    Agenda for 19th Meeting of WR Constituents regarding Connectivity & Long-Term Access applications in ISTS for Generation Projects in WR

    1.0 Corrigendum to Minutes of 18th Meeting of WR Constituents regarding

    Connectivity & Long-Term Access applications in ISTS for Generation Projects in WR.

    The minutes of the 18th Meeting of WR Constituents regarding Connectivity & Long-term Access applications in ISTS for generation projects in WR held at NRPC, New Delhi on 29th August 2013, was circulated vide letter dated 17th September 2013. In this regard, point no C10 regarding request of TRN Energy may be read as below: “C10. Request of TRN Energy Limited for change of Beneficiary POWERGRID informed that TRN Energy Limited (TRN) was granted LTOA in 2010 with target beneficiaries; WR – 243 MW & NR 150 MW. Now, TRN vide their letter dated 29th July 2013, enclosing the copy of PPA with UPPCL through PTC, has informed that they have signed the PPA for 390 MW with distribution companies of Uttar Pradesh which is scheduled to commence from October 30, 2016. In view of above, TRN requested for change of beneficiary as 390MW to NR and 3 MW to WR from October 30, 2016 onwards. Till October 29, 2016 LTA as granted earlier (WR-243MW, NR-150MW) shall be applicable. Members agreed with the same.” The minutes with above corrigendum may be finalized.

    2.0 POWERGRID has received applications for Grant of Connectivity and Long term

    Access as per CERC Regulation 2009 from the following applicants in Western Region:

    3.0 Details of Connectivity & LTA applications

    As per the provisions of CERC Regulations 2009, and considering the location & unit sizes of generation projects etc., following connectivity of the generation projects is proposed based on technical examination as per CEA (Technical Standards for connectivity to the Grid) regulations, 2007. The general conditions for Connectivity & LTA as per CERC, Regulations, 2009 are enclosed at Annexure-I.

    A) Ideal Energy Projects Ltd. Nagpur, Maharashtra (1x270 MW)

    M/s Ideal Energy Projects Limited (IEPL) is operating a 270 MW coal based thermal power plant at Bela, Nagpur district in Maharashtra.

    i) Details of the Connectivity & LTA application is as under:

    ii) Proposal for Connectivity

    As mentioned above, IEPL power plant has been granted Connectivity by MSETCL through LILO of Koradi-II-Wardha 400kV line at IEPL switchyard. Further, due to delay in commissioning of Koradi-II-Wardha 400kV line, an interim arrangement has also been provided through LILO of one circuit of Mauda-Wardha 400kV D/c line at IEPL generation switchyard. The power plant is already commissioned and under operation. IEPL has not submitted NoC of MSETCL alongwith LTA Application. IEPL may provide the consent of MSETCL for withdrawl of Connectivity from state network.

    iii) Proposal for Long term Access (LTA)

    The applicant has requested LTA for a quantum of 240MW from 01.05.2014, with SR – 240 MW as target beneficiary.

    The ISTS inter-regional lines between NEW Grid & SR (existing as well as under implementation) are given below:

    Existing:

    a) Talcher – Kolar + 500kV, 2000MW HVDC bi-pole b) Chandrapur HVDC 2x500MW back-to-back c) Gazuwaka HVDC 2x500MW back-to-back d) Solapur – Raichur 765kV 2xS/c

    Under Implementation:

    e) Angul – Srikakulam Pooling Station 765kV D/c line (under Construction and is

    likely to be available by 2015-16) f) Kolhapur – Narendra 765kV D/c (initially to be operated at 400kV) (under

    construction and is likely to be available by 2015-16) g) Wardha – Hyderabad 765kV Link h) Raigarh – Pugalur +800kV, 6000MW HVDC Bipole.

    The present LTA from NEW Grid to SR is about 2700MW which includes shares from Central Sector generation projects. POWERGRID has recently received applications for LTA with firm PPA for a quantum of about 3000MW. Further, LTA for about 1500MW based on SR as target region has already been granted to various IPPs in WR/ER. The present Available Transfer Capability (ATC) between NEW Grid & SR is about 4000MW and is expected to increase to about 4850MW by March, 2015. Considering the LTA application with firm beneficiaries already under process by CTU, the present inter-regional lines between NEW Grid & SR do not have margins for transfer of power from IEPL.

    In view of the above applications already received by CTU for LTA, the grant of LTA is proposed with the commissioning of following transmission system:

    Wardha – Hyderabad 765 kV Link A brief study report including above project is enclosed at Annexure-II. The proposed grant of LTA is subject to:- (a) M/s IEPL shall sign LTA Agreement (LTA) and TSA with POWERGRID for

    sharing of transmission charges corresponding to 240MW.

    (b) The sharing of transmission charges shall be as per CERC Regulations and its amendments thereof.

    Further, the grant of LTA is proposed based on the target region mentioned by the applicant. The LTA shall be operationalized in Southern Region based on the applicant submitting the long term PPA signed with any beneficiary in SR and also on availability of Available Transfer Capability (ATC) at that time. However, the applicant shall be liable to pay transmission charges towards LTA with the commissioning of above transmission system.

    Members may deliberate.

    B) NTPC Ltd. Khargone STPP (2x660 MW) Connectivity and Long term Access has been sought by M/s NTPC Ltd. for their proposed 2x660MW Khargone generation project near Khandwa in Madhya Pradesh. The same was discussed in the 16th Open Access Meeting of Western Region Constituents held on 9th May, 2012. Considering the progress of the project as preliminary it was decided in the meeting that the Connectivity & LTA proposal shall be deferred till next meeting. During the above meeting, based upon the request of NTPC the connectivity of the power plant was decided at 400kV level. In the above meeting, NTPC further indicated that there is no proposal for further expansion and there is acute space constraint. Recently, NTPC vide letter dated 01.07.2014 has submitted the status of the project and requested to take up the application for grant of Connectivity and LTA.

    A brief on the proposal of the above application is as under:

    As informed by the applicant, the status of generation project is as follows:

    M/s NTPC Ltd. has proposed to set up 1320MW generation project at Khargone in Madhya Pradesh. As mentioned above the connectivity of the power plant has been agreed at 400kV.

