Community Dialogue Meeting Debrief A community dialogue session, hosted by the Council, was held on Saturday, January 30, 2016. Members from Fairfax County’s Boards, Authorities and Commissions (BACs) were invited to provide input on how to effectively message the role and work of the human services system with one united voice. Michelle Gregory and Jess Werder provided a brief summary of the event. Several Council members attended the event and shared their experiences. Kevin Bell asked all members who attended comment on their experience. The Council noted that a prevailing theme was how human services connects to and impacts public safety, the school system, and the local economy. The break-out sessions were rich in high-level conversation about the human services system and participants valued the opportunity to hear contribution from others. There were many new participants who attended the event and this could be an opportunity to tap into new interest. There was also some group discussion about how to effectively communicate with the general public and provide members of the BACs with tools to help them in their discussions about the human services system. Kevin Bell emphasized the importance of broadening the conversation to include partners, non-profit organizations, and the faith community. Deputy County Executive Pat Harrison, echoed the importance of providing these tools, incorporating a broader group of stakeholders and stressed that the work surrounding this effort is ongoing. 2016 Calendar Review The Council’s calendar for 2016 was discussed and revised in accordance with the budget schedule.

Approval of Council Meeting Minutes – The minutes from the December 21, 2015, meeting were approved. Jerry Poje noted that he was marked as present on the minutes, but was excused. The error was corrected. Kevin Bell noted that there are members listed on the minutes who no longer attend meetings. Staff are continuing to follow up with the Clerk’s office to confirm these vacancies and have new representatives appointed to the HSC.

Adjournment – Jerry Poje announced that the Hunter Mill Huddle will be held on February 20, 2016. He is participating on a panel about needs within his district in coordination with the Chair of the Fairfax County School Board. The next full membership meeting will be on Tuesday, February 16, 2016, at Providence Community Center in Classroom #2. The meeting was adjourned at 9:20 p.m.

Audrey shared her background in public administration and education. She had previously taught at the university level and held various positions with the Department of Health and Human Services, the State Department, and the House of Representatives. She also served for many years (22) with the Fairfax Civil Service Commission. Human Services Presentations – Steve Bloom, Budget Committee Chair, welcomed agency directors and members from the Alliance for Human Services to the meeting. Members from the Alliance for Human Services attended the first part of the Council meeting, which included a presentation from Deputy County Executive, Pat Harrison. Steve noted that last year human services directors shared information about their agencies in preparation for the Council’s annual budget presentation to the Board of Supervisors. Due to its success, directors were once again invited to share their agencies’ trends and challenges. Deputy County Executive, Pat Harrison stated that all human services agencies have presented their Lines of Business (LOB) to the Board of Supervisors emphasizing common trends and challenges as they try to meet the increasing needs of the community with constrained resources. Pat mentioned how economic changes have also caused many additional needs within the county and responding to the complexity of these needs requires coordination. Pat praised agencies for demonstrating in various ways their innovation, efficiencies in practices, ability to use data to inform decisions, and effectiveness by using evidence-based practices and national and state models to inform their work. However, she stressed that health and human services can no longer function as a silo-ed system

