Traditionally as the weather warms, home
buying activity also heats up. This year
is no exception, as mortgage lenders are
reporting robust mortgage application activity,
heralding what is promising to be another good
year for the new home building industry.
In March, Lake Michigan Credit Union
(LMCU) had its biggest application month since
last summer, with over 1,450 new mortgage
applications submitted. "The buyers are
definitely out there," said Eric Burgoon with LMCU, which offers a number of products for
financing new construction. "One of the best
products for both builders and their clients is the
one-time close construction draw loan," said
Eric. The advantage for buyers is that it locks in
the interest rate before construction even starts
and the buyer is fully approved at that time, so
there is no second approval process. Builders
enjoy peace of mind knowing that the purchaser
is qualified for the mortgage and they don't have
to use their own funds, saving on credit costs.
"LMCU is the largest and most experienced at
the draw process and makes is smooth and
seamless for the builder and their client," said
Eric. “We have 1200 construction draw loans in
process at any given time and our team is the
very best in the business at serving the builder
and efficiently administering all aspects of
construction." Because homes are sometimes
selling very quickly, LMCU has re-created a
Bridge Loan product to support the industry.
“This bridge loan allows homeowners to borrow
up to 80 percent of the equity in their existing
home to finance the start of the construction
loan on their new home, while continuing to
live in their existing home," said Eric. Some
lenders are beginning to offer financing on
the commercial side.
"LMCU is beginning
to offer financing on a
single spec or model
to qualified, larger
builders," said Eric.
"These loans are a great
option for builders who
qualify for them."
Deborah Herdman with Huntington Bank encourages builders
to seek out the expert
advice of HBA lending
professionals. "There
are so many creative
financing options
available out there,
some of which offer
lower down payments
so homebuyers can use
their money for other
things," said Deborah.
"For example, there is
an FHA loan where a
homebuyer can put just
3.5 percent down on a new home. This loan is
subject to FHA loan limits, which in our area
are $294,515 for a single unit." For builders
who do self-financing and mostly end-loans,
Deborah recommends looking into lenders,
like Huntington Bank, that have long-term rate
lock programs. "Building new homes takes
time, and unforeseen issues, which require
loan extensions, can occur," said Deborah. "At
Huntington, we recognize this reality and have
opened up our construction loans to extend up
to 24 months. Utilizing lending strategies like
the long-term rate lock, and having an overall
understanding of the many lending options
available can help builders sell more homes."
U.S. Bank will extend the construction draw
period up to 24 months. "We recognize that
a wet spring or lack of trades can really slow
construction and therefore we offer the ability
to extend the draw period up to 24 months for
those types of situations," said Mark Webberly with U.S. Bank. They offer a popular one-
time close loan for new construction. "This
program allows a pre-start prior to closing on
the mortgage, which is very unique," said Ted Edginton with U.S. Bank. Mark and Ted are
available during the entire lending process to
resolve any issues. "We focus on transparency
-- making sure our customers understand the
complete cost of building their new home, as
well as how the loan process works," said
Ted. U.S. Bank offers deposit draws on custom
items like windows, granite, cabinets and even
hardscape, for example. They also offer a
contingency reserve for changes throughout the
build process, which is similar to an escrow for
change orders. "Each build is unique to itself
so we work with homeowners and builders to
help keep the project moving forward," said
Mark. U.S. Bank offers loans on ground-up
construction and major renovations, as well as
financing of vacant lots. "As the fifth largest
bank in the country, U.S. Bank has been doing
construction loans for more than 50 years, so
we have a lot of experience and depth in this