    In view of the project capacity, unit size, project progress as well as the proximity of the generation project, following connectivity of project is proposed:

    NTPC Khargone – Indore (PG) 400 kV D/c (quad) line

    Considering above proposed connectivity arrangement, provision of following at generation switchyard, implementation of which shall be under the scope of M/s NTPC Ltd., is proposed:

    400kV line bays : 4 nos. 400kV bus reactor : 1x125 MVAR 400kV bus reactor bay : 1 no.

    iv) Proposal for Long term Access (LTA)

    Keeping above in view and considering the capacity, project progress and location of generation project, following LTA is proposed as part of the Long term Access (LTA): LTA to M/s NTPC for transfer of total 1308.87MW (MP Tradeco – 654.53 MW, CSPDCL – 52.36 MW, GUVNL – 173.14MW , MSEDCL – 215.73 MW, GOA – 8.64 MW, DNH – 4.97 MW, DD – 3.26 MW & Unallocated – 196.24MW) from its 1320MW generation may be provided with following grid strengthening.

    NTPC Khargone – Dhule (Sterlite) 400 kV D/c (quad) line – Availability of space for bays at Dhule (Sterlite) may be confirmed by M/s Sterlite Grid Ltd.

    Dhule (Sterlite) – Dhule (MSETCL) 400 kV 2nd D/c (quad) line - Availability of space for bays at Dhule (Sterlite) and Dhule (MSETCL) may be confirmed by M/s Sterlite Grid Ltd. & MSETCL respectively.

    Indore (PG) - Indore (MPPTCL) 400 kV 2nd D/c (quad) line - Availability of space for bays at Indore (MPPTCL) may be confirmed by MPPTCL.

    A brief study report including above project is enclosed at Annexure-III. Further, the grant of LTA is proposed subject to:- a) M/s NTPC Ltd./Beneficiaries shall sign LTAA and TSA with POWERGRID for sharing

    of transmission charges. b) LTA shall be effective from the date of availability of identified transmission

    system strengthening or date of LTA sought whichever is later. Members may deliberate.

    4.0 Details of LTA applications As per the provisions of CERC Regulation 2009 and considering the location & unit sizes of generation projects etc. the LTA to following applicants is proposed as below. Further, the general conditions for LTA as per CERC Regulations, 2009 are enclosed at Annexure-I.

    A) Shirpur Power Pvt. Ltd., Dhule, Maharashtra (2x150MW) Long term Access has been sought by M/s Shirpur Power Pvt. Ltd. (Shirpur) for their 2x150MW Coal based captive generation project at Dhule in Maharashtra. A brief on the above application is as under:

    As per the application, the status of generation project is as follows:

    (iii) Proposal for Long Term Access (LTA)

    The applicant has requested for grant of LTA of 230MW from their power plant of 2x150MW installed capacity. The LTA has been applied on the basis of target beneficiaries who have been indicated as WR: 110MW, NR: 50MW & SR: 70MW. The Shirpur Power Plant is located near Dhule and connected to 220 kV substation at Amalner in Maharashtra. For ISTS transfer, power shall be wheeled from Dhule (MSETCL) 400/220kV substation. Since the power plant is proposed to be connected at 220kV level to Maharashtra state grid, Maharashtra State Transmission Utility may examine the adequacy of its network for power transfer of 230 MW from 220kV Amalner substation to 400kV Dhule (MSETCL) substation. A no-objection certificate from MSETCL in this regard is required. (a) For Transfer to WR:

    As stated above, 230 MW power from the Shirpur Power Plant shall be wheeled from Dhule (MSETCL) 400/220kV substation over ISTS. The Dhule (MSETCL) 400/220kV substation is connected to ISTS through various 400kV lines like Dhule - Sardar Sarovar 400kV D/c & Dhule – Khandwa 400kV D/c line. Further, 400/220kV Dhule (MSETCL) substation shall be connected to 765/ 400kV Dhule (Sterlite) substation which is under implementation as ISTS and is likely to be commissioned shortly. From this substation, following ISTS transmission lines are under implementation under private sector and are expected to be available by January, 2015, the time frame when LTA has been sought:

    i. Aurangabad – Dhule 765kV S/c line ii. Dhule – Vadodara 765kV S/c line

    For examining the adequacy of inter-state transmission system beyond Dhule (MSETCL) for above power transfer, detailed system studies have been carried out and are enclosed at Annexure-II. Since power transfer to NR and SR shall take place through WR Grid, 230 MW power injection has been considered in WR Grid.

    It may be observed from the studies that for transfer of 230 MW power within WR the above transmission system is adequate. Further MSETCL is requested to confirm the adequacy of transmission capacity from Shirpur Power Plant to their Dhule substation.

    (b) For Transfer to NR:

    The applicant has requested LTA for 50MW to NR as target region. The ISTS inter-regional lines between WR & NR (existing as well as under implementation) are given below:

    Existing: i. Gwalior – Agra 765kV 2xS/c line

    ii. Adani (Mundra) – Mohindergarh + 500kV, 2500MW HVDC bi-pole iii. Vindhyachal HVDC 500MW back-to-back iv. Zerda – Kankroli 400kV D/c line (one ckt via Bhinmal 400kV S/s)

    Under Implementation:

    v. Gwalior – Jaipur 765kV 2xS/c line (under Construction and are likely to be available by March, 2015)

    vi. + 800kV, 6000 MW HVDC bipole between Champa and Kurukshetra line (under construction and 3000MW likely to be available by March, 2016 & another 3000MW by May, 2018)

    vii. Jabalpur Pool – Orai 765kV D/c line (likely to be available by 2017-18) viii. Banaskantha – Chhittorgarh 765kV D/c (likely to be available by 2017-18) The LTA from Central Sector generation projects in WR with beneficiary in NR is about 6300MW. Further POWERGRID had also received LTA applications with firm PPA for about 2400MW from various IPPs in WR to NR. Considering the power transfer requirement of about 6300MW from central sector generating stations, ISGS and UMPPs in WR to their identified beneficiaries in NR, applications received by CTU with firm PPAs and LTA already granted based on target regions, there is no margin in the inter-regional transmission system from WR to NR as on January, 2015.

    In view of the above, the grant of LTA to NR is proposed with the commissioning of following inter-regional corridor which is likely to be available by 2017-18:

    Jabalpur Pooling station – Orai 765kV D/c line.

