Mayor’s Message Annual Business Plan & Budget Council has been busy formulating its Annual Business Plan and Budget for the 16/17 Financial Year. This Budget is in line with our Long Term Financial Plan which sets out our financial direction for a 10 year period, including projected necessary rate rises. This year has a projection of around 4% with the number in subsequent years continuing to drop. Local Government is the level of government which is the most accountable to its population. Every year we have a public consultation period on our budget, including a public meeting, which this year is at Port Neill on Wednesday June 22nd. I’d encourage all ratepayers and residents to consider coming along to this meeting and getting the information about this year’s budget. If you can’t make it to the meeting, the Plan is available for perusal and comment. This accountability and accessibility is very important. Council Rate Capping Proposal The State Opposition have put forward a proposed policy to put restrictions on the levels which councils can lift their rates annually. Whilst on the surface this may seem positive, our Council has expressed their opposition to these measures for a number of reasons. Firstly, as I just mentioned above, councils are required to have Long Term Financial Plans, which have much continuous public consultation built into them, that demonstrate spending plans and rate rise proposals for a period of 10 years. This level of public scrutiny ensures that councils cannot be reckless with rates without the potential of much public reaction. Secondly, if a council is in the situation where they need greater expenditure for important infrastructure they would have much less capacity to do so, even if the community supported it. Thirdly, there would be an amount of extra paperwork that would be needed for councils, especially smaller councils with smaller budgets, to simply prove they are staying within the restriction parameters, which would mean councils would incur even more administration costs. Port Neill CWMS The CWMS project up at Port Neill is advancing well, with over one-third of the pipework already laid in the town and the construction of the ponds being completed. The contractors have been doing a very proficient job, and the management of the project has been exceptional. It is good to see an EP contractor employing local people being able to complete a project such as this. The streets of Port Neill have been very busy with workers, so thank you to those locals for your understanding as these works have been happening. Mayor’s Message

That pursuant to Section 155 of the Local Government Act 1999 Council seeks to declare at its forthcoming budget adoption meeting (ie subject to change after considering public consultation on the Annual Business Plan and Draft Budget) an Annual Waste Service Charge on rateable and non-rateable land within the townships of Tumby Bay, Port Neill, Lipson and Ungarra to which the following prescribed service is provided: The collection, treatment or disposal (including by re-cycling) of waste: A charge for each occupied property of $195.00 per annum A charge for each additional bin per property of $195.00 per annum.

That pursuant to Section 155 of the Local Government Act 1999 Council seeks to declare at its forthcoming budget adoption meeting (ie subject to change after considering public consultation on the Annual Business Plan and Draft Budget) a Tumby Bay CWMS Annual Service Charge of $500 per unit for “the treatment or provision of water” on this occasion being the provision and operation of the Community Wastewater Management Scheme for the township of Tumby Bay.

1. That Council after considering and making any amendments to the Draft Annual Business Plan and 2016/17 Draft Budget directs the Chief Executive Officer to:

(a) Amend the Draft Annual Business Plan and Draft Budget as required; and

(b) Follow the relevant steps set out in the public consultation policy, taking into account the requirements of the Local Government Act 1999.

2. Further a public meeting will be held at the Port Neill Soldiers Memorial Hall (as per rotational plan) on Wednesday 22nd June 2016 to receive verbal submissions from the public (meeting to be advertised as per Section 123(4) of the Local Government Act 1999).

3. Further a Council Workshop will then be held on Tuesday 28th June 2016 to further consider public comment and any submissions received; and where deemed appropriate revise information contained within the Draft Annual Business Plan and Draft Budget.

4. Council will complete the consideration and final adoption of the Annual Business Plan and Budget for 2016/17 as per Section 123(6) of the Local Government Act 1999 at a Special Meeting to be held on Thursday 14th July 2016.

