May 2015 E-Newsletter THANK YOU Thank you so much to all those Westminster residents who returned me to Parliament once more on May 8th. I will do my best to be worthy of your confidence in me - and I am, of course, elected to serve the whole commu- nity - and not only those who voted Labour. I pay tribute to my opponents in fighting what was always going to be, a close contest - and to all the many volunteers who do the unglamorous but essential work that underpins our democracy. Whilst delighted with the local result, it was a deeply disappointing night nationally, my colleagues and I have to learn the lessons of that defeat. Yet there is still a job to do representing constituents and local communities during what could prove a difficult few years, dominated by a debate about Britain’s future in Europe, and as a ‘united kingdom’. But also by an economy that is under-performing in many ways and by the impact of further deep cuts in public services and the social safety net. More thoughts on the election here. Got an opinion? More than 600 people signed the petition, and detailed objections (including mine) have gone in prior to a decision by Westminster’s licensing committee. This won’t be the only chance of stopping the 8 th betting shop within a few hundred yards of the junction. Following a welcome change in the law which now treats betting shop applications as a separate category for planning purposes, an application will al- so now have to go to Planning for change of use. Serious efforts are being made to improve the Maida Hill market and surrounding area, and we do not want one of the prominent sites on the junction to be yet another betting shop. So if you haven’t signed up yet, please do let me know your views, and I will keep you informed about the Li- censing/Planning process. Want faster broadband? Westminster want you to say so… LOTS of people in North Westminster are complaining about broadband speeds. Now BT Openreach are seek- ing resident’s views, and Westminster Council are also encouraging residents to add their names. So here’s the link. Another one bites the dust (in one case, literally) The dramatic closure of two pubs caught local and even national attention - not least as they appear to tell a story of how the pressures for, and rewards of, property development can drive all before them. I tipped off the Observer about the story, and here’s the article that appeared last month. Carlton Tavern Following the shock demolition of the Carlton Tavern, local residents demanded action by Westminster Council: Westminster Council have now given the Carlton’s owners 18 months to re-build it ‘brick for brick’. This is a good decision which I welcome. However, any compliance action may be some time off, depending on appeals and even a public inquiry. Interested in the wider pubs and planning issue? Here’s an interesting article from the Financial Times… Star pub The famous 'Star pub' in St John’s Wood closed just days before the application to make it an ‘Asset of Commu- nity value’ came into effect’. I’ve been in regular touch with Westminster Planning department since the ‘Star’ ceased trading, to see what powers of enforcement Westminster Council may have and could use. I was pleased to receive this on May 18 th : The Planning Enforcement Team have considered all of the evidence available in this case and are of the opin- ion that a material change of use requiring planning permission has taken place. As no planning permission ex- ists, the current use is unauthorised and in breach of planning control. Warning letters have been sent today to the freeholder and the tenant advising them of this, and they have been requested to cease using the site other than as a public house within 28 days. Formal enforcement action will be considered if the site continues to be used other than as a public house after this timescale. The Planning Enforcement Team cannot ensure that the site is opened as a public house; however, the only lawful use of the site is as a public house. The freeholder has claimed that the current use does not require planning permission and there will be a right of appeal against any enforcement notice served. Westminster Council spends £90m buying back the SAME council flats it sold off for a fraction of the price under Right to Buy The ‘Mirror’ reports; “Conservative Westminster Council has spent more than £90m buying back the SAME council flats it sold off in the 1980s and 1990s, under the party’s controversial Right to Buy policy. Westminster City Council was notorious for a huge Right to Buy scandal in the 1980s, when Tory leader Dame Shirley Porter was found to have sold off council homes to likely Tory voters. The cost to the taxpayer at the time was roughly £27 million. Now, to tackle its crisis in affordable housing, the Council has set up a charitable company called Westminster Community Homes. The company has spent £90.74 million buying back 295 ex-council homes, at an average cost of £307,593. A Mirror investigation has found that the prices being paid to buy back the homes are up to 22 times more than they were sold for. Land Registry documents show that in 1987 one flat in Fulmer House, Westminster was sold to a tenant for £11,700, a discount at the time of £27,300. The same property was bought back by Westminster Community Homes in 2011 for £260,500 – a loss on paper of £248,800. A second property in Brinklow House, where the council has bought back more than a dozen ex-council flats, was sold to a tenant in 1990 for £53,025. It was bought back for the council in 2011 for £750,000. Pauline Kamli, 57, bought her flat in a third block with her husband in 1987 for £19,110, a discount at the time of £26,390. Twenty-two years later, she sold the flat back to Westminster Community Homes for £327,000 – a capital gain of £307,890. She told the Mirror: “I went to a local estate agent. I knew the local authority was looking for larger properties. They are always giving council tenants the opportunity to downsize.” “By that time I had been widowed and my only child had moved out. I didn’t want a four-bedroomed maisonette. They paid the market price.” Pauline has done nothing wrong but is this a sensible way to tackle the housing crisis? David Cameron’s new policy could force Westminster to sell the properties off all over again. David Cameron is promising a massive expansion of “right-to-buy” to 1.3m new households, including housing associations, if he wins next week’s election. It is unclear whether Westminster Community Homes will be forced to sell these properties off for a second time. A Westminster Community Homes spokesman said: “These acquisitions have increased the supply of afforda- ble homes in Westminster, where the average two-bedroom flat costs almost £1 million, making more homes available to people in housing need.” But Councillor Paul Dimoldenberg, leader of the Labour Group at Westminster City Council, said: “This is the ultimate proof that Conservative housing policies have failed and are financial madness. “Spending over £90 million of public money buying back properties that were sold for a fraction of that demon- strates the scale of the housing crisis and the folly of selling off so many council properties without building any replacement flats. “Instead, the £90 million should have been spent on building new council flats on council-owned land to in- crease the total number of homes for those in housing need.” He added that the council’s claim that a two-bed flat in Westminster costs £1 million is “complete and utter non- sense”. There’s still lots to do on this agenda, regardless of the election result - from skills to support for small businesses; from banking reform to incentivising the Living Wage. #notsoclean streets Out and about in recent weeks, I heard lots of complaints about the increased incidence of fly tipping and of streets being dirtier than they used to be. This confirms a national picture which suggested fly-tipping is up by 20% year on year across the country. I am on the case - by taking pictures, tweeting and, of course, reporting problems to the Council. Please let me know if you are picking up similar problems. Appeal for the Avenues youth club ‘The Avenues’ is just one of Westminster’s youth clubs, providing vital support to young people - many of them very vulnerable. Sadly, council cuts are hitting the youth service very hard and there is an urgent need for them to fund-raise to keep going. Crossrail delay new footbridge The Hampden Street footbridge connects Westbourne Park Villas with Alfred Road and Crossrail is required to upgrade certain parts of the bridge including provision of a ramp on the south side and improved lighting. At the Crossrail Paddington Community Liaison Panel meeting on 10 March 2015 the project team explained that the main works on the bridge, including a closure during school holidays, was to take place between June and September 2015. We are writing today to advise you that the main works will regrettably be delayed. The following post-meeting note will be published with the CLP minutes tomorrow, explaining the situation: In order to achieve the best value for money for the public it has become necessary to extend the procurement process. The start of the main works is likely to be delayed by up to 12 months and further updates will be pro- vided to WCC and residents when a new programme is available. The installation of artwork on the bridge will still take place .However the date may change to match the programme. Crossrail and Network Rail may be able to spread work between school holidays to achieve an earlier finish and comments from stakeholders re- garding this are welcome Westbourne ward councillors and I have written to protest about this delay. We started meetings about improv- ing this footbridge 6 years ago, and it is unacceptable that it is being put back further, especially given the nui- sance and additional traffic that residents have experienced during the Crossrail construction period. One to share…North Westminster in old movies… It’s NW8. Can anyone identify it more precisely? A scene from the 1956 film “Assignment Redhead”. I’ve had hours of enjoyment on this site, featuring stills from old films - check out “Bunny Lake is missing” “Connecting rooms” “The End of the affair” “Never let go” “oh, you are awful” (yes, really), “Secret Ceremo- ny” and others for some old shots of the neighbourhood.
