raised over the development site on New Road. The
tree felling currently taking place is due to the age of the trees and the high winds. It can be very dangerous to pedestrians and drivers travelling on this road.

completion date of October. Clerk will investigate the planned passing places within the plans and report back at next council meeting.
There were many questions raised regarding the
budgeted forecast for this financial year. Although we currently have a healthy amount in the account, there are many projects which have not been completed nor started. 2 main projects which are planned into this years budget is the play equipment for East End park and the Gritting Contract. Precept planning will be the main agenda item at the meeting on 29th November.
The open forum closed after 30 minutes at 7.30 pm.
Main Agenda
51/11 Chairman’s Opening Remarks.
The Chairman thanked the members of the public present for their contribution and moved to the main agenda. Chairman also gave notice that item 11 Grapevine, would be held in Camera that is without any members of the public in attendance.
52/11 Apologies for absence. There were no apologies of absence.
53/11 Declarations of interest. There were no declarations of interest for items on the agenda.
54/11 Co-Option We have had 2 applications for Co-Option. Trish Garratt and Colin Larkman. Majority voted and total acceptance.
55/11 Approval of Minutes of previous meeting (6th September 2011)
The approval of the minutes was proposed by Cllr McCulloch, seconded by Cllr D Hallam and agreed unanimously.
56/11 Clerks Report
The Clerk presented the report, which was accepted by the Council and it was noted:
The area behind the crossroads garden will now be maintained by the Parish
gardener, although grass cutting will continue by SKDC.
The Bishop of Grantham has now been schedule to consecrate and area of
the Cemetery on 11th January at 2pm. Notices will be in Grapevine and on all village notice boards and will be open to members of the parish. The Church has agreed to arrange refreshments. The area will need to be pegged out prior to his arrival.
It has been agreed to provide the parish gardener with a watering system to
enable him to water all planters within the East End and near the shop. Councillor Branch will obtain a water carrier. It was also agreed to provide a

sign whilst grass cutting.
There have been no new planning applications.
The Internal Auditor gave his report.
The quarterly internal audit is complete and accepted by all Councillors.
There have been no major changes to the website.
57/11 F&GP Group Report
The Council accepted the F&GP Group Report and noted:
The terms current financial statement.
The precept will need to be approved at the Parish Council Meeting on 29th
November. Groups will need to submit their requirements for the forthcoming financial year at October’s meeting. This will be advertised in the Grapevine and on all notice boards.
Cllr Hallam has now completed the revision of Standing Orders; these have
been distributed to all Councillors.
Cllr Risk attended the Winter Weather workshop and will distribute all
information when it has been received. It is unlikely that any new plans will commence this year.
58/11 Events Group Report
The Council accepted the Events Group Report and noted:
Diamond Jubilee The Clerk to write to all village organisations asking if they
are interested in helping to organise a village event to celebrate the Diamond Jubilee. A meeting date will be organised. A flyer to be sent out to all village residents and check if the grapevine delivery team could assist with this.
Christmas at Crossroads Events Group will source the tree and the Amenities
Group will erect the tree. The event is planned for the 5th December starting from 6.30pm. Authority therefore granted to purchase a tree, budget not to exceed £100. Posters will be erected on all notice boards, village shop and the school.
Remembrance Day To purchase one wreath and place at war memorial by Cllr
A Hallam. Budget authorised at £25.