That the Council enter into, and the common seal be affixed to, such document/s (upon written recommendation of lawyers acting for the Council) as required to terminate the Kerbside Waste Collection Contract with Cave Civil and Environmental Services, and to enter into a new contract on the same terms (with necessary adjustments) with Veolia Environmental Services (Australia) for the balance of the period of the legacy contract, provided that such document/s would not be effective until the following conditions are satisfied: 1. the Council is provided:

1.1 confirmation Veolia holds such records, personnel, plant and equipment, financial and other resources as would be required for efficient performance of its obligations under the new contract - as assessed by the Council's chief executive officer (or delegate);

1.2 from Veolia, provision of the Performance Security the new contract would require of Veolia ;

1.3 evidence Veolia holds those insurances the new contract would require of Veolia;

1.4 evidence Veolia holds an environmental authorisation under the Environment Protection Act 1993 for the collection vehicle/s to be deployed under the new contract; and

1.5 the name and contact details of a (new) Contractor's Representative under the new contract;

2. the new contract obliges Veolia to comply with its obligations as may arise under the Independent Commissioner Against Corruption Act 2012 in relation to the contract; and

3. Cave Civil and Environmental (or Veolia) pays the Council's reasonable costs of entering into the document/s.

That the Council enter into, and the common seal be affixed to, such document/s (upon written recommendation of lawyers acting for the Council) as required to terminate the Agreement for the Receipt and Disposal of Waste with Eyre Waste, and to enter into a new agreement on the same terms (with necessary adjustments) with Veolia Environmental Services (Australia) for the balance of the period of the legacy agreement, provided that such document/s would not be effective until the following conditions are satisfied: 1. the council is provided:

1.1 confirmation Veolia holds such records, personnel, plant and equipment, financial and other resources as would be required for efficient performance of its obligations under the new agreement - as assessed by the Council's chief executive officer (or delegate);

1.2 evidence Veolia holds an OHS Plan the new agreement would

require of Veolia;

1.3 evidence Veolia holds an environmental authorisation under the Environment Protection Act 1993 for the waste storage facility under the new agreement; and

1.4 evidence Veolia holds those insurances the new agreement

would require of Veolia; 2. the new agreement obliges Veolia to comply with its obligations as

may arise under the Independent Commissioner Against Corruption Act 2012 in relation to the agreement; and

3. Eyre Waste (or Veolia) pays the Council's reasonable costs of

The Social Development Committee is required to conduct an inquiry and report to Parliament on the following terms of reference: 1. The review by the Health Performance Council on the

operations of the Health Advisory Councils in accordance with the Health Care Act 2008.

2. The current provision and plans for future delivery of health services in regional South Australia, with particular reference to —

a) the role and responsibilities of Health Advisory Councils and the benefits, or otherwise, of the removal of local Hospital Boards;

b) trends in local community fundraising for medical equipment and services;

c) how funds currently and previously raised by local communities are held and spent with particular regard to authorisation and decision making;

d) timing of provision of finalised operation budgets in country hospitals;

e) ownership and transfer of property titles of country hospitals;

f) the process and timing of the hiring of staff for new and existing positions;

g) South Australian Ambulance service arrangements, including the role of volunteers, fees and fundraising and the benefits, or otherwise, to local community events;

h) scope of practice of general practitioners to country hospitals and the provision of accident and emergency care;

i) procurement by Country Health SA and the benefits, or otherwise, to country communities;

j) mandated fees to DPTI for management of maintenance and minor works;

k) the implementation of EPAS in country hospitals;

l) integrated mental health inpatient centres for regional South Australia; and

m) any other relevant matters.

What’s happened at the RSL

I’ve been missing in action a bit of late with my reports, so my humblest apologies.

Our Anzac Day service was very well attended and it was fabulous to see so many come back for breakfast and a catch-up. Maudie and Teena cooked up a mean brew of mince and Janice cooking the BBQ bacon and eggs was well received by all. Dot and Audrey were kept flat out with the toast duties, with the assistance of the ladies in the kitchen keeping it a fantastic all round day.

Tea on Friday night is still going strong and we are very appreciative of all the support we receive from the community and our visitors from other Clubs.

The local Darts competition is underway again for their season, with the RSL having team representatives.

Tumby Bay Area School is once again using the RSL on Wednesdays for its Youth Opportunities programme, a great learning tool for the students.

Our sincerest sympathies to the Schmitt family on the passing of Nancy. One of life’s true ladies gone but not forgotten.

Birthdays To all our members who will celebrate birthdays in June/July we extend our best wishes and congratulations to you and wish you good health and happiness for the year ahead.