    (c) For Transfer to SR:

    The applicant has requested LTA for 70MW to SR as target region.

    As explained above in 3 A (iii), the present inter-regional lines between NEW Grid & SR do not have margins for transfer of power from Shirpur Power Ltd.

    In view of the above, the grant of LTA is proposed with the commissioning of following line which will be implemented by POWERGRID and the time frame of this line is 2017-18.

    Wardha – Hyderabad 765kV Link

    A brief report on the system studies including above project is enclosed at Annexure-II.

    Accordingly the grant of LTA to Shirpur Power Plant is proposed as below:

    110MW to WR : From February 2015 onwards

    70MW to NR : Upon the commissioning of Jabalpur – Orai 765kV D/c line

    50MW to SR : Upon the commissioning of Wardha – Hyderabad 765kV D/c

    line.

    Further, the grant of LTA is proposed subject to:- a) Based on the target region mentioned by the applicant, the LTA shall be

    operationalized in Northern & Southern Region based on the applicant submitting the long term PPA signed with any beneficiary in NR & SR and also availability of ATC at that time. However, the applicant shall be liable to pay transmission charges towards LTA with the commissioning of above transmission system.

    b) The applicant has not furnished NoC from MSETCL. MSETCL may confirm the

    availability of transmission capacity for this LTA upto Dhule 400kV substation of Sterlite Grid Ltd.

    c) M/s Shirpur shall sign LTAA and TSA with POWERGRID for sharing of transmission

    charges corresponding to 230MW. d) The sharing of transmission charges shall be as per CERC Regulations and its

    amendments thereof. Members may deliberate.

    B) Srijan Energy Systems Pvt. Ltd., Dist. Bhuj, Gujarat. (300MW – Wind Farm)

    Long term Access has been sought by M/s Srijan Energy Systems Pvt. Ltd. for 75 MW from their 300 MW Wind Farm located in Bhuj, Gujarat. A brief on the above application is as under: (i) Details of the application is as under:

    M/s Srijan Energy Systems Pvt Ltd (SESPL), a subsidiary of Surajbari Windfarm Developments Pvt. Ltd., is establishing a Wind based generation farm of 5x60 MW at Bhuj, Gujarat.

    The project was granted following connectivity in the 18th LTA meeting:

    Srijan Energy Systems Pvt Ltd (5x60) – Bhuj Pool 400 kV D/c

    M/s Srijan Energy Systems Pvt. Ltd vide their letter dated on 14.11.2013 have requested POWERGRID to change the connectivity to 220kV level of the proposed Bhuj Pooling station instead at 400kV level. Since 220kV level is now being provided at Bhuj Pool, it is proposed to grant Connectivity at 220kV level through high capacity line. Now, M/s Srijan Energy Systems Pvt. Ltd. has applied for LTA of 75 MW from the wind farm with target beneficiary as Northern Region. In this regard, POWERGRID is already implementing Green Energy Corridor involving 765kV lines from Bhuj Pool to Chittorgarh. Keeping above in view and considering the quantum of LTA and location of generating project, following is proposed as a part of Long term Access. a) Long term Access to M/s Srijan Energy Systems Pvt. Ltd. for transfer of 75 MW to

    Northern region from their wind farm generation project at Distt. Bhuj, Gujarat, is proposed to be provided with following transmission system:

    Establishment of 765/400/220kV sub-station at Bhuj Pool

    Establishment of 765/400kV sub-station at Banaskantha

    Bhuj Pool – Banaskantha 765kV D/c

    Banaskantha – Chittorgarh 765kV D/c

    Banaskantha-Sankhari 400 kV D/c

    Chittorgarh (New)- Chittorgarh (RVPN) 400kV D/c (Quad)

    Establishment of 765/400kV S/s at Chittorgarh

    Above transmission system is under implementation by POWERGRID under Green Energy Corridor.

    The applicant has requested LTA progressively from 31.03.2018 and above transmission system is expected to be commissioned in 2017-18 time frame. Accordingly, it is proposed to Grant LTA with the commissioning of above transmission system. A brief report on the system studies including the above project is enclosed at Annexure-II. Further, the grant of LTA is proposed subject to:-

    b) M/s Srijan Energy Systems Pvt. Ltd. shall sign LTAA and TSA with POWERGRID for

    sharing of transmission charges corresponding to 75MW.

    c) The grant of LTA is based on the target region mentioned by the applicant. The LTA shall be operationalized in Northern based on the applicant submitting the long term PPA signed with any beneficiary in NR and availability of ATC at that time. However, the applicant shall be liable to pay transmission charges towards LTA with the commissioning of above transmission system.

    d) The sharing of transmission charges shall be as per CERC Regulations and its

    amendments. Members may deliberate.

    C) MB Power (Madhya Pradesh) Ltd., Dist. Annupur, M.P. (2x600MW)

    Long term Access has been sought by M/s MB Power (Madhya Pradesh) Ltd. for 200MW from their 2x600MW Anuppur Thermal Power Project in Madhya Pradesh. A brief on the above application is as under: (i) Details of the application is as under:

    (ii) Proposal for Long Term Access (LTA)

    M/s MB Power (Madhya Pradesh) Ltd. has been earlier granted LTA for the quantum of 392MW (WR: 200MW+NR-192MW) in the 12th meeting of WR constituents on Long term Access held on 08.07.2010. Also, M/s Madhya Pradesh Power Management Corporation Ltd has been granted LTA for additional 420MW from the same project. Now, M/s MB Power Ltd. has applied for LTA of 200MW from the balance remaining capacity with 71 MW firm PPA with UP Discoms and 129 MW target beneficiary as Northern Region. Keeping above in view and as mentioned at 4 A (iii) (b) considering the quantum of LTA and location of generating project, following is proposed as a part of Long term Access. a) Long term Access to M/s MB Power (MP) Ltd. for transfer of 200MW to Northern

    region from their generation project at Distt. Annupur, Madhya Pradesh, to be provided with following transmission system:

    Jabalpur Pooling Station – Orai 765kV D/c line (Line under implementation by POWERGRID)

    The applicant has requested LTA with effect from 1st June 2015 and above line is expected to be commissioned in 2017-18 time frame. Accordingly, LTA is proposed to be granted after the commissioning of above line. A brief report on the system studies including the above project is enclosed at Annexure-II.

    b) M/s MB Power (MP) Ltd. shall sign LTAA and TSA with POWERGRID for sharing of

    transmission charges corresponding to 200MW.

    c) The grant of LTA for 129 MW is based on the target region mentioned by the applicant. The above LTA shall be operationalized in Northern Region based on the applicant submitting the long term PPA signed with any beneficiary in NR and availability of Available Transfer Capability at that time. However, the applicant shall be liable to pay transmission charges towards LTA with the commissioning of above transmission system.

    d) The sharing of transmission charges shall be as per CERC Regulations and its

    amendments.

