137TH MEETING OF SLBC PUNJAB The 137TH Meeting of the State Level Bankers’ Committee, Punjab was held on 11.08.2016 at Hotel Mount View, Sector-10, Chandigarh to review the performance of banking system in the State of Punjab for the period ended June 2016. Madam Gurneet Tej, IAS, Special Secretary (Cooperation), Government of Punjab was the Chief Guest. Shri Nirmal Chand, Regional Director, Reserve Bank of India, presided over the meeting. The list of participants is as per Annexure.

Shri Ashok Gupta, General Manager, PNB & Convener, SLBC extended a warm & hearty welcome to Madam Gurneet Tej, IAS, Special Secretary (Cooperation), Government of Punjab, Shri Nirmal Chand, Regional Director, Reserve Bank of India and Chairman of the meeting, Dr. P. M. Ghole, Chief General Manager, NABARD, Madam Rachna Dixit, General Manager, Reserve Bank of India.

Shri Ashok Gupta, General Manager, PNB & Convener (SLBC) also extended a warm & hearty welcome to Senior Officers from State Government, Banks, Financial Institutions, various Corporations members from press & media and representatives from LIC, GIC and Department of Telecommunications .

Shri Ashok Gupta in his welcome address, thanked Madam Gurneet Tej, IAS, Special Secretary Cooperation, Government of Punjab for his benign presence in the meeting.

Shri Gupta, informed the house that banking sector in the State has always been executing the plans/schemes of the State with dedication to turn the same into reality.

Shri Gupta further announced with immense pleasure, that Punjab State has taken a lead in implementing all the schemes of Govt. of India i.e. PMJDY, PMSBY, PMJJBY , APY & PMMY in letter and spirit.

Shri Gupta on behalf of himself and all member banks conveyed his sincere thanks to the State Govt. for their active support and guidance for implementation all schemes of Govt. of India. He requested all the member banks to keep this momentum and ensure not only to maintain these mile stone but to surpass all the targets set by the Central/ State Government under different schemes.

Shri Gupta, congratulated the banking fraternity for covering all the villages having population below 2000. He requested the member banks to turn their focus to cover the villages with population above 5000 with a Brick and Mortar branch.

Shri Gupta thanked the bankers and LDMs and urged upon them to continue with the same spirit in future as well.

Shri Nirmal Chand, Regional Director, Reserve Bank of India & Chairman of the meeting in his address apprised the house of initiatives taken by RBI during the intervening period between last and present meetings of SLBC. On 9th August, 2016 in the 3rd Bi-Monthly Monetary Policy Statement 2016-17.He also shared the biggest Tax Reform in the shape of “Goods and Services tax (GST)” constitution amendment bill has been passed by Parliament. comprehensive Tax change since Independence and single biggest reform initiative after the year 1991 when economic reforms started.Touching upon the launch of Special Flagship Schemes of Government of India namely PMJDY & Social Security Schemes namely Pradhan Mantri Suraksha Bima Yojana (PMSBY), Pradhan Mantri Jeevan Jyoti Bima Yojana (PMJJBY) & Atal Pension Yojana (APY), Pradhan Mantri Mudra Yojana and Stand Up India, he requested the banks that success of these schemes is possible by providing banking access to the beneficiaries through bank branches, bank mitras. He requested the banks to arrange for deployment and working of Bank Mitras effectively and advised them to monitor the functioning of Bank Mitras appointed by them by making verification telephone calls.

He apprised that activation of Rupay card is one of the important area. He informed the house the latest amendment made by NPCI regarding eligibility to claim accidental cover which stipulates that Benefits of Insurance will be available to the Card holders who have performed minimum one successful financial or non-financial transaction at any Channel both Intra and Inter-bank i.e. on-us and off-us (ATM/ Micro ATM/POS/e- com/ Business Correspondent of the bank at locations by any payment instrument). He requested the banks that in order to create awareness for latest amendments, banks should send SMS or awareness can be created by other electronic and print media to keep the insurance cover alive.