The full citation reads: "For outstanding devotion to duty as Australia's Defence Attache to Baghdad, in support of Operation OKRA. Colonel Stewart demonstrated superior strategic acumen and communication skills in representing Australia's national interests and influencing the environment to enable the Australian Defence Force contribution to the Coalition response in Iraq. Her careful and empathic engagement with key stakeholders established the mutual understanding and goodwill that continues to underpin operational cooperation between the Australian Defence Force and the Iraqi Security Forces."

This is a singular honour for her and for our district.

SA Ambulance Service

What have the Tumby Bay ambos been up to? It’s been a busy year for all the SA Ambulance Service volunteers at Tumby Bay. So far this year we have: attended 73 calls for assistance; provided 7462 hours of emergency coverage for your

town; done 28 hours of skills maintenance training.

Out and about for ambulance training Our Monday night training sessions have caused a bit of a stir in Tumby Bay over the past couple of months. We’ve been getting out and about with some real-life training scenarios. By making training as realistic as possible, our team members can build on their knowledge to make them even better prepared for any situation that might arise. Statistics show that the majority of accidents or medical emergencies do not happen to a plastic mannequin in a training room with easy access to equipment, lighting and space! So we have been finding places around town to train at (hotels, caravan park, farm, beaches, private homes, etc.) and have had some awesome members of the community play the role of ‘patient’ for us! Some of the skills we’ve refreshed this year have been spinal immobilisation; difficult extrications from buildings and cars (the side staircase of the Tumby Bay Hotel is interesting to work on!); working with the SES at a vehicle ‘accident’; treatment of diabetes, stroke, anaphylaxis and cardiac arrest; haemorrhage control and behavioural challenges. We were also fortunate to attend a training night on heart issues in Cummins with SAAS’s chief medical officer, Dr Cathrin Parsch.

30 years on ambulance for Peter and Margaret Two of our volunteers recently celebrated 30 years of volunteering. In 1985, a young married couple joined as ambulance volunteers in Lock. Peter and Margaret Foster put in many, many hours of ambulance coverage in between a busy life of raising four children and running their own business. For quite a while they were the only ambulance officers in Lock, providing coverage 24/7. Nowadays they are qualified nurses who reside in Port Lincoln, yet volunteer their time for our town. We are extremely lucky to have them, and we would like to extend our gratitude to them.

Join us! More volunteers needed Did you know that our team is made entirely of volunteers? The demographic of our group is extremely varied. While some members started volunteering in the 1980s, some others hadn’t even come into the world at that time! We have a fantastic group waiting to welcome new people to the team. Volunteer ‘patients’ and properties needed Thanks so much to community members who have been ‘patients’ or volunteered their properties for our training sessions. If you’re not sure that becoming an ambulance officer is quite up your alley, you may still be able to donate a couple of hours to play a ‘patient’ for a training night? There is often cake involved!

Tumby Bay SACWA

The meeting of the Tumby Bay CWA was held on Wednesday 18th May 2016. The president Sandy McCallum opened the meeting. Six members and three visitors attended. The morning was spent in setting up and arranging the table ready for Table Day on May 5th. Birthdays celebrated were Barb Thring and Val Cronk, both absent. Roll call was your mother’s wise advice; if in doubt throw it out, be true to yourself, don’t put all your eggs in one basket, don’t count your chickens before they hatch, once a policeman never a man, join the CWA it will be good for you, no matter how old you get you will still be my daughter. Minutes were read and accepted and business dealt with. Rita Higgins volunteered to do the Secretary’s job in her absence. Marie Lally gave the cottage report. Nell Docking (transferring from the closed White’s Flat branch) offered to keep their trophies at Tumby Bay. It was decided to purchase a cabinet to keep them in and Marie offered to check up on the availability. Sandy closed the meeting and handed over to Ivy who spoke about Aloe Vera. She gave some of the history and legends which surround this marvellous healing plant. The legends were interesting and the testimonials of its amazing properties were enjoyed by all. Ivy had made up a hand lotion containing the pure Aloe Vera gel which everyone tried and liked. She also made up the Aloe Vera drink with added lemon juice which was found to be quite refreshing. She then demonstrated how to make the general health tonic. Sandy presented Ivy with a tin of Anzac biscuits which was much appreciated. Church community celebrates Pentecost 2016

The Tumby Bay Uniting Church was decorated with red and orange, candles lit and brightly coloured balloons for the children - to remember God is with us. Soup and toast was served and the evening concluded with supper.

