Agenda for 24th Meeting of WR Constituents regarding Connectivity
& Long-term Access applications in Western Region

1. Confirmation of the minutes of 23rd Meeting of WR Constituents regarding
Connectivity & Long-term Access applications in Western Region held on 01-
06-2016 at NRPC, New Delhi
No comments on the MoM have been received till date. Members may confirm the
minutes of the 23rd Meeting of WR Constituents regarding Connectivity & Long-term
Access applications in Western Region held on 01.06.2016.
2. Connectivity Applications from RE Generation Developers in Western Region.
Total sixteen nos. of connectivity applications of about 5000MW quantum of power
have been received by CTU till August, 2016 for ISTS connectivity at Bhachau, Bhuj
Pool , Parli, Solapur and Rajgarh Substations of POWERGRID from RE generation
projects. Here it is to inform that CERC in its order dated 05.01.2016 in Petition No:
420/MP/2014 has directed that wind developers should comply to the provision of
LVRT (Low Voltage Ride Through). Further, the wind developers shall provide
adequate reactive compensation so that under all dispatch scenarios Power Factor
of 0.98 shall be maintained.
Further, it may be mentioned that as per the Connectivity Regulations, the Grant of
Connectivity shall not entitle an applicant to inter-change any power with the grid
unless it obtains LTA, MTOA or STOA. Further, since MTOA & STOA are granted on
the margins available in the grid and firm transfer of power is granted only with the
LTA, therefore, the applicants are advised to apply for the LTA to ensure power
evacuation & transfer to its beneficiaries under LTA.
Details of the connectivity applications in WR received till August, 2016 are given
below.

As per details given in table 1, four nos. of new connectivity applications have been
received at Bhachau S/s. Due to the severe ROW issues in the vicinity of Bhachau
and space constraints in Bhachau S/s, it is not possible to provide the connectivity to
new applicants at existing Bhachau S/s.
Considering the above and high RE potential in vicinity of Bhachau, it is proposed to
develop a new 400/220kV pooling station in vicinity of Lakadia in Bhachau Taluka,
Kutch district, Gujarat (Lakadia PS). The substation shall act as a pooling station for
the 4 nos. of new RE generations as well as for future RE generations that come up
in the area.
Here, it is to mention that Gujarat Flurochemicals Ltd. (GFL) was granted
connectivity to Bhachau s/s way back in 2011 through 220kV line (twin conductor) for
their 300MW wind farm at Maliya, Rajkot, Gujarat. It is understood that the line,
which was agreed to be constructed by GFL has not yet been taken up by them.
Accordingly, looking into severe ROW issues in the vicinity of Bhachau and space
contraints at Bhachau S/s, it is proposed to revise the connectivity of GFL to Lakadia
PS.
Accordingly, following is proposed for connectivity:

Mar’17 to June’18, efforts may be made to implement Dedicated connectivity
system as well as Common Transmission System for Connectivity of
renewable generations in Bhachau area at an early date.

the immediate connectivity of wind / solar farms with the ISTS / Intra-STS grid i.e. the line
connecting the farm to the grid and the step-up transformers at the grid station. In case, wind
farm developer envisages expansion in generation capacity, the same may be informed so
that connectivity system my be appropriately modified.
2. Connectivity of all six applicants with the grid shall be established with the commissioning of
above mentioned dedicated line and Bhuj PS (765/400/220kV) – Banaskantha PS (765kV) –
Sankhari (400kV) Corridor or Bhuj PS (765/400/220kV) – Banaskantha PS (765kV) –
Chittorgarh PS (765kV) – Chittorgarh (RVPN) (400kV) corridor.

2.3 Connectivity Applications received in the vicinity of Parli & Solapur :
Three nos. of new connectivity applications desired to be connected at Parli (PG) &
two nos of connectivity applications desired to be connected at Solapur (PG) have
been received. The details of the connectivity applications are mentioned in table 1.
From the GPS co-ordiantes of these RE generations, it is observed that they are
mainly located in the vicinicty of Latur area. Hence, considering the large quantum of
RE generation, it is proposed to develop a new 400/220kV substation near Latur.
The substation shall act as a pooling station for the 5 nos. of RE generations as well
as for future RE generations that come up in this area.
Accordingly, following transmission system is proposed for connectivity:
Common Transmission System for Connectivity of renewable generations
around Latur area (viz GRPL-Ghat Pimpri (100MW), GRPL-Ghat Pimpri
(500MW), GRPL-Latur, GRPL-Tuljapur-Desingh, OANWPPL-Lohara):
Establishment of 1x500MVA, 400/220kV Latur PS.
Latur PS – Solapur (PG) 400kV D/c (Quad) line
1x125MVAR, 420kV Bus Reactor at Latur PS.

