Forecasters Sound the Alarm
Finance Commission of India forecasts country’s GDP growth to stay within a range of -6% to1% in FY2020-2021. (May 22)
The Congressional Budget Office of the US foresees economic growth to contract by 11% inQ2 2020 and deficit to swell to $2 trillion in 2020. (May 19)
Deloitte has downgraded its 2020 UK GDP forecast, with an expected contraction of 11.7%compared to its previous estimate of 6.8%. (May 19)
Goldman Sachs revised its 2020 growth estimates downward for India to -3.6% in May, from-2.6% in April. (May 17)
HSBC revised its global economic growth forecast for 2020 to -4.8% in May from -3.3% inApril. The bank downgraded estimates for both developed (-7.1% from -5.9%) and emergingnations (-1.7% from 0.5%). It forecasts the US to contract by 7% and China to grow at aslower pace of 1.7%. (May 15)
Goldman Sachs estimates the US economy to shrink by 39% in Q2 2020. (May 14)
According to Bank Negara Malaysia, the country’s economy grew by 0.7% YoY in Q1 2020.They forecast real GDP to shrink in the second quarter. (May 13)

Oman: all state-run companies to cut expenditure by 10%. All government-owned firms to stop implementation of new projects

In most instances, the full impact of COVID-19 on public spending still remains unknown while governments priorities expenditure andcapital programmes. Simply put, we just don’t know what is going to happen and won’t know for some time.
Some assumptions
Spending will be reduced but it is not going to just stop. Tenders are still being issued and awards are still being made. It is not the end ofthe world as we know it.
We can assume that governments will prioritise social spending and utilities projects when revising their project programmes
The private sector’s concerns are quite distinct. Financing may already be allocated but the uncertainty arises from a drop in demand.Expect retail, tourism and real estate projects – the worst affected sectors – to be delayed or cancelled in many cases
For the short term, workon construction projectsis continuing, but it isslowing as measures tocontrol the spread of thevirus are introduced.Contractors have had toreduce working hoursonsite as curfews areintroduced, and socialdistancing measureshave meant the numberof people working on sitehas been reduced

COVID-19 Impact: Revised GCC Forecasts 2020
Forecast projects spending, GCC ($m)as of 2 June, 2020
MEED Projects has revised down further its forecasts for 2020 based on May data and the impact of government cuts in spending in the GCC.Assuming a 3-month period of relative economic activity, the new forecast predicts some $83bn worth of contracts awarded this year, comparedwith an original forecast of $127bn. If the current slow rate of activity were to continue almost to the end of the year, then the expectation is forjust $61bn worth of contracts signed, a fall of 52% on the original prediction.
MEED Projectspredicts a sharpcontraction in projectawards across majormarkets asgovernments rein inspending. In a worstcase scenario, capitalexpenditure will fall52% from the originalforecast to just $61bnin 2020. This wouldmark the market’sworst performance ina generation.

COVID-19 Impact: Revised GCC Forecasts Longer Term

Our outlook for the period 2020-2022 is based on 2 separate scenarios. In the best case scenario, the oil price returns to the 2019 average and theimpact of COVID-19 is less severe as the economy returns to normal and demand increases. In the worst case scenario, oil remains at or below $30 abarrel and there is a longer term impact of COVID-19 as certain sectors take longer to return to normal.
The outlook for 2021and 2022 contractawards ranges frombetween $80bn ofannual deals to$110bn depending onthe long-term severityof COVID-19 and theoil price. At best themarket will return to2019 levels by notsignificantly higher