    5.0 Firming up of beneficiaries for earlier granted LTA

    A) MB Power (MP) Ltd., Annupur, M.P. (2x600MW). In the 12th Open Access meeting of Western Region Constituents held on 08.07.2010, M/s MB Power (M.P.) Ltd was granted LTA with target beneficiaries: NR – 192MW and WR-200MW. Bulk Power Transmission Agreement (BPTA) was signed by MB Power earlier with POWERGRID. From the power plant, a 400kV D/c (triple) line to Jabalpur Pool is under construction. As per BPTA, the IPP was granted LTA subject to commissioning of High Capacity Power Transmission Corridor (HCPTC-IV), Jabalpur-Bina-Gwalior-Jaipur-Bhiwani 765 kV S/c & Jabalpur-Bhopal-Indore 765kV S/c lines. In HCPTC-IV, Vadodara 765/400kV substation and Gwalior-Jaipur-Bhiwani & Jabalpur-Bhopal-Indore 765kV S/c lines are under construction and remaining lines are commissioned. Now M/s MB Power (M.P.) Ltd, vide their letter dated 21.01.214, enclosing the copy of PPA with UPPCL, has requested for re-allocation of LTA quantum as NR (UP) – 290MW with firm beneficiary and WR-102MW as target region from 30.10.2016 onwards. The LTA to MB Power for 290MW to UP Discoms is proposed to be granted with the availability of the system as per earlier signed BPTA with effect from 30.10.2016. Till October 29, 2016 LTA as granted earlier shall be applicable. Further, the proposal for modification of LTA is subject to: a) M/s MB Power (MP) Ltd. shall sign Supplementary LTAA and TSA with

    POWERGRID for sharing of transmission charges corresponding to 290MW.

    b) The sharing of transmission charges shall be as per CERC Regulations and its amendments.

    c) Compensation towards relinquishment of 90MW from WR as per CERC

    Regulations. Members may deliberate.

    B) KSK Mahanadi Power Company Ltd. Distt. Janjgir-Champa, Chhattisgarh. (6x600MW) Long term Access has been sought by M/s KSK Mahanadi Power Company Ltd. (KMPCL) for 1000MW from their 6x600MW Power Project in Dist. Janjgir, Champa in Chhattisgarh. A brief on the above application is as under:

    (ii) Proposal for Long Term Access (LTA)

    M/s KSK Mahanadi Power Ltd. (KMPCL) is setting up a coal based 6x600MW thermal power plant at Dist. Janjgir-Champa in Chhattisgarh. Two units of the power plant are already under operation. In the 11th Open Access meeting of Western Region constituents held on 10.09.2009, M/s KSK Mahanadi Power Ltd. was granted LTOA for 2340MW with Western Region as target region. Further from this power plant, CSPTCL was also granted for 1153MW with WR & NR as target region. The power plant shall be connected to Champa Pooling station through 400kV 2xD/c (quad) line. Bulk Power Transmission Agreement was signed by KSK Mahanadi earlier with POWERGRID. As per BPTA, the IPP was granted LTA subject to commissioning of High Capacity Power Transmission Corridor (HCPTC-V) which inter-alia includes Champa-Kurukshetra +800kV, 3000MW HVDC bi-pole. Further, KMPCL upon signing a PPA with TANGEDCO for 500MW, applied LTA from the same project for a quantum of 500MW (with TANGEDCO as firm beneficiary) which is already under process. Now, KMPCL upon signing of PPA with Discoms of Uttar Pradesh has applied for LTA for a quantum of 1000MW with UP Discoms as firm beneficiary. Considering that + 800kV, 3000MW HVDC bi-pole from Champa to Kurukshetra which is under implementation by POWERGRID and expected by December, 2015, the LTA to KMPCL for 1000MW to UP Discoms is proposed to be granted with the availability of this system with effect from 30.10.2016. Till October 29, 2016 LTA as granted earlier shall be applicable. Further, the proposal for modification of LTA is subject to:

    a) M/s KSK Mahanadi Power Company Ltd. shall sign Supplementary LTAA and TSA with POWERGRID for sharing of transmission charges corresponding to 1000MW.

    b) The sharing of transmission charges shall be as per CERC Regulations and its

    amendments. c) Compensation towards Relinquishment of 1000MW from WR as per CERC

    Regulations.

    Members may deliberate. C) DB Power (Chhattisgarh) Ltd., Raigarh, Chhattisgarh (2x600MW)

    In the 11th Open Access meeting of Western Region Constituents held on 10.09.2009, M/s DB Power (Chhattisgarh) Ltd was granted LTA for a quantum of 705MW with beneficiaries as WR – 530MW(Target) & NR-175MW(Target). The power plant shall be connected to Kotra Pooling station through 400kV D/c line. Bulk Power Transmission Agreement was signed by DB Power earlier with POWERGRID. As per BPTA, the IPP was granted LTA subject to commissioning of High Capacity Power Transmission Corridor (HCPTC-V) which inter-alia includes Champa-Kurukshetra +800kV, 3000MW HVDC bi-pole. Subsequently M/s DB Power signed PPA with TANGEDCO for 208MW and the LTA quantum granted earlier was proposed to be modified as WR-322MW (Target), NR-175MW(Target) and SR-208MW(Firm). Now M/s DB Power Ltd, vide their letter dated 07.02.214, enclosing the copy of PPA for 410MW with Rajasthan Vidyut Nigam Ltd., has requested for re-allocation of LTA quantum as 497MW to Rajasthan Discoms with effect from 30.11.2016. However as per PPA with Rajasthan Discoms, the quantum is 410MW. Considering that + 800kV, 3000MW HVDC bi-pole from Champa to Kurukshetra which is under implementation by POWERGRID and expected by December, 2015, the LTA to DB Power for 410MW to Rajasthan is proposed to be modified with the commissioning of above system with effect from 30.11.2016. Till November 29, 2016 LTA as granted earlier shall be applicable. Further, the modification of LTA is proposed subject to: a) M/s DB Power (Chhattisgarh) Ltd. shall sign supplementary LTAA and TSA with

    POWERGRID for sharing of transmission charges corresponding to 410MW.

    b) The sharing of transmission charges shall be as per CERC Regulations and its amendments.

    c) Compensation towards relinquishment of 235MW from WR as per CERC

    Regulations.

