PMD Advisory Services, LLC (PMD) has completed the preliminary market analysis for the

Acworth Preliminary Market Area (PMA). This memo presents the findings of the preliminary

analysis for independent living, assisted living, and dementia care. This preliminary analysis was

conducted without the benefit of a site visit to the market area and is based on secondary data

sources and information obtained from state licensure websites, community websites, NIC Map,

and telephone interviews. If this project moves to the next level of analysis (a complete market

analysis with visits to competitors) final results may differ.

Methodology

Definition of the PMA. The Preliminary Market Area (PMA) which would produce about

70% of the residents for the proposed Acworth community was based upon input received

from Cone Maddox, analysis of drive times from the site, and PMD’s experience in similar

markets.

Demographic Overview. PMD conducted a review of the key demographic characteristics

and trends in the PMA as they relate to all target market households.

Overview of Existing and Planned Competition. Basic competitor information was

obtained from public and private sources, competitor websites, and telephone interviews.

PMD did not conduct on-site visits to competitors for this preliminary analysis. If this

analysis proceeds to the next level (a full market analysis with field visit) PMD may

discover indirect competitors in the form of age targeted communities or naturally

occurring retirement communities that could affect the unit demand potential.

Quantification of Demand. PMD used PMD's Senior Market Profile, which includes

detailed estimates of households by age, income, need for assistance with daily living

activities and prevalence for dementia to quantify the demand for assisted living and

assisted living dementia care residences in the PMA.

Proposed Project Concept

Dargan/Whitington & Maddox, Inc. is considering the creation of a mixed use project which would

be developed on both sides of Cowan Road at the intersection of Cowan Road and New Cowan

Road in Acworth, Georgia. The project as currently configured could include:

a medical office building

an 80 unit franchised hotel

a 100 unit senior care facility providing long term care and memory care and

about 200 units of senior (55+) housing

PMD is conducting a preliminary analysis to determine the demand for independent living, assisted

living and assisted living dementia care community on a site located in Acworth, Georgia. The

concept for this community is in the preliminary stages with further planning pending the outcome

of this report.

For the purposes of this analysis, PMD will assume that the proposed senior living and care

components will likely open in 2018. PMD is also assuming a minimum entry age of 75 for all

three levels of care. Even though the minimum entry age as specified by law is 55 or 62, national

experience indicates that seniors entering into independent living without services are about age

72 on average, seniors entering independent living communities with services average about 80

years old and individuals entering assisted living and memory care facilities usually are in their

late 70’s to early 80’s.

Monthly fees in 2018 dollars used in this analysis were: $2,965 for independent living, $3,825

minimum starting fee for assisted living (base fee) and $5,464 for the minimum starting monthly

fee for assisted living dementia care (base fee).

When conducting a demand analysis for an assisted living community or an assisted living

dementia care community, PMD factors in the impact of net worth and asset value spend down in

the demand calculations involving one person households. The minimum net worth approach

defined above is based upon the results of a national analysis conducted by NIC and anecdotal

evidence from providers that demonstrates that assisted living (frail and dementia care) residents

often have incomes below what we would calculate using the monthly fee. This reflects spend

down of assets and financial assistance provided by family members and other sources like the

VA.

For the purposes of this analysis, PMD has utilized a minimum income for one person households

of $35,000 for households requiring assisted living and a minimum income of $60,000 for one

person households requiring assisted living dementia care. This approach allows PMD to factor in

the impact of net worth spend down which is calculated for each product type and provided in the

attachments to this memo. The income threshold utilized for two person households (of which one

is assumed to be in need of assisted living or dementia care) is calculated based on the monthly

fee adjusted for the fee to income ratio for each product type. A fee to income ratio of 75% is

utilized for assisted living and 80% is used for assisted living dementia care. This ratio assumes

that the typical assisted living household could spend up to 75% of their total income on their

assisted living care. Likewise, for assisted living dementia care an 80% ratio is utilized assuming

the household could spend up to 80% of their total income on their dementia care.

For the independent living demand analysis, PMD utilized a 60% fee to income ratio. This allows

the resident to spend up to 60% of their income on the costs associated with the senior living

community.

Findings

The preliminary market demand assessment for the Acworth PMA indicates that the market could

support 121 – 202 independent living rental residences at the price points tested ($2,965 per month

1 person), 61 - 76 additional assisted living residences at the price points tested ($3,825 per month

1 person), and 102 – 127 assisted living dementia care residences based on the price points tested

($5,464 per month for 1 person). This analysis indicates that there are sufficient households

that PMD estimates are the right age, income level and likely to have the required needs to

support additional independent living, assisted living and dementia care residences in the

Acworth market. This analysis is not able to determine if these households will move to the

proposed Acworth community or to any senior living community. This analysis does

indicate, however, that the market appears deep enough to support a project and warrants

further investigation. This analysis also does not evaluate the site location of the proposed

project which may or may not have a significant impact on the proposed Acworth project.

