Welcome to the Louisiana Pharmacists Association’s 137th Annual Convention and Trade Show in Lake Charles. There is no place like LPA and we are so pleased to have you here as the representatives for pharmacy in Louisiana advancing the profession of pharmacy to protect the health and well-being of our patients. This year’s convention is an opportunity for you to connect with your colleagues and fellow association members who share similar professional interests. We will hear from our colleagues and experts about the latest opportunities, challenges, and trends in pharmacy. We hope you use this weekend to connect with your peers. Whether acquired during a continuing education session or through a conversation with a fellow pharmacist, the information you take from this meeting will be invaluable. We must not only use the knowledge gained to benefit our patients, but also to strengthen our professional connections; this will in turn to provide a stronger voice, supporting and developing our profession. Please take the time during this convention to establish new contacts, share thoughts and ideas, and continue paving the path for future pharmacists. Faculty and Convention Supporter Disclosures & Financial Support - All Faculty have disclosed that they have no conflict of interest with the subject matter in any of these activities. No financial support was obtained for any continuing education activity.

Continuing Education Credit - The Louisiana Pharmacists Association is accredited by the Accreditation Council for Pharmacy Education as a provider of continuing pharmacy education. Fees for all continuing education activities are included in the convention registration fee. Successful completion of continuing education activities entail signing in on the sign-in sheet and completing the Credit Report Form and Evaluation. Carl Aron, RPh

Louisiana Board of Pharmacy

Carl Aron is the current President of the Louisiana Board of Pharmacy, a board he has served on since 1971. He is the owner and manager of Aron’s Pharmacy in Monroe, Louisiana. In his professional

career, Aron has been active in the local, state, and national pharmacy associations, including the National Association of Boards of Pharmacy, where he has served on several committees.

Aron served in the U.S. Army as a Captain of the Medical Service Corp before beginning his career in pharmacy. He is a graduate of the University of Mississippi and holds a license in Louisiana, Mississippi, and Georgia.

Jeff Bennett, PharmD

Retired Pharmacist and Professor of Pharmacotherapeutics

Jeff Bennett is a retired independent pharmacist and professor with over 25

years experience of managing, operating and consulting within the pharmacy profession. Dr. Bennett also has 10 years of teaching experience as a Professor of Advanced Pharmacotherapeutics in the Nurse Care Practitioner Program at Grambling State University. Until 2015, Dr. Bennett was the owner and lead pharmacist at Clinic Pharmacy in Ruston, Louisiana. Dr. Bennett attended ULM College of Pharmacy where he received his Bachelor of Science in Pharmacy, and then in 2003 he received his Doctor of Pharmacy from the University of Arkansas. During his career, he has served as an expert witness in many court cases, offering his expertise relative to adverse effects of drugs.

Michael Bergeron, NREMT

CPR & First Aid

Michael Bergeron is a nationally registered EMT and an American Heart Association Basic Life Support Instructor. He served in the U.S. Army for over ten years, graduating from the U.S. Army

Quartermaster school and U.S. Army Leadership School. He received his training as an EMT from South Louisiana Community College and has worked on an ambulance for the last nine years. Bergeron, during his years of service with the Army, was a first-responder through multiple natural disasters throughout south Louisiana. He serves the Calcasieu parish through various public service roles including the Westlake Zoning Board, the Mayor’s Armed Forces Commission, and the Salvation Army’s Empty Bowl Fundraising committee.

Patrick Brazan

Pharmacists Mutual Companies

Patrick Brazan has been in the insurance industry for almost 10 years. He has previous experience in the retail industry, including Winn Dixie and Daymon OWrld Wide. Brazan is currently licensed as an

agent for Property and Casualty, as well as Life and Health. He currently serves on the Board for National Association of Insurance and Financial Advisors as the Treasurer.

Bruce Hamilton travels throughout the United States spreading his "NO BAD DAYS" and "NO BAD SERVICE" philosophies to thousands of people every year. Using his inspirational, fast-paced, humorous style, his encouraging messages have been motivating individuals and organizations for over 12 years. Daniel Buffington, PharmD

Clinical Pharmacology Services

Dr. Daniel Buffington is the President and Practice Director at Clinical Pharmacology Services, located in Tampa, FL. He is also on faculty at the University of South Florida College of Medicine and Pharmacy and serves as an experimental preceptor for numerous colleges across the U.S.