    D) Maruti Clean Coal and Power Limited, Chhattisgarh, (1x300MW).

    LTOA for 171MW was granted by CTU vide letter dated 24.02.2010 to M/s Maruti Clean Coal and Power Ltd. (MCCPL) with target beneficiaries as WR – 126MW and NR – 45MW. Further, LTA from this power plant to CSPTCL was also granted for 96MW. Bulk Power Transmission Agreement (BPTA) was signed by MCCPL earlier with POWERGRID. As per BPTA, the IPP was granted LTA subject to commissioning of High Capacity Power Transmission Corridor (HCPTC-IV) & Bina-Gwalior-Jaipur-Bhiwani 765 kV S/c. In HCPTC-IV, Vadodara 765/400kV substation and Gwalior-Jaipur-Bhiwani is under construction and remaining lines are commissioned. M/s MCCPL vide their letter dated 18.01.2014 informed CTU that PPA was signed with PTC for selling 250MW to beneficiaries in NR (Jaipur Vidyut Vitran Nigam Ltd – 97.5MW, Ajmer Vidyut Vitran Nigam Ltd – 72.5 MW, Jodhpur Vidyut Vitran Nigam Ltd – 80 MW) with effect from 30.11.2016. Also PPA was signed with CSPTCL (WR) for LTA of 15MW. Thus the firm beneficiaries of above LTA as indicated by MCCPL are Rajasthan Discoms – 250 MW and Chhattisgarh – 15MW. Hence M/s MCCPL has requested to approve the change in quantum in the earlier granted LTA. Further, MCCPL had informed that M/s CSPTCL has conveyed their decision not to purchase 30% share from the power project and consented to purchase only 5% power from the power projects. The LTA to Maruti Clean Coal is proposed to be for 250MW to Rajasthan with effect from 30th November, 2016 with the availability of above lines for which BPTA has already been signed. Further balance 2 MW of LTA shall be as target region in WR. Till 29th November, 2016 LTA as granted earlier shall be applicable. Further, the proposal for modification of LTA is subject to: a) M/s Maruti Clean Coal and Power Ltd. shall sign Supplementary LTAA and TSA

    with POWERGRID for sharing of transmission charges corresponding to 265MW.

    b) The sharing of transmission charges shall be as per CERC Regulations and its amendments.

    c) Relinquishment of 111MW from WR as per CERC Regulations. Members may deliberate.

    6.0 Other Issues

    6.1 Execution of BPTA with POWERGRID for Long-term Access by IPPs coming up in Chhattisgarh – Revision in the LTA quantum of Chhattisgarh State Power Trading Company Ltd. (CSPTrCL).

    CSPTrCL vide its letter has informed that the Govt. of Chhattisgarh has reviewed the policy of purchase of power by the state under first right of purchase from IPPs setting up power plants in Chhattisgarh. It has been decided by the Chhattisgarh State Govt. that in place of 35% power, the state shall be purchasing only 5% power from IPPs which are not allocated Captive coal blocks and 7.5% from those IPPs allotted Captive coal blocks. Thus in accordance with the directives from State Govt. composite power purchase agreements have been terminated with their consent and new agreements are executed. Consequent upon the change in Govt. policy the quantum of LTA requires downward revision and the same is as given at Figure-1. Further, CSPTrCL vide above letter indicated that the reduction of LTA quantum of CSPTrCL shall be increased by same quantum of respective IPP. Members may deliberate.

    6.2 Request for change in Connectivity by DB Power Ltd. (Madhya Pradesh) (2x600MW) M/s DB Power (Madhya Pradesh) Ltd. (DBPMPL) is setting up a coal based generation project in Madhya Pradesh. In the 14th meeting of WR constituents for Connectivity and Long term Access held on 13.05.2011 Connectivity was granted to DBPMPL at 400kV Vindhyachal Pool S/s along with LTA for 810MW. DBPMPL had requested for change of Connectivity point. DBPMPL are yet to sign the LTA Agreement. M/s DBPMPL vide their letter dated 29th January 2014, has requested POWERGRID for change of connectivity from Vindhyachal Pooling station to Danwahi Pooling station.

    6.3 Effective date of LTA granted to MPPMCL from generation projects in Madhya Pradesh:

    The above transmission system required for LTA are under implementation and also the generation projects are yet to be commissioned. Further, MPPMCL have also requested for reduction of LTA quantum considering auxiliary consumption. Members may deliberate.

    6.4 Request for change in Connectivity of 2x660MW Dwarkesh Energy Ltd., (Khandwa,

    M.P.) M/s Dwarkesh Energy Ltd had applied for connectivity for their Torniya Thermal

    Power Project (2x660MW) at Khandwa, Madhya Pradesh. The application was discussed in the 16th Meeting of WR constituents regarding connectivity and Long Term Access held on 9th May 2012. In view of the slow progress made by the generation project, the connectivity application was deferred.

    M/s Dwarkesh Energy Ltd. vide their letter dated 3rd January 2014 have updated

    their project progress and have requested to consider the connectivity application of the project and also to consider Connectivity at 400kV level instead of 765kV level proposed earlier. The project status as submitted by M/s Dwarkesh Energy Ltd. is given below:

    6.5 Request of PTC for reducing the LTA quantum from 300 MW to 273 MW from Lanco Amarkantak Power Ltd. (Unit #1) to Madhya Pradesh. PTC vide its letter dated 5th June, 2014 had requested for reducing the LTA quantum from 300 MW to 273 MW after reducing 9% auxiliary consumption from Lanco Amarkantak Power Ltd. (Unit #1) to Madhya Pradesh.

