Jerry noted that there is a potential change in the proposed date for the Human Services Council to present to the Board of Supervisors. Ron McDevitt provided additional information regarding a potential schedule change, which could lead to the Human Services Council presenting later in the month of March. The draft 2015 HSC calendar would be revised pending this change and an updated schedule would be circulated to HSC members. An adjustment to the HSC presentation date to the Board of Supervisors would allow more flexibility in the proposed time frame to learn from the community and incorporate that information into the annual budget letter. FY 2016 HSC Budget Process Steve Bloom shared the updated Human Services Council talking points document. He reiterated that meeting with the respective BOS members is an opportunity to gather feedback, share information and build a stronger relationship between the Council and the Board of Supervisors. The Council has previously expressed an interest in communicating with the Board outside the traditional budget process. This set of meetings could initiate that process. The Council provided feedback including the idea to share an actual hard copy of the talking points with their respective Board member. They suggested edits to strengthen the talking points document and make the details within more consistent. Council members agreed that any meetings with their respective member of the Board should be completed prior to the release of the advertised FY 2016 budget. Jerry Poje noted that members of the HSC who have not been able to attend would be contacted by other HSC members to ensure they were informed and updated. The Council briefly discussed the public dialogues and dates that might facilitate greater participation. March 5 and March 10 were proposed as new dates for the public dialogues. This would provide additional time for community members to review and develop a response to the FY2016 budget being released February 17. The initial dates identified were February 24 and February 26. The HSC calendar will be updated to reflect the changes. Kevin Bell asked Steve Bloom to work with Michelle Gregory to finalize the budget schedule.

7:40 p.m. – Welcome and Overview – Jerry Poje opened the meeting at 7:35 p.m. He reviewed the

agenda. Jerry noted that there is a potential change in the proposed date for the Human Services Council to present to the Board of Supervisors. Ron McDevitt provided additional information regarding a potential schedule change, which could lead to the Human Services Council presenting later in the month of March. The draft 2015 HSC calendar would be revised pending this change and an updated schedule would be circulated to HSC members. An adjustment to the HSC presentation date to the Board of Supervisors would allow more flexibility in the proposed time frame to learn from the community and incorporate that information into the annual budget letter.

Trends and Emerging Needs Impacting Fairfax County Human Services System – Michelle

Gregory noted that feedback from the Council during the presentation of Trends and Emerging Needs has been incorporated into the document. This includes an introduction to summarize the key findings as well as an index and table of contents. The updated document has been posted to the HSC website. Kevin Bell stated that the cover of the report should also indicate that this is a revised version. Staff would make this final change immediately, ensuring the most updated version is available for HSC members as they prepare for meetings with the Board of Supervisors.

Governor’s Health Care Plan and Alignment with County Health Care Reform Strategies: Opportunity to Integrate Primary and Behavioral Health Services – Pat Harrison discussed a

change to the lease at the Merrifield site. The Council has been updated about the integration of healthcare over the past year. This includes the Merrifield site, where multiple services would be co-located in one building. The amended lease would allow additional services to be incorporated by taking back half of the fourth floor from Inova. Inova has verbally agreed to this proposal. Feedback from the community would give the Board of Supervisors additional rationale for this decision. Pat asked the HSC to write a letter of support regarding the proposed lease amendment. Pat addressed questions regarding transportation to assist participants in accessing the services at Merrifield as opposed to their existing sites. A motion was made and approved to write a letter of support regarding the lease amendment. The letter would be presented to the Board of Supervisors. The Council noted that an upcoming HSC meeting should be held at Merrifield to include a tour of the new facility.

Approval of December 17, 2014, Council Meeting Minutes – The minutes from the December meeting

were approved.

Announcements – Kevin acknowledged that Paula Sampson would officially retire on January 13, 2015,

and that a reception was held on Friday, January 9, 2015.

Adjournment – Meeting adjourned at 9:15 p.m. The next full HSC meeting is scheduled for February 17,

2015, at 7:30 p.m. in the Government Center in Conference Rooms 2 and 3.

Welcome and Overview – Jerry Poje opened the meeting at 7:35 p.m. He reviewed the agenda and

introduced County Executive Edward L. Long, Jr.

