Program Objectives Broader than the conventional curriculum of traditional public administration studies and law, the program's interdisciplinary approach includes the study of public policy, public administration, public management, and business management. At the Faculty of Economics and Social Sciences recognized practice-oriented economists, sociologists, and political scientists as well as experts in business administration and public management combine forces to provide a cosmopolitan environment for internationally-oriented students. Through a network of partnerships and coalitions, the program seeks to promote a dialogue between the academic world, the public sector, business, and the non-profit sector. World-wide research activities of the faculty include links with the Public Sector and Governance Competence Center at the FESS, the Global Public Policy Institute, Transparency International, GTZ, the World Bank, the UNDP, the University’s interdisciplinary Institute of Local Government Studies, as well as membership in the European Association for Public Administration Accreditation (EAPAA) The MPM Program is designed to equip public-sector professionals with the analytical and practical skills required to meet society's need for improved efficiency and effectiveness in public management. The program is based on the assumption that these skills are best developed holistically, systematically, and in a theoretically sound manner. Accordingly, the program encourages pro-active behavior, a hands-on approach to teaching and learning, and requires considerable initiative and extensive independent study of the participants.

Target Group The program is designed for qualified graduates in economics, business management, or social sciences with relevant professional and leadership experience in public-sector organizations from developing and transition countries. Applications are welcome from professionals working in public-sector institutions such as ministries, government agencies, sub-national public authorities, local government, and NGOs in partner countries of InWEnt, which is funded by and acting on behalf of the Federal Ministry of Economic Co-operation and Development. Applications are also welcome from mid-career professionals working in other institutions of development co-operation or who are from developed countries and working in similar institutions or related areas. Scholarship support from InWEnt focuses on applicants who are from partner institutions. We welcome especially applications of women.

Admission Requirements - Successful completion of a recognized academic degree (at least an honors

BA) from an accredited university in economics, business management, or social sciences. Exceptions are made for equivalent backgrounds, training, and experience.

- Relevant and practical experience in managerial or executive positions in public- sector organizations.

- Proof of an excellent command of English (spoken and written).

Date and Duration The 14-month program begins in April.

Basic Program Structure The full-time MPM Program covers two semesters of courses, plus two months for writing and defending a master's thesis. Participants are expected to enroll in four compulsory courses and choose two or three electives each semester. Courses typically involve a combination of short presentations given by the students, case studies, exercises, examinations, and term papers. The final evaluation is based on a weighted average of course grades, the grade awarded for the master's thesis and its defense. The program features a series of preparatory workshops, an introductory course in the German language, a course in professional and academic communication and excursions or summer schools during the semester break. The MPM core faculty includes both professors from the University of Potsdam and distinguished scholars from such countries as Australia, Belgium, Switzerland, and the United States. Some faculty members come straight from consulting projects or government offices to share hard-learned lessons in bridging theory and practice. A full professor of the SESS directs the program. The program is operated by the University's UP Transfer Gesellschaft für Wissens- und Technologietransfer mbH and enjoys the support of a program manager. Classes take place in a fully-equipped course center that includes a computer pool and facilities for independent study and tutoring. Fully integrated in the University of Potsdam's SESS, many of the courses are enrolled in by both MPM students and UP graduate students. All MPM courses are taught in English.

Course Structure The MPM Program curriculum is divided into five study areas and consists of a number of compulsory courses (indicated in italics) and electives. In addition, students are expected to participate in a communication course, tutoring activities, summer schools, and excursions designed to assist students in their development of a master's thesis.

Decisions on admissions are based on the evaluation of these documents and, where possible, a personal interview. Among the decision criteria are regional and cultural diversity.

Cost of the Program The current tuition fee for the full-time, 14-month MPM Program is € 8,400. Fees cover costs of all courses, the use of University's facilities, and relevant teaching materials. The fee does not include accommodation and living expenses. Living expenses in the Potsdam-Berlin area are comparable to those in other European cities and may be estimated at about € 800 a month (covering accommodation, food, insurance, transport, and other expenses such as books).

Financial Aid Participants are encouraged to seek full or partial funding provided by various sources available in most countries, such as the sponsorship of employers, or scholarships offered by public and private foundations, international organizations, national local governments, or German aid agencies. Applicants coming from InWEnt partner countries and organizations (for a list, please check our website) are eligible for a tuition waiver, as well as a scholarship (with a significant contribution by the participants or their employers).