He studied Biology/Biochemistry at the University of South Florida, received the Doctor of Pharmacy and Master of Business Administration from Mercer University. His postgraduate training included a pharmacy practice residency and clinical pharmacology fellowship from Emory University.

Dr. Buffington is a clinical pharmacology specialist and provides medication therapy management services, serves as a principal investigator for Phase II and III clinical trials and manages a national drug information service that provides clinical support for medical practices, health systems and health plans. The practice also includes a forensic pharmacology division that supports medical examiners, law enforcement, state and federal agencies, and expert testimony in courts.

His practice focuses on patients taking chronic or high-risk educations and provides medication therapy management services to improve health outcomes and patient safety.

Stephen Hill, PharmD

Dr. Stephen Hill, PharmD, was born and raised in Monroe, and graduated from Neville High School in 2001. He completed his Pre-pharmacy requirements at LSU in Baton Rouge from

2001-2004. He then attended ULM School of Pharmacy starting in 2004 and graduated in 2008. Dr. Hill completed a PGY-1 Pharmacy Practice Residency at the University of Mississippi Medical Center in Jackson, MS from 2008-2009.

Dr. Hill started as an Inpatient clinical pharmacist at Methodist Dallas Medical Center in Dallas, TX from 2009- until July 2014 (5 years). He moved back to his hometown and accepted a clinical assistant professor position with ULM on August 1, 2014. His clinical practice site is at University Health-Conway Family Medicine Clinic where he precepts P4 pharmacy students on an APPE AM Care rotation.

Randal Johnson

Louisiana Independent Pharmacies Association

As the landscape of the healthcare continuum across the state and nation undergoes constant change, Randal Johnson is a prominent expert in healthcare policy impacting individuals,

providers, and businesses of various sizes. Knowledgeable on matters at both state and federal levels, his management of healthcare issues through legislative and regulatory action has led to the retention and creation of thousands of jobs in Louisiana. Having served as Deputy Commissioner of the Louisiana Department of Agriculture for fourteen years, Johnson handled the Department’s legislative package for more than twenty sessions. With political activities ranging across both party and geographical lines, he has been recognized by Campaigns & Elections’ Politics magazine as one of the top 100 “Louisiana Influencers.”

Johnson’s work is especially apparent during times of emergency situations. During hurricanes Katrina, Rita, Gustav, and Ike, he commanded the emergency power and fuel needs for all uses, including each of the licensed healthcare facilities in Louisiana – a position he continues to hold today in the event of another state declared emergency situation. By his efforts, facilities were able to maintain their life-sustaining needs through the evacuations, emergency response, and recovery efforts.

With political activities ranging across both party and geographical lines, Johnson, who holds a B.S. in business administration, has consulted and worked in various local, state, and federal campaigns in his native state of Louisiana. Johnson has also coordinated successful statewide get-out-the-vote efforts for elected offices ranging from Police Juror to President of the United States. In addition, he graduated from regional and national law enforcement academies administered by the Department of Justice.

Representative Bernard LeBas represents District 38 encompassing St. Landry and Evangeline parishes. He is active on several House Committees, including Health and Welfare. Currently, LeBas is a

Representative LeBas has contributed much to the profession of pharmacy by founding the Cajun Area Pharmacist Association, serving on the LA Board of Pharmacy, as well as serving in many different capacities on the LPA Board of Directors, including President. He comes from a family of pharmacists and a family involved in politics – his father and brother were both pharmacists and Mayors of Ville Platte. He is the father of five, and two of his sons and one daughter-in-law are carrying on the tradition as pharmacists.

Joseph “Gary” LeBlanc, Jr., PharmD, MHA, MBA

Gary LeBlanc attended pharmacy school at the University of Louisiana at Monroe College of Pharmacy where he obtained is Doctor of Pharmacy degree in 2010. He

received his Master of Health Administration Degree from Simmons College in 2014 and his Master Business Administration from New England College in 2016.

LeBlanc has seven years experience as a licensed pharmacist, four of which have been spent in hospital pharmacy management. He has served as a sterile compounding clean room consultant for independent, specialty pharmacies and as a consultant on director of pharmacy advisory boards for pharmaceutical companies. He currently serves as director of pharmacy at Heart Hospital of Lafayette and as a licensed staff pharmacy for Wal-Mart Pharmacy.