and a shift must be made to move towards an integrated system to better serve clients and address the needs of the community. Chris Leonard, Neighborhood and Community Services Director, highlighted several community indicators impacting agency work noting academic achievement disparities, increased eligibility for free and reduced lunch, increased youth racial and ethnic diversity, and growth in the older adult population. Chris also shared new funding initiatives in the FY2017 advertised budget for turf field replacement and expanding Opportunity Neighborhood. Chris provided examples on how his department continues to seek efficiencies by partnering with other agencies. Dean Klein, Department Director for the Office to Prevent and End Homelessness, described how his agency is moving forward using a data driven approach and working collaboratively with businesses, the faith community, non-profit organizations, and human services agencies to achieve goals. Dean highlighted a few current efforts noting the lack of affordable housing that continues to negatively impact the homeless population. Dean stressed that many shelter properties are aging and renovations will be necessary in the future. Tom Fleetwood, Department Director for Housing and Community Development, shared how sustainability is key for individuals and families to achieve success and that many of the housing trends also indirectly impact other parts of the human services system. Tom noted the high cost of land and development within the county is affecting the ability to identify land for housing stock and finance new housing. Tom also stressed that many of the county’s housing properties are aging and will also require renovations in the future. Tisha Deeghan, Director of the Community Services Board, highlighted funding initiatives included in the FY2017 advertised budget for Intellectual Disability Graduates and the second Mobile Crisis Unit approved at FY2015 carryover. Upcoming challenges will include work on Diversion First and decriminalizing mental illness, an integrated health system, the opiate heroin epidemic, and waiver reform and implementation for individuals with intellectual developmental disabilities. Bob Bermingham, Director of Juvenile and Domestic Relations District Court, spoke about their efforts to redesign and redeploy staff based on the decrease in juvenile crime and the increase in domestic violence and custody/visitation cases. Bob highlighted that his agency has been working to be more proactive with prevention and early intervention by implementing several evidence-based tools and partnering closely with judges. Bob noted challenges with changing caseloads and utilization rates, an increase in court ordered mental health treatment, changing community demographics, transportation needs, racial and ethnic disparities, and the need for succession planning as staff retire. Rosalyn Foroobar, the Health Department’s Deputy Director, noted increases in the frequency and complexity of infectious diseases, the rising burden of chronic diseases coupled with the shifting healthcare landscape, and the evolving and increasing role of the agency with emergency preparedness and response efforts. Ros stressed the need to transform and integrate primary, oral, and behavioral health care systems; the need for health care interface; the need to strengthen capacity; and the need for increased epidemiology resources.

Nannette Bowler, Department of Family Services Director, stated that her agency has experienced increases in Adult Protective Services investigations, public assistance caseloads, domestic violence victims and offender services, and Child Protective Services calls. Nannette explained that as budget reductions have occurred over the last several years, the agency has made several changes to meet demands including repurposing positions, decreasing software licenses, consolidating processes and work units, and centralizing office supplies. Nannette stressed a need to hire more facilitators for the Parenting Education Program and expand Neighborhood Networks. Gail Ledford, Director of the Department for the Administration for Human Services, shared that her agency has experienced increased collaboration resulting in efficient operations across the entire system, efforts to contain costs and maintain quality services, increased use in technologies and accountability practices. Gail noted security difficulties in maintaining co-located sites, limited integration of data systems, and responding to restructured state and federal funding sources as challenges. The agency will be seeking opportunities to enhance the infrastructure, improve methods to measure and evaluate system outcomes, pursue new and best practice approaches, and shape the system as the system places greater reliance on the agency. Kevin Bell closed the meeting by thanking agency directors for their presentations and input underscoring the importance of investing into human services. Adjournment – The next two full membership meetings are the annual Community Public Dialogues. These are scheduled for Tuesday, March 8, 2016, at the Jewish Community Center of Northern Virginia and Thursday, March 10, 2016, at Providence Community Center. The meeting was adjourned at 10:15p.m.