University of Potsdam The MPM Program is integrated into the Faculty of Economics and Social Sciences (FESS) at the University of Potsdam. The University of Potsdam is a young, dynamic university founded in 1991. Its reputation is based on excellence in research, teaching, and policy advice. Some 3000 students are now enrolled at the FESS. The MPM Program is based at Park Babelsberg, close to Babelsberg Castle, one of the three campuses of the University of Potsdam. Potsdam is the capital of the State of Brandenburg, which celebrated the 1000th anniversary of its founding in 1993. Potsdam began to acquire its distinctive appearance when the town became the residence of the Prussian royalty. The grounds of the three royal parks, the Palace of Sanssouci, the New Palace, the architectural jewel of Schinkel's Charlottenhof, the Cecilienhof Palace, and numerous churches and villas continue to charm visitors today. Of Potsdam’s 140,000 inhabitants some 13,000 are university students. Potsdam’s location is ideal for student life, and it is surrounded by woods, lakes, and rivers where leisure-time activities can take place. Situated a short ride with public transport away from Berlin, Potsdam provides immediate access to a vibrant international economic and political center at the cross-roads of Eastern and Western Europe.

All over the world, governments and public institutions are being challenged to provide high-quality service and to respond more swiftly and adequately to citizens’ needs. In many countries, this involves reforming and strengthening the civil service and public institutions. Consequently, there is a growing demand for appropriately trained executive and managerial staff. The MPM program is designed to help address these challenges by integrating the conventional curriculum of traditional public administration studies and law with modern business administration, public policy, and interdisciplinary studies.

Applying for the MPM Program

Dear prospective applicant! Thank you very much for your interest in our Master of Public Management Program (MPM) at the Faculty of Economics and Social Sciences at the University of Potsdam in co-operation with the Capacity Building International (InWEnt). All information necessary to apply for the MPM program is provided herewith, and we encourage you to read it carefully.

How to apply

Step 1

Read the general information about the MPM-Program on our website or the MPM booklet, if available.

Step 2 Fill in the following sheets and questionnaire and send them to InWEnt:

1st document: The scholarship application sheets which are titled "MPM Application Questionnaire

InWEnt" and are ONLY distributed by the German Government via the Capacity Building International (InWEnt) and NOT the MPM Program as such. Please note, that above all technical information is requested by this sheet.

2nd document: The "MPM Application Questionnaire University of Potsdam" of the MPM Program of

the University of Potsdam. The questionnaire focuses on your academic background, motivation and professional interest to the MPM Program as well as touches on financial arrangements. (If you prefer to fill-in the questionnaire electronically, you are free to download the questionnaire from our homepage. Then print the questionnaire and attach it to your other documents. They are available as Word-documents).

A note on funding: Only a maximum of 16 of available program slots are partly funded by the German Government through scholarships and tuition waivers granted via the InWEnt. The InWEnt scholarship package usually covers the largest part of the living expenses during the 14-month-program, including health insurance, liability insurance, accident insurance, and a rent subsidy.

Given the extraordinary number of applications for full funding that usually exceeds 15 times the number of funded slots available, we encourage you to seek individual funding for the tuition fees provided by various sources other than the InWEnt that may be available to you, such as the sponsorship of employers, fellowships or grants offered by public and private foundations, international organizations, or national local governments as well as private

Step 4 - Deadline

Submit your individual application package to the InWEnt gGmbH (NOT to the University of Potsdam) by mid-September 2008 at the very latest in order to make sure that your application will arrive with InWEnt in Bonn, Germany by September 30th, 2008 (deadline). Applications for the InWEnt scholarship sent to the University of Potsdam cannot be considered.

After you handed in your application package... Please guarantee that your application will arrive safely with the InWEnt in Bonn. Therefore, please refrain from individual requests to confirm the receipt of your documents in Bonn. By the end of November, all applicants will be informed about their status of admission to the MPM Program at the University of Potsdam on grounds of a competitive selection process. Admissions decisions are based on evaluation of your application documents and, where possible, a personal or telephone interview. Among the decision criteria is also regional and cultural diversity. Final approval then will be given subsequently. Applicants, who will be taken into consideration for the course, will be informed and requested to send all necessary health documents.