Briefing the house about the achievement in ‘Mudra’ Scheme, he apprised that banks in the State have disbursed Rs. 713.20 crore against the annual target of Rs. 3155.18 crores during the first quarter. He requested the banks to chalk out the strategies to achieve the targets from start of each month.

He further apprised the house about recent changes made by the Ministry of Rural Development by extending the time limit for obtaining the Administrative approval for setting up of RSETI to 31.12.2016. He requested the State Government to take immediate steps for allocation of land in remaining five districts (Gurdaspur, Nawanshahr, Tarn Taran, Fazilka & Pathankot) for establishing RSETIs which are for the benefit of local rural youth.

He apprised the house that as per the present plan of the Ministry of Finance, Financial Literacy Centres has to be set up in each block of the State. In the State of Punjab out of 147 blocks in the State, FLCs are set up and functioning at 105 Blocks. He requested all the banks to open the FLCs in the blocks allocated to them in mission mode and cover all the blocks immediately.

He apprised the house about the recent study conducted by Reserve Bank of India on unorganized clusters. He requested the banks to consider extending banking facilities to these clusters and send the progress to RBI and SLBC.

The chairman showed his concern for multiple postponement of BLBC & DLC/DLRC meetings by the Lead District Managers. These meetings are postponed due to the busy schedule of Govt. officials. He requested the concerned department for issuing instructions to all the District Administration for avoiding multiple postponements of these meetings as calendar for the year for holding these meetings is prepared in advance. Further he showed his concern for low presence of Private Sector Banks and absence of State Government representatives in these meetings. He requested representatives of Private Sector Banks to ensure that representative of their banks must present in each BLBC/DCC

meeting and State Government also must ensure for presence of their representatives in each meeting.

Dr. Rakesh Gupta, General Manager, Punjab National Bank, in his address congratulated all the banks and LDMs for achieving the National Goals under all the parameters. Touching upon the Hon’ble Prime Minister programme of Skill India, Dr. Gupta apprised that the role of RSETIs is very important for achieving the Skill India targets fixed by Govt. of India. He requested the State Government for resolving all the issues for allotment of land in the remaining districts which will pave the way for setting up of RSETIs in all the Districts. Dr. Gupta, further apprised the house importance of setting up of Financial Literacy Centres and urged all the banks to ensure to open FLCs at all the blocks in a time bound manner. Touching upon the importance of Micro Credit- NRLM, Dr. Gupta requested all the Member Banks and LDMs for credit linkage of Women Self Help Groups and for speedy linkage of the same, he requested for appointment of Sakhi at each centre. Dr. Gupta requested the State Govt. for speedy disposal of Recovery Certificate cases pending with respective SDMs and suggested the bankers friends to be more professional in their approach for achieving the desired goals.

Dr. P.M. Ghole, Chief General Manager, NABARD, in his address congratulated all the banks and LDMs for achieving the National Goals under all the parameters. Touching upon the Govt. of India goal for doubling the income of farmers by 2022, Dr. Ghole, suggested that for increasing the income, allied activities like, Animal Husbandry and non farm sector should be adopted. He also suggested that proper crop should be selected and price of the crop be regulated and steps be taken for reduction of cost of production. He also suggested that hassle free credit be provided to the farmers. Touching upon the important schemes of Solar power and Drinking water (RO) system, he requested the Minutes 137th SLBC Meeting of Punjab 6

banks to take steps for popularizing and achieving targets set under these schemes. He requested the state government to consider extending subsidy in the Solar Pump set scheme. Touching upon the gap in credit linkage of Self Help Group, he requested the banks to give target of minimum one SHG per branch to be credit linked during the year and for formation of SHG with the help of NRLM and requested the banks that pending applications under NRLM be disposed off immediately. Further Dr. Ghole, advised banks to monitor the Stand up India scheme very closely for achieving the targets fixed by Ministry of Finance. In respect of issue of Rupay KCC cards, he requested banks especially cooperative banks and RRBs to issue the cards on mission mode as Govt. of India has set a target of 75% coverage of KCC accounts by Sept. 2016 and 100% Rupay cards to be issued by December 2016. Lastly, Dr. Ghole apprised the house launch of PLP for the next year i.e for 2017-18 and requested the banks for submission of utilization certificate to NABARD immediately. Madam Gurneet Tej, IAS, Special Secretary (Cooperation), Govt. of Punjab, in her address mentioned that he is privileged to be with distinguished bankers of the State. She mentioned that banking sector is one of the developed sector of the State and performance of banks in the State of Punjab is very satisfactory and Banks are better performer as compared to other states as observed by Govt. of India. In order to achieve the various goals set by the Govt. of India, she suggested that banks should improve their productivity. Touching upon the performance of banks and concern for achievement of various targets, she desired that:-