Marty was previously the assistant to the Chairman of the Fairfax County Board of Supervisors, Audrey Moore, during the time the Human Services Council was created. In recent years, he has held positions at various public relations and public affairs firms. Council Presentation and Letter to the Board – This meeting was used as a working meeting to discuss the draft of the annual letter and presentation to the Board of Supervisors. Chairman Bell praised Budget Committee members and staff in the development of the letter. Budget Committee Chair, Steve Bloom distributed a hard copy of the draft letter and offered an overview. It was determined that the main purposes of the letter are to assert that human services programs benefit all residents in Fairfax County, support the County Executive’s proposed budget for FY2017, offer recommendations for additional investments as funding allows, and stress that the human services system must move towards a modernized and integrative system to meet the changing community. Council members commented on the structure and themes of the letter offering suggestions on grammatical and style edits and the text related to specific funding requests. Adjournment – The Council determined that an additional meeting to finalize the letter would not be necessary. The presentation to the Board of Supervisors is tentatively scheduled for Friday, April 1, 2016, at 3:00 p.m. The next full membership meeting will be held on Monday, April 18, 2016, at Fairfax County Government Center in Conference Rooms 4 & 5. FY2017 Budget Update – Ron McDevitt shared the Draft FY 2017Budget Markup and FY 2018 Budget Plan Recommendations, presented to the Board on Friday, April 15, 2016. Included in the package is $7.5 million held in reserve for recommendations resulting from the Ad-Hoc Police Practices Review Commission. Recommendations in the package noted by the HSC included, the joint Board of Supervisors/School Board work related to children and youth as well as efforts to address sexual violence and human trafficking, county and schools infrastructure development costs, employee compensation, tax relief for the elderly, and a Meals Tax. Lines of Business (LOBs) Update – Chris Leonard, Director of the Department of Neighborhood and Community Services, presented an update on the Lines of Business (LOBs) process. He shared that all human service agencies have presented their LOBs to the Board of Supervisors, with the exception of the Health Department scheduled to present on May 10, 2016. Chris reported that feedback from the Board of Supervisors on human services LOBs has been generally positive. Phase II will include the identification of specific projects by the Board of Supervisors for both county-specific services and those that cross county and schools lines. LOBs discussion notes, Q&As, and recaps are available online for review. HSC Presentation to the Board and Next Steps – Several Council members shared their thoughts about the presentation to the Board of Supervisors that occurred on Friday, April 1, 2016. Discussion ensued surrounding future conversations with the Board on human services challenges and potential steps to acquire additional resources necessary to address increasing needs. The Chairman announced that Henry Wulf would be retiring from the Human Services Council. The announcement was followed by an acknowledgement of his dedicated service and historic contributions to human services. Henry represents the Providence District and was appointed to the Human Services Council in 1998. He was most recently reappointed by Supervisor Smyth, but will end his term early to address personal matters. Henry will continue to attend meetings until a formal appointment is made to fill this position. FY2017 Budget Update – Ron McDevitt reviewed the final FY 2017 Budget Markup and FY 2018 Budget Plan Recommendations. The Council highlighted items related to human services that were discussed at the April meeting. This included the $7.5 million held in reserve for recommendations resulting from the Ad-Hoc Police Practices Review Commission. Proposed 2016 Ballot Question: Meals Tax - Several documents were reviewed to inform the Council on the current status of the Meals Tax. The Council thoroughly discussed the proposed allocation split between Fairfax County Public Schools and Fairfax County Government. Significant concern was shared about resources available to support growing needs in human services, while recognizing the benefit of potential revenue from a new source. After much discussion, the Council decided to send a memo to the Board of Supervisors acknowledging their support of the proposed Meals Tax referendum as well as the ongoing challenges in funding for human services programming.

Announcements - Michelle Menapace noted that she had a recent conversation with Karen Corbett Sanders, from the FCPS Board, to discuss how the Council could learn more about FCPS future planning efforts that may impact human services. In particular, there was discussion about future use of facilities to support services for youth. The Council will invite FCPS representatives to a future meeting once there is more detailed information to share.

Chairman Bell also acknowledged Henry Wulf’s 18 years of dedicated service to the Council upon his retirement, specifically recognizing his efforts to implement their annual budget program. The Council welcomed two new members. Thomas Goodwin, who will be replacing Henry Wulf as the Providence District representative, and Patrice Winter who was appointed as the new Braddock District representative. Both bring a wealth of experience to the Council in the areas of health, homelessness and domestic violence. Joint County Board of Supervisors/School Board Meeting Update – Deputy County Executive Pat Harrison updated the Council on the joint retreat between the Board of Supervisors and the School Board, which occurred on June 14, 2016. This was an opportunity for both the Board of Supervisors and the School Board to gain information about each other’s initiatives and identify strategies to increase opportunities for collaboration. Jesse Ellis, Neighborhood and Community Services, shared with the Council the SCYPT presentation delivered at the meeting. Discussion ensued surrounding how the Council could support the sharing of information between the schools and the Board of Supervisors on related efforts and the human services system. key data points. The Council previously received the summary report. Michelle Gregory, Department of Neighborhood and Community Services, also provided some information on the supplementary Call to Action document. Some questions were raised about how the Council could use this information to discuss human services needs with their respective supervisors and how to prioritize or target efforts broadly and at the community level. There was also some discussion on how the Council could support the action items listed in the Call to Action and the role of HSC in educating the community about the related human services issues. Human Services Council Officers - A subcommittee including Robert Faherty, Barney Barnwell, and Bill Kogler was formed to elect Council officers. They will contact Council members to facilitate the election process. 2016 Ballot Question: Meals Tax – Deputy County Executive Pat Harrison announced that the Board of Supervisors approved the Meals Tax referendum on the November ballot with a 70/30 split. Re-Envisioning Human Services – Deputy County Executive Pat Harrison shared with the Council that she had recently presented her vision for the Health and Human Services System (HHS) to staff at a series of meetings titled, “Pat’s Chats.” Pat then presented similar material on the integrative business model to the Council. A short video was played, which helped paint a broad picture the ongoing strategic efforts and Pat offered an overview of how specific initiatives, like the Human Services Needs Assessment and the Human Services Report Card, support this vision. Pat also highlighted the shift from the name “Human Services System” to “Health and Human Services System” in an effort to emphasize the importance of healthy people, healthy communities, and a healthy system. Pat informed the Council that she has been working closely with Deputy County Executive Dave Molchany, and staff from human services and DIT to create an information technology (IT) infrastructure that integrates our numerous computer systems. This is another example of an ongoing initiative that supports the concept of working toward an integrative model. The work on the IT Roadmap will help the human services system to achieve: 1) a client register, 2) document management, 3) service information exchange, and 3) analytics. Greg Scott and Wanda Gibson presented an overview of the timeline and key implementation activities.