FY 2016 Advertised Budget Plan Presentation – County Executive Long presented his FY 2016

Advertised Budget Plan. The points that were highlighted included an underperforming economy and fiscal realities related to residential and commercial growth. The projected growth in revenue will be moderate over the next several years and there is an expected budget shortfall in FY 2017. Despite the challenging budget climate, Ed also spoke about investments in the system to support various areas including Human Services. He highlighted the positions added to address increasing public assistance caseloads, domestic violence services, intellectually disabled graduates, as well as school readiness and school health. Ed discussed the Lines of Business (LOBs) process as one of the strategies to support ongoing budget challenges. This will be a process to look at the metrics and assess whether they are effective or not and whether we can improve them by transforming our processes. It is also an assessment on whether we can deal with less. We need to tell the Board of Supervisors about our programs, where we are spending resources, identify what we should do differently and determine what we should not do. Christopher Leonard, Director of Neighborhood and Community Services, is leading the process. Much of the formal assessment work will begin next year in January. The Human Services Council discussed elements of the presentation by County Executive Long. Some of the comments included issues about affordable housing for all income levels, incentivizing creative solutions and a more aggressive SACC fee schedule. The Council also discussed the challenges of making budget recommendations with the additional constraints of mandated programs. The Council acknowledged the declining trends in local philanthropy and the compounding impact on non-profits. Human Services Council Chair Kevin Bell inquired how the Council could be most helpful. It was noted that the Board of Supervisors needs to hear where the emphasis should be, as they have difficult choices to make.

Welcome and Overview – Jerry Poje opened the meeting at 7:35 and reviewed the agenda.

FY 2016 Advertised Budget Plan Presentation – The main topic of discussion was the budget and

preparation for the presentation to the Fairfax County Board of Supervisors. Steve Bloom, Budget Committee Chair, presented the draft letter to the full HSC for review and comment. To support this discussion, the Council reflected on testimony made during the public comment period and budget documentation presented by staff as well as County Executive Ed Long. Lengthy discussion ensued related to items the Council should formally support for restoration. The Council debated on the approach to take in articulating its recommendation. They discussed that any human services reductions would have an impact and simultaneously recognized the current budget limitations. The HSC also wanted to provide a clear recommendation for the BOS that prioritized items for restoration. The Council ultimately recommended two programs for restoration. They included Healthy Families Fairfax and legal services for persons with disabilities. In the letter, the Council also identified a list of cuts they are deeply concerned about, noting that those cuts in conjunction with reductions over the past several years have a compounding impact on the human services system and trends in service demands. The HSC recognized the difficult decisions for the County Executive and the BOS. The HSC wanted to acknowledge the investments made in the human services system. Those investments support increasing public assistance caseloads, domestic violence and court services, and adult day programming to assist 70 special education graduates. A final draft of the letter would be sent to the HSC and the presentation to the BOS would be based on the letter. Brenda Gardiner would provide staff support. Jerry Poje and Steven Bloom will present to the BOS on Tuesday, March 31. Kevin Bell will be out of town during the rescheduled HSC budget presentation date.

Welcome and Overview – Kevin Bell opened the meeting and congratulated the Budget Committee for the

work it did during the budget cycle and presentation to the BOS. The Council acknowledged the restoration of programs and services that exceeded what the HSC formally recommended. Jerry Poje and Steve Bloom thanked staff for the data and information as well as the writing assistance and overall support that helped them in their work.

FY 2016 Advertised Budget– Ron McDevitt provided an overview of the public hearings, highlighting that

Healthy Families was the most common topic discussed across three public meetings. Kevin stated that this program covers 20 percent of the population and he would like to know where we can find the support for the remaining families who need assistance, but cannot be served due to limited capacity. Kevin wants to begin preparing for next year with a proactive approach to identify where we are not meeting the needs. The Council discussed dedicating time to develop an annual agenda to prepare them for the next budget cycle in which another shortfall is expected. The Council discussed its work regarding the budget as a springboard to a larger conversation about meeting the needs in the county. This should involve more regular interaction with the Board of Supervisors to educate them about needs prior to the budget presentation and even before the budget is announced. These interactions would build upon the interviews that were scheduled in January 2015 between HSC members and their respective member of the BOS. The Council also affirmed its FY 16 budget letter and presentation approach, which reiterated key issues and needs and recommended funding for a select set of services and programs. Through this process, the HSC provided recommended priorities for the BOS, which is a primary role of the HSC.