The following new connectivity application has been received at Rajgarh S/s as per
details given in table 1. In view of project capacity & proximity of generation,
following transmission system is proposed for connectivity:

3 Revision in Grant of Connectivity & LTA to M/s Srijan Energy System Pvt Ltd.
(SESPL)
In the 23rd meeting of WR Constituents regarding Connectivity / Open Access
Applications held at NRPC, New Delhi on 01.06.2016, Connectivity (300MW) and
LTA (300MW) application of Srijan Energy System Pvt. Ltd. (SESPL) was discussed
and following system was agreed for connectivity & LTA (NR &SR):
Transmission System for Connectivity
SESPL switchyard – Bhuj PS 220kV D/c line along with line bays at both ends
(to be constructed by SESPL)
Installation of 2x500MVA, 400/220kV ICT at Bhuj PS (to be implemented by
POWERGRID under Green Energy Corridor)

Existing & under construction transmission system shall be sufficient to enable
dispersal of power within WR
Transmission System for LTA – NR (150 MW)

Subsequently, some more proposals have been received for interconnection of RE
generations at Bhuj PS. Accordinlgy, the scheme was reviewed comprehensively
and it is proposed to provide connectivity to SESPL at 220kV level at Bhuj PS.
Therefore, grant of Connectivity/LTA to SESPL is proposed with following
transmission system :

SESPL switchyard – Bhuj PS 220kV D/c line along with line bays at both ends
(to be constructed by SESPL)@

Connectivity with the grid shall be established with the commissioning of above mentioned

System studies were conducted considering the LTA applications mentioned in
Table:7 as well as the Connectivity applicants mentioned in table 1 and study results
are enclosed at Annexure-I.
4.1 Transmission system for LTA for Adani Green Energy Ltd. (Khavda Wind
Farm) (AGEL-Khavda)
Details of the application are given in Table: 7. The high capacity Green Energy
Corridor starting from Bhuj PS (WR) to Moga (NR) is under implementation by
POWERGRID for evacuation and dispersal of power from renewable generations
coming up in Gujarat (especially Kutch complex) and Rajasthan. The proposed
project is a wind generation in Kutch area of Gujarat. The applicant has requested
LTA quantam of 400 MW for NR and 100 MW for ER.
The proposed transmission system for connectivity for AGEL (Khavda)
project as mentioned in item no. 3.2 is as below:
AGEL (Khavda) – Bhuj PS 220kV D/c line (high capacity) along with
associated line bays at both ends (AGEL / TBCB as per deliberations in the
meeting)
Transmission system for LTA AGEL (Khavda) project:
It can be seen that total LTA quantum of 800MW (300MW form SESPL & 500MW
from AGEL) will be injected on Bhuj PS at 220kV level for which total of 3x500MVA,

400/220kV ICTs will be required. 2x500MVA, 400/220kV ICTs has already been
planned under LTA system of SESPL (proposed under item no. 3).
Accordingly, following Transmission System for LTA of AGEL (Khavda) for transfer
of power to ER (100MW) & NR (400MW) is proposed:

Wind Park, Gandhidham) (RPVPL-Bhuvad)
Details of the application are given in the table 7. The proposed project is a wind
generation in Kutch area of Gujarat. The applicant has requested LTA quantam of
200 MW for NR,150 MW for ER and 50 MW for WR.
In 23rd meeting of WR constituents held on 01.06.2016, following Transmission
System for Connectivity was agreed for RPVPL(Bhuvad) project:
RPVPL (Bhuvad) – Bhachau 220kV D/c line along with associated line bays at
both ends (to be constructed by RPVPL)*
*Line bays at Bhachau end to be implemented as GIS (on account of space constraints at
Bhachau S/s)
Transmission system for LTA RPVPL (Bhuvad) project:
Regarding power transfer under LTA within WR (50MW) and to ER (150MW), it may
be mentioned that existing and planned transmission infrastructure shall be
sufficient to enable dispersal of power within WR and from WR to ER.
LTA for transfer of power to beneficiaries in NR is proposed to be granted with the
commissioning of following transmission system.
Green Energy Corridor – ISTS (part system) (under implementation as part of Green
Energy Corridors and expected to get commissioned by July’18):

4.4 Transmission System for LTA for Regen Wind farm Pvt Ltd. (RWFPL-Vagari)
The details of the applications are given in Table: 7 (Sl.4 to 7). M/s Regen Wind Farm
Pvt Ltd. has applied for LTA for transfer of 240MW from Sourthern Region to Nothern
Region. The LTA applications were disucussed in 20th meeting of Southern Region
constituents regarding Connectivity / LTA applications of IPPs in SR held on
13.07.2016 at Gurgaon. In the meeting, following transmission system was agreed for
transfer of power to Northern Region:

Kurukshetra HVDC Phase II under implementation as “Transmission System
Strengthening in WR-NR Transmission Corridor For IPPs in Chhattisgarh”. Details of
both the schemes are as given below:

Hence, it is proposed to grant LTA to M/s Regen Wind farm Pvt Ltd. with the
transmission system mentioned above.
4.5 Transmission System for LTA for Renew Power Ventures Pvt. Ltd. (RPVPL-
Karur)
The details of the application are given in table 7.
M/s Renew Power Ventures Pvt. Ltd. has applied for LTA for transfer of 400MW with
the target beneficiaries as follows: SR- 50MW, NR-250MW & ER – 100MW.
System studies indicate no problems in transfer of power to NR with the
commissioning of Jabalpur - Orai 765 kV corridor under implementation as “Inter-
Regional System Strengthening Scheme in WR and NR -Part B” and Champa –
Kurukshetra HVDC Phase II under implementation as “Transmission System
Strengthening in WR-NR Transmission Corridor For IPPs in Chhattisgarh”. Details of
both the schemes are as given below:

Transmission system for transfer of power to ER and within SR shall be taken up for
discussion in the forthcoming meeting of SR Constituents regarding Connectivity &
Long-term Access Applications.