Rupay cards should be issued to all and activated by holding camps and customer should be made aware by various campaigns for activation of the same.

Agriculture Term Lending should be improved in the State. Credit linkage of Self Help Groups under NULM and NRLM,

and suggested that lead District Managers be made part of the screening committee for sponsoring of applications to avoid rejection of applications.

Assured to take up the matter with the concerned department for allotment of land for setting up of RSETIs in the remaining districts and for attending the DCC/DLRC meeting by the representatives of the State Government.

Assured to issue instructions to the DMs for clearance of pending Recovery Certificates.

Thereafter agenda for the meeting was taken for discussion and following Action points emerged:-

Item No.1 Confirmation of minutes of 136th Meeting of State Level Bankers' Committee (Punjab) held on 12.05.2016.

The House confirmed the e-mailed/circulated minutes of above said meeting.

Item No. 2 Pradhan Mantri Jan Dhan Yojana, Activation of

Rupay Card, Monitoring of Zero Balance Accounts & Appointment of Bank Mitras & Status of Micro ATMs .

 

The progress under all the parameters i.e issuance of Rupay cards, Zero Balance account and Aadhaar Seeding was reviewed. Dr. Rakesh Gupta, GM, PNB, advised lead district managers to take a call and accomplish the task of seeding of Aadhaar number in mission mode and ensure that by next meeting the Aadhaar seeding should be above 90%.

Action: Lead District Managers.

Item No. 2(i) Pradhan Mantri Jan Dhan Yojana, Issue and Activation of Rupay Cards

The performance of banks having issue and activation of Rupay Cards less than 70% was reviewed. The house was apprised of the latest changes made by NPCI regarding accident/death claims on Rupay card by making successful customer induced financial or non financial transactions. Member banks were requested to take steps for activation of Rupay cards as it is necessary for taking the benefit of insurance cover available to the card holders.

Item No. 2(ii)

Appointment of Bank Mitras & Status of Micro ATMs, Verification Calls by Executives of State Call Centers/SLBC/LDMs to Bank Mitras.

While reviewing the progress of Bank Mitras the house was apprised that out of 2330 Bank Mitras, 283 Bank Mitras are not working. Member banks were requested to check the data and apprise the latest position well before the meeting so that correct position can be placed before the house. Further member banks were requested to appoint the Bank Mitras at the remaining places and apprise the change in contact detail to the convener bank if any. Member Banks were also requested to ensure providing of Micro ATM to all the Bank Mitras immediately.

Action: Member Banks.

Item No. 2(iii) Position of Claims lodged/Settled under PMJDY and Jan Suraksha Schemes.

The position of claim lodged under social security schemes was placed before the house and no action point emerged.

Item No. 2(iv) Monitoring of Zero Balance Accounts in PMJDY

While reviewing the position, Dr.Rakesh Gupta, GM, PNB, apprised that the large number of zero balance accounts may be on account of duplicate/multiple account opened by the customer.

He requested the LDMs to cross check and made an exercise at the banks/branches where number zero balance accounts are much higher and get closed the duplicate accounts. Further Member banks were requested to utilize the services of Bank Mitras to bring down the number of zero balance account by adopting target approach.

Holding of Camps for Seeding of Aadhaar Number in Pension Accounts.

The house was apprised of the fixing of dates by PFRDA for holding of camps at pension disbursing branches. It was resolved that Lead District Managers will ensure that the camps will be held in their district on given dates for seeding of Aadhaar number. Member banks were also requested to ensure that camps are held on the fix date at the pension disbursing branches.

