Government
launches
SMS
campaign
to
sensitize
people
regarding
consumer
application forms for DAS
As consumers enter into agreements with local cable operators (LCOs) at a snail’s pace, thegovernment has decided to launch an SMS campaign in order to sensitize cable TV
subscribers in Phase‐I and Phase‐II cities about the need to fill the consumer application
form (CAF).
The consumers are needed to fill the CAF in order to exercise their choice of channels and
thereby make payment for the channels of their choice only. Broadcasters are already
working by running scrolls on TV channels to inform the public about the importance of filling CAF forms. MSOs are also giving messages on their local TV channels. As part of the
process, over 80 fresh provisional registrations were issued to MSOs for operation in one ormore cities of Phase‐II, with the condition that they would put their digital head‐end into
operation before the cut‐off date. After technical inspection of all the concerned MSOs which
showed some had not put their set ups into operation, the ministry has issued 48 show causenotices, and cancelled the provisional registration of 15 defaulting MSOs.
According to the data received from the MSOs and direct‐to‐home Operators, 22 cities have
already achieved 100 percent target of digitization. Another 14 cities have shownconsiderable progress and the achievement remains less than 50 per cent only in Coimbatore
and Vishakhapatanam.
News Update
General MSOs to take quick action on customer forms issue
India’s multisystem operators (MSOs) got an ultimatum regarding the lack of KYC or CRF
forms giving details about their subscribers. TRAI boss Rahul Khullar had ordered them to
get their acts together and has given them a deadline of 30 June 2013 for the forms to comein, failing which they would be prosecuted.
These MSOs are working together to follow the directions given by TRAI and are already in
process of collecting customer data and are positive that they will be able to meet the 30 Junedeadline. The four MSOs have got together post TRAI meeting and have agreed to act incoordination with each other.

– Man Jit Singh – CEO,
MSM & President of Indian Broadcasting Foundation, “There is a great deal of concern over the credibility and reliability of TAM. Seeing the
fluctuations, which are happening since IPL and before that, we have decided to stop
subscribing to TAM. The GEC market has shrunk by 20 per cent, which again puts a questionmark over the reliability of TAM. Why would I pay for this? The entire IBF has complained
and expressed their frustration. They even asked for a suitable explanation but we did not
get one.”