Best Kept Village The group are investigating this competition
to see what is involved and will put a proposal together for the November meeting.
Consecration The date of 11th January was noted. Events will
organise refreshments afterwards in either the Church or the Village Hall. The date and time will be published in the Grapevine.
Rules and Records Events Group will look again at the Cemetery rules and also the
process for authorising entries into the Cemetery records.
Additional paths and maintenance The group will monitor the needs for additional
work in the Cemetery and if required make proposals to Council.
Precept Budget for events and cemetery not yet finalised but to include:
£1000 for Jubilee Event
£2000 for Cemetery path and repairs
59/11 Amenities Group Report
The Council accepted the Amenities Group Report and noted:
2 working parties are arranged for 24th & 25th October for the East End park remedial
repairs. Budget not to exceed £300 and approved by council.
The 4 new salt bins are to be sited as soon as possible. Councillor Thompson is
recommended to take on the responsibility of keeping the bins stocked.
The Salt Spreading Contract was discussed. There will be a maximum of a 5%
increase in the cost from last year. However, this could be less. Councillor Jackson has been recommended to act as a point of contact along with the Clerk.
Investigation into new play equipment for East End park is to be carried out by the
group. Funding the equipment will use monies set aside from this year and next year.
A request from BT to install 2 new telephone exchange boxes to enhance broadband has been received, 1 at the junction off the A15/West End next to the existing box, and the second at the 30/40 mph sign opposite the village shop. The group had no objections and recommend the council accepts BTs request. All council agreed.
The village notice boards need inspection and where necessary repairs carried
out.
An observation has been made that some border hedges are encroaching too far

onto the public footpaths causing the width of the right of way to be reduced. It is recommended to council that comment be made in the next Chairman’s comments in the Grapevine.
Mobile speed signs have been active in the village with no
knowledge to the council, the PCSO is to be approached by the Clerk or Cllr Thompson.
60/11 Precept
All precept budgets to be forwarded prior to the next meeting of the F&GP Group, these will be delivered at the next council meeting on 29th November.
61/11 Standing Orders
Cllr A Hallam has now completed the Standing Orders and have now been distributed to all Council members. Proposed by Cllr A Halfhide Seconded by Cllr D Risk
The meeting unanimously approved to exclude the public from the meeting
whilst item 11 of the agenda was discussed.
62/11 Grapevine
9.25pm A request was tabled and unanimously approved to suspend Standing Orders for 15 minutes.
The discussions regarding the Grapevine, were to ascertain procedures regarding the proof reading and content.

The Bishop of Grantham will be visiting the village on 11 January 2012 at 2pm to consecrate an additional area of the Council Cemetery on
Peterborough Road.
There will be a short ceremony in the Cemetery followed by refreshments in the Church.

As mentioned in the Clerks Notes a parishioner, Mr. Boon, at the last Parish Council meeting gave a detailed account of events that led to the production of a leaflet circulated with the last issue of Grapevine. There were some concerns regarding a part of the second paragraph however the detailed account had clarified the situation and I am pleased that it has removed any misunderstanding there may have been.
I have been asked to draw to your attention that there are a number of properties around the village where boundary plants and hedges are overhanging public footpaths and pavements. Now the growing season is past and winter approaches a good time perhaps for a bit of pruning. Could I please ask anybody whose plants or hedges are encroaching the footpaths or pavements to make arrangements for these to be cut back so any obstructions to pedestrians, in particular mums with prams or push chairs, are removed?
We have again this winter put in place a street gritting contract, this will cover, when necessary, all public roads not currently gritted by LCC Highways. We will also be placing a number of grit bins that have been kindly donated to us around the village.
This being the last edition before Christmas I would like to bring to your attention the lighting of the Christmas tree and carols at the Crossroads on the 5th December I do hope you and your children can join us.
I would also like on behalf of my fellow councilors and I to wish you all a very merry Christmas and a happy new year.

Getting Fit in the New Year 2012 will see Judi Brown back running fitness classes after surgery and she is taking the opportunity to add new classes to her timetable. From the 9th January Judi will be running two classes in Langtoft Village Hall Monday 10.30am Cardio Fit a great 45mins morning class to get you going. Easy on the joints this is a low impact class that lets you choose how hard you work. With music you can sing along to this full body workout will make sure you start the week feeling thoroughly invigorated, rejuvenated and energized. This will be followed at 11.30am by a new Fitness Pilates class which mixes Pilates-based exercises with modern stretch and gentle body conditioning techniques to strengthen, lengthen and tone tight muscles. This will be a fun, easy-to-follow class designed to tone your abdominals, strengthen your back, enhance your posture, control balance and maintain flexibility too. There will be a happy mix of standing and floor work suitable for all abilities.

