1. TITLE OF THE FRAMEWORK SERVICE CONTRACT Media monitoring and analysis for the European Research Council Executive Agency (ERCEA). 2. CONTEXT AND PURPOSE 2.1. Context 2.1.1. The European Research Council (ERC) – a short background The ERC is the first pan-European funding body set up to support investigator-driven frontier research and was launched 2 February 2007. The ERC complements other funding activities in Europe such as those of the national research funding agencies, and is a flagship component of the 'Ideas' Specific Programme of the European Union's Seventh Research Framework Programme (FP7). The aim of the ERC is to fund the best ideas and most excellent researchers worldwide to perform their research project in Europe (EU Member States and associated countries). More information can be found on the ERC website: http://erc.europa.eu/ 2.1.2. Communication mission The ERC Executive Agency (ERCEA) implements the ERC strategy as set by the ERC's Scientific Council and is in charge of the day to day grant administration.

The Unit A2 is responsible for communication.

Its main tasks consist of: - raising awareness on the ERC funding opportunities and mechanisms to attract the very

best established researchers or up-and-coming research talent to apply for ERC grant funding

- showcasing ERC achievements, including the wider benefits and impact of the ERC, such as on the European Research Area, or on Europe's competitiveness, growth and jobs creation

- informing on ERC-funded research/highlight success stories, striking projects, grantees and cutting-edge scientific achievements

- increasing the international visibility of the ERC - informing on positions and strategies of the ERC Scientific Council on any subject that

impacts the activities of the ERC. 2.2. Purpose This framework service contract is to provide the ERCEA with media monitoring and analysis in one, some or all of the EU Member States as well as in third countries. These services will contribute to a continuous feed-back and learning for the ERCEA on its strategy. It will also enable the ERCEA to react in a timely manner to media reports and publish statements when needed.

3. SUBJECT OF THE FRAMEWORK SERVICE CONTRACT The services requested through this framework service contract include: - monitoring of ERC coverage in different media (print, audiovisual, online and social

media) in the EU and in third countries - general and specific media analysis reports on the basis of the information collected

through the media monitoring. 3.1. Media monitoring services 3.1.1. Media covered Countries The contractor could be requested to undertake media monitoring in one, some or all of the EU Member States as well as in third countries. Languages The contractor could be requested to monitor media in all EU official languages as well as in the languages of selected third countries. Types - Print: The contractor could be requested to monitor the mainstream newspapers and news

magazines of each selected country as well as international/pan-European papers (e.g. European Voice) and some specialised magazines (e.g. Nature, Science and The Scientist).

- Online: The contractor could be requested to monitor the websites of the mainstream print and audiovisual media in each selected country as well as international/pan-European information websites (e.g. euobserver.com) and specialised sources (scientific websites).

- Social media: The contractor may also be requested to monitor social networks and blogs. - Audiovisual: The contractor could be requested to monitor two of the main TV channels

and two of the main radio channels of each selected country as well as international/pan-European channels (e.g. Euronews, France 24, CNN, BBC World, Al Jazeera).

Keywords Keywords for research would include the "European Research Council" as well as at least 9 other keywords (e.g. name of the ERC President). They need to be translated into the languages of the selected countries. The contractor could be requested to update and adjust the necessary keywords in consultation with the ERCEA. Translations, summaries and transcripts The contractor could be requested to translate the headline title of a media item into English and to provide a short summary (approximately 100 words) of a media item in English. These summaries shall be a true summary of the articles and not paraphrase the articles. Use of quotes within the summaries should comply with copyright legislation and case law. In specific cases, the contractor could also be able to translate a whole article (approximately 1000 words) or to provide an audiovisual transcript (3 min) in English within a short deadline (1 working day). For information only, the number of media items about the ERC collected in 2011 amounted to around 2000. Print media from the following countries were covered: Spain, Belgium,