Action: Member banks/LDMs .

Item No. 3 Pradhan Mantri Suraksha Bima Yojana (PMSBY) Pradhan Mantri Jeevan Jyoti Bima Yojana (PMJJBY).

The progress under the schemes was reviewed. Member banks were requested to continue to make all out efforts to bring larger section of the population within the ambit of these social security schemes.

Item No. 3(i) Atal Pension Yojana (APY)

While reviewing the progress under APY, the house was apprised of letter written by PFRDA to Hon’ble Chief Minister, Punjab for attaching the unorganized work forces as a measure of social welfare for protecting their old age income. The representative of DIF&B was requested to reiterate the instructions to the concerned department and member banks were requested to utilize the services of FLC counselors and Bank Mitras for covering maximum persons under APY.

Action: Member banks/DIF&B.

Item No. 4 Pradhan Mantri MUDRA Yojana (PMMY).

While reviewing the progress, it was observed that the progress under the scheme is not up to the mark. The house was apprised of the latest guidelines vide which all activities allied to agriculture which promote livelihood or are income generating shall be eligible under the scheme during 2016-17. Dr. Rakesh Gupta, General Manager, Punjab National Bank, advised LDMs to visit the RSETI at the start of the programme and apprise the participants about the MUDRA scheme. At the end of the programme, application from the potential borrower must be obtained and forwarded to the bank. It was proposed that the director of RSETI should recommend the case to the bank and the power to reject the case should be one step higher. Member banks are requested to note these instructions and ensure meticulous compliance of the same.

Madam Rachna Dixit, General Manager Reserve Bank of India apprised the house that there is vide variation in reporting of cases under MUDRA scheme. Member banks were requested to check the data before submission to RBI.

Item No. 4(i) Convergence of Government Schemes with Pradhan Mantri MUDRA Yojana (PMMY).

The house was apprised of the guidelines of Micro Unit Development & Refinance Agency Ltd for dovetail the Yojana in order to give boost to PMMY funding. No action point emerged.

Item No. 5 Mapping of Industrial Training Institutes (ITIs), Vocational Training Partners (VTPs), Operational Centres (OCs) – Spread of Financial Literacy.

The house was apprised that all the 419 skilling centres mapped with the Financial Literacy Centres operating in the state. House was also informed about financial Literacy camps being organized in these skilling centres. No action point emerged.

Item No. 6 Providing of Banking Services in villages having no banking facilities with in 5 KM.

The house was apprised of the identification of two places and allocation of the same to banks for providing banking services at Minutes 137th SLBC Meeting of Punjab 13

these centres. SBOP has already confirmed that Banking services at villages Nau Baram are being provided through Bank Mitra. The Lead District Manager of Ropar district was requested to confirm to the convener bank that the identified centre Majri is covered by Bank Mitra of UCo Bank.

Item No. 7 Implementation of DBT in Kerosene.

The house was apprised of the decision of the Govt. of India regarding implementation of DBT in Kerosene in 3 districts i.e Tarn Taran, Pathankot & Mohali. Member banks were requested to instruct the branches of their banks to seed the bank accounts of kerosene beneficiaries with Aadhar number for smooth implementation of DBT scheme in these districts.

Action: Member Banks.

Item No. 8 Telephone Connectivity- Issues faced by Banks/ Bank Mitras.

The house was apprised of the regular meetings being held with DOT and TSPs of Punjab for resolving the issues of connectivity if Minutes 137th SLBC Meeting of Punjab 14

any and it was also informed that at the 93 reported centres connectivity problem have been resolved at all the centres. Member banks were requested to apprise to the convener bank connectivity problem if any so that the same can be taken up with the concerned department for resolving the same.

Item No. 9 Pradhan Mantri Fasal Bima Yojana.

The house was apprised of the referring the matter to Govt. of India with certain amendment for implementation of Pradhan Mantri Fasal Bima Yojana in the State of Punjab. The representative of Agriculture department informed the house that response from the central Government is still awaited. He was requested to again take up the matter with the central government and apprise the decision taken to the convener bank.

Item No. 10 ‘Stand up India’ Programme of Ministry of Finance.