Application to participate in an Advanced Training Programme in Germany

InWEnt welcomes your interest in our advanced training programme. You already have information about the objectives and contents of a concrete programme and now wish to submit an application. Please be sure to read these documents carefully. They provide all relevant information you require to complete a successful application. I General information German development co-operation supports partner countries in meeting the challenges of globalisation, developing global governance competence, participating in the internationalisation of politics and making a contribution to resolving global problems. To this end, know-how deficits are eliminated and innovation processes enhanced with the help of advanced training tailored to meet your country’s demand. InWEnt’s advanced training programmes target sectors that are of particular importance for a nation’s development and are experiencing bottlenecks in certain professional fields that cannot be addressed to an adequate degree by domestic training institutions. Dear applicant You are planning to take on an active role in this change process. We would like to make sure that you are aware of the implications of this important decision. InWEnt’s projects and programmes are a contribution to capacity building, i.e. they are oriented towards the problems and interests of sending organisations or institutions. Your personal advanced training wishes can only be considered within this framework. Our advanced training measures primarily aim to enhance your qualifications as a specialist or executive staff member within the organisation or institution sending you and where you have a specific function or have been entrusted with a certain area of responsibility. II Conditions for Participation 1. InWEnt will decide on applications for a scholarship. Applicants will be informed of the decision by the relevant InWEnt departments. Scholarship agreements will take effect as soon as applicants have accepted the admission and signed the Conditions for Participation. 2. As the instruction language will be English the applicants must have a command of the programme language English. They have to provide evidence of their English skills. Please note that proof of a TOEFL score of at least 230 (computer based) or 570 (paper based) or a IELTS score of at least Band 6,5 or a Cambridge Certificate of Advanced English (CAE) is required for admission. For the daily use, basic German knowledge is necessary. No additional language instruction can be financed by InWEnt. 3. During the advanced training in Germany, InWEnt will meet the costs of lodging and grant a scholarship as a contribution to living expenses. The per diem allowance is granted up to 24 Euro (ca. 850 Euro monthly, incl. rent allowance) - the amount (domestic) stipulated by Section 4 para.5 sentence 1 no. 5 sentence 2 of the German income tax code. Hence, the scholarship is differentiated according to the number of advanced training days and board. It covers the cost of board, clothing, a personal allowance and study materials. It is not sufficient to support dependents. The livelihood of families in the home country must be secured for the period of the advanced training. We recommend that the partner institutions will pay the normal salary during the Programme time. The participants have to pay by themselves a contribution of ca. 150 Euro per month for lodging and tuition fees. We embrace explicitly applications of self-pay participants and participants who get sponsorship by other institutions. 4. International travel expenses will be met by partner countries and sending/partner organisations as a contribution towards the advanced training. 5. Apart from professional suitability, applicants must also be in good physical shape. Their health status will be assessed by an independent medical examiner in country of origin following the first selection round. The relevant examination report is attached to the application forms. Fees for the medical examination will be met by applicants or the sending/partner organisation. Exceptions may be made at the discretion of InWEnt. Following entry into the Federal Republic of Germany, programme participants will be screened for infectious diseases. If an infection is detected or a participant is unfit to attend the advanced training, they are obliged to immediately return to their country of origin. 6. Participants commit themselves to completing the advanced training programme. Temporary absence from the advanced training may be allowed by InWEnt.

7. Participants may not accept other scholarships for the duration of the advanced training, nor are they allowed to enter any form of employment, part or full time. They will need all the time at their disposal for the advanced training. 8. Throughout their stay in the Federal Republic of Germany, participants are insured against acute illness, accident and personal liability; claims held against third parties will be ceded. 9. Prior to their departure, participants are required to settle all outstanding financial obligations. They will authorise InWEnt to recover any overpayments from their current account. 10. The advanced training programme can be terminated for important reasons:

a) failure to achieve the programme goals b) health reasons c) violation of programme’s terms and conditions d) violation of laws of the Federal Republic of Germany

Participants are not legally entitled to holidays.

11. Participants commit themselves to return to their country of origin immediately upon completion or termination of the advanced training programme.

12. Participants give their consent to having their individual data stored, evaluated and forwarded to third parties insofar as this is necessary for the advanced training and the alumni programme. 13. For the duration of the advanced training, participants authorize the relevant InWEnt departments to contact third parties (e.g. training institutions, authorities, schools) for pertinent information. In case of health problems that might affect the successful completion of the advanced training, they release doctors and hospitals from their duty to maintain confidentiality. Appendix to Part 1 We require precise information on your workplace and responsibilities to ensure that you and your organisation will benefit from the advanced training. We would like to ask you to draw up a two-page analysis with a detailed description of the concrete bottleneck or problem that in your opinion can be addressed through the advanced training. Your analysis is the most important part of your application for us. 1. Draw an organisation chart of your organisation or institution and mark your position as well as that

of your direct superior or enclose a printed organisation chart with the appropriate markings. 2. Describe your department’s function and your responsibilities. Name projects, services and – if

applicable – your organisation’s or institution’s website. 3. What are your objectives for the advanced training? Where do you perceive bottlenecks or a need

for improvements within your sphere of responsibility that can be addressed by the advanced training measure?

The solution-oriented transfer project to be elaborated throughout all programme stages and in particular during the internship will be an important component of the MPM-programme. It should be designed in a way that it can be completely researched within six months. Ideally, the project study offers a solution to an identified problem pertaining to your organisation, your countries' government or your country in general and deriving from challenges of public management. At this stage, we do not expect a perfectly elaborated proposal, but rather some tentative parameters. The ideas provided here should be complementary to the answers already given by you in the application documents.