Greece, The Netherlands, Sweden, Austria, UK, France, Germany, Italy, Poland and Hungary (some items from other countries were also provided through the Factiva system). Worldwide web sources were also covered. This information is an estimation based on past experience and do not represent any commitment from the ERCEA for the future. 3.1.2. Daily email alerts Timing An email alert will be sent each working day to the ERCEA staff presenting the media items1 of the last 24 hours. This alert should be sent at 10:30 AM at the latest. Monday service must include the monitoring of weekend media. The contractor could be requested to send a second alert between 3:00 and 4:00 PM. This second edition should include media items on news that came out since the morning edition. Layout The email alert should present the media items in two categories: - International/pan-European media - National media Media items should be classified in reversed chronological order (most recent first) in the International/pan-European media category. Media items should be classified per country (in alphabetical order) in the National media category. Within each country section, the media should be classified per reversed chronological order. The layout will be easy to read. Information relating to media items - Print: The email alert should include the title of the media item as well as the name of the

source, the circulation, the page number, the country, the visibility (presence of a photo relating to the article), the copyright notice and any other useful information. A link to the article should be added (link to the website of the newspaper or link opening an electronic document available on the edatabase – see infra – in this case, a password could be necessary to access the edatabase).

- Online and social media: The email alert should include the title of the media item as well as the name of the source, the average number of visitors per day of the website/blog, the country, the copyright notice and any other useful information. A link to the website/blog should be included.

- Audiovisual: The email alert should include the title of the media item as well as the name of the source (media + programme), the number of viewers or listeners (at least an average estimation), the duration of the programme, the copyright notice and any other useful information (for example the time codes of the part of the programme dealing with the ERC). A link to the programme should be included (if the programme is not available anymore, a short summary could be provided).

3.1.3. Edatabase The contractor will provide an electronic database system/platform allowing the ERCEA staff to access all the media items mentioned in the email alerts. This system should be user-friendly and offer different tools (research per keyword/per country/during a specific period/possibility to create graphs etc.). The media items provided by the contractor will be used by the ERCEA for internal use only and the access to these items via the edatabase will be given to one or several users (up to 5) who are part of the ERCEA staff. In exceptional cases, a few copies of media items might be distributed (electronic and print versions) to some other members of the ERCEA staff (e.g. the Director of the ERCEA), the ERC Scientific Council and the ERC Secretary General and some members of the European Commission (e.g. the Head of the communication unit of the Research and Innovation DG and the Spokesperson for Research, Innovation and Science). As an integral part of the services above, the contractor will provide the ERCEA with the names, phone numbers and email addresses of several contact persons available to help in case of questions or technical problems with the delivery and availability of services. 3.2. Media analysis reports The different reports provided by the contractor should help to: - undertake evidence-based, impartial and accurate media analysis of how the ERC is

perceived in the media and by different target audiences in EU Member States, as well as in a range of third countries;

- provide in-depth analysis of the findings and identify the lessons learned, focusing in particular on how to integrate and respond to these lessons to help the ERCEA in its communication with media, specific stakeholders and citizens in general;

- identify the key media (journalists, publishers and other news drivers) that have the most influence on views and opinions about research issues, so as to better target the ERCEA’s communication activities and better define risks and opportunities in the media landscape.

The analysis will be based on the media items collected through the media monitoring. The analysis requested should focus on different aspects such as reputation of the ERC, media performance of a specific information campaign or the media reaction to a declaration of the ERC leadership. Countries The contractor may be requested to undertake media analysis in the EU Member States as well as in a selected range of third countries (cf. 3.1. Media monitoring services). Languages Media data should always be analysed in the original language by native speakers of that language with good knowledge of the political culture of the country whose media they analyse. This is particularly important in order to ensure correct coding. The contractor may be requested to undertake analysis of the media in any of the EU languages and may also be asked to analyse the media in several of the important third country languages (e.g. Arabic, Chinese, Russian, etc).

Media types The different media types to be covered are the print media, the online media as well as social media and audiovisual media if requested (cf. 3.1. Media monitoring services). Period covered The media analysis can be requested to cover any length of time. Parameters The analysis will at least use the following parameters:

(a) Quantitative parameters - Volume (the number of items mentioning the ERC2) - Frequency (frequency with which the ERC appears in one or several sources over time) - Country - Source - Media type (print media, online media, audiovisual and social media) - Geographical outreach (international, national, regional and local media) - Persons covered and their visibility (the ERC President, grantees, etc.) - The take up and use of quotes and extracts from ERC press releases and speeches. (b) Qualitative parameters - Content of coverage, which issues were taken up, which were ignored - Tonal analysis (positive, negative or neutral) - Trends over time and what key changes can be observed - News drivers (who makes the news – the ERC President, grantees, others) - Identification of opinion leaders (journalists, personalities, researchers, bloggers, think tanks, etc.) (c) Composite indicators The analysis may use any number of composite indicators, which may evolve over time, combining several basic indicators into an index that will give a quick and easily accessible summary of the ERC's media performance and/or impact, for instance: - Reputation - Audience impact - Advertising Value Equivalency (AVE) The composite indicators can vary for each analysis. The contractor can be asked to propose composite indicators.

