Member of Parliament are often approached by their constituents for small works of capital nature in their constituencies. The Members also felt that they should be able to recommend such works. Accordingly, the then Prime Minister announced the ‘Members of Parliament Local Area Development Scheme’ on 23 rd December, 1993. Under the Scheme, each Member of Lok Sabha has a choice to suggest, to the concerned District Collector, works to the tune of Rs.1 crore per year to be taken up in his/her cons5tituency. The Members of Rajya Sabha can select one or more district(s) from State from which he/she has been elected. The nominated Members of Parliament, both Lok Sabha and Rajya Sabha, may also select one or more district(s) but only within the State/Union Territory of their choice. The allocation per year per MP stands increased from Rs.1 crore to Rs2. crores from the year 1998-99. Member of Parliament are often approached by their constituents for small works of capital nature in their constituencies. The Members also felt that they should be able to recommend such works. Nodal Department & Nodal Authorities:

Magistrates are the Nodal Authority for their respective areas. The Commissioner, Kolkata Municipal Corporation is the Nodal Authority for the KMC area.

Hon’ble Members of Parliament from West Bengal (as on 29.02.08):

Total - 59 Members. Lok Sabha - 42 Members, Rajya Sabha – 16 Members & Nominated - 1(one) Member. Ex-Rajya Sabha Members - 25

Release of funds under the Scheme: (as per MOSPI report):

       At the commencement of the Scheme in December, 1993-94, a token amount of Rs.5 lakhs per MP was released. The funds released per MP per year for the year 1994-95 to 1997-98 was Rs.1 crore. The allocation per MP per year has been increased to Rs.2 crores from the year 1998-99.

       Till 1996-97, funds @ Rs.1 crore was released without any reference to previous progress. From 1997-98 onwards the funds are released in two equal instalments based on previous progress and utilization. When the unsanctioned balance in respect of Lok Sabha or Rajya Sabha MP is below Rs.50 lakhs and/or the unspent balance is less than Rs. 1.00 crore, the next instalment becomes due for release.

An amount of Rs.1381.75 Crores is due for release in respect of the 59 members of Parliament from this State. An amount of Rs.1220.77 Crores has been released in favour of the members till 29.02.08.

Lok Sabha:

An amount of Rs.1010.10 Crores is due for release in favour of the 42 members of the Lok Sabha. Amount of Rs.870.00 Crores has been released till 29.02.08 by the Government of India.

Rajya Sabha:

An amount of Rs.371.65 Crores is due for release in favour of the 17 sitting and 25 ex-Members of the Rajya Sabha. Amount of Rs.350.77 Crores has been released till 29.02.08 by the Government of India.

Entitlement of Funds, Release & Expenditure:

Lok Sabha:

Total entitlement of funds in respect of Lok Sabha Members as on 29.02.2008 is Rs. 1010.10 crore.

Total Fund released in respect of Lok Sabha Members as on 29.02.2008 is

Rs. 870.00 crore.

Expenditure incurred upto 29.02.2008 in respect of Lok Sabha Members is Rs.812.70 crore

Rajya Sabha:

Total entitlement of funds in respect of Rajya Sabha Members as on 29.02.2008 is Rs. 371.65 crore.

Total Fund released in respect of Rajya Sabha Members as on 29.02.2008 is Rs. 350.77 crore.

Expenditure incurred upto 29.02.2008 in respect of Rajya Sabha Members is Rs.306.31 crore.

Nominated:

Expenditure incurred upto 29.02.08 in respect of Rajya Sabha Member is Rs.6.25 crore.

Percentage (%) of expenditure over release (as per GoI report):

The overall percentage (%) of expenditure over release for the Lok Sabha and Rajya Sabha Members for the month of February, 2008 for West Bengal is 89.09% against the National Average of 90.19%.

The percentage (%) of expenditure over release for the Lok Sabha Members of West Bengal in February, 2008 is 91.39% against the National Average of 91.91%.

The % in respect of 24 Members is above the national average of 91.91%. The highest being 102.21% and the lowest being 92.02%.

The % in respect of 5 Members is above the overall national average of 90.19%. The highest being 91.79% and the lowest being 90.85%.

The % in respect of 4 Members is above 85%. The highest being 88.09% and the lowest being 86.51%.

The % in respect of 9 Members is above 80%. The highest being 84.03% and the lowest being 80.34%.

Rajya Sabha (MOSPI Report) :

The percentage (%) of expenditure over release for the Rajya Sabha Members of West Bengal in February, 2008 is 83.17% against the national average of 86.19%.

The % in respect of 18 Members (5sitting members & 13 Ex-Members) is above the Overall national average of 90.19%. The highest being 102.18% and the lowest being 91.50%.

The % in respect of 5 Members (1 sitting members & 4 Ex-Members) is above the national average of 86.19% but below the overall national average of 90.19%. The highest being 89.24% and the lowest being 86.33%.

The % in respect of 11Members (6 sitting members & 5 Ex-Members) is above 70% but below the national average of 86.19%. The highest being 81.67% and the lowest being 70.40%.

The % in respect of 2 Members (2 sitting members ) is above 50% but below 70%. The highest being 63.57% and the lowest being 51.12%. Morever, the process of recommendation, sanction and execution is still on-going and works are yet to be completed with the submission of UCs & ACs.

The % in respect of 6 Members is below 50%. For 3 Ex-RS Members and 3 sitting RS Members the % is below 50% as the process of recommendation, sanction and execution is on-going and works are yet to be completed with the submission of UCs & ACs.

Percentage (%) of works completed/recommendation (status report):

For Lok Sabha Members the percentage of works recommended is 83.10 (Feb. 2008), 82.64 (January, 2008).

For Rajya Sabha Members, the percentage of works recommended is 62.23 (February,2008), 62.39 (January, 2008).

The overall % is 79.75 in (February,2008) & 79.41 in(January, 08).

For Lok Sabha Member the % of completion of sanctioned works on February, 08 is 89.79% (89.52% in, January 08).

For Rajya Sabha Members the %of completion of sanctioned works on, February, 08 is

66.02% (66.56% in January 08)
