38.1.1 Application for grant of environmental clearance of M/s
Mukesh Udyog Ltd. to establish an Induction Furnace of 20 MT / Heat capacity at Vill. Budhewal, Near Kohara, Distt. Ludhiana
The industry has submitted an application for grant of environmental
clearance for setting up an Induction Furnace of 20 MT / Heat capacity at Village
Budhewal, Near Kohara, Distt. Ludhiana. The TORs were issued by the SEAC
vide letter no.10957 dated 27.3.09.
The project proponent submitted EIA report as per TORs approved
by the Committee and requested to exempt it from the public hearing as it falls in
Medium & Heavy Industry Zone as per Master Plan Ludhiana (2007-2021).
The case of the industry was considered by the Committee in its 35th
meeting held on 9/1/2010 wherein, the committee decided to exempt the unit from
public consultation, as the project falls in medium and heavy industrial zone in the
notified Master Plan of Ludhiana 2007-2021.
Meanwhile, the Ministry of Environment and Forests, New Delhi vide
its Office memorandum no.J-11013/5/2010-IA.II(I) dated 13.1.2010 has imposed
temporary restrictions on consideration of the development projects from critically
polluted industrial areas and has decided that the development projects from
industrial clusters with Comprehensive Environment Pollution Index (CEPI) score
above 70, received for grant of environmental clearance in terms of the provisions
of EIA notification, 2006 [(including project for stage I clearance i.e. scoping
(TOR’s)], which are presently in the pipeline for environmental clearance or which
would be received hereafter shall be returned to the project proponents.
The Authority in its 27th meeting held on 30/1/2010 has decided to
refer the case to SEAC for re-examining the same in view of Office Memorandum
dated 13/1/2010 issued by Ministry of Environment & Forests.
Accordingly, the case of the industry is placed before the Committee
for reconsideration.

38.1.2 Application for grant of environmental clearance for
construction of Residential Township to be developed by M/s HPCL Mittal Energy Ltd. at Village Raman & Tarkhanwala, Distt. Bathinda.
The project proponent has submitted application for grant of
environmental clearance for setting up residential township at Village Raman &
Tarkhanwala, Distt. Bathinda.
The case was considered by SEAC in its 23rd meeting held on
6.6.2009, wherein, the Committee awarded ‘Gold Grading’ to the project and
recommended the project to State Environment Impact Assessment Authority for
grant of environmental clearance subject to the conditions mentioned therein, only
after the receipt of following documents from the project proponent and thereafter
satisfactory acceptance of same by the Chairman and Secretary of State Expert
Appraisal Committee:-
i) The project proponent shall submit revised layout plan of the complex
indicating the area where the municipal solid waste will be collected.
ii) The project proponent is required to upgrade the water balance chart for
rainy season.
The project proponent submitted the desired documents to the
satisfaction of the secretary as well as Chairman of State Expert Appraisal
Committee. Accordingly, the case was forwarded by SEAC to SEIAA for grant of
environmental clearance.
The case was considered by the Authority in its 23rd meeting held on
7.11.2009, wherein, the authority requested the project proponent to submit the
following documents/information within 15 days.
1. Approved layout plan or documentary evidence from the Competent
Authority regarding exemption from obtaining approval of layout plan.
2. Water balance for the rainy season including details for justification
regarding quantity of water to be used/wastewater to be generated and
adequacy of land for disposal of wastewater.
3. Safety report from the competent authority to the effect that the distance
of township from the refinery unit is adequate.
The project proponent has submitted the information/documents
vide letter dtd.1.1.2010 (copy enclosed as Annexure-I).

Meanwhile, the Ministry of Environment and Forests, New Delhi vide
its notification no. GSR 826 (E) dtd.16.11.2009 has amended the schedule-VII
regarding National Ambient Air Quality Standards; these standards have become
effective from the date of its notification i.e. 16.11.2009.
The case was considered by the Authority in its 26th meeting held on
15/1/2010 has decided that the case be forwarded to SEAC to re-examine the
same in view of new notification dated 16/11/2009 for AAQM standards as well as
the reply dated 1/1/2010 submitted by the project proponent to the observations of
the Authority.
Accordingly, the case of the project proponent is placed before the
Committee for reconsideration.