There will be two types of reports: - (a) a specific report is a short report covering an "event3" of short duration - up to one

week. It gives a quick summary of the main findings illustrated with key statistics and graphs produced at the latest one week after the end of the event it is supposed to analyse. The specific report (approximately 5-7 pages) will include a one-page executive summary and at least 3 graph. It will also list the different media items taken as a basis, highlighting the most important ones.

- (b) a general report tracks the coverage of the ERC over a longer period of time (between 3 months and one year). Deadlines will be defined in the specific order forms. The report

(approximately 10-15 pages) will include a one-page executive summary, at least 5 graphs and a concluding chapter. This chapter should elaborate on the lessons learned and put forward suggestions on how to implement them in order to improve communication with the media. The concluding chapter including the sections setting out the lessons learned must be prepared by senior experts. The report will also list the different media items taken as a basis, highlighting the most important ones.

Reports will be delivered in an electronic version. Language Reports will be presented in English. Upon request they may also have to be provided in French and/or German. 3.3. Additional media services that might be requested - Assistance in defining a representative list of media sources based on an in-depth understanding of the media landscape, audience reach, and overall media significance of the different sources at international, national, regional and local level, and other kind of related services. 3.4. Timing and meetings The tasks will be performed in the contractor’s premises. However, meetings between the contractor and the ERCEA may be held in ERCEA's premises in Brussels. The services requested under this framework service contract must be operational at the latest on 1 September 2012. The contractor is requested to set up and test all operations before this date, in particular to meet the requirements set out under points 3 and 4. The set-up and testing will include consultation with ERCEA services and testing of all the products and services to be delivered. 4. COPYRIGHTS AND INTELLECTUAL PROPERTY Compliance with copyright law and other intellectual property legislation is of utmost importance for the ERCEA. When providing the services, the contractor has to ensure compliance with the applicable copyright and other intellectual property legislation (see draft framework service contract I.9. Use of the results). 5. TECHNICAL TENDER Tenderers should start their offer with a general presentation of the tenderer, and explain their understanding of the services requested. The technical tender should further provide details of how the tenderer intends to perform the tasks covered by the framework service contract, in compliance with all the requirements stated in point 3 and 4 of the tender specifications. Special attention should be paid to the wording and presentation.

5.1. Quality and efficiency of the services 5.1.1. Media monitoring services - Tenderers must describe how their knowledge, proposed methodology and tools will

result in the media monitoring services and reporting as requested in point 3.1. of the tender specifications.

- Tenderers must explain how they organize their work in order to conduct monitoring in a wide range of countries.

- Tenderers must describe how they will set up and test the services to ensure the delivery of all the services requested within the given deadlines.

- Tenderers must describe how they will identify the relevant media types and sources to be monitored ("media mapping"), ensuring that the monitoring takes into account a reliable sample of media coverage in each country.

- Tenderers must suggest a package of international/pan-European media to be covered and a package of scientific media to be covered. They must explain their selection and give the price for each package's coverage on a daily basis in the Annex 1.

5.1.2. Media analysis reports - Tenderers should describe how they, from the larger sample of potentially relevant items,

will identify the most important items for in depth analysis and indicate the use of computer and/or human based analysis.

- Tenderers should show how they intend to extract the lessons learned from the media analysis undertaken, and to provide strategic advice and recommendations on how to improve the ERC's press activities.

- Tenderers should give examples of how they intend to visually present their findings. 5.2. Quality of the case study - As a case study, tenderers must provide a media review and analysis as described in Annex 4. 5.3. Quality of the human resources and management - Tenderers must describe the composition and set-up of the team, the roles and associated

profiles of the team members, clearly indicating the role allocated to senior expertise in the team.

- Tenderers must describe the quality control that they will put in place. The contractor must guarantee full quality control of all services provided in accordance with the requirements set out in this call for tenders throughout the duration of the framework service contract. The proposed quality assurance plan must specify, among other things:

o the procedures the tenderer intends to apply to ensure the quality of the services provided;

o the procedure for updating and integrating improvements as regards method and use of technology to ensure that the services provided are always on a par with the latest state of the art services.