The house was apprised of the basic ingredients of Stand up India and progress under the scheme was reviewed. Member banks and LDMs were requested to gear up for implementation of Stand up India scheme in the State.

Item No. 10(i) Activation of Standup Mitra Portal.

The house was apprised of the creation of portal for Stand up India and allocation of user Id and pass word to all the bank branches in India. Member banks and LDMs were requested to make first login & register them on the portal of Stand up Mitra latest by 31.08.2016 positively.

Item No. 11 Pradhan Mantri Awas Yojana Housing for all by 2022-Credit Linked Subsidy Scheme-(CLSS).

The progress under the scheme was reviewed. The representative of National Housing Bank apprised the house basic ingredients of the scheme. After detailed deliberations it was resolved that representative of NHB will provide the basic features of PMAY scheme to the convener bank which in turn will be circulated among the member banks for effective implementation of the scheme.

Action: National Housing Bank/ Convener Bank.

Doubling the Farmer's Income by 2022

The house was apprised of the initiative of Hon’ble Prime Minister for doubling the income of farmers by the year 2022. No action point emerged.

Item No. 13 Roadmap-Provision of banking Services in Villages having Population below 2000

The house was apprised of the coverage of all the villages having population below 2000 by the banks in the state of Punjab. The house resolved that since all the villages stands covered so item may not be reviewed further.

Item No. 13(i)

Roadmap for opening brick & mortar branches in villages with population more than 5000 without a bank branch of a scheduled commercial bank.

The house was apprised of the decision taken in the Steering Committee meeting to SLBC in which it was decided that banks will cover the 30% of the allocated villages by Sept.2016, 30% by December 2016 and 40% by March 2017 by opening Brick and Mortar branches at the allocated centre. The house approves the same. Member Banks were requested to ensure to cover the allocated villages as per the revised road map and send the progress to convener bank.

Item No.14 Issues of Unique Identification Authority of India (UIDAI).

The representative of UIDAI apprised the house in scholarship cases Aadhaar has been made mandatory by Government of India. It was resolved that LDMs will ensure that Aadhaar number must be seeded in all the scholarship cases urgently.

Item No. 15

Aadhaar Based Jeevan Praman Patra (Digital Life Certificate)-Appointment of banks as facilitator.

House was apprised of Jeevan Praman which uses Aadhaar Platform for biometric authentication of the Pensioner. The pensioners with Aadhaar number can biometrically authenticate their presence by giving Aadhaar Number, Pension Payment Order Number, Bank Account Number and Mobile Number. The banks which have not yet confirmed to the convener bank the readiness of their bank for acting as facilitator at their branches and Bank Mitra locations were advised to do so immediately. The representative of State Government Department has observed that the progress regarding Jiwan Parmaan Digital Life Certificate is very slow. Further, banks have no information about how much State Government pensioners have Adhaar Card enrollment, which is essential requirement for Jiwan Parmaan.

Accounts Office, SAS, Nagar Mohali for effective implementation of Aadhaar based Jeewan Parman Patra scheme.

Item No. 16 Financial Literacy Centres (FLCs)

The progress of FLCs centers was reviewed. It was resolved that controlling heads of all the banks of FLCs must ensure that all the Financial Literacy Centres must report to Lead District Manager and LDMs must call the counselors in each BLBC/DCC meeting as a regular member.

Action: Member Banks/LDMs.

Item No.16(i)

Financial Literacy Project in Schools

The house was apprised of the ongoing Financial Literacy programs in schools. Member banks were requested to apprise FLC counselors and staff on the process flow to be followed for conducting of camps in schools. Further banks were requested to send the proposal for sanction of organizing FLC camps to NABARD for financial assistance.

Opening of Financial Literacy Centres (FLCs) at block level.

The house resolved that all the banks to whom the allocation of centres have been made must ensue to open the FLC at block level by 30.09.2016 positively.