38.1.3 Application for grant of environmental clearance for
Residential Group Housing Project namely “SBP Homes” to be developed at Kharar, Distt. Mohali by M/s Vishav Real Estates Pvt. Ltd.
The project proponent M/s Vishav Real Estates Pvt. Ltd. has applied
for grant of environmental clearance for development of a Residential Group
Housing project namely “SBP Homes” at Kharar, Distt. Mohali. The total area of
the proposed project is 22,458 sq. m. and the builtup area of the project is 29,820
sqm. The expected cost of the project is Rs.35 crore. The project will cover under
screening category 8 (a) of the schedule attached to EIA notification dated
14/9/2006.
The proposed project is coming up on the agricultural land as per
the Master Plan of GMADA and the expected population is 1665. The proposed
complex need 244 Kl of water per day. Out of which 150 Kl/day of fresh water will
be met through ground water and 94 Kl/day will be recycled treated water. The
project proponent proposes to install sewage treatment plant of capacity 200
Kl/day. The treated effluent will be used for flushing, green area and in sewer.
The project will require approx. 1600 KW of electricity and will be
supplied by the PSEB authorities. The project proponent has proposed to provide.
D.G. sets for power back up in case of electricity failure, wherever it is required.
The incompletions were conveyed to the promoter vide letter no.
37656 dated 13/10/2009 and then letter no. 38371 dated 23/11/2009.
The project proponent submitted certain reply vide letter dated
29/10/2009 & 11/12/2009 of observations conveyed to him vide letter no. no.
37656 dated 13/10/2009 & no. 38371 dated 23/11/2009, respectively.

The reply submitted by the project proponent vide letter dated
29/10/2009 & 11/12/2009 was placed before State Expert Appraisal Committee in
its 35th meeting held on 9/1/2009, which was not attended by the project
proponent. Therefore, the Committee decided to defer the case.
Now, the project proponent vide letter dated 10/2/2010 (Copy
enclosed as per Annexure-II) has submitted basic information as per MoEF
Notification dated 1/12/2009 and also submitted ambient air quality monitoring

results as per MoEF Notification dated 16/11/2009. He has also enclosed a
certificate no. 1481 dated 8/1/2010 issued by Municipal Council, Kharar to the

38.1.4 Application for grant of environmental clearance for its
Township Project namely “Golf Links” Sector-114, Mohali by M/s Ansal Properties & Infrastructure Ltd.
The project proponent M/s Ansal Properties and Infrastructure Ltd.
has applied for environmental clearance for establishment of a Township Project
namely ‘Golf Links’ at Sector-114, Mohali. The project proponent have earlier
obtained environmental clearance from MoEF vide no. 21-510/2007-IA.III dated
29/2/2008 for 168.09 acres. Now, the project proponent has submitted revised
application for an area of 227.30 acres. The project is covered under screening
category 8 (a) of the schedule attached to EIA notification dated 14/9/2006.
The case of the project proponent was considered in 33rd meeting of
State Expert Appraisal Committee held on 28/11/2009. After the detailed
deliberations, the Committee requested the project proponent to submit certain
details / data for considering their case for grant of environmental clearance.
Now, the project proponent vide letter dated 20/1/2010 has
submitted certain details / documents. The status of the documents / details
submitted by the project proponent is as under :-

It is pertinent to mention here that Ministry of Environment & Forests
vide notification no. SO 3067(E) dated 1/12/2009 has substituted certain columns
in basic information of Form-I appended with the EIA Notification No. SO 1533(E)
dated 14/9/2006. The amended columns in basic information are required to be
filled by the project proponent.