6. PARTICIPATION IN THE CALL FOR TENDERS This tender is not covered by the Government Procurement Agreement (GPA) under the WTO Agreement. Participation in tendering procedures is open on equal terms to all natural and legal persons. 7. VARIANTS No variants are permitted. 8. SIZE OF THE FRAMEWORK SERVICE CONTRACT The maximum total budget for the framework service contract will be maximum 400 000 € over a period of four years. The ERCEA reserves the right to cancel the framework service contract with the contractor if the services are deemed to be of insufficient quality. 9. CONTRACTUAL FRAMEWORK The contracting authority is the European Research Council Executive Agency (ERCEA). The services described above will be the subject of a framework service contract specifying agreed unit prices for each work item or activity covered. The framework service contract will lay down the legal, financial, administrative and technical conditions applicable throughout its period of validity. The tenderer's offer, as well as the standard price tables for the services covered by the framework service contract will form an integral part of the framework service contract, as well these specifications. These specifications are therefore part of the contractual obligations with which the contractor must comply. The specifications shall take precedence over the tender. The signature of the framework service contract imposes no obligation on the ERCEA to purchase. It does not give the contractor exclusive rights regarding the services covered by the framework service contract. In any event, the ERCEA reserves the right, at any time during the validity of the framework service contract, to cease placing orders, without the contractor having any right to compensation. The contractor will work on its own responsibility and does not represent the ERCEA. The contractors’staff works under the instructions of the contractor. 10. GROUPINGS AND SUBCONTRACTING Groups of service providers may apply, and subcontracting is permitted. In this case, the tenderer must mention this clearly in the offer. Tenders may be submitted by groupings of service providers/suppliers, who will not be required to adopt a particular legal form prior to the Contract being awarded, but may be required to do so after the award. However, a group

of companies must nominate one party to be responsible for the receipt and processing of payments for members of the group, for the service administration, and for coordination. Special attention will be paid to the approach proposed by contractors for managing their subcontractors and ensuring high quality services. Tenderers will be required to indicate the kind of work which they plan to subcontract and the name of any companies to which they intend to subcontract part of the work. This must be identified through supporting documents (written undertakings of the subcontractors). The tenderer, if awarded the framework service contract, shall become the sole contractor and shall assume full liability toward the ERCEA for the performance of the framework service contract as a whole. Subcontracting during performance of the framework service contract is permitted only with the prior written consent of the ERCEA. The contractor remains solely liable for proper performance of the framework service contract. If a subcontractor does not comply with the requirements, the contractor should take the necessary action to redress the situation. In case compliance with the necessary quality cannot be met, the participation of this subcontractor will have to be suspended and the contractor should propose an alternative and equivalent solution. 11. PAYMENT METHODS Except where the order form states otherwise, provisions related to payment are laid down in the draft framework service contract (art. I.4) 12. PRICES The prices must be quoted in Euros, using the price tables in Annex 1 and taking into account the provision of draft framework service contract. If prices contain decimals, only a maximum of 2 decimal places is allowed. Prices must be presented in such a way that all tenders are directly and fully comparable to each other. Hence it is obligatory that the price tables in Annex 1 be filled in by the tenderer in exactly the same format as given. Prices shall be all-inclusive and must take into account the subscriptions to relevant newspapers, publications, media and information sources, the costs of telephone/Internet connection, office costs, and any other cost related to the performance of the framework service contract. For copyrighted materials originating from third parties, the prices shall include the copyright cost related to all licence fees in relation to the transmission of one copy of each media item to the ERCEA via the edatabase. For copyrighted materials created by the contractor, the prices shall include the assignment of all intellectual property rights to the ERCEA.