area," said Ted.
For conforming loans, Wells Fargo Bank
allows homebuyers to lock in their interest rate
for up to a year, and for jumbo loans the bank
allows a two-year rate lock. "That is one of our
three distinct offerings in the new construction
marketplace," said Kelly Hayes with Wells Fargo. "Even for customers who believe the
rates won't go up during construction, I urge
them to take advantage of this product because
it provides them
protection and
peace of mind.
The homebuyer
knows what their
house payment
will be, so it gives them leverage to buy the
house they want with perhaps an additional
bedroom or more garage space." Wells Fargo
allows a "float down" if the interest rate is lower
60 days prior to closing. The second distinct
program is an interest rate lock on spec homes.
"Once a spec home is complete, a builder can
lock the interest at the current rate, even with
no available buyer," said Kelly. "If rates rise, the
builder can offer that below-market-rate to the
homebuyer, which is actually a better deal for
the builder than offering other concessions."
The third distinct offering applies to new
condominium and townhome construction. "We
have a team that counsels builders, at no cost,
on things like legal documentation, insurances,
and writing bylaws that conform to Fannie Mae
and Freddie Mac guidelines," said Kelly. "When
a project is approved through Wells Fargo, we
can offer a 30-year fixed rate, with as little
as 5 percent down, on condo and townhouse
mortgages."
Fifth Third Bank also has a number of
programs for customers who are working with
builders. They offer a one-time construction
to perm loan with the option of a 9, 12, or
18-month construction period, with interest only
payments. They have fixed rate and adjustable
rate options. “Builders have flexibility on the
number of draws during the construction
period,” said Don Precour with Fifth Third Bank. Once
the construction
is complete, the
loan rolls into
a permanent loan. Fifth Third also offers an
extended lock program where customers
can lock in at the current rate plus pricing
adjustments and fees based on the extended
time period at the time the loan is approved.
The extended lock periods are from 120 days
to 360 days. For a fee, the customer has the
option of “floating down” if the interest rate is
lower 60 days prior to closing. “A popular option
for financing homes in the $1-2 million range is
the option of a 3/1, 5/1, 7/1 or 10/1 adjustable
rate jumbo mortgage,” said Don Precour. “With
this mortgage, the rate is fixed for the number
of fixed years chosen and then it adjusts
depending on the market.” Fifth Third also
offers loans on vacant land. “We can secure
the land in advance and allow time to finalize
plans and specifications” said Steven S. Smith
with Fifth Third. “We offer 3/1 and 5/1 ARMs
for that product.” n

Slower Than Expected Permits Mark Beginning Of Construction Season MICHAEL C. STOSKOPF, EXECUTIVE OFFICER
New Housing Permit Forecast Based on residential permit data compiled by the Home Builders
Association of Southeastern Michigan (HBA) and reported in the HBA/Carter Lumber Southeastern Michigan Residential Building Activity Report™, a total of 269 single-family permits were issued in Macomb, Oakland, St. Clair and Wayne counties in March 2019. This brings the year-to-date total to 736 for 1Q19.
As discussed in earlier forecast reports this year, 2015 was the last year we had comparable significant weather impacts due to cold and snowy conditions to start the year. While the first quarter total still outpaces the 1Q15 total of 677, the total for the month of March is nearly 17 percent lower than March 2015 (323).
The reason for the slower than forecast new home permit activity in March can perhaps be found in data for existing home sales. Looking at data reported by REALCOMP for the 4-county area, existing home sales for 1Q19 are off to their slowest start as well since 1Q15 … simply stated, home buyer traffic has not yet emerged this year for either type of product.
There are good reasons for optimism for expecting improved new home permit activity as Spring and Summer approach. The leading factor is the continued upward climb in the number of people employed in the 4-county region, now solidly above 1.9 million, and at its highest level since December 2005. Other positive economic factors include an 8 percent year-over-year decline in crude oil prices and improving 30-year fixed mortgage rates following the Federal Reserve’s recent decision to hold interest rates steady and indicating no further increases are likely the remainder of 2019. n

The National Association of Landscape Professionals, a trade association of nearly 100,000 landscape professionals, recently
commissioned a study to determine if Americans' love affair with lawns and green spaces had waned with the advent of the digital age and the trend toward urbanization. A survey, conducted by the Engine Group, revealed that a whopping 79 percent of Americans say that a lawn is an important feature when renting or buying a home. It is interesting to note that millennials were the top age group, at 82 percent, to value lawns, compared with 81 percent of Generation X and 77 percent of baby boomers.
In the survey, respondents ranked a nice size yard second, behind a renovated kitchen, when asked to prioritize home features they valued most. A nice sized yard beat out other popular home features such as an updated bathroom, storage and hardwood floors. "These survey results support our own experience at D.A. Alexander and Company," said David Alexander. "Home buyers are making significant investments in their turf and landscaping. The backyard has always been the place where people spend most of their time relaxing with their families and neighbors outdoors. Vacations are great for a change of scenery, but what we look at and utilize most of the year is our own property."
The survey results also revealed that Americans are using their yards, with 77 percent of respondents reporting they relax in their yards at least once a month, and one in three reporting they garden in their yards multiple times a week. D.A. Alexander has also observed an upswing in

the number of outdoor kitchens, decks, brick paver areas, pergolas and water features that customers are adding to their backyards. "We have noticed significant investments by homeowners in all these areas," said David. "We provide full-service landscape design, installation and maintenance service, and we frequently work collaboratively
with builders to offer landscape packages as an option to new home buyers."
Common areas in subdivisions and other green spaces in the community were also valued by survey respondents. The research
found that Americans visit public parks and playgrounds more often than movie theaters, pools and beaches, bowling alleys and museums. "We work with HBA builders to design landscaping for all their public areas including subdivision entries and common areas, as well as model and spec homes," said David. "The curb appeal
of all these areas helps sell homes, and it appears that this recent survey presents hard data on what builders, realtors and landscape professionals have witnessed." D.A. Alexander's sister company,
RJR Services, Inc., is a recognized leader in complete facilities management, including grounds maintenance, so they are able to help HBA builders with everything from subdivision silt fences, to drain and catch basin repairs, asphalt repair, street scraping and sweeping, vacuum sweeping and other grounds maintenance and parking lot services.
The research results offer data for consideration, especially for builders who have not paid as much attention to the outside of their new home offerings as they have to the inside of their new homes. n