38.2.1 Application for environmental clearance for Residential Group
Housing Project namely “Rosewood Green Housing” to be developed by M/s Virat Infra Projects Pvt. Ltd. at Vill. Sadhe Majra, Habitpur Road, Dera Bassi, Distt. Mohali.
Earlier, the application submitted by the project proponent for grant
of environmental clearance for proposed Residential Group Housing Project
namely “Rosewood Green Housing” at Vill. Sadhe Majra, Habitpur Road, Dera
Bassi, Distt. Mohali was refused vide no. 37379 dated 16/11/2009 due to following
reasons :-
1. There is a rice sheller namely M/s Amrit Rice Mills falls at a distance of 290
m against the required distance of 500 m from the proposed site of the
project. As such, the proposed site violates the siting criteria framed by the
Govt. of Punjab for establishment of residential colonies / commercial
establishments etc. vide its notification No.3/6/07/STE(4)/2274 dated, 25th
July, 2008.
2. During 30th meeting of State Expert Appraisal Committee held on
10/10/2009, the Committee noted that a pesticide formulation unit is also
operating in the vicinity of site at a distance of 236 m which may prove
dangerous to the residents of colony. The project proponent has also
concealed the facts in the map of 500 m area from the periphery of site
submitted by it, which is a vital information for consideration of the case for
environmental clearance.
The project proponent has submitted fresh application for grant of
environmental clearance for Residential Group Housing Project namely
“Rosewood Green Housing” to be developed at Vill. Sadhe Majra, Habitpur Road,
Dera Bassi, Distt. Mohali. The project promoter has applied for screening category
8 (a) of the schedule attached to EIA notification dated 14/9/2006.
As per Form-I, Form-IA and EMP submitted by the project proponent
the plot area of the project is 3.92 acres / 1.58922 ha / 15892.2 sqm. and the
builtup area is 44780 sqm. In the complex, there will be 250 flats and the designed
population is 1250.
The water requirement shall be 159 Kl/day. The project proponent
proposed to install sewage treatment plant based on activated sludge process.
After treatment, the treated sewage would be used for gardening and in toilets for

flushing. The remaining treated sewage shall be discharged into sewer. Solid
waste @ 500 Kg/day would be generated. The total energy requirement for the
project is 2122 KW. The project proponent has proposed to install 2 no. D.G. sets
of capacity 750 KVA each as stand-by arrangements.
The other details of the project have been given in the Form 1 & 1-A
(Copy enclosed as Annexure-III) submitted by the promoter and the details of
the proposed project are as under:

38.2.2 Application for obtaining environmental clearance for

The project proponent has submitted application for obtaining
environmental clearance for installation of 7 MW D.G. set in existing grinding unit
premises of Grasim Cement – Bathinda (a unit of M/s Grasim Industries Ltd.),
behind Guru Hargobind Thermal Power Plant at Vill. Lehra Mohabbat, Tehsil
Rampura Phul, Distt. Bathinda.
As per Form-I and pre-feasibility report submitted by the industry,
the brief details of the project are as under :-
• The project is covered under Category-B {at sr. no. 1(d)} of the
Schedule attached to EIA notification dated 14/9/2006.
• The total area of the grinding unit is 40.46 hectare, however, the D.G.
set will be installed in an area of 1 hectare.
• The existing grinding unit as already obtained environmental clearance
from Ministry of Environment & Forests vide dated 5/2/2008 and
enclosed a copy of environmental clearance.
• The total power requirement of the existing cement grinding unit is 7.8
MW. As per project proponent, there is power scarcity in the area due to
which continuous power is not being obtained from PSEB, which results
in loss of production. To combat power crunch in the cement grinding
unit the industry is proposing to install D.G. set of capacity 7 MW to
supply the power to the existing grinding unit.
• The HFO / LOF @ 1.6 Kl/hr. will be used as fuel in the D.G. set. A stack
of 74 m will be installed with the D.G. set.
• The cost of the project is Rs.30 crores.
• The water requirement for the D.G. set cooling is 170 m3/day.
• The other details of the project have been given in the Form 1 and pre-
feasibility report (copy enclosed as Annexure-IV) submitted by the
promoter.