Prices should be quoted free of all duties, taxes and other charges, i.e. also free of VAT, as the EU is exempt from such charges in the EU under Articles 3 and 4 of the Protocol on the Privileges and Immunities of the European Union. Prices must be firm and not subject to revision for the first year of performance of the framework service contract. From the beginning of the second year of duration of the framework service contract, 80% of each price may be revised upwards or downwards when such revision is requested by one of the contracting parties by registered letter no later than three months before the anniversary of the date on which it was signed. This revision shall be determined by the harmonised Monetary Union Index of Consumer Prices (MUICP) published by the Publications Office of the European Union in the Eurostat monthly bulletin at http://www.ec.europa.eu/eurostat/. For tenderers in countries which are not part of the euro zone, the prices being quoted in Euro may not be revised in line with exchange rate movements. 13. SUBMISSION OF TENDERS Submission of a tender implies that the tenderer accepts all the terms and conditions set out in the invitation letter, in these specifications (including the annexes) and in the draft framework service contract and waives all other terms of business. Submission of a tender binds the tenderer to whom the framework service contract is awarded during performance of the framework service contract and the order form. The following must be taken into consideration when completing the price tables (Annex 1): - The price tables must include the name of the firm and each page must be duly completed and signed by one of the duly authorised representatives of the company. No amendments to the price schedule will be permitted and a full reply must be given to each question. - Any omission or amendment to the original price schedule will cause the offer to be considered null and void. Once the ERCEA has accepted the tender, it shall become its property and shall be treated confidentially. Please pay attention to the fact, that the tender shall be signed by a person or persons who is/are entitled to represent the contractor in accordance with its articles of association and/or extract from the commercial register, or by a person(s) who received power of attorney to do so from (a) person(s) who is/are mentioned in those documents. The same rule is applicable to the person(s) designated to sign the framework service contract. All costs incurred for the participation and the submission of the tender are to be borne by the tenderer and will not be reimbursed. 14. EXCLUSION CRITERIA Tenderers must prove that they are not in one of the situations giving rise to exclusion as described below, by providing the following information, evidence and documents with their offer. Tenderers who do not meet the exclusion criteria will not be considered. Tenderers who do not provide the documents required will be excluded. 14.1. Exclusion from participation Tenderers will be excluded from participation in a procurement procedure if:

a) they are bankrupt or being wound up, are having their affairs administered by the courts, have entered into an arrangement with creditors, have suspended business activities, are the subject of proceedings concerning these matters, or are in any analogous situation arising from a similar procedure provided for in national legislation or regulations; b) they have been convicted of an offence concerning their professional integrity by a judgment which has the force of res judicata; c) they have been guilty of grave professional misconduct proven by any means which the awarding authority can justify; d) they have not fulfilled their obligations relating to the payment of social security contributions or the payment of taxes in accordance with the legal provisions of the country in which they are established, or with those of the country of the awarding authority, or with those of the country where the contract is to be performed; e) they have been the subject of a judgment which has the force of res judicata for fraud, corruption, involvement in a criminal organisation or any other illegal activity detrimental to the Union's financial interests; f) they are currently subject of the administrative penalty for being guilty of misrepresentation in supplying the information required by the contracting authority as a condition of participation in the procurement procedure or of having failed to supply this information, or for having been declared to be in serious breach of their obligations under a contract covered by the budget.

14.2. Exclusion from award of framework service contract No contracts will be awarded to tenderers who, during the procurement procedure:

a. are subject to a conflict of interests.

The ERCEA must ensure that, on the date on which the tender is submitted, no tenderer is subject to a conflict of interests; such conflict of interests could arise, in particular, as a result of economic interests, political or national affinity, family or emotional ties, or any other relevant connection or shared interest. The ERCEA reserves the right to assess whether a conflict of interest exists. The ERCEA reserves the right to judge whether such a conflict of interests exists. Tenderers are also asked to declare: - that they have not made and will not make any offer of any type whatsoever from which

an advantage can be derived under the framework service contract;

- that they have not granted, sought, attempted to obtain or accepted any advantage, financial or in kind, to or from any party whatsoever, constituting an illegal practice or involving corruption, either directly or indirectly, as an incentive or reward relating to award of the framework service contract;

- that they will inform the contracting authority without delay of any situation constituting a conflict of interests or which could give rise to a conflict of interests.

b. are guilty of misrepresentation in supplying the information required by the awarding authority as a condition for participation in the procurement procedure, or fail to supply this information.