Pastoral Care Workers were commissioned for their significant chaplaincy roles in our local schools, with special guest Phil McIlwraith from Schools Ministry Group leading and also sharing a message of encouragement about celebrating together as a faith community. Songs, readings and prayers were contributed by people from various congregations.

The Club has been quite busy over the last few months and some of our activities include the ongoing beautification of the Lipson Road entrance to Tumby Bay. The trees have been propagated and will be planted in the next few months when they are considered mature enough. Businesses are reminded that an information board is to be constructed opposite this area and we still require indications of interest for advertising on this board. The closing date is 22nd June 2016.

Our Change-Over Dinner will be held at the Seabreeze Hotel on Monday 27th June 2016 at 6.15pm and all members and friends are welcome. Numbers of people attending should be given to Horrie Richardson on 86882182 by Monday 20th June. A public meeting will be held at the Tumby Bowling Club on Monday 19th September 2016 at 7.30pm to decide the future of the Xmas Pageant. We would like all interested parties such as clubs and traders to attend as this event is a much loved and important event for this town. It would be very disappointing for it to fold due to lack of interest and participation by the people of this town. Our president Ian and a group of members attended a weeks assistance to the victims of the Pinery Fires. They were able to help in various functions of farm maintenance. The farmers wife said that they were a considerable help to the farmer and were an inspiration for him to continue his work. Four of our members cooked a BBQ lunch at Trinity Haven last week for about 20 carers and 20 young people for C.A.R.A. a group that takes young people on various activities like swimming with the tuna as shown on our local TV news. The residents of our town are reminded that we undertake many duties in the town such as cleaning and maintaining the BBQ at the Lions park. This facility is available for use at no charge. You are also reminded that we are always looking for new members. Any of our current members can provide any information that may be required.

Anne was born in Renmark in 1946; growing up on a fruit block. After leaving school Anne worked in the Renmark office of the Department of Agriculture. Anne married Ian Hall, a local farmer, in 1967 and moved to Butler Tanks. Ian and Anne have two children; Sue, married to Andrew Liddicoat and David, married to Belinda nee Brooks. They also have six grandchildren who have grown up in Mount Hill and Port Lincoln. Ian and Anne lived on the family farm until shifting into their retirement home in Tumby Bay in 2004. Rural health has been a passion for Anne. She has a belief that rural people/families have a right to quality sustainable health care and is proud to be part of a community that shares her goals. Anne has been recognised for her efforts and dedication to rural communities with the awarding of a Member of the Order of Australia (AM).

Tumby Bay Probus Club We met on 4th June on a bright, sunny day accompanied by our two talented pianists Vera and Dorothy, to welcome our members. We opened with the National Anthem and God Save our Queen in honour of her 90th birthday. 44 members plus 3 visitors attended. Following the usual process of the meeting, President Eileen reported on the Probus Picnic afternoon hosted by the Combined Port Lincoln Club, then with the news it is Tumby Bay's turn to host the 2017 Picnic. It has been noted a few name badges are missing so if you require a replacement please tell the Secretary for a replacement. Please wear your badge with pride. A thank you letter was read out from RFDS for the donation made available by a positive vote from members. We may have used their services at sometime in our life; I know I have. Our speaker Dennis Peck, a champion Masters Sportsman at the age of 82, spoke of life experiences and friendship in the competition and as a teacher helping children with a disability and how challenging and rewarding it can be. Reminder about the Rally at Quorn on 6th September. Names need to be in the book if you are going by Friday 1st July meeting please.

SACWA Octoman Group It looked like Christmas at Ungarra recently when SACWA branches of Tumby Bay, Port Neill, White Flat, Port Lincoln and Ungarra competed in the annual Octoman Group Table Day, a display of cooking, handicrafts, arts and floriculture. Ungarra branch hosted the day and had the Hall decorated to match the theme of “Christmas”. Ungarra president Mrs Valmai Webb, Group President Mrs Dorothy Mellor and Handicraft Officer Mrs Helen Kroemer each gave a welcome. Helen gave an overview of the days proceedings. Members enjoyed the challenge of the competition and were encouraged to “push yourself with anything that you are doing” and to “try your best no matter what you are working on”. This was also conveyed to the students of Ungarra Primary School as they were invited to have a sneak preview of the displays after judging and before the results were known.