38.2.3 Application for grant of environmental clearance to set up
Common Municipal Solid Waste Management Project comprising of processing plant at Jamsher in Jalandhar and Sanitary Landfill at Hoshiarpur.
The Department of Local Govt. Punjab, has initiated development of
project for scientific management of MSW in the State. For this purpose, the State
has been divided into 7 Regional Clusters viz GMADA / Patiala, Jalandhar,
Ferozepur, Bathinda, Pathankot, Ludhiana and Amritsar.
The integrated MSW management facility for Jalandhar Cluster
comprising of Jalandhar City and 25 other ULBs. For accomplishing the objective,
Department of Local Govt. Punjab has appointed IL&FS to develop and structure
the project, covering all ULBs in the region and obtains all required clearances /
authorizations to fasten the process of the project implementation.
As per Form-I and Pre-feasibility Report (Copy enclosed as
Annexure-V) submitted by the project proponent, the details of CMSWM is as
under :-
• The project is covered at Sr. No. 7(i) of the Schedule appended with EIA
notification dated 14/9/2006.
• The Integrated MSW Management Plant for Jalandhar Cluster shall
comprise of MSW processing facility at Jamsher Village in Jalandhar and
Engineered Sanitary landfill site at Hoshiarpur to dispose off processing
rejects / inerts. The facilities aimed at processing 750 TPD of MSW
generated from 26 ULBs constituting the Jalandhar Cluster.
• The processing facilities located near Jamsher Village occupies approx. 15
acres of land and is 10 Km away from Jalandhar City. The land has been
allocated by Jalandhar for the development of MSW Management System.
• The sanitary landfill site located at Hoshiarpur occupies approx. 25.6 acres
of land and is approx. 47 km from processing site and 4 Km from
Hoshiarpur City. The proposed integrated MSW processing facility would
comprise ;
a) At Jalandhar ;
i) Refuse Derived Fuel (RDF) Plant – 700 TPD
ii) Bio-methanization plant – 50 TPD
iii) Compost / Curing plant – 200 TPD
iv) A power plant of 6 MW (optional)

b) At Hoshiarpur ;
i) Engineered Sanitary Landfill facility
• The expected cost of the project is Rs.130 Crores (inclusive of power plant
component).
• The power requirement is 1200 KW, however, if there is a power plant the
project will be net energy producer. D.G. sets of capacity 250 KVA will be
installed as backup power supply.
• The consumption of the water would be 150 m3/day and the fresh water
demand will be 60 m3/day.
• The effluent treatment plant of capacity 120 m3/day will be designed. The
effluent from the integrated MSW processing plant will be treated before
discharging into a nearby drain / nallah.
• The other details of the project are included in Form 1 and EMP submitted
by the promoter.

The project proponent has applied for grant of environmental
clearance for development of residential colony namely “Pearls City” at Goniana
Road, Bathinda by M/s PACL India Ltd. The plot area of the proposed project is
125.93 acres (50.95 hectares). The expected cost of the project is Rs.100 crore.
The land is a part of residential development as per the local land use plan of
Bathinda. The water consumption for the project will be 1415 Kl/day and will be
sourced through ground water. The 2 no. sewage treatment plants of capacity 600
m3/day each would be installed. The project will generate @ 2.5 MTD of municipal
solid waste. The power requirement in the project is 15 MW and the same will be
sourced through PSEB. The project proponent will provide D.G. sets for power
backup. The project proponent has submitted duly filled columns in basic
information of amended Form-I as notified vide notification no. SO 3067(E) dated
1/12/2009. The project will cover under screening category 8 (a) of the schedule
attached to EIA notification dated 14/9/2006.

submitted by the promoter (Copy enclosed as Annexure-VI) and the brief details