Evidence Tenderers must provide a declaration on their honour, duly signed and dated, stating that they are not in one of the situations referred to above, using the form provided in Annex 2. The ERCEA reserves the right to check the information provided by tenderers. 14.3. Tenders submitted by consortia or groups of service-providers and tenders involving subcontracting In the case of tenders submitted by consortia or groups of service-providers, each of the economic operators involved in the tender must provide a dated and signed declaration on honour (see Annex 2), confirming that none of the criteria for exclusion from participation in or award of the framework service contract apply to them. The tenderers proposed for award of the framework service contract must supply, within the time-limit set by the awarding authority and prior to the signature of the contract, the evidence listed above, corroborating the declaration on their honour, in respect of each economic operator in their consortium or group of service-providers. In the case of tenders involving subcontractors, each of the subcontractors must provide a dated and signed declaration on honour, confirming that none of the criteria for exclusion from participation in or award of the framework service contract applies to them. The ERCEA reserves the right to request, within the time-limit set by the awarding authority and prior to the signature of the framework service contract, the evidence listed above regarding the criteria for exclusion from participation in or award of the framework service contract in respect of each of the subcontractors. However, if the offer includes sub-contractors for which the tasks represent less than 20% of the framework service contract, these sub-contractors are not required to provide proof of the documents; the Declaration of Honour is sufficient. However, the ERCEA reserves the right to request these documents subsequently. 15. SELECTION CRITERIA Tenderers must demonstrate that they have the economic, financial, technical and professional capacity necessary to perform the tasks described in point 3 of these specifications. Tenders which do not meet the selection criteria described below will not be considered.

Tenderers who do not provide the documents required in these specifications with regard to the selection criteria will be excluded. The ERCEA will decide whether the supporting documents provided confirm compliance with the selection criteria. If the tender is submitted by a consortium or group of service-providers, the economic and financial capacity must be ascertained at the level of each economic operator in the consortium or group. Technical and professional capacity may be ascertained at consortium or group level, or at the level of each member of the consortium or group. If the tenderer intends to subcontract part of the tasks or entrust them to another economic operator, the subcontractors or economic operators involved must demonstrate that they have the requisite economic, financial, technical and professional capacity. However, if the tender includes subcontractors whose tasks represent less than 20% of the framework service contract, those subcontractors are not obliged to provide evidence of their economic and financial capacity. Economic operators may, if necessary and for a particular framework service contract, rely on the capacities of other entities, regardless of the legal nature of the links they have with them. In this case they must prove to the awarding authority that they will have at their disposal the resources necessary for performance of the framework service contract, for example by producing an undertaking on the part of those entities to place those resources at their disposal. Tenderers are requested to use the reference table for the selection criteria (see Annex 3). Tenderers must provide proof of their professional, economic, financial, and technical capacity by enclosing with their tender the following information and documents: Financial and economic capacity (for natural and legal persons) Tenderers must provide the requisite documents for each operator involved. Technical capacity (for natural and legal persons) In order to demonstrate convincingly that tenderers have the ability to conduct media monitoring and analysis, covering a substantial amount of media sources and undertake these services with high-quality standards in a wide range of countries, they must provide at least the following evidence:

1. Experience and capacity 1.1. Tenderers must demonstrate that they have extensive experience in providing the type of services requested in this tender by providing at least 3 examples of media monitoring and analysis services produced for 3 different clients in the last 3 years. 1.2. Tenderers should provide a statement that they have at least 2 years of experience with international daily media monitoring operations. Tenderers should demonstrate that they provided clients with daily media monitoring services in at least five different countries, five different languages, and covering more than 200 media sources. 2. Human Resources and infrastructure 2.1. Tenderers must provide a detailed description of the infrastructure and technical resources available for the performance of the work required (such as equipment, premises, computer hardware and software). 2.2. Tenderers must provide a description of the human resources with: (a) at senior level: at least 3 CVs indicating the language skills, and showing at least two years of experience in providing international media monitoring services. Furthermore, the person ultimately in charge and all senior staff must prove professional experience and fluency in English. (b) at junior level: at least 5 CVs showing relevant qualifications, or at least 6 months relevant experience in the monitoring of different types of media (print media, radio, TV, online media); the description should identify the language skills of junior level resources. 16. AWARD CRITERIA The framework service contract will be awarded to the tenderer who submits the offer presenting the best value for money on the basis of the criteria set out below. The technical and financial evaluation will only take place when the tender has been judged to comply with the exclusion and selection criteria. 16.1. Evaluation of the technical offer The award criteria will be used to assess the quality of the technical tender (see point 5 above). The criteria concerning the capacity of tenderers, such as previous experience, professional education, and references, which are taken into account for the evaluation of the selection criteria, will not be taken into account for the evaluation of the award criteria. The result of the technical evaluation is the sum of the number of points obtained as a result of the evaluation of each criterion. Tenders that not achieve the minimum 60 points out of 100 points shall be rejected and therefore shall not be taken into consideration for the subsequent financial evaluation. Since assessment of the tenders will focus on the quality of the proposed services, tenders should elaborate on all points addressed by these specifications in order to score as many points as possible. The mere repetition of mandatory requirements set out in these specifications, without going into details or without giving any added value, will result in a low score. 16.2. Evaluation of the financial offer For the financial offer, the tenderer must use the annexed price tables (see Annex 1). For the purpose of comparison of the financial offers, the ERCEA will use a reference price: the total of the price for the various services that are listed under table 7 Annex 1. 16.3. Award of the framework service contract Only those offers that have passed the previous stages will be considered for this final evaluation. In order to identify the offer presenting the best value for money, quality will be given a weighting of 60 % and price will be given a weighting of 40 % in accordance with the following formula, using only data from offers that have reached the final evaluation stage.