GRAVEL ON PAVEMENTS
Ever since the Allison Estate was built some years ago, I have encountered the problem of
gravel from driveways spilling over on to the public pathway. The situation has got worse
lately, and I should like to point out that this is not only unsightly but dangerous. On more
than one occasion I have twisted my ankle on the larger stones (it is very difficult to avoid
them as even if I walk in the road they are still there).
My information is that the householder is responsible for clearing them, not the council. So,
please do think of pedestrians - it only take a couple of minutes to sweep them back on to
your drive - I know this because I sweep my own drive regularly.

We are approaching - probably by the time you read this, we are in – the darkest and dankest part of the year – long nights and short, often grey days, without much hint of the sun at all.
No wonder that the first Christians, when deciding to celebrate the good news of the birth of God’s son, chose to place the festival in the darkest time.
What a contrast between the outer world of cold and the inner world of a tiny spark of light coming into the world and casting warmth and heat and bringing new life wherever it shines.
As our world today is perhaps increasing full of economic uncertainty, anxiety about climate change; shifting power balances in the Middle East and elsewhere, perhaps we are being told our security is not in wealth, power or nationality but in our own inner relationships with the God who loves us each.
May this December and January be months of finding our true worth and treasure in God’s eternal life within us.

This work is progressing well, with no major problems (so far!) and hopefully it will be finished by Christmas. It is not affecting the inside of the church and our services and other events are continuing as normal.
Christmas Tree Festival - 17th and 18th December
This takes place between 10am and 4pm on the Saturday, and 11am and 4pm on the Sunday. On the Saturday morning there will be home-made cakes and other produce on sale. There will also be Christmas gifts and decorations to buy, and a tombola and raffle. Refreshments will be available all day during the festival.
Do come and see the church lit up by the Christmas trees – it looks really lovely!
Choir Concert - 17th December
On the evening of 17th December there will be a choir concert in Langtoft church with local singers performing a variety of songs against the backdrop of the Christmas trees. Tickets are priced at £5 for adults, £2.50 for children, and can be bought from the church or on the door.
Travelling Nativity
Our knitted nativity set will be starting its journey round Langtoft about now, visiting each family for a short while before moving on. It is not too late to book a visit! If you have young children, or are a little older and have grandchildren who come to visit, you are most welcome to have the set for a couple of days. The figures are very child friendly and there are two books to read aloud while the Christmas story is acted out. Open Church on Saturday mornings
Our church continues to be open from 10am to 12noon every Saturday morning, during which time coffee and tea are available. We will be open on December 24th and 31st as usual, and on New Year’s Eve we will be offering a free glass of mulled wine! Do come and join us!

This is a period of hibernation for the club, although many members do play indoors during the winter months.
All the trophies won have now been collected at presentation evenings held by the Peterborough & Stamford Leagues. Also at a very successful and well attended end of season Club dinner, players received their prizes for winning Club competitions.
The Club’s A.G.M. was held on the 16th October, with a good attendance. The business was rapidly concluded, with everyone happy with how the Club was being administered. This being shown by the fact that all the committee members were re-elected. The membership agreed that an additional third team should be entered in the Club 60 league next season.
The Club’s next major event is the annual Quiz evening, which will take place in the Village Hall at 7.15pm on Saturday 28th January 2012. The cost will remain the same as it has for the last few years i.e. £7.50 which includes a fish & chip supper. As it appears the usual format is still popular it will remain – tables of 8. If you are interested please contact me (Roy Sharland tel 01778 344190) and I will let you have a letter with full details.
Our Coffee Mornings in the Clubhouse on Wednesday mornings are being very well attended, to which all are welcome. There will be a short break between Christmas and New Year i.e. 28th December when there will be no Coffee Morning.