    In this regard long term open access was granted to PTC in November 2006, to PTC for transfer of 300MW on long term basis from unit#1 of Lanco Amarkantak Power project to Madhya Pradesh and subsequently BPTA was signed in March 2007. The billing under the LTOA had commenced from May 2009. Now PTC vide above letter had indicated that after reducing auxiliary consumption of 9% the net capacity at generator bus is 273MW and same is also available for the scheduling purpose of the project. In view of the above M/s PTC India Ltd. has requested to reduce the BPTA/LTOA capacity from300MW to 273MW. Further, he has also requested for refund or adjustment of transmission charges from May, 2009 onwards. Members may deliberate.

    6.6 Closure of application for connectivity of M/s Sintex Power Ltd. Sintex Power Ltd had applied for connectivity to ISTS vide their letter dated 8th April 2011. The same was discussed in the 17th Meeting of WR constituents regarding Connectivity and Long Term Access held on 3rd January 2013 and it was decided that the application shall be granted only if the applicant submits sufficient progress of their generation project by April 2013. CTU vide their letter dated 21st May 2013 informed M/s Sintex Power Ltd that since no sufficient progress of their 1720MW generation project at Amreli, Gujarat was submitted; the application for connectivity shall be closed. M/s Sintex Power Ltd vide their letter dated 31st May 2013 submitted that land acquisition has been completed and obtained approval for make-up water allocation. The delay in project is due to issues in coal allocation and hence requested not to close the application. Members may deliberate.

    6.7 Alternate standby arrangement of South East Central Railway at Raigarh substation of POWERGRID.

    South East Central Railway (SECR) was granted Connectivity to ISTS in May, 2012 as a bulk consumer of 100 MW from existing Raipur (POWERGRID) substation through 220kV D/c line from Bhilai (SECR). M/s SECR vide letter dated 01.07.2013 has requested for alternate standby arrangement from Raigarh (POWERGRID) only for emergency. Members may discuss.

    6.8 Review of application for connectivity of M/s Jinbhuvish Power Ltd.(600MW) M/s Jinbhuvish Power Gen Pvt Ltd. (Jinbhuvish) had applied for connectivity for its power plant of 600MW (2x300MW) in Maharashtra and the same was deliberated in the 16th Meeting of Western Region constituents regarding Connectivity/Open Access Applications held on 09.05.2012. In this meeting it was decided to provide

    connectivity to ISTS through LILO of one circuit of Wardha - Parli 400kV D/c (quad) line at Jinbuvish TPS. M/s Jinbhivish is requested to submit the latest status of the generation project. Recently with the commissioning of various intra-state generation projects located in Wardha area, congestion at Wardha Flow gate has been observed. Further power from IPPs of Chhattisgarh will also be available at Wardha through Raipur-Wardha 765kV D/c lines. A new 765/400kV pooling station at Warora is proposed under Associated Transmission System (ATS) of Gadarwara TPS (2x800MW) being setup by NTPC Ltd. The ATS is proposed under Tariff Based Competitive Bidding route and the Warora Pooling Station is expected by 2017-18 time frame. Looking at the congestion at Wardha flow gate and availability of new 765/400kV pooling station at Warora, it is proposed that the following Connectivity of Jinbhuvish is proposed:

    Jinbuvish Power Ltd. – Warora Pool 400kV D/c line Considering above proposed connectivity arrangement, provision of following at generation switchyard, implementation of which shall be under the scope of M/s Jinbhuvish Power Ltd. is proposed:

    Generation step up at 400kV 400kV line bays : 2 nos. 420kV bus reactor : 1x80MVAR 400V bus reactor bay : 1 no.

    The transmission system strengthening to facilitate power transfer on long-term basis shall be identified once M/s Jinbhuvish applies for Long-term Access as per CERC Regulations, 2009. Members may deliberate.

    6.9 Closure of application for Connectivity & Long-term Access of M/s Ozone Steel & Power Ltd. M/s Ozone Steel & Power Ltd had applied for connectivity to ISTS in December, 2010 for their proposed power plant of 1x350 MW in Bilaspur District, Chhattisgarh. The same was discussed in the 17th Meeting of WR constituents regarding Connectivity and Long Term Access held on 3rd January 2013 and it was decided that the application shall be granted only if the applicant submits sufficient progress of their generation project by April 2013. CTU vide their letter dated 21st May 2013 informed M/s Ozone Steel & Power that since no sufficient progress of their 350 MW generation project at Chhattisgarh was submitted that the application for connectivity & LTA shall be closed.

    M/s Ozone Steel & Power Ltd. had submitted the progress as on 1st April, 2014.As per the status submitted by M/s Ozone about 63% land has been acquired and they are yet to receive the environmental clearance. The delay in project is due to issues in coal allocation and hence requested not to close the application. Members may deliberate.

    6.10 Details of MTOA applications a) MTOA Proposed: i. Applicant: UT DD Electricity Department

GETCO vide its

    letter dated 24.04.2014 indicated that MTOA may be granted to DD only after shifting of entire load from GETCO system. WRLDC has agreed for grant of above MTOA. Subsequently vide letter dated 07.08.2014 UT-DD informed that the GETCO has disconnected 66 kV Vapi – Dabhel line and DD is totally being fed from Vapi 400/220kV substation of POWERGRID through 220 kV Magarwada substation at Daman. GETCO confirmed the above vide their letter dated 20.08.2014. Accordingly, MTOA has been granted to UT-DD as per above details.

    Annexure-I General Conditions for Connectivity and LTA (i) For all the generation projects who have applied for Connectivity under CERC

    regulation, 2009, in addition to other applicable provisions in CERC regulations 2009 on Grant of connectivity, Long Term Access and Medium-term Open Access in inter-state transmission and related matters, following are to be noted:

    The grant of connectivity shall not entitle above applicants to interchange any power with the grid unless they obtains long-term access, medium term open access or short term open access. However, the above IPP shall be allowed to inject infirm power in to the grid during full load testing as per CERC Regualtions.

    Applicants are required to inform/confirm likely date of synchronization, likely quantum and period of injection of infirm power before being put into commercial operation to the SLDC and RLDC concerned at least one month in advance.

