Rolando Regino became the Director of Open Campus on July 1, 2016 after serving as Distance Education Coordinator at Victor Valley College (VVC) for nearly six years. He was also Dean of Instruction at VVC and has had a long and successful community college career as a faculty member and administrator for over 30 years in the California system. D r. Regino started his California Community College career as an ESL instructor in the Rancho Santiago Community Col- lege District and has since been at the Los Angeles Community College District, North Or- ange County Community College District, RCCD, Mt. San Jacinto College and recently at Victor Valley College in various roles such as adjunct and full -time faculty, program director, Dean of CTE, Dean of STEM, Dean of Instruction, and DE Coordinator. He started at RCCD in 1997 as an adjunct instructor and had several full -time temporary teaching assignments before leaving in 2011. S ince 2001, Dr. Regino has taught and designed online, hybrid, and web-enhanced cours- es and has given workshops, seminars, webinars, and various trainings for faculty who teach or desire to teach in distance education. He has also taught in and is familiar with a number of learning management systems including: Blackboard, WebCT, eCollege, Angel, Moodle, Edvance360, and Canvas. His doctoral studies focused on faculty professional de- velopment in distance education, and he is C.O.A.T. certified from MarylandOnline.org. Dr. Regino returns to RCCD as Director of Open Campus after leading VVC as one of the pilot colleges in the California State OEI (Online Education Initiative). I n addition to his achievements in Distance Education, Dr. Regi- no is a linguist who speaks Hebrew, Chinese, French, and Spanish. Besides establishing an English language institute in Taipei, Taiwan, he has studied Middle Eastern history, politics, religions, and languages at the Hebrew University in Jerusalem. He has also published several translations into Hebrew from Eng- lish. Dr. Regino holds a Bachelor of Arts degree in English, a Master of Arts degree in Linguistics with a TESOL certificate, and a Ph.D. in Education with a certificate in online teaching. Meet the New Director of Open Campus

D r. Rolando Regino became the Director of Open Campus on

July 1, 2016 after serving as Distance Education Coordinator

at Victor Valley College (VVC) for nearly six years. He was also

Dean of Instruction at VVC and has had a long and successful

community college career as a faculty member and administrator

for over 30 years in the California system.

D r. Regino started his California Community College career as

an ESL instructor in the Rancho Santiago Community Col-

lege District and has since been at the Los Angeles Community College District, North Or-

ange County Community College District, RCCD, Mt. San Jacinto College and recently at

Victor Valley College in various roles such as adjunct and full-time faculty, program director,

Dean of CTE, Dean of STEM, Dean of Instruction, and DE Coordinator. He started at RCCD

components of tutoring and student readiness, the full launch model of distance education will include a course

exchange where college students from the pilot schools will be able to choose from an array of select online

courses being offered within the pilot colleges’ curriculum so that no matter from where the student originates

(his or her “home” campus), that student can access those courses at the other community colleges without

having to reregister or go through individual college’s registration processes, as is currently being experienced

by students in the present system.

T he brain-child of California legislators in 2013, the OEI was borne out of discussions to address the waning

completions of college and university degrees by students in California mainly due to the lack of available

courses within the 113-community college system. This led to building a new system of online curriculum that

could be managed under one LMS (learning management system) using a

design rubric and standards to peer review quality online courses

and make them available to students anywhere in California re-

gardless of geographic loca- tion. Such a system has a single en-

try point (portal) for student access which could unite the vast

menu of qualified online courses within the California Community Colleg-

es and makes them available to students through connected registration processes. The system supports quali-

ty online curriculum using an LMS that includes learner readiness, tutoring and counseling services, open edu-

cational resources, proctoring services, and other assets all aimed at providing students and faculty with as

many tools and resources needed for success.

A s the OEI continues to develop its efforts among the community colleges in California, their goal has always

been “to ensure that significantly more students are able to complete their educational goals by increasing

both access to and success in high-quality online courses.” That is why Hans Johnson of the PPIC (Public Poli-

cy Institute of California) says, “The California Community Colleges are at the forefront of online education in

California, more so than any other segment of higher education in the state.” More and more colleges in Califor-

nia are supporting the OEI’s efforts to improve student success.

Trends in Learning: Student-Driven Personalized learning

I n an article I recently read, the author suggested that personalized

learning is student-driven and that contemporary models of suc-

cessful learning put students more in control of not only when they

learn (i.e. online and hybrid courses) but also how they learn. How

they learn can be accomplished through a variety of means such as

discussions and collaboration, creating their own content in the pro-

cess. The author might just have a point here.

