A System of Sensors
A TOTAL SOLUTIONFOR THE NATIONAL CAPITAL
REGION
MELE / ABSi PROPRIETARY
DETECTION, PREVENTION, AND RESPONSE should be REGIONAL
To establish a non-intrusive system of sensors, based on developed and proven technologies for the National Capital Region

MELE / ABSi PROPRIETARY
MELE / ABSi Team proposes an integrated solution that enhances the first responder’s ability to address nuclear/radiological and chemical threats.
• Portals (fast/’smart’) and video/data analysis to detect presence of radiological, nuclear, and chemical materials.
Prevention
• Video/data transmission to emergency operations so that informed decisions can be made.
Data Review/AnalysisIntegrated Solutions to Reduce Threat of
nuclear or chemicalEvent
• Video is triggered by detection of abnormal circumstances.

Install detection and surveillance systems at: Transportation control points (e.g., truck weigh
stations, bridges, toll booths, railway lines) Pathways to Key Infrastructure (e.g., radiological and
chemical campuses like the National Institutes of Health)
First responder units (e.g., emergency vehicles) Airports
Generate real-time characterization data to determine if a detection involves nuclear or radiological materials.
Transmit specific video images triggered by detection event and radiological detection data to appropriate State and Federal authorities.

Key Transit Point: Highway Control Point Detection (e.g., tunnels, toll booths, weigh stations)
• “Sensitive ” portal monitors placed at toll gates. Pass ways equipped with Homeland Defense Cameras operating at up to 30 frames per second.
• System supported by secondary inspection “smart” portal that identifies and characterizes detected radiological material.
• Video images triggered when detection occurs. Video/data transmitted to appropriate authorities.

Key Transit Point: Bridge/ Underpass• Highway Detection System
includes radiological detection panels located under a bridge supported by Homeland Defense Camera (up to 30 frames per second), connected via wireless Ethernet to monitoring station(s).
• When detection occurs; the
camera takes pictures of the vehicle including license plate and transmits data and visual images to any number of appropriate operators for subsequent actions.
• If applied at more than one
underpass along the same route; it will dramatically increase the reliability of detection.

Mobile Detection Mounted on First Responder Vehicles
Sample Graphical Display: EnablesAuthorities to Pinpoint Location of Radiological Source
• Mini-Radiac radiation detector, GPS, and RadComm interface module placed in hemispheric case mounted on top of first responder vehicle. Device is connected to 12V power supply already existing in standard police vehicles.
• Data is transmitted from radiation monitors in each first responder unit to a central data collection point (e.g. monitoring center).
• Data translated into a graphical display of multiple alarm events to help pinpoint the event.
• Enables emergency vehicles to detect and locate radiological sources.

Radiological Materials Storage Site Monitoring
• Integrated intrusion sensor video surveillance system to monitor radiological waste site with high risk radiological materials stored. The site has limited guard force.
• Video and alarm data is transmitted in real-time to remote response force.
• Video and alarm data is simultaneously transmitted to appropriate authorities
• Enables response to attempted theft and provides assurances to authorities that systems are operated and no theft has occurred.

Alarm and video data are transmitted to multiple remote locations in real time (system installed at Lithuania site)
