WILL PURELY COMMERCIAL MODELS GUARANTEE A DIVERSE AND FREE PRESS IN SCOTLAND? NO.
DO WE REGARD A DIVERSE AND FREE PRESS AS NECESSARY TO THE FUNCTIONING OF DEMOCRACY? YES.
IS AN VOLUNTEER ARMY OF CITIZEN BLOGGERS GOING TO FILL THE GAP? NOT ON THEIR OWN. BUT...

LIKE EDUCATION, OR HEALTH, OR THE ARTS, SHOULD WE REGARD JOURNALISM AS “A PUBLIC GOOD”?
IF SO, DOES JOURNALISM “NEED AN INSTITUTIONAL STRUCTURE THAT COMPORTS WITH ITS NATURE AS A PUBLIC GOOD”(ROBERT MCCHESNEY)
STRUCTURE HAS TO BE MORE PLURALTHAN A BBC OR ITN...BUT UNDER OPEN WEB, HOW? WHAT?

CITIZENSHIP NEWS VOUCHERS (MCCHESNEY)
PUBLIC/DELIBERATIVE FUND FOR JOURNALISM (HIND)
TAX BREAKS FOR NEWS FOUNDATIONS/NON-PROFITS
DIRECT PUBLICATION SUBSIDY (LIKE FRANCE, SCANDINAVIA)
WHAT COULD A SCOTTISH STATE DO?
McCluskey Report not best precedent for Scottish media regulation...But we should investigate existing practice/poss schemes. A “Media Commission” after a YES vote

Always an advert for this, also

COULD AN “SBC” PART-ENABLE AN “SBO” - “SCOTTISH BOX OFFICE”?
We have enough writing/dramatic/production talent...Here, or in the diaspora...Shouldn’t an English-language speaking nation be hugely ambitious about what it could produce?

HOW SHOULD AN INDY SCOTTISH STATE SUPPORT TELLING OUR STORY TO THE WORLD?INDRA ADNAN: NATION-BRAND AND SOFT POWER BEST EXECUTED BY COUNTRY BEING INTENSELY, AUTHENTICALLY ITSELF - NOT PROPAGANDISING
More stories about the sharp edges of Scottish power, money, inequality, legacy in
the world - not less, or “softer”Monday, 8 April 13

“GRAND THEFT AUTO 5 (MADE IN LEITH) WILL BE LARGEST ENTERTAINMENT LAUNCH IN HISTORY” (Brian Baglow, #csopen)BUT it’s “The art of making bullet holes”...Could a Scottish indy state “pick a winner” around “convergence” between games and other art forms/media? Like Euro film foundations of 70’s/80‘s? Or MIT Media Lab 80’s/90’s? Not just doing an “us-too”, but creating new genres?

Maybe impending Scottish State should be LESS ambitious - or at
least more wait-and-see - about the nature of
copyright and IP under independence...
“The migration of cultural content online goes on unabated.... The battle over IP rights, monetisation of the net and the tension between content creators and distributors is what consumes the creative hub of London. Scotland has to get engaged in this debate and we must stake our place in the ever shifting sands of this new environment” Pete Wishart, SNP MP

Open web has civic, democratic and collective benefits we must defend...NOT structured to be a marketplace (ARPA/Berners-Lee/hacker-built). But WILL support certain kinds of of business (eg, Kiltr as Scottish platform, or live/net events - use ubiquity to lead to scarcity)

Media Under Indy/PatKaneMEDIA ECOLOGY OR MURDOCHLAND? “IP” POST-INDY
Indy Scot should adopt “media ecology” model - there can be different environments, values,
ways of doing things - does not need to be “one micropayment IP regime to rule them all”
Convenient, functional, pleasurable apps/services & consumer digital devices are where rights-revenue is