    In case the dedicated transmission system upto point of connection is to be undertaken by Inter-State Transmission Licensee, the applicants need to sign transmission agreement with CTU within one month of grant of connectivity, furnish requisite Bank Guarantee and fulfill other terms & conditions as stipulated in the CERC Regulations/Detailed Procedure, 2009 in this regard.

    The applicants shall abide by all provisions of the Electricity Act, 2003, CERC (Grant of Connectivity, Long-term Access and Medium-term Open Access in inter-State transmission and related matters) Regulations, 2009, CEA (Technical Standards for connectivity to the Grid) and Indian Electricity Grid Code as amended from time to time.

    The connectivity shall be as per the Detailed Procedures of CTU for Grant of Connectivity, Long-term Access and Medium-term Open Access to Inter-state transmission.

    All the applicants shall have to apply for “Connection Offer” to CTU at least more than 2 years prior to physical interconnection as well as have to sign “Connection Agreement” with CTU prior to physical interconnection as per CERC Regulations, 2009.

    The scope of works at generation switchyard like line terminal bays, bus/line reactors, associated bays etc. shall be under the scope of respective generation/developer.

    Transmission system strengthening to facilitate power transfer on long-term basis shall be identified once above applicants apply for Long-term Access as per CERC Regulations, 2009.

    (ii) For all the generation projects who have applied for LTA under CERC regulation,

    2009, in addition to other applicable provisions in CERC regulations 2009 on Grant of connectivity, Long Term Access and Medium-term Open Access in inter-state transmission and related matters, following are to be noted:

    LTA is granted subject to the condition that applicant shall bear all the transmission charges as per applicable CERC norms for transfer of power.

    Payment of such transmission charges for the capacity for which exact source on long term basis is not known, shall not entitle the applicant any right over the transmission system up to the target region and CTU may release this balance transmission capacity up to target region for short-term open access or the medium term open access till the applicant firms up source/destination on long-term basis and its operationalization.

    The applicant shall enter into long term access agreement and TSA with POWERGRID within 30 days of issue of intimation. In case transmission system of Inter-state transmission licensee other than CTU is used, an agreement shall be signed between the applicant and such inter-State transmission licensee, in line with the provisions of the CERC regulations 2009.

    The nodal agency may change system strengthening requirements identified for a particular applicant project on the basis of any subsequent study carried out on its own motion or on another application for LTA, with the purpose of optimum utilization of the transmission system or to conserve limited right-of-way, and in such event, the changes carried out by the nodal agency shall be intimated to the applicant, or any other person associated with the LTA.

    The applicant shall abide by all provisions of the Electricity Act, 2003, CERC(Grant of Connectivity, Long-term Access and Medium-term Open Access in inter-State transmission and related matters) Regulations, 2009, CEA (Technical Standards for connectivity to the Grid) and Indian Electricity Grid Code as amended from time to time.

    of WR Constituents regarding Connectivity & Long-term Access applications in WR

    1. Background

    1.1 Following applications were received by POWERGRID for Connectivity & Long-term

    Access (LTA):

    1.1.1 Ideal Energy Projects Ltd. Applied for Connectivity of 1x270MW & LTA for 240MW from 1st May 2014 to SR as

    Target beneficiary.

    1.1.2 Shirpur Power Pvt. Ltd. Applied for LTA of 230MW from 1st February, 2015 with WR 110MW, NR 70MW &

    SR 50MW as Target beneficiaries.

    1.1.3 Srijan Energy Systems Pvt. Ltd. Applied for LTA of 75MW progressively from March, 2018 with NR as Target

    beneficiaries.

    1.1.4 MB Power (MP) Ltd. Applied for LTA of 200MW from 1st June, 2015 with 71MW as firmed up beneficiary

    (UP) and 129MW to NR as target region.

    1.2 Following applications/requests were received by POWERGRID after firming up of beneficiaries:

    1.2.1 MB Power (MP) Ltd. Intimated firming up of LTA beneficiaries for 290MW as UP Discoms from 30th

    October, 2016.

    1.2.2 KSK Mahanadi Power Company Ltd. Intimated firming up of beneficiaries for 1000MW as UP Discoms from 30th October,

    2. Load Flow Study (March, 2015 Condition) (Pertaining to power transfer of Shirpur Power Plant to WR)

    2.1 Assumptions

    Considering the above, the studies have been carried out which are briefly summarised in subsequent paragraphs. The overall load generation scenario considered for March, 2015 conditions in the studies are as given at Figure-1.

    Load Flow Study results are enclosed at Exhibit 1.0 : Base Case Exhibit 1.1 : Outage of Gwalior – Agra 765kV S/c line Exhibit 1.2 : Outage of Gwalior – Jaipur 765kV S/c line From the base case, the loadings on 765kV Gwalior – Agra 2xS/c and Gwalior – Jaipur 2xS/c lines are about 1563MW/circuit & 760MW/circuit respectively. Under the contingency of 765kV Gwalior – Agra 765kV line the loading on other line is about 2526MW. Similarly under the contingency of 765kV Gwalior – Jaipur 765kV line the loading on other line is about 1555MW. The loading on all the 400kV & 765kV lines are within their limits.

    3. Load Flow Study (October, 2016 Condition) (Pertaining to power transfer of MB

    Power, KSK Mahanadi, DB Power, Chhattisgarh Plants to NR)

    3.1 Assumptions

    The load generation scenario considered for October, 2016 conditions in the studies are as given at Figure-2.

    From the base case, the loadings on 765kV Gwalior – Agra 2xS/c and Gwalior – Jaipur 2xS/c lines are about 1076MW/circuit & 510MW/circuit respectively. Under the contingency of 765kV Gwalior – Agra 765kV line the loading on other line is about 1742MW. Similarly under the contingency of 765kV Gwalior – Jaipur 765kV line the loading on other line is about 733MW. The loading on all the 400kV & 765kV lines are within their limits. Also under the contingency of one pole of +800kV, 3000MW, Champa – Kurukshetra HVDC bipole the loadings on the loadings on 765kV Gwalior – Agra 2xS/c and Gwalior – Jaipur 2xS/c lines are about 1343MW/circuit & 641MW/circuit respectively.