Human Services Council Webpage – Ben Boxer provided a presentation to support an update to the

Council’s webpage. It included organizing the page to better distinguish various types of information. It will also allow quick access to meeting schedules and meeting materials. The Council’s major comments included: adding a link to other human services boards, authorities and commissions (BACs) and making the page more interactive and a link to additional human services-related information.

Welcome and Overview – Kevin Bell opened the meeting and welcomed the newly appointed Dranesville District representative, Sergio Rimola, MD. Members of the Council introduced themselves and Sergio had an opportunity to share information about his background.

Human Services Planning Calendar – Jessica Werder presented the Human Services Planning Calendar including key dates and items that will impact the human services system in the upcoming 2015/2016 cycle. The calendar does not include every item human services leadership will address, but it provides a high level review of the primary issues currently known to the system. The calendar was reviewed in an effort to inform the HSC about issues that will impact their work. The Council will consider these items as they develop future agendas. The Council inquired about the Human Services Legislative Paper and requested that the County’s Legislative Director, Claudia Arko, be invited to participate in an upcoming meeting. Reflecting on the calendar further, the Council discussed the Lines of Business (LOBs) review process and the Human Services Focus Area Workgroups. Pat Harrison, Deputy County Executive, noted that there should be an intersection between the efforts under the Focus Area Workgroups and the Human Services Council. The Council added that they would be effective in supporting the 7th focus area that addresses infrastructure. They acknowledged the need for resources to run strategies necessary to support the system. The Council reiterated that they would be an appropriate body to educate the system about this area of work. IT Governance Board – Pat Harrison described the IT Governance Board, stating that the current work involves developing and implementing a clear business model to support an integrated system. This requires the county’s internal processes to change. There are multiple systems that do not talk to one another and the issues cannot be addressed by agencies independently. Pat Harrison and Dave Molchany, Deputy County Executive, are chairing the committee. Pat concluded by noting that

she will continue to update the Council and will need their support in keeping the system focused on this effort. Council Officers – Kevin Bell identified a nominating committee for the Human Services Council officers. A report will be made at the July meeting. Ad Hoc Police Commission – Kevin described the activities of the Ad Hoc Police Commission and the subcommittee on mental health that he is supporting. He highlighted the concerns about mental health and the intersection with police issues. Much work and discussion is going into preparing officers to better manage residents as they come in contact with individuals who have mental health issues. If we can effectively invest in human services then we are concurrently investing in public safety and preventing more complex situations within the system. The subcommittee’s work is scheduled to be completed on August 17, 2015. The final report is due in October. Chris is the Chair of the LOBs committee, which is a cross-system group created to design and support the LOBs process. The committee also includes staff from the Board of Supervisors. Chris noted that the County Executive does not envision this as a budget-cutting exercise. More than 400 LOBs have been submitted and approximately 150 of those are related to human services. While there is an increase in the number of LOBs since the last LOBs exercise was conducted in 2008, it is not an indication of a 30% increase in programming. There was direction to be discrete when identifying a LOB. Having a more discrete inventory of programs and services provides ability for better analysis. The County Vision Elements were also used to frame this process. The scale has been developed to help prioritize LOBs as they demonstrate connection or support for one or more vision elements. Much emphasis has been placed on describing the value of each LOB and the benefits of the services provided. All agencies within the county have been working on this effort. Chris responded to questions from the Council. Questions that were asked related to the involvement of Fairfax County Public School System, the utilization of LOB information at the end of the exercise, and other information that would be used to support the process. Chris noted that the school system has been invited to participate in the conversation, but the full extent of their participation is still being discussed. Chris stressed once again that the information captured through the LOBs process is not to supplement a budgeting cutting exercise. This work and the resulting information will help to facilitate a conversation with the Board of Supervisors about the work the county should be in the

