Executive Summary

Chloropicrin [trichloronitromethane] is a non-selective soil and space commodity fumigant usedfor the control of weeds, nematodes, insects, rodents, and certain fungi. It is also a warning agentfor use with odorless fumigants, such as methyl bromide.

Chloropicrin is a FIFRA List A reregistration chemical. The Chloropicrin ReregistrationStandard dated 12/7/81 and Guidance Document dated 9/82 required additional generic andproduct-specific product chemistry data concerning chloropicrin. A generic Data Call-In Notice(DCI) was issued 9/28/90 to the manufacturers of chloropicrin. Only the Great Lakes and Niklortechnical products were registered at the time of the Reregistration Standard. The reregistrationof chloropicrin is being supported by the Chloropicrin Manufacturers’ Task Force (CMTF)including members Niklor Chemical Company; Ashta Chemicals; Trinity Manufacturing, AngusChemical Co.; Great Lakes Chemical Corporation; Soil Chemical Corporation Products;TRICAL; and Dow Agrosciences LLC.

We note that this RED chapter only addresses product chemistry data requirements for theregistered manufacturing-use products of chloropicrin. If any of the registered end-use productsare manufactured by an integrated system from unregistered TGAIs, product chemistry data mustbe submitted for the TGAIs for these products as well.

The outstanding product chemistry data requirements for the chloropicrin MPs are summarizedin Table 1 and are detailed in the attached data summary tables. Provided that the registrantssubmit the data required in the attached data summary tables for the chloropicrin MPs, and eithercertify that the suppliers of beginning materials and the manufacturing processes for thechloropicrin T/TGAIs and FIs have not changed since the last comprehensive product chemistryreview or submit complete updated product chemistry data packages, the Agency has noobjections to the reregistration of chloropicrin with respect to product chemistry datarequirements.

Product Chemistry Deficiencies

Product chemistry deficiencies pertaining to individual products are summarized in Table 1.

Manufacturing-use Products

A search of the OPPIN product listing conducted 7/04 identified six registered manufacturing-use products (MPs) under PC Code 081501. We note that OPPIN also identified the ShadowMountain Products Corp. 94% product (EPA Reg. No. 58266-5); Ashta Chemicals, Inc. 99.3%product (EPA Reg. Nos. 62531-2); Arvesta Corp. 99% product (EPA Reg. No. 66330-47); andApplied Agrosciences, Inc. 99% product (EPA Reg. No. 73686-1) as technical products;however, based on examination of the product labels, these products are correctly identified asend-use products. The registered chloropicrin MPs subject to a reregistration eligibility decisionare presented in Table 4.