A discussion between county staff and the Council ensued surrounding the IT Roadmap as it relates to timeline and financial resources, inter-regional approaches, ever-changing technology, and connecting human services information with public safety information. Human Services Council Officers – Barney Barnwell, Nominating Committee Chair, distributed the ballot to elect the Chair and Vice-Chair positions for the Council. A motion was made to approve and accept the slate ballot. Nominees for each position briefly spoke to the Council and voting commenced. It was announced that Chairman Kevin Bell remains in his position for the next year and Michele Menapace has been newly appointed as Vice-Chair. Approval of Minutes – The meeting minutes from June 20, 2016, were approved. Announcements – Jerry Poje shared that he attended a meeting hosted by Director of Family Services Nannette Bowler on communicating human services needs. The Council briefly discussed how they could best demonstrate the importance of Pat’s larger vision and human services to residents and community stakeholders. A subcommittee including Tom Goodwin and Martin Machowsky was formed to explore possibilities and offer a recommendation to the Council at the September meeting. Jerry also shared that he met with his respective school board member, Pat Hines of the Hunter Mill district. They discussed the intersection of families within the school system and the human services system. South Lakes High School youth will be working on a project that focuses on efforts to increase communication as it relates to this intersection. Adjournment –The next full membership meeting will be held on Monday, September 19, 2016, at Fairfax County Government Center in Conference Rooms 9 & 10. There will be no August meeting. HSC Community Outreach and Education - In July, Chairman Bell directed Tom Goodwin and Marty Machowsky to draft a proposal to the Council on their role in engaging the community on needs outlined in the Needs Assessment. Tom Goodwin distributed a one-page proposal, which sets forth the rational and need for continued public and community discussion surrounding the Needs Assessment. The proposal contained three opportunities the Council could take in leading the charge of community discussion. Tom and Marty discussed the importance engaging the entire community to move beyond needs toward identifying solutions and their strategy for messaging. Steve Bloom, also on the Needs Assessment Advisory Group, shared with the Council some background in the development of the report. Jeff Dannick provided some input on how the faith community could help to be a vehicle in mobilizing the community. The Council had a lengthy discussion around identifying a common message, their role in facilitating change in human services, approaches to best influence community change, best practice models, and desired outcomes for targeted meetings. 2016 Bond Referendum – Christopher Leonard, Director of Neighborhood and Community Services, and Dean Klein, Director for the Office to Prevent and End Homelessness, reviewed the Human Services and Community Development Bond Referendum, which is scheduled for public vote on the November ballot. If passed, the bond would authorize funds to renovate, expand, or replace four of the county’s shelters and authorize funds to replace the Sully Senior Center and construct a new Lorton Community Center. The Council noted that they endorsed this referendum in their budget