business of doing. A specific question was asked about the involvement of Boards, Authorities, and Commissions (BACs). As the process is currently outlined, it does not require any submission of information from these groups. Human Services Legislative Issue Paper – Claudia Arko, the county’s Legislative Director, discussed the Human Services Legislative Issue Paper that was adopted last December. It provides insight on legislative topics for which the Board has concern. A draft for 2016 will be made public on the web in early October. When the draft is available, Michelle Gregory will circulate a copy for the Council to review. Human Services Council Planning – Michelle Gregory presented the draft list of Council activities and agenda items for the FY 2015/2016 cycle. The Council reviewed the document and made adjustments to the sequencing of events. The Council also requested efforts to increase time with the Board of Supervisors outside of the annual budget process. Steve Bloom highlighted the need for Council members to meet with their respective Supervisors early in the budget cycle. He agreed to take the lead again to share talking points that could be used to support the individual meetings. In reference to the overall planning cycle and related activities, Pat Harrison also talked about regular district meetings that could support information sharing and local coordination across various BACs. Council Officers – Col. Barnwell reported out for the nominating committee and presented a slate of nominations for the Chair and Vice Chair. He opened the floor for additional nominations. No additional nominations were made. Kevin Bell and Jerry Poje were nominated respectively for the Chair and Vice Chair of the Human Services Council. Welcome and Overview – Chairman Kevin Bell opened the meeting at 7:35p.m. noting the passing of Robert (Bob) E. Simon Jr., the founder of Reston. Jerry Poje, representing Hunter Mill District, added that Bob Simon had a vision for that part of the county and emphasized the importance of long-term positive community development. Chairman Bell welcomed Michele Menapace as an official member to the Council. Michele shared her background is primarily with the public school system, helping to advocate for school budgets both locally and at the state level. She is current Chair of the Community Action Advisory Board and a member of the Lee District Citizens Budget Advisory Group. Michele also volunteers as a driver for Food for Others and looks forward to participating on the Council as an extension of her advocacy work.

FY15 Carryover Budget – Ron McDevitt updated the Council on the FY15 Carryover Budget Review noting a year-end balance of approximately $47 million. Carryover requirements that specifically impact human services include the addition of a second Mobile Crisis Unit, resources to address Public Assistance case management and SNAP, prevention services, and reducing the SACC waiting lists. Additional requirements include funding the Annandale Adult Day Health Care Center for a six-month transition period. Lines of Business (LOBs) Review Update – Ron McDevitt provided an update on the LOBs process explaining that agencies are currently working to compile their portion of LOBs, which is more in depth than the annual budget process requirements. Initial draft will be submitted in October for the committee to review as an entire package. LOBs will be released in January and reviewed through a series of meetings. Ron also noted this was an ongoing process and future updates would be presented to the Council.

Chairman Bell emphasized the importance of having human services metrics to include and concern of the overlap in timing with the budget process. Bob Gaudian stressed the importance of constituent input and the importance of transparency to the community. Pat Harrison reminded the Council that this process is different from the last LOBs process because of the internal staff committee formed to help promote consistency across the process. Ad Hoc Police Practices Review Commission – Chairman Bell thanked the Council for their support on a letter that was sent on behalf of the Human Services Council Executive Committee to the Board of Supervisors recommending the addition of a Mobile Crisis Unit as proposed in the FY15 Carryover Budget Review Recommendations of the County Executive. Chairman Bell stated that this funding request highlights the close intersection between public safety and human services. Jerry Poje added that much of the work of the Ad Hoc Police Review Commission overlaps with the work of the Council. A motion was made for the entire Council to support the comments included in the letter to the Board of Supervisors. A motion was made by Jack Dobbyn and seconded by Robert Faherty. The Councils also discussed Diversion First, an initiative to establish an effective diversion-oriented system of care to reduce the number of people with mental illness, co-occurring substance use disorders, and intellectual/developmental disabilities inappropriately placed in jails and detention centers. Michael Lane, CSB’s new Deputy Director of Administrative Operations, confirmed that the Crisis Intervention Training (CIT) Coordinator position, which plays a critical role in this initiative, has been filled. Pat Harrison noted that since May over 150 officers have received training. Human Services Council Talking Points – Steve Bloom emphasized the importance of building and sustaining a relationship with the Board of Supervisors year-round and distributed talking points for the Council members to use as a framework to support their conversations. Steve also mentioned the importance of members reporting back to the Council on their meetings. Future HSC agendas will allow time to hear this feedback. Pat Harrison offered support in the planning and coordination of these meetings as needed. The Council suggested meeting with Fairfax County School Board members. This would allow Council members to meet on human services related issues. Michele Menapace and Jack Dobbyn offered their support to the Council as needed. Approval of Council Meeting Minutes – The minutes from the July 20, 2015, meeting were approved. It was noted that members with excessive absences were reported to the Office of the Clerk of the Board. Some members expressed concern for recruiting members to fill vacancies. Announcements – Chairman Bell reminded the Council that the next full membership meeting on October 19, 2015, would be held at Reston Community Center in Conference Room 4. Welcome and Overview – Vice-Chairman, Jerry Poje of the Hunter Mill District opened the meeting at 7:40p.m. welcoming members to the Reston Community Center. As part of the Council’s two-year strategic agenda, meetings are being held at various locations throughout the county. Jerry noted that this meeting would be devoted to sharing several community planning tools, including those being used to plan future development in the Reston area and for the human services system.