If PMD moves to the next level of analysis, we will have the opportunity to complete an on-site

review of the competition in the PMA. This will enable PMD to evaluate each of the key

competitive properties to determine if they are comparable with the proposed product and provide

more detail and insights on how to create a more competitive product in the Acworth PMA.

The following pages of this memo provide the PMA definition, the current version of the

competitive inventory and the initial demand calculations.

Proposed Primary Market Area

The Acworth Preliminary Market Area (PMA) is comprised of 15 zip codes which includes all or

part of the following counties: Cobb, Cherokee, Bartow, and Paulding. PMD expects that 70%

of the target households drawn to the Acworth project will originate from this geographic area.

The 15 zip codes included in the PMA definition are displayed on the map that follows and listed

on page 13 of Attachment 1.

Demographic Overview

A summary of key household trends are presented below. Sources include 2000 and 2010 U.S.

Census data and estimates for the year 2014 and projections for 2019 provided on the Senior

Market Profile (SMP) from PMD Advisory Services, LLC and The Nielsen Company (Nielsen).

Detailed population data for the PMA are included on the SMP. (See Attachment 1 for the

complete SMP report.)

The Acworth PMA had an estimated total population of 569,668 in 2014. Overall

population increased by 21,127 persons since 2010. Projections for the year 2019 indicate

an increase in total population to 598,586 for an average annual increase of 1.0%.

There were 207,925 households of all ages of which age 75 and older households totaled

13,608 households in the Acworth PMA in 2014. The age 75 and older cohort is estimated

to have increased at a 3.3% annual rate from 2010 to 2014 (adding 1,597 age 75 and older

households). Projections indicate an increase of age 75 and older households at a rate of

4.5% between 2014 and 2019. PMD projects that in 2019 there will be 16,662 age 75 and

older households in the Acworth Home PMA. Georgia’s age 75 and older cohort is also

projected to increase (3.1% annually) while the U.S target market cohort will increase at a

1.7% annual rate.

The 2014 median income for the Acworth PMA age 75 and older households of $31,966

was higher than Georgia’s age 75 and older median income ($24,000) and the U.S.

($26,955) median income. Target market household income is projected to increase to

$33,111 projected for 2019 which represents a gain of 0.7% annually.

The 2014 median home value of $192,223 for age 75 and older households in the Acworth

PMA reflects a 2.7% annual increase between 2010 and 2014. By 2019 median home

value is projected to increase to $202,287 (an annual increase of 1.1%) for households aged

75 and older. If a full market study is completed, these estimates should be checked against

current MLS sales data in the market to substantiate the likelihood of increases through

2019.

Potential Competitive Supply – Independent Living, Assisted Living and Assisted Living

Dementia Care Communities

PMD’s preliminary analysis indicates that in the Acworth PMA there are 25 potential existing

competitive communities offering independent living, assisted living and dementia care. These 25

communities have a total of 565 independent living residences, 1,114 assisted living beds and 286

assisted living dementia care beds. The average occupancy was 95% for independent living and

94% for assisted living and dementia care.

By utilizing F. W. Dodge Construction reports, one potentially competitive community was found

in the Acworth PMA. This potentially competitive community accounts for 16 planned assisted

living beds in the supply.

Tables 3, 4 and 5 above presents the results of PMD’s preliminary demand analysis. The analysis

indicates that there appears to be depth in the Acworth PMA to absorb additional independent

living, assisted living and dementia care residences at the price points tested.

It is important to remember that this is a preliminary market assessment without the benefit

of field analysis. If this project moves to the next level of analysis, field investigation could

result in the identification of additional products or issues in the market and/or could result

in the elimination of some competitive residences included in this analysis which are not

competitive. That field analysis could impact results.

ATTACHMENT 1

Senior Market Profile

The Senior Market Profile in this appendix utilizes block group level data supplied by The

Nielsen Company from the 2010 U.S. Census including population and household data. The

SMP also includes current year (2014) estimates and (2019) projections of population and

households by age, income, home value and net worth supplied by The Nielsen Company. PMD

has developed estimates and projections using these data, specifically estimates of median

income and home value for 2010 and estimates and projections of age specific home value, net

worth and need for assistance with activities of daily living that are included in the SMP.

Estimates and projections of need for assistance with activities of daily living on pages 8 and 9

are the result of extensive research using a variety of current resources and PMD maintains the

methodology is statistically sound, however testers (when in beta testing mode) found the new

methodology produces counts that are unusually low (in the limited number of market areas

tested). For this reason, PMD is reviewing the ADL methodology and is using blended

multipliers based on previous PMD research in this market analysis.