Announcements – The 2017 HSC calendar was distributed. Michelle Gregory noted that there may be some flexibility in dates surrounding the budget schedule. Michele Menapace shared that the Fairfax County Consolidated Community Advisory Committee (CCFAC) recently voted on a process for establishing priorities for the next funding pool cycle. There will be multiple meetings to gather input from Boards, Authorities, and Committees (BACs), clients receiving services, residents, and non-profit organizations through various meetings and public hearings to identify priorities and emerging community needs. The first meeting will be held on October 19, 2016. The recommendations from CCFAC will be presented to the Board of Supervisors in June 2017. Jack Dobbyn announced that the first Successful Children and Youth Policy Team (SCYPT) meeting for this year will be held on October 5, 2016. The group is now meeting on a bi-monthly basis. Innovation Summit and Grant - Chairman Bell shared that he presented The Path Toward Tomorrow: The 2016 Human Services Needs Assessment to the Board of Supervisors at the Health and Human Services Subcommittee meeting on September 27, 2016, with Deputy County Executive Pat Harrison and Chair of the Health Care Advisory Board and member of the Consolidated Community Funding Advisory Committee and Needs Assessment Advisory Group, Marlene Blum. Chairman Bell thanked members of the Council who attended the presentation. He stated that the presentation included a history of human services, an overview of community needs, and two ideas for moving forward, which included an Innovation Summit and a grant program. A proposal was distributed at the Board meeting and shared with the Human Services Council. The Council discussed the need for tackling this project using a multifaceted approach to include public education and building awareness around community needs with targeted stakeholders, emphasizing the importance of modernizing the Health and Human Services system, promoting innovation through an Innovation Summit, and incentivizing individuals through an established grant program. The Council stressed the importance of working together with the community to address needs in Fairfax County. The purpose of the grant program would help to build innovation and grow ideas over time rather than to provide service delivery programs. The Council also discussed how they could utilize social media and engage other Boards, Authorities, and Committees (BACs). The Council also stressed the importance of being thoughtful about their approach and further developing these ideas. Patrice Winter and Tom Goodwin were appointed to a subcommittee to begin initial work to plan the Summit. The Council will continue to seek public and private sources of funding to stimulate innovative ideas to address needs. Marty Machowsky was identified as a lead

person in that work. The initial task is to get feedback on the proposal that was presented on September 27 from his appointee, Chairman Bulova. Tom Goodwin and Marty Machowsky will continue to work together to coordinate efforts on the summit and funding opportunities. The Council discussed the possibility of presenting an update and expanded proposal to the Board of Supervisors at a future BOS Human Services Committee meeting. Audrey Morton and Jerry Foltz met with Sully District Supervisor Kathy Smith following the Needs Assessment presentation and they shared information from their meeting. Chairman Bell encouraged other Council members to meet with their respective Supervisors as well to develop a regular dialogue. The purpose of the document is to increase awareness about poverty in Fairfax County. Michele noted that there are more people in poverty in Fairfax County than any other jurisdiction in the state. He thanked Jeff Dannick, who is the Executive Director of the center and the Council’s Braddock District representative, for hosting the meeting. Update on Election and Potential Impact on HHS – Chairman Bell shared with the Council that the Human Services and Community Development Bond referendum passed in the local election and the Meals Tax failed. Deputy County Executive Pat Harrison outlined how the bond will be distributed, which includes the renovation, expansion, and/or replacement of four of the county’s shelters and the construction a new Lorton Community Center. Christopher Leonard, Director of Neighborhood and Community Services, and Dean Klein, Director of the Office to Prevent and End Homelessness, provided an overview of the bond to the Council at the September 19, 2016, meeting. Pat Harrison stated that she was anticipating significant budget cuts this year and hoped to have clearer information on the impact on the health and human services system in December. FY2018 Budget Preparation and Planning – Ron McDevitt, Division Director for the Department of Administration for Human Services, distributed the Board of Supervisor’s FY2017-2018 Budget Guidance. The document can be found online here: http://www.fairfaxcounty.gov/dmb/fy2017/adopted/fy2017-fy2018-budget-guidance.pdf Ron noted that the budget guidance was compiled by the Board of Supervisors prior to the November election and that it may be amended based on the election outcomes and recent revenue projections. Ron highlighted a few items that may be of particular interest to the Council from the budget guidance to include: 1) an emphasis on the Joint Board partnership with Fairfax County Public Schools and the Successful Children and Youth Policy Team (SCYPT), 2) a focus on pre-kindergarten programs, and, 3) the joint county and school effort around the Children’s Services Act (CSA)/System of Care