Reston Community Visioning Efforts – Brenda Gardiner from the Department of Administration for Human Services introduced current planning efforts in the Reston area. Under the guidance of Supervisor Hudgins, a community meeting was held seeking resident input on the development of several county-owned parcels. One goal is to develop the land in a way that would co-locate service delivery with resources and facilities currently available in the community. This community visioning effort works to imbed human services into land use planning processes to ensure human services is integrated into the entire fabric of a community. Pat Harrison, Deputy County Executive, added that this extensive type of planning requires the county to project what the future of a community would look like within the next twenty years. Having a standardized framework that could be replicated would support future planning efforts in other parts of the county. Brenda also distributed a summary profile of the Reston area that would be used to support these planning efforts. Michelle Gregory added that this profile helps to illuminate the nuances of a particular community or neighborhood. The Council discussed their role in developing a communication strategy on how to effectively connect with their respective Board members on these planning efforts. Human Services Report Card Update – Linda Hoffman and Debbie Gutierrez, Department of Neighborhood and Community Services, updated the Council on the Human Services Report Card and how the work is moving forward around the six focus areas. Debbie shared that six workgroups comprised of agency directors, non-profit partners and community members were meeting regularly

to support the development of the report card and the long term accountability framework. Recently, the groups have started to develop strategies surrounding the goal areas. Linda presented a draft document for one of the six focus areas (Positive Living for Older Adults and Individuals with Disabilities). Linda added that the final product would be a dynamic web-enabled scorecard with links to other material. Michelle Gregory requested feedback from the Council on how to effectively frame and communicate the work for the public once it was released. Human Services Needs Assessment Update – Michelle Gregory provided an update to the Council on the Human Services Needs Assessment. Michelle distributed a summary of the findings from the community outreach efforts and emphasized this would be only one component of the report. The community outreach efforts conducted included four public forums, several broad-based and targeted focus groups, and a survey. Some of the top needs identified by the public were behavioral health services, affordable housing, accessible housing, and case management. Michelle clarified that individuals interpreted case management as having a lack of available information to access a coordinated set of services as a way to approach and address the need of the individual seeking or receiving services in a more holistic way. More information will be made available to the Council in the upcoming months. Human Services Council Talking Points – Steve Bloom encouraged the Council to make appointments to meet with their respective Supervisor. Talking points were previously distributed to the Council to use as a framework to facilitate a discussion. Approval of Council Meeting Minutes – The minutes from the September 21, 2015, meeting were approved by Jerry Poje and affirmed by Steve Bloom. Welcome and Overview – Chairman Kevin Bell opened the meeting at 7:42 p.m. welcoming members to the South County Government Center. Chairman Bell welcomed Supervisor Gerald W. Hyland to the meeting highlighting his successful seven-term career on the Board of Supervisors and dedication to human services initiatives. Chairman Bell and the Human Services Council presented Supervisor Hyland with a certificate acknowledging his various accomplishments and dedicated public service over more than 28 years. Council members shared their thoughts, emphasizing Supervisor Hyland’s meaningful public service and work in conjunction with local area non-profits. Senator George Barker recognized Supervisor Hyland’s contributions, specifically mentioning his work in organizing the Human Services Council and efforts to keep Mt. Vernon Hospital open to the public. Pam Michel spoke on behalf of the non-profits in the Mt. Vernon district noting that Supervisor Hyland’s leadership was instrumental in opening the Bryant Early Learning (BEL) Center as well as New Hope Housing. Pam thanked Supervisor Hyland for his service and celebrated his ability to listen to constituents and bring the community together.