LeBlanc also serves as President-Elect of the Louisiana Society of Health-System Pharmacists and as a Louisiana delegate on the American Society of Health-System Pharmacists House of Delegates. He is the 2012 recipient of the Louisiana Pharmacist Association Distinguished Young Pharmacist of the Year Award, the 2014 recipient of the Louisiana Society of Health-System Pharmacists Outstanding Affiliate Chapter President Award, and the 2015 recipient of the Louisiana Society of Health-System Pharmacists Health-System Pharmacist of the Year Award.

Senator Fred Mills, Jr. began service as a director of Farmers-Merchants Bank in 2001. He is the President and Chief Executive Officer of Farmers-Merchants Bank. He has an outstanding tenure in private business, banking, finance, state

government, civic leadership roles, and on parish governmental boards. He is the owner of Mills Cashway Pharmacy in Parks, LA. He serves as the St. Martin and Iberia Parishes District 22 State Senator and as a multi-term District 6 St. Martin Parish Government Council member.

Senator Mills is on the St. Martin Hospital Board of Directors, and is a member of the St. Martin Parish Economic Development Authority. He is a member of the Acadian Ambulance & Air Med Board of Directors. His many contributions to the Parish include a Board of Directors seat for Hospice of Acadiana, and his continuous work as a member of the Parks Jaycees; Knights of Columbus; St. Joseph Church Council; and Breaux Bridge Chamber of Commerce. He is a 1976 graduate of the University of Louisiana at Monroe’s College of Pharmacy who honored him with the 2007 Alumnus of the Year Award and the 2012 Meritorious Award. In addition he served as President-Elect for the Louisiana Pharmacists Association, as a Board Member on the Louisiana Board of Pharmacy and has served on the Governor’s Health Care Reform Panel. He is well known for his talents as a renowned public speaker, master of ceremonies, and humorist. He is a previous recipient of the prestigious Bowl of Hygeia and LPA Pharmacist of the Year Awards.

Alexander Novas

Alex Novas joined the Occupational Safety and Health Administration (OSHA) in 1991 as a Compliance Officer in the Baton Rouge Area Office. After serving as an Assistant Area Director he became a

Compliance Assistance Specialist in 2007. His duties include administering the Strategic Partnership and Alliance cooperative programs, while also overseeing and conducting audits for the Voluntary Protection Program. In addition, he travels throughout the state of Louisiana providing advice, education, and training to businesses, labor organizations, and other associations to encourage voluntary compliance with OSHA’s safety and health standards. Novas is a veteran of the U.S. Air Force and a graduate of Louisiana State University.

Carleigh Roberts, PharmD Candidate

Carleigh Roberts is a third-year student at the ULM College of Pharmacy. She is a Mississippi native, but has been living in

Monroe for six years now for school. Roberts has a passion for fighting the opioid crisis and educating community members about the dangers of prescription and nonprescription drug abuse. This passion stemmed from losing a close friend to his battle with addiction in 2017. After losing her friend, Roberts took the position of Generation Rx Co-Chair for the APhA-ASP chapter at ULM. She has held this position for two years. In those two years, she pioneered a speaker series titled The Devin Harper Lecture Series in honor of her friend. Roberts will graduate in 2020 and start her career as a pharmacist.

Courtney Robertson, PharmD

Clinical Assistant Professor, University of Louisiana at Monroe College of Pharmacy

Dr. Courtney Robertson, PharmD began her career as a faculty member for the ULM School of Pharmacy in 2013. After

graduating in 2009 and completing a pharmacy practice residency at EA Conway, she further developed her pharmacy practice in community and hospital settings. At her current practice site, Dr. Robertson focuses on anticoagulation management, medication therapy management, and diabetes education. She is a certified immunization provider, as well as an APhA immunization certification course instructor, and is active in teaching immunization courses for pharmacy students and practicing pharmacists.

Daphne Robinson, JD, MPH Daphne R Robinson Consulting & Training Daphne Robinson is a native of Greenville, Mississippi and a 1988 summa cum laude graduate of Tougaloo

College in Jackson, Mississippi, with a Bachelor of Arts degree in English. She received a Juris Doctorate degree from the American University Washington College of Law in Washington, D.C. in 1991.

Upon graduation from law school, Robinson served as law clerk at the United States District Court for the Western District of Louisiana and the Louisiana Second Circuit Court of Appeal. She is a member of the Louisiana State Bar

From 1995 to 2015, Robinson served as an Assistant District Attorney in Rapides Parish, Louisiana, where she supervised the prosecution of criminal, juvenile, and child abuse/neglect cases. During that time, she also served as Project Manager for the Models for Change: Systems for Juvenile Justice Reform Project funded by the John T. and Catherine D. MacArthur Foundation in Louisiana.

