Organization Description:

Cirrus Consulting promotes and provides digital literacy services by offering program development, design, and

delivery of education and training resources and programs.

Broadband Project Goal:

Create print and digital versions of Train the Trainer Toolkit and implement the Train the Trainer program

statewide.

Broadband Project Activities:

• Identify and meet with advisory group.

• Design and develop full Train the Trainer curriculum materials (7 workbooks) in digital and business digital

literacy.

• Implement Train the Trainer program at 11 sites across geographic and socioeconomic sectors.

• Conduct informal and formal needs assessments and self-efficacy measures for trainers across the state.

• Provide three summary reports and a final report on the Train the Trainer program.

• Provide a grant resources listing for the effective development and deployment of digital literacy in

communities.

Earth Data Analysis Center (EDAC)

Contractor:

Michael Inglis, Associate Director

Organization Description:

Earth Data Analysis Center (EDAC) was established at the University of New Mexico in 1964 to transfer NASA

space-based technology to the private and public sectors. Since then, EDAC has expanded its services to include

remote sensing (1973), image processing (1979), Geographic Information Systems (1983), Global Positioning

System (1990), and cyberinfrastructure and internet applications (1999). The organization provides a complete

suite of geospatial information science and technology services to all users.

Broadband Project Goal:

Provide mapping services, make available a broadband speed testing utility to validate network performance,

and launch a website where users can enter an address and see what broadband service providers and

technologies are available. In addition, analyze socio-economic factors towards broadband adoption and

compile a dataset of anchor institutions to support adoption.

Broadband Project Activities:

• Collect, process, verify/validate, analyze, and format NM Internet Service Provider data for semi-annual

submittal to the National Telecommunications and Information Administration (NTIA).

round and include in the NTIA submittal.

• Develop, host, maintain, and update the NMBB web map, www.nmbbmapping.org.

• Develop, host, maintain, and update the NMBB Community Anchor Site Assessment (NMBB CASA) web map

and crowdsourcing/editing application, www.nmbbmapping.org/bbcrowd.

• Host, maintain, and process results from the NMBB Speed Test application.

• Develop, host, maintain, and update the NM Wildfire Watch Web map, www.nmwatch.org.

• Develop and host a broadband infrastructure web map for the Navajo Nation.

• Develop, host, maintain, and update the NMBB Digital Literacy Resources (DLR; public Internet access and

training resources) web map, www.nmbbmapping.org/dlr.

• Collaborate with the NM Taxation and Revenue Department (NMTRD) to develop, test, and implement the

Parcel UPC (Universal Property Code) Geolocator.

• Support NM, NTIA, regional and national meetings and webinars, including documentation of user guides

and tutorials, press releases, and presentations.

• Support NM Department of Information Technology (NM DoIT) broadband web content, including County

Focus Maps and Statistics and Statewide Maps, as well as database, data set, and software product

characterization and analysis.

• Support NM Resource Geographic Information System (NM RGIS), NMGeospatial Advisory Committee (NM

GAC), and NM Mapping Advisory Committee.

Bureau of Business & Economic Research (BBER)

Organization Description:

BBER conducts socioeconomic research and disseminates demographic and economic data in support of public

and private organizations in New Mexico.

Broadband Project Goal:

Provide an economic and demographic analysis of household internet access and use in New Mexico, offering

policy recommendations to enhance household internet access, and developing an inventory of digital literacy

resources.

Broadband Project Activities:

• Design and oversee the administration of a statewide survey of 1,000 households regarding broadband

subscription, internet access, and use.

• Conduct survey-based descriptive and econometric analyses of the economic, social, and demographic

determinants of broadband subscription and internet access and use.

• Provide strategic recommendations to increase household broadband subscription and support

economically and socially productive broadband usage in the state.

CTC Technology and Energy (CTC)

Organization Description:

Since 1983, CTC has designed networks, integrated emerging technologies with legacy environments, and

performed engineering, feasibility analysis, financial planning, and implementation oversight for communities

worldwide.

Broadband Project Goal:

Facilitate two integrated broadband regional pilot programs to demonstrate the potential for ongoing

broadband planning efforts by the state, and prepare an integrated statewide broadband strategic plan.

Broadband Project Activities:

• Identify two pilot regions for broadband planning implementation.

• Provide planning and technical assistance for pilot regions, including supply and demand assessment, gap

and opportunity analysis, technology plan, and strategic and business plans.

• Implement planning strategy with identified private partners (through RFI/RFP process), grants, and/or

other funding mechanisms.

• Prepare statewide broadband strategic plan for future broadband development based on pilot results and

project-specific reports.

New Mexico Technet, Inc.

Contractor:

Organization Description:

NM Technet promotes economic growth and supports education through the innovative use of technology

based applications, provided by New Mexico Technet or through joint venture initiatives.

Broadband Project Goal:

Provide a report on broadband uses, needs, and emerging uses, barriers to delivery, and potential solutions for

the support of educational organizations as part of the Statewide Broadband Strategic Plan

Broadband Project Activities:

• Identify and meet with broadband working group.

• Design survey and develop list of current and potential users.

• Conduct survey.

• Collect indepth information from selected sample of school districts, colleges, universitie, and educational

organizations.

Provide a report on broadband uses, needs, and emerging uses, barriers to delivery, and potential solutions for

the provision of healthcare services as part of the Statewide Broadband Strategic Plan.

Broadband Project Activities:

• Identify and meet with broadband working group.

• Conduct survey.

Organization Description:

NMF is a nonprofit, nonpartisan organization that engages people in issues facing their state or community

through unique town halls and forums that result in policy recommendations for policymakers and the public.

The organization also produces nonpartisan public policy reports on critical issues such as water, energy,

healthcare, education, and economic development which can be downloaded at www.nmfirst.org .

Broadband Project Goal:

Create and coordinate an objective process to explore, integrate, and document key issues in support of the NM

Broadband Strategic Planning process

Broadband Project Activities:

• Ensure continuity of process is aligned to Statewide Broadband Summit and other recent broadband

proceedings.

• Identify, recruit, and orient broadband working group members.

• Coordinate and document the results of a series of broadband working group meetings.

• Design and distribute broadband survey.

• Coordinate the collection, integration, and documentation of information and research about broadband

requirements for the education, healthcare, and economic development sectors.

• Coordinate with CTC Technology and Energy Corporation to ensure the working group documentation can

be easily incorporated into the overall statewide broadband strategic plan.

• Produce a series of executive briefs and fact sheets that will inform decision makers regarding the

requirements necessary to enhance broadband adoption in NM.