The Board also supported the expansion of the Diversion First program and leveraging funds with the Housing Blueprint/Bridging Affordability programs, the enforcement efforts related to human trafficking, a review of the Tax Relief for the Elderly program, and the investment in county and school infrastructure to address capital replacement and upgrade requirements. Ron also reminded the Council that the Lines of Business (LOBs) process is entering Phase 2. This involves three types of targeted studies to identify opportunities for efficiencies and effectiveness. The Council discussed ways they may be proactive in partnering with other Boards, Authorities, and Committees (BACs) in advance of the regular budget cycle. A suggestion was made to send a memo to other Boards, Authorities and Commissions under Health and Human Services regarding the impending budget cuts. The Council also discussed ways to reframe their messaging to the Board this budget cycle. The Council decided that they would schedule a Budget Committee meeting on Thursday, December 1, 2016, following the Board of Supervisors Budget Committee meeting on November 22, 2016. Innovation Challenge Update – Tom Goodwin, representing the Innovation Challenge Planning Subcommittee, distributed a discussion document to the Council with the purpose of outlining the challenge as an event where the public may exchange innovative ideas and information as it pertains to human services needs in Fairfax County. Tom shared that the subcommittee is working to meet with various potential partners to generate and converge ideas based on experience and knowledge. So far, the committee has met with the Community Foundation, the Office for Public and Private Partnerships (OP3), and Fairfax County Procurement. Barbara shared that she had recently relocated to Fairfax County from Fauquier County and that she has fundraising, grant, and advocacy experience. Alis shared that she relocated to Fairfax County approximately two years ago and she currently is a senior analyst for a government consulting firm with an interest in community outreach and politics. FY 2018 Budget Season Update - Chairman Bell stated that since November’s last full membership meeting, a draft letter was developed regarding the FY 2018 budget forecast. The letter invites Human Services Boards, Authorities, and Commissions (BAC) leadership to a meeting hosted by the Council to discuss their upcoming budget strategy. Council members provided feedback and discussed edits to the draft letter. Jessica Werder and Carita Parks helped to facilitate a conversation around planning logistics and framing for the upcoming event. The Council agreed that the purpose of the event would be to bring all BACs and Health and Human Services (HHS) groups together to identify unifying points and strategize how to communicate a common message to the Board of Supervisors during this budget cycle. The Council also discussed the potential for subsequent meetings. SCYPT Update – Jack Dobbyn shared that the Successful Children and Youth Policy Team (SCYPT) recently met on December 7, 2016, to further discuss the directive from the joint School Board and Board of Supervisors meeting held on June 14, 2016. The priorities that were identified include: 1) Access to quality early childhood education, 2) Community hubs – schools with wrap-around services, 3) Partnering with businesses, communities, and mentorships, 4) Disrupting multi-generational poverty, 5) Preparation for multiple pathways for career and workforce readiness, 6) Improving early education funding, with state and local government funding, 7) Improved land use and joint Capital Improvement Plan (CIP) planning for early education and family needs, and 8)

Establish school readiness as joint priority for all work. SCYPT will be presenting a work plan to be approved by the Board of Supervisors by January 31, 2017. The Council discussed the SCYPT priorities and their connection to the FY 2018 budget letter. HSC Innovation Challenge Update – Tom Goodwin and Patrice Winter shared an update on the Innovation Challenge. Messaging around the event was distributed to the Council. Currently, the subcommittee is working to contact organizations to learn more information about national efforts and to obtain advice based on their experiences. They are also working to identify a location and some potential dates for the event. HSC IT Subcommittee Update – Bill Kogler stated that he has contacted county technology staff as a follow-up from the Council’s full membership meeting in July when information was presented on the Integrative System Information Technology Roadmap initiative. The HSC will receive an update after the first of the year. Announcements - Tom Bash, who serves on the Disability Services Board and on the Commission on Aging, presented to the Council a pressing issue around the Fairfax Functional Needs Registry. The Functional Needs Registry is a tool compiled by the Fairfax County Office for Emergency Management in pre-event emergency planning, resource management, and communicating with individuals who have function needs. Since the new Fairfax Alerts system was started approximately one year ago, the list of individuals has grown significantly. This system does not communicate with 9-1-1 and it does not provide emergency contact information or medical conditions to the responder. Tom presented this information to the Council because he would like to see these systems communicate because pre-knowledge of one’s condition makes for a safer trip to the hospital. Tom encouraged Council members to discuss this issue with their respective Board members, as it is an unfunded consideration item under the 50+ Community Action Plan. Gerry Poje shared that the Affordable Housing Advisory Council reviewed and discussed the process and tasks towards a new, comprehensive strategic plan for affordable housing.