In May of 2016, Robinson completed her Master’s Degree in Public Health with a concentration in Prevention Sciences from the Emory University Rollins School of Public Health in Atlanta, Georgia. Upon graduation from public health school she served as Research Professor at the University of Houston Law Center Health Law and Policy Institute and later as the Maternal and Child Health Special Projects Coordinator for the Bureau of Family Health at the Louisiana Office of Public Health in New Orleans, Louisiana.

Robinson is currently an Assistant District Attorney in the Juvenile Division of the Caddo Parish District Attorney’s Office in Shreveport, Louisiana and the Executive Director of the Center for Public Health & Justice, a non-profit organization dedicated to improving the public health and access to justice for people living in the Mississippi Delta.

Emily Weidman-Evans, PharmD Louisiana State University Health Shreveport

Dr. Emily Weidman-Evans is a 2002 graduate of the University of Florida, and completed a residency focusing on Community Pharmacy at Texas Tech

University Health Sciences Center in 2003. She has been a faculty member at South University in Savannah, GA, and at University of Louisiana at Monroe, and during that time worked in retail and in a family medicine clinic.

Dr. Weidman-Evans now is on faculty part-time at the LSU Physician Assistant Program, as well as the University Health Department of Family Medicine, where she sees patients to help them with their medication therapy management.

She is married to Dr. Jeff Evans and mommy to two beautiful little girls, and in her (limited) free time, she likes to swim, bike, and run…in that order.

LaKeisha Williams, PharmD, MSPHXavier University College of Pharmacy

Dr. LaKeisha Williams is a Clinical Assistant Professor in the Division of Clinical and Administrative Sciences at Xavier

University College of Pharmacy. She received her Master of Science in Public Health from Tulane University and a Doctor of Pharmacy from Xavier University of Louisiana. Following her graduate studies, she completed an American Society of Health-System Pharmacists accredited Pharmacy Practice residency.

Dr. Williams is passionate about optimizing patient care through effective therapeutic management. Her professional and research interests include medication safety, health disparities and public health, cardiovascular disease and medication adherence, interprofessional education and mentorship within the profession. She currently serves as a preceptor for third and fourth year pharmacy students in an ambulatory care setting, incorporating drug information and chronic disease state management. She previously served as a Drug Information Specialist at the Xavier University Drug Information Center Satellite, and she currently maintains a practice site at the Interim LSU Hospital Ambulatory Care Clinics, focusing on diabetes, hypertension and weight management.

LPA Anti-Trust Policy During all convention activities, the Louisiana Pharmacists Association would like to remind all attendees to please comply with the association’s antitrust policy.

It is the policy of the Louisiana Pharmacists Association (LPA) to be in strict compliance with all Federal and State Antitrust laws, rules and regulations. This policy and procedures apply to all membership, board, committee and other meetings of LPA, and all meetings attended by representatives of the Association. Therefore:

1. Discussions of prices or price levels is prohibited. In addition, no discussion is permitted of any elements of a company's operations which might influence price such as:

a. Cost of operations, supplies, labor or services; b. Allowance for discounts; c. Terms of sale including credit arrangements; and, d. Profit margins and mark ups, provided this limitation shall not extend to discussions of methods of operation, maintenance, and similar matters in which cost or efficiency is merely incidental.

2. It is a violation of Antitrust laws to agree not to compete, therefore, discussions of division of territories or customers or limitations on the nature of business carried on or products sold are not permitted.

3. Boycotts in any form are unlawful. Discussion relating to boycotts is prohibited, including discussions about blacklisting or unfavorable reports about particular companies including their financial situation.

4. All meetings attended by representatives of LPA where discussion can border on an area of antitrust sensitivity, the LPA representative will request that the discussion be stopped and ask that the request be made a part of the minutes of the meeting being attended. If others continue such discussion, the LPA representative will excuse himself from the meeting and request that the minutes show that he left the meeting at that point and why he left. Any such instances should be reported immediately to the President and staff of LPA.

5. A copy of these Antitrust Compliance Policies and Procedures is to be given to each officer, director, committee member, official representative of member companies and LPA employees annually and that the same be read, or understood at all meetings of the membership of LPA.