Region 1 Highlights – Lloyd Tucker, Region 1 Manager for Neighborhood and Community Services, presented an overview of human services initiatives specific to the region. Lloyd distributed a Coordinated Services Planning (CSP) map, illustrating the types of calls received for basic needs. Lloyd explained that this type of data helps to inform county staff and community organizations on where to best coordinate efforts. Lloyd also shared an Equity Matters handout outlining how the human services system approaches their work using an equity lens from cradle to career. The last handout, provided to the Council on Opportunity Neighborhood summarized a framework of how information and data are used to measure outcomes and accomplishments in the Region 1 area.

Lloyd offered some examples of how the region has worked strategically in coordination with faith-based organizations and local non-profits to reach shared goals with the human services system. Human Services Trends and Emerging Needs Update – Debbie Gutierrez, Department of Neighborhood and Community Services, updated the Council on general human services system trends and themes surrounding the six focus areas. Debbie explained how the information is used to inform providers and stakeholders within the system. Trends include a lack of affordable housing for older adults and individuals with disabilities, an increasing number of children in poverty and an increasingly diverse population lacking English proficiency skills which are inhibiting their ability to become socially connected and economically successful. Director, Lyn Tomlinson for the tour of the Merrifield site. The HSC met before the Council meeting to

tour Merrifield Center and gain a better understanding of the services provided at the site. Lyn

Tomlinson led the tour and shared additional information about attributes of the site to include co-

location of services, technological improvements to increase access, and the aesthetic building

design deliberately designed to enhance the service experience for residents. The HSC commended

the progress made to build upon a holistic service model that addresses mental health. The Council

noted that it will be important to collect information that helps to assess how well the model works and

be prepared to replicate or expand service components as appropriate.

Highlights of Region 2 Area – Chairman Bell invited Elisa Lueck and Karla Bruce to share

information about Region 2, which covers the eastern part of Fairfax County. The presentation

supported an ongoing effort to ensure HSC members have insight on work across the County and

within various communities. Elisa specifically spoke about regional partnerships with Fairfax County

Public Schools as well as Fairfax County Police to build upon activities that support youth and their

families. The efforts enhanced the provision of food services and out of school activities, which

subsequently assist youth in being better prepared to perform academically. In conjunction with

Elisa’s presentation, excerpts from The Human Services Environment in Region 2, was shared to

outline the characteristics of Region 2, including demographic and service related information. This is

a publication produced by Countywide Service Integration and Planning Management (CSIPM) to

inform planning processes and decision makers about the current and future environment and align

strategies and resources to address community issues.

Review Draft of 2016 Fairfax County Human Services Issue Paper – The Draft 2016 Fairfax

County Human Services Issue Paper was shared. It addresses many of the issues the Human

Services Council has been discussing over the past few years, to include children and youth services

to support academic success, access to primary health care and mental health services, and

protections to support older adults and people with disabilities. In addition, the Issue Paper aligns

with the Council’s collective messages concerning the continued impact of the Great Recession,

highlighting the trends of those in poverty. Pat Harrison noted elements in the paper regarding the

proposal to redesign intellectual disability, developmental disability, and day support waivers as well

as extensions in foster care and kinship care supports. Kevin Bell noted the mental health, public

safety, and criminal justice system component that would connect non-violent offenders experiencing

mental health crises to appropriate treatment services.

Review draft of 2016 HSC calendar and discuss tentative January BAC and LOBs meeting –

The Council thoroughly discussed the approach to engage Human Services Boards, Authorities, and

Commissions (BACs) in a dialogue to better unite their efforts. While the various BACs may have

specific interests, they collectively work to improve upon the well-being of the residents in Fairfax

County. The goal of the HSC Dialogue is to build upon their collective strengths and identify actions

and messages to support their collective purpose. The Council reviewed a draft schedule of

upcoming events and agreed to host a Meeting on January 30th for the BACs. It would be supported

by a letter from Chairman Bell to clarify the intent of the meeting. Staff would help draft the letter and

send notification for the upcoming meeting.

The Council also confirmed that, as part of the 2016 HSC Budget process, they wanted to hear from

the Human Services directors again this year in a format similar to 2015.