Common Sense And Accident Prevention Go Hand in Hand

Generally
speaking,
we’re not
born with common
sense, we acquire
it throughout life.
Common sense
is really our life’s
experiences (and training) put into action
depending on the circumstances.
Safety experts say at least 80 percent of
workplace accidents are caused by the unsafe acts of employees - and not by unsafe conditions.
Common Sense Is Affected When The Following Conditions Exist
• In A Hurry - Sometimes there is more
concern for completing a job quickly than
safely. Take time to do a good job and a
safe job.
• Taking Unnecessary Chances - Daring
behavior or blatant disregard for safe
work practices can put you and your
co-workers at risk. Follow all company
safety rules and watch out for your fellow
employees. Risky behavior is never
appropriate on the job and sometimes
can lead to disciplinary action.
• Mentally Preoccupied – We all have
other “things” going on in our lives –
family issues, financial issues, thinking
and planning for things outside of work.
But not concentrating while on the job
can get you seriously hurt or even killed.
Focus on the task at hand. If your mind
is distracted while at work, you’re at far greater risk for an on-the-job injury.
The “It Will Never Happen to Me” Belief System
Maybe you’re experienced and good at
your job and you’ve done a certain job or task
hundreds of times the same way. So, what if
you’re breaking the safety rules – an accident will
never happen to you. Or will it?
Angry or In A Negative Mindset Being angry or in a bad mood can lead to
a serious on-the-job injury because anger

According to the Electrical Safety Foundation International (www.Esfi.org), more than 30,000 workers have been injured in workplace electrical accidents over the past 10 years.
Furthermore, electrical violations are perennially on the Occupational Safety and Health Administration’s (OSHA) list of most frequently cited standards.

What’s Similar about 8 Out of Every 10 Accidents?
Broken down even further, statistics state
that at least 8 out of 10 workplace accidents
are the result of unsafe acts, many of which are
actions we take even though we know the safe
procedure. This is kind of strange if you think
about it. We have more to fear from our own
actions than from any other job hazards around
us. So why do we deliberately expose ourselves
to injury every day? The two following “excuses”
are the most popular answer to that question:
1. It Won’t Happen To MeMany of us are just thinking about getting the
job done and we may not give much thought to
the risk of getting injured. We know we’ve done
this task or job the same way many, many times
before and we’ve not gotten hurt. No matter
what we hear at company safety meetings, or
when mentioned by our supervisor, we think to
ourselves – “it won’t happen to me.”
It will happen to you – maybe not today, and
maybe not tomorrow. But if you continue to work
unsafely, you will get hurt. Don’t take chances and
don’t use the “It won’t happen to me” excuse.
2. We Take ShortcutsAnother popular excuse I hear often from
employees breaking a safety rule is “this job will
only take a few moments, I don’t need my safety
equipment” – so we take a safety “shortcut.”
For example, not putting on our safety glasses
because the task is short and your glasses are all
the way back at your truck, or not sloping back
that trench because we’ll soon finish work at
the bottom of the
trench and start
backfilling.
Just like the “It
won’t happen to
me” excuse, the
safety “shortcut”
excuse will
eventually get you
hurt.
Why take a
chance in the
first place? Accidents can happen to you – and
eventually they will happen if you continue to take
safety shortcuts. Do the right thing and put safety
first in every job or task you do and you won’t
need any excuses.

Whitmer Signs Eviction Legislation
One of the first bills introduced in the 2019-20 legislative session is now law. Senate Bill 3 – now Public Act 2 of 2019 – amends a section
of the Summary Proceedings to Recover Possession of Premises chapter of the Revised Judicature Act. The new law revises the list of individuals a court could command to restore a plaintiff’s possession
of premises following a judgement, and further specifies the procedure for removing personal property. Under existing law, a court entering a judgement for possession in a summary proceeding must issue a writ commanding a sheriff, or other officer authorized to serve process, to restore full possession. The new law expands the individuals the court can assign to include bailiffs of the issuing court, deputy sheriffs of the county in which the court is located, or an officer of a law enforcement agency of the local unit of government in which the court is located. The bill then specifies that all personal property from the premises must be left in an area open to the public or in the public right-of-way, or by delivering the property to the sheriff as authorized by the sheriff. The new law will take effect on July 2, 2019. This legislation was the second bill signed by Governor Whitmer since she began her term in office.