T oday’s social media suggests that this is just the case, as popular

sites such as Facebook, Pinterest, Twitter, etc. are popularized

by the ability for user-driven content. Innovative technology develop-

ment has also given us the “Go-Pro,” VR Tech, and dual-pixel

smartphone DSLR quality low light technology which makes it even

easier for innovators to create their own media masterpieces in quality digital format. Even more so, YouTube

has spawned a myriad of original videos by authors trying to entertain, explain, demonstrate, satirize, or record

distinctive events that can truly capture the viewer’s attention. If you can create it, they will come and can give

you the “15 minutes of fame” that you crave. Just ask Soulja Boy, Rebecca Black, and Jenna Mourey

(Marbles). If you’re not familiar with these names, you probably haven’t been a regular on YouTube. Even Jus-

tin Bieber got his start as a pre-teen there.

B ut what does that mean for us educators? Again,

the author suggests that given the ownership of

mobile devices with web access, phone apps that al-

low for content creation and collaboration, and mes-

saging apps which have the potential of communica-

tion hubs, we should develop “student-generated” con-

tent to our courses. For example, students in an anat-

omy class developed their own lab manual based up-

on actual specimens given to them that needed to be

dissected. Identification and dissection of body parts

by students was more successful. Others in a foreign

language class utilized a mobile messaging app in

which information was shared like announcements and reminders to complete assignments. Speaking in the

target language was practiced in which students recorded their own voice messages, and a chat room was de-

veloped for peer support and fun. Chat groups were eventually connected and formed by institution and then

connected to larger city chat groups and was expanded to even larger groups. In these cases, student-created

content was the key to better learning.

I n a day where modern communication technology favors control of the user, there are multiple ways in which

instructors can help students create the very content of the course that they (students) need in order to suc-

ceed. This requires, however, for teachers themselves to explore the range of applications that modern commu-

nication technology has for the classroom.

plines.

D id you know that we’re retiring our streaming servers? After over 10 years of service, the

web browser plugin required to view the audio & video streamed by our servers is simply not

supported anymore. The good news is that our many years of experience streaming online video & audio have al-

lowed us to provide a replacement that delivers the features faculty want most. The new platform is Kaltura and the

features available to you include:

Universal web browser & mobile device support

Ability to upload and manage your own media, or record directly from a webcam

Everything works within Blackboard (no additional login required)

Use the same media with multiple courses and even share media with your colleagues

Caption your own media

Create presentations with synchronized video, audio, and pictures

All media is stored “in the cloud” and does not impact your course’s size. Kaltura basically provides a“private

YouTube”for your course media.

If you’re currently using media on our old streaming servers, we will continue operating our streaming servers for the

remainder of this academic year, so you’ll have plenty of time to transition your media to Kaltura. Nevertheless,

please have your media transitioned to Kaltura by the end of the Fall semester.

C anva is an online graphic design platform that will allow you to create atten-

tion grabbing graphics by customizing any of its professionally designed

templates to use in your Distance Ed or Web Enhanced class. From creat-

ing banners that communicate goals and learning objectives to incorpo-

rating those fun unique pictures from your cell phone that can be a

“teachable” moment, Canva will prove to be true to its motto: “Amazingly

Simple Graphic Design for Everyone!”

C reated for users to have the ability to make graphics for their Face-

book, Twitter, or Instagram more interesting. You can now take those

“Social Media” queues into the world of “EduMedia”.

A ccessing Canva is as easy as having Facebook or a Google Mail ac-

count. If you don’t have either of those, just sign up with an existing

email account.

S calability over different mobile devices is very easy. Canva can be

used on any mobile device. Your mobile devices browser will point

you to the app if you search for “Canva.com”. Or you can go to the App

Store or Google Play to download it.

A ll of this is free, but if you want more, you can always pay for more

and upgrade. You have a 30-day trial period once you upgrade, but

after that, it’s $9.95 per month if paid annually, or $12.95 per month if paid

monthly.

Hello everyone, and thanks for reading our first edition of RCCD Distance Education. The pur-

pose of this bi-monthly newsletter is to keep our district informed regarding various issues within

our district, at the state level, and within the field of distance education in general. We hope to

keep “Trends in Learning,” “Tool Teasers,” and “Fun Corner” as regular columns. Please give us

your comments. We will also update you with the latest on training opportunities within and out-

side the district. In addition, we hope to print article submissions from our readers and to high-

light faculty and DE activities around the district which are making a significant contribution to the

field of DE, so please do not hesitate to contact us if you have any ideas for future article submis-
