Status of Funds Reports Overview Status of Funds Reports display MARS summary/detail status of funds: budget allocation data and actual and pending obligations.

Data Sources o Allocation Data is entered through the MARS Budget/CBS BOP process (or MARS AA process if

Allotment Option is selected). o The Actual Obligation data is downloaded from the CBS NDW_AP_TRANS file. o Remaining Commitments for non-labor data are calculated based on the MARS commitments and

CBS obligations matched to them based on the specific match criteria. Remaining Commitments for labor data are based on the outstanding MARS labor projections. Remaining Projection cost will display for all employees that have MARS projections created where the pay-period is greater than the current CBS indicated pay-period. When the month-end labor estimates are downloaded, this month projections will be subtracted from the projections pipeline. After reversal entry is in, Remaining Commitments will go back to the last recorded pay period.

o Encumbrance is an estimated amount based on the commitments entered.

Special Features o Reports with FTE values included: Reports 25, 25D, 24, 25M, 25C (cumulative monthly), 14

(monthly obligation FTE), 25M, and 25I (Internal Fund Distribution). o Batch Report 25D: depending on the grouping chosen, the report displays Org code summary

(chosen org level) or Org/Project/Task summary (separate page for each combination). o Excel Download available: Reports 25D and 22 (Web or Excel, based on user selection); 9, 9B,

9C, 14, 23, 25M, 25C, 25M, and 29 (data can be downloaded from the PDF Web Report) o For Monthly/Quarterly Reporting: use 25C/25O/9C/9O (with Commitment Data),

25A/25B/24A/24 (monthly/quarterly Allocation and Obligation Data, including Year-To-Date cumulative values).

o Reports for Program-based reporting: 27 (cross-LO reporting). o Most Detail Reports: Reports 9 (with links to Commitment Detail) with ‘Include Bank Card

Detail’ Option. o Report 9 do not display Travel Destination for Travel Commitments (displays only Foreign or

Data Selection Options

• Allocation Source Options: o MARS Budget (Default) – The report will use MARS Budget Plan as a source for the

Allocation Column (Dollars and FTE). o MARS Budget without MEMO Records – The report will use MARS Budget Plan (excluding

records assigned to MEMO or INT Allowance Advices) as a source for the Allocation Column (Dollars and FTE).

o MARS Allotments – The report will use MARS Allowance Advice Data as a source for the Allocation Column. Allocation FTE source – MARS Budget.

o CBS BOPS – The report will use CBS BOPS as a source for the Allocation Column (Dollars and FTE).

o President’s Budget/House Mark/Senate Mark Budget – The report will use MARS Budget Records assigned as Presidents Budget/House Mark/Senate Mark Budget as a source for the Allocation Column (Dollars and FTE).

• Data Selection Options:

o Static MARS Data as of last MARS Refresh (Faster). Can be used for all Fiscal Years available in MARS. Allocation source is determined by the Allocation Source option selected.

o Real Time Live MARS Data starting with Current Fiscal Year. Available for the current FY and the next year open for the planning (based on the FY selected).

o Monthly Snapshot (for the selected Month/Year).



Status of Funds Reports Specifications

Financial Status Summary - By Object Class (25) • This report will display a summary of allocations, actual obligations, pending obligations and the

balance grouped by major object classes (in thousands). • Report 25 includes FTE totals: Allocation FTE, year-to-date actuals from CBS NDW_AP_TRANS

and pipeline from MARS Labor Projections. Allocation FTE source depends on the Allocation source selected for the Report: MARS Budget or CBS BOPs FTE.

• Report 25 also displays CBS Prior Year Downward Adjustments, for information purposes. • Report 25 allows users to add report subtitle and comments for printing purposes. • Report has hyperlinks from the Remaining Commitment column to the Detail Report (9) for each

object class row. When Report 25 is run real time, it can be drilled down to the Budget Detail Report (7) for each object class row.

Monthly/Quarterly Summary (with Commitment Data) Report (25C) • Parameter Page called from the Report 25 page • Report 25C allows LO extracting Cumulative Plan (Allotments, BOP and MARS plans),

Obligations and Commitment data for reporting by month and quarter within MARS. This Report (as Reports 25O, 9C and 9O) captures Commitment data for a given time period to be used in Monthly/Quarterly Reports.

• Allocations and CBS Obligation data is cumulative (Y-T-D) as of the end of the month/quarter selected.

• Remaining Commitments are based on the Obligation Month (expected to be obligated before the end of the selected month/quarter). Obligation Month for Labor Commitments (Projections) is determined by Pay Period assignment. For non-Labor Commitments, Obligation Month is based on the Obligation Month field on the Commitment detail record: GL End Date for the auto-obligated records, GOL Award Start Date for Grants Commitments, user-entered month for the manually entered commitments (or Date of Entry).

• If current or future months are selected, Report is generated with Real Time data. For previous months, the Report is using Monthly Snapshots.

• Report 25C includes FTE totals: Allocation FTE, year-to-date actuals from CBS NDW_AP_TRANS and pipeline from MARS Labor Projections.

