A New Era for Offshore SafetyOn April 20, 2010, a well control incident allowed hydrocarbons to escape from BP's Macondo well onto Transocean's Deepwater Horizon, resulting in explosions and a fire on the rig. Eleven people lost their lives, and 17 others were injured. The fire, fed by hydrocarbons from the well, continued for 36 hours until the rig sank. Hydrocarbons continued to flow from the reservoir through the wellbore and the blowout preventer (BOP) for 87 days, causing widespread environmental impact on an unprecedented scale. No one could have predicted the resulting impact of the disaster.

The incident demonstrated how a convergence of risk factors: significant planned organizational changes, a risk-heavy set of deep water wells, along with tremendous pressure to reduce cost, can result in a major loss of well control. Low frequency – high consequence events are entirely probable. The question now is no longer if, but when, the next incident will happen. And what can we do as an industry to prevent it from happening again?

The risks and complexities associated with deep water drilling and production operations will continue to grow as operators move into deep and ultra-deep water. The offshore drilling service market will grow from an estimated $73.1 billion in 2013 to $121.1 billion by 2018. There are now 816 drilling rigs worldwide, each with around 100 employees managing the rigs. Combined with the erosion of the level of competency and high-staff turnover, can safety levels meet the required demand?

The industry has made exceptional progress so far, but have we done enough to ensure future readiness and effectiveness to contain the next deepwater spill? Can operators and drilling contractors guarantee their safety management strategy is robust enough? How will the developing regulatory landscape impact the control of major accident hazards? What KPI’s can be used to measure real progress?

The general consensus across the industry indicates that while developments so far are positive, much more needs to be done, in terms of both government policy and industry commitments.