    4. Load Flow Study (March, 2018 Condition) (Pertaining to power transfer of Srijan

    Power Plant to NR, Ideal & Shirpur Power Plants to SR)

    4.1 Assumptions

    The load generation scenario considered for March, 2018 conditions in the studies are as given at Figure-3.

Similarly under the contingency of 765kV Gwalior – Jaipur 765kV line the loading on other line is about 790MW. The loading on all the 400kV & 765kV lines are within their limits. Also under the contingency of two pole of +800kV, 3000MW, Champa – Kurukshetra HVDC bipole the loadings on the loadings on 765kV Gwalior – Agra 2xS/c and Gwalior – Jaipur 2xS/c lines are about 657MW/circuit & 796MW/circuit respectively.

    5. Conclusion 5.1 Ideal Energy Projects Ltd. (New Application)

    From the study results it has been observed during the timeframe of March, 2018 power transfer of 240MW to SR can be accommodated. Accordingly the grant of LTA to M/s Ideal Energy Projects Ltd. is proposed as below: 240MW to SR: Upon the commissioning of Wardha – Hyderabad 765kV D/c Link.

  • 5.2 Shirpur Power Pvt. Ltd. (New Application)

    From the study results it has been observed during the timeframe of February, 2015 power transfer of 110MW within WR can be accommodated, however there are no margins available to transfer power from WR to NR & SR.

    Accordingly the grant of LTA to Shirpur Power Plant is proposed as below:

    110MW to WR : From February, 2015 onwards 70MW to NR : Upon the commissioning of Jabalpur – Orai 765kV D/c line 50MW to SR : Upon the commissioning of Wardha – Hyderabad 765kV D/c Link.

    5.3 Srijan Energy Systems Pvt. Ltd. (New Application)

    From the study results it has been observed during the timeframe of March, 2018 power transfer of 75MW to NR can be accommodated. Accordingly the grant of LTA to Shirpur Power Plant is proposed as below: 75MW to NR : Upon the commissioning of Green Energy Corridor.

    5.4 MB Power (MP) Ltd. (New Application)

    From the study results it has been observed during the timeframe of March, 2018 power transfer of 200MW to NR can be accommodated. Accordingly the grant of LTA to M B Power Ltd. is proposed as below: 200MW to NR : Upon the commissioning of Jabalpur – Orai 765kV D/c line

    5.5 MB Power (MP) Ltd. (Firming up of beneficiary)

    From the study results it has been observed during the timeframe of October, 2016 power transfer of 290MW to NR can be accommodated. Accordingly the grant of LTA to M B Power Ltd. is proposed as below:

    290MW to NR : Upon the commissioning of Gwalior – Jaipur 765kV 2nd S/c line

    5.6 KSK Mahanadi Power Company Ltd. (Firming up of beneficiary) From the study results it has been observed during the timeframe of October, 2016 power transfer of 1000MW to NR can be accommodated. Accordingly the grant of LTA to KSK Mahanadi Ltd. is proposed as below:

    1000MW to NR : Upon the commissioning of +800kV, 3000MW, Champa – Kurukshetra HVDC bipole

    STUDY REPORT FOR NTPC KHARGONE STPP (2X660 MW)

    1.0 Introduction NTPC Limited (NTPC) is establishing a 2x660 MW coal based thermal power project at near Sanawad Town, Khargone District in Madhya Pradesh. NTPC has applied for Connectivity & Long-term Access as per CERC (Grant of Connectivity, Long-term Access Regulations), 2009. As per the application, NTPC has requested Connectivity of this power plant by August, 2017 and commissioning schedule of unit #1 by June, 2018 and unit #2 by December, 2018. The beneficiaries from this project are constituents of Western Region. The tentative allocations as indicated by NTPC are WR : 1308.87MW (MP – 654.53 MW, CSPDCL – 52.36 MW, GUVNL – 173.14MW, MSEDCL – 215.73 MW, GOA – 8.64 MW, DNH – 4.97MW, DD – 3.26 MW & Unallocated – 196.24MW) Load Flow Studies for the March, 2018 was carried out and the details are given in subsequent paragraphs.

    2.0 Load Generation Balance by March, 2018

    3.0 Load Flow Study Results

    3.1 Case – 0 : Without Khargone generation & associated transmission system

    Study was carried for 2017-18 condition without Khargone generation & its associated transmission system. Load Flow Study results are enclosed at Exhibit-0. From the results it may be observed that power flow on all the 400 & 765 kV transmission lines are well within their limits.

    3.2 Case – 1 : With Khargone generation & System Strengthening

    NTPC has indicated that the power plant is about 90 kms from Khandwa, 100 kms from Indore and 125 kms from Rajgarh substations of POWERGRID. Further, NTPC has indicated that there is no proposal for further expansion as there is acute space constraint. The existing Rajgarh – Khandwa 400 kV D/c line passes about 20 kms from the site. Based upon the request of NTPC the connectivity transmission system was agreed at 400kV level. Following transmission system is proposed for Connectivity & LTA of NTPC, Khargone TPS:- 1. NTPC Khargone – Indore (PG) 400 kV D/c (quad) line 2. NTPC Khargone – Dhule (Sterlite) 400 kV D/c (quad) line 3. Dhule (Sterlite) – Dhule (MSETCL) 400 kV D/c (quad) line 4. Indore (PG) - Indore (MPPTCL) 400 kV D/c (quad) line.

    The Load Flow results with above strengthening are enclosed at:- Exhibit-I : Base Case Exhibit-IA : Khargone – Indore 400 kV D/c outage Exhibit-IB : Khargone – Dhule 400 kV D/c outage From the results it may be observed that with proposed system power flow on all the 400 & 765 kV transmission lines are well within their limits in base case as well as in contingency.

    4.0 Conclusion

    From the Load Flow Study studies and for reliable evacuation of power from Khargone STPP the following transmission system is proposed: Connectivity Transmission System 1. Khargone STPP – Indore 400 kV D/c (Quad) line Transmission System Strengthening for Long-term Access 2. NTPC Khargone – Dhule (Sterlite) 400 kV D/c (quad) line 3. Dhule (Sterlite) – Dhule (MSETCL) 400 kV D/c (quad) line 4. Indore (PG) - Indore (MPPTCL) 400 kV D/c (quad) line.