• Parameter Page called from the 25D page. • This Report (as Reports 25C, 9C and 9O) captures Commitment data for a given time period. This

• Report 25I parameter Page is called from the Report 25D Parameter Page. • This report tracks Internal Fund charges by object class based on percentage used by

Fund/Program/Project by FMC (including FTE distribution). • This report will display a summary of allocations, actual obligations, pending obligations and the

balance grouped by major object classes. Depending on the grouping chosen, the report displays Org code summary (chosen org level), Program or Org/Project/Task summary.

Financial Status Summary - by Fund/Program/Line Office for each NMFS Program (27) • Report includes all MARS/CBS transactions for the Program Code that belongs to the selected

Line Office, regardless of the LO (Org1 Code). • This report will display a summary of BOPs allocations, CBS actual obligations and MARS

Remaining Commitments grouped by Fund/Program/Line Office. • For each program total, Report 27 will provide a hyperlink to the program status report by

Project/FMC (27D). • For each project/FMC total, Report 27D will provide a hyperlink to the detail report by Object

Class/Org/Project/Task/Affected Reference Number (27O, similar to the Report 9 format).

Financial Status Detail - by Object/Org/Project/ Task/Affected Reference Number (9) • Lists each Commitment record with detailed descriptions. It displays the amount of the

commitment, the amount matched from CBS, and the remaining commitment amount for each commitment grouped by Object Class/Org Code/Project/Task/Affected Reference Number.

• The users have an option to include Bank Card detail information on the Report 9: Req number, Vendor, Description and actual amount.

• If the commitment amount is not equal 0, the report will have a hyperlink from the Commitment column to the Commitment Detail Report (15).

• Report 9 do not display Trip Destination for Travel Commitments (displays only Foreign or Domestic Travel designation). Travel Destinations are available on the Report 9 under Restricted Travel Reports.

Object Class Summary - by Fin Category with Labor Hours (30) • This report will display a summary of actual obligations (by financial category) and labor hours

grouped by Fiscal Year, Object class and Org Code for the selected Project Code (mandatory parameter).

• The Actual obligation data and labor hours are downloaded from the CBS FIN_CAT_SUMMARY file.




Status of Funds Reports Grouped by OPT Group/Subgroup Financial Status Summary - by Org/Project/Task/Object for each FMC/OPT Group/OPT Subgroup (29)

• Report groups data (by Object Class, similar to the Reports 25) by OPT Groups/Subgroups • This report will display financial summary data based on the parameters chosen. For example,

choosing FMC-only will produce a summary for each OPT Group within the FMC, and FMC and OPT Group totals. If FMC and OPT Group are chosen, the report will list each OPT Sub Group within the OPT Group and OPT Group and OPT Sub Group totals, etc. Choosing a level below FMC will not find entries if an OPT Group and/or OPT Sub Group codes have not been assigned to Project-Task in the OPT table. Only transactions for Project-Tasks having the selected FMC, OPT Group, OPT Sub Group codes will appear in the report.

Match Settings Report (3) • The report will help the users with Match set-up. • Report 3 displays Match settings for a selected FMC: auto-obligation criteria and general set-up. • The users have an option to display all Match Settings or just selected criteria.




Grants on Line Processing Report (51) • Report 51 can be used to help reconcile commitments created in MARS from the Grants on Line

System (GOL). • This Report consists of two parts. First part, GOL Data that did not create MARS Commitments,

will display approved CD 435s downloaded from GOL that cannot be used to create MARS Commitments (Org/Project/Task combinations need to be established in MARS). Second part, MARS Grant Commitment Tracking Report, will display MARS Grant Commitments, corresponding CBS obligations and GOL CD435 tracking information.

• The users have an option to display all GOL Commitments or only ones with CD 435 withdrawn after MARS commitment creation or only commitments with pipeline (Over/Under).

Ignored CBS Records (20) • This report will display records that have been manually ignored by the user or zeroed out by the

Match Process. • For each ignored record, report will display match code (manual or auto-ignored), user and the

date when the record was ignored. • The users have an option to view all ignored records for the entered criteria or just display records

that don’t zero out.




Organization, Project Task (OPT) Table Report by FMC/Org/Active Status (58) • This report will display Org/Project/Task Combinations from the MARS OPT table for each

FMC/Chosen Org Code Level. • For each fiscal year, Report 58 will divide OPT records between the following categories based on

their active status: - Active Combinations; - Active in CBS/Inactive in MARS (Admin Override); - Inactive OPT combinations.

• The users have the options of displaying all OPT combinations based on the selection criteria or choosing only one OPT Status category.

• The users have the option of selecting only OPT combinations generated by the system from the CBS Obligations (during nightly load, for the FMCs that chose OPT auto-generation option).

• This report will display a monthly Internal Fund Analysis. • Fund 2 column includes programs (LOEXP and OFCEXP) 9-1-2-0 (all org codes), 9-1-3-0, 9-1-4-

• Report 135R will include a summary of allotments by Fund/Program for the report selection.