CASE STUDY For the purpose of the evaluation of the offers (see "award criteria", point 16 of the tender specifications), tenderers should submit an example of the services that they can deliver. The tenderers should monitor: - the print and online media of the EU-27 + Danish audiovisual media - international and pan-European media - the print and online media of the USA and Canada during 4 days: 18, 19, 20 and 21 April 2012 The result of this monitoring will be presented in 4 examples of morning email alerts. Each media items presented in the morning alerts of 20 April 2012 should be accompanied by a translation of its headline in EN and a summary of its content in EN (approx 100 words). The tenderers should also draft a short "specific" report (2 pages) analysing the media coverage during these 4 days and including two relevant graphs (chosen by the tenderers). They should provide an Advertising Value Equivalency (AVE). The tenderers will explain how they have calculated this value. The tenderers will specify on a separate document the cost of these services if it had been an order and not a case study. They will attach an exhaustive list of all the media covered. The tenderers are also invited to explain how their approach to media monitoring/analysis and their proposed methodology and tools were applied. Only a paper version of these different documents is needed. The examples of morning email alerts should not be sent via email to the ERCEA and should not include a copy of the complete media items. In accordance with Article 64 of the rules for the implementation of the Financial Regulation the Commission department in charge of legal entity and bank account validation in DG BUDGET, the Controller of which is Ms Rosa ALDEA BUSQUETS, will collect and register your personal data in the Commission’s accounting system only to the extent necessary to process and account for financial and contractual relations you have or will have, directly or indirectly, with the Commission.

The system of accounts is linked to the early warning system (EWS) operated by the Commission on the basis of Article 95 of the Financial Regulation and Commission decision C(2004)193. The EWS provides information on identified risks related to successful contract tenderers and grant beneficiaries via a system of “flags” identifying the level of risk concerned. Categories W1 to W4 are intended to stimulate managers to reinforce monitoring of the contract or grant in question while category W5 indicates that the entity concerned has been excluded under Article 93(1) or 94 of the Financial Regulation.

Who has access to your information and to whom is it disclosed?

All authorised Commission and executive agency staff dealing with financial and accounting matters have access to your data, without prejudice to possible transmission to the Internal Audit Service, the Court of Auditors, the Financial Irregularities Panel, the Anti-fraud Office and any other institution or entity with responsibility for audits or investigations. As the Commission uses the SWIFT network to make its payments, your bank particulars will also be sent to this company whenever a payment is made in your favour.

Under Article 95 of the Financial Regulation the information on situations of exclusion may be sent to the authorities and entities managing Community funds.

How do we protect and safeguard your information?

The data collected in the Commission’s accounts can be accessed by designated Commission and executive agency officials and staff, using a UserID and a Password. A Service Level Agreement with the organisational entities charged with operational execution guarantees the appropriate confidentiality and the technical and organisational security, as required by the applicable data protection provisions.

How can you verify, modify or delete your information?

You have no direct access to your personal data stored by the Commission. If you wish to verify or modify any of your personal data, exerting your rights as laid down in Section 5 of Regulation (EC) No 45/2001 on the protection of personal data and the processing thereof, please send a message specifying your request to one of the following contact mailboxes: [email protected] or [email protected], attaching a copy of your ID card or passport. But please note that modifications to registered data are made only if based on compelling grounds and supported by valid justifying documents.

How long do we keep your data?

For audit trail reasons and to permit at all times queries on the past execution of payments, no registered data are deleted from the accounts. The forms and documents you submit are scanned and archived electronically. The original forms and documents are transferred to the Commission’s central archives, where they will be kept for no longer than 10 years.

The data recorded under the early warning system are rendered invisible to users of the system of accounts as soon as the corresponding warnings are deactivated. The personal data of natural persons are rendered illegible after a period of 7 years following deactivation.