Item No. 17 Setting up of Rural Self Employment Training Institutes (RSETIs)

While reviewing the progress of RSETIs, the representative of department informed the house that all the issues of not signing of MoU where land is allotted, allotment of land in the remaining districts will be resolved in the meeting scheduled to be held on 17.08.2016 and convener bank will be informed accordingly. Dr. Rakesh Gupta, General Manager, Punjab National Bank, requested that LDM should visit the RSETI centre at the start of each programme and request letter from the trainees be obtained at the start of the programme and at the end of the programme sanction letter must be issued to the trainee candidate.

Action: Department of Rural Dev & Panchayat /Lead District Managers.

The house was apprised about the revised guidelines of Ministry of Rural Development for setting up of RSETIs. The representative of Rural Development is requested to move for allotment of land at the remaining districts immediately for setting up of RSETIs at these centres.

Item No.17(ii) Electricity charges being charged at RSETIs in the State of Punjab.

The house was informed of the instructions issued by the department for not to charge the electricity charges as commercial in RSETIs functioning in the State of Punjab. Member banks and LDMs were requested to ensure that domestic electricity rates are charged in the RSETIs functioning of their bank or in the respective district.

Unrecognized Clusters of MSME and availability of banking outlets and credit flow in such clusters.

The house was apprised of the identification of unorganized clusters of MSME by RBI. Member banks were requested to consider extending banking facilities to such clusters wherever feasible.

Item No.19 Distribution of Food Grains through Public Distribution System in the State of Punjab

The house was apprised of the system adopted by the Punjab Government for Public Distribution System through swap of Aadhaar enabled rupay cards of the family head. Member banks were requested to take up with their Head Office for doing the needful immediately.

Item No.20 Progress under Debt Swap Scheme.

It was observed that the performance under scheme was not satisfactory and it was desired that banks should lend liberally under the scheme to achieve the allocated targets. Member banks were advised to lend liberally under the scheme and ensure that there is perceptible improvement under this segment in the next meeting. Lead District Managers were requested to monitor the progress in each DLRC meeting.

Review of Performance of Banks (excluding Coop. Banks) in key areas relating to Deposits, Advances & Priority Sector Advances.

The performance under key parameters was reviewed and found to be satisfactory. No action point emerged.

Credit Deposit Ratio – Implementation of the Recommendations of Expert Group on CD Ratio

The performance of 4 identified districts was reviewed and LDMs of these districts were advised to continue with their efforts to increase their CD Ratios.

Item No. 21 v (i) Overall CD Ratio

Implementation in the State of Punjab

The performance under the scheme was reviewed and found to be satisfactory. The representative of the department informed the house that District wise/bank wise list of pending cases has been sent to the each LDM. Lead District Managers were requested to take up with the respective bank for disposal of pending application and progress be reviewed in each DCC/BLBC meeting. Further LDMs should take up with the banks for credit linkage of SHG groups.

Dr. Rakesh Gupta, General Manager, Punjab National Bank, suggested that Sakhi should be appointed in the branches where there are large number of cases for bank linkage are large so that the position of credit linkage be improved.

Prime Minister Employment Generation Programme (PMEGP).

The representative of Department of Industries informed the house that only applications of SC/ST category candidates should be considered by the banks and no application of general or other category be considered at present/till next communication. The house was informed that the present SJSRY scheme has been replaced by National Livelihood Mission (NULM) scheme. The house was apprised that convener bank has already sent details of pending applications to Lead District Managers with a request to dispose of all the applications in a time bound manner. It was resolved that LDMs will look into the pending application detail of which were already provided to LDMs and ensure to dispose of the application latest by 30.09.2016.

The progress was reviewed and the house observed that there are 143 units where decision about viability is yet to be taken. House advised all the concerned banks to take decision within the time frame as per the RBI guidelines.

The representative of Industries department informed the house that for Rehabilitation of Micro MSME units one committee has to be constituted in each district as per Ministry of MSME guidelines. The State Govt has nominated District Industry General Manager as the representative from the State Govt in each district. All the lead district managers are requested to note the instructions of State Govt. and constitute committee at each district.

The Controlling Heads/LDMs were requested to use the mechanism of BRICS for effecting recovery in cases filed under State recovery Act. The State Government was also requested to issue instructions to Revenue Department to help bankers in recovering their dues.