Students Mark, Will, Emily and Claire addressed the meeting speaking of the school kitchen and garden programme. Ms Ashleigh Ferguson, School Principal, officially opened Table Day, thanking CWA for the opportunity to bring the students to such a wonderful community event and to view the high standard of workmanship. Independent judges from Marble Range Group had spent the morning closely inspecting each item and gave constructive comments and remarks before it was announced that Port Lincoln Branch had won the day with a score of 97 points from a possible 100, closely followed by Ungarra, White Flat, Port Neill and Tumby Bay all within 2 points. Outstanding handicraft award was presented to Mrs Barbara Thring, very highly commended to Mrs Valmai Webb and other awards to Helen Brown and Nell Docking. Popular vote was held for competitions on the day for Christmas wreath, wrapped parcel and Christmas decoration.

A well supported trading table, raffles, delicious afternoon tea and the friendship of CWA through caring and sharing combined to make the day a very enjoyable and successful one.

Medals and Decorations Rank: Sapper British War Medal Service: Army Victory Medal Enlisted: 20 January 1916 DOD: 1 March 1919 Arthur was born on 25 September 1888 at Maitland (SA) to William Greenslade and Margaret Greenslade (nee Bowey). There were 11 children in the family, 5 boys and 6 girls, of which he was the fifth youngest. His family lived at Urania (near Maitland SA), before moving to Warratta Vale (near Lipson SA) in the early 1900’s.

Arthur went to school at Weetula (near Maitland). On completion of schooling he moved with his family to Warratta Vale, where he worked on farms in the area until his enlistment in the Army at Adelaide on 20 January 1916 at the age of 27. At that time he recorded his occupation as farmer.

After processing he was sent to 2nd Depot Battalion (Bn) at Mitcham for training before being allocated to 1st Tunnelling Company, Royal Australian Engineers. About half of the men employed in the tunnelling companies had previously been employed in the mining industry: it is not known if Arthur had been employed in the mines in the Tumby/Lipson area prior to his farming experience.

He embarked (with his unit) from Sydney aboard HMAT "Ulysses" on 20 February 1916 bound for UK. The ship was holed in Perth, so the unit trained at Blackboy Camp (WA) for a month, before again embarking for UK. On arrival in France the 1st, 2nd and 3rd Australian Tunnelling Companies were raised. The primary tasks of the tunnelling companies was the construction of tunnels and mines for offensive action, detection and interruption of counter mining activities and the construction of underground dugouts to accommodate large groups - up to 100 men.

It is little known that a major part of the war on the Western Front was fought underground, which lead to the men of the Australian Tunnelling Companies being referred to as the ‘Phantom Soldiers’, because they spent most of their time underground and were rarely seen on the surface. Mining played an important part in both the Allied and German strategies up until the Battle at Messines in 1917 at which time the nature of the fighting changed and more moveable defences took the place of positional defences against which tunnelling was most effective. The troops who undertook this type of warfare were generally ‘hard rock miners’ who played a very dangerous game of cat and mouse underground with the enemy. Many a pitched battle was fought in the confines of the tunnels. These men risked being poisoned by gas (Methane), blown to pieces or buried alive.

Hill 60, located at Zwarteleen about five kilometres south-east of Ypres (Belgium), was to have strategic importance for both sides during the battle for Ypres. It was not a natural feature but an artificially created hill some 60m high and 250m long which had been made from spoil during the construction of the Cowes-Ypres railway during the 19th century. Built on loamy clay, underneath which lay 7m of dry sand separated by a layer of blue clay and 2m of quicksand. It received its name from the Australian troops and related to its height in metres above sea level on the contour map.

The explosion of 19 mines around Hill 60 at 0310 hours on 7 June 1917, which involved 1st and 2nd Australian Tunnelling Companies, has been described as the greatest exploit ever conceived in military mining. It opened a series of craters; one on Hill 60 which was 20m deep and 85m wide and at the ‘Caterpillar’, a crater 30m deep and 110m wide. These explosions killed 700 Germans of the 204th Division and disoriented the remainder, allowing the position to be overrun without major casualties.

After surviving the horrors of war, in particular tunnelling, for almost 3 years Arthur became ill just prior to the end of the war and tragically died of disease (Broncho pneumonia) on 1 March 1919 at 40 Stationary Hospital at Le Havre (Fr) at the age of 31.

He is buried at Sainte Marie Cemetery, Le Havre.
