Special Needs Lump Sum (SNLS)

Purpose:
• To support through additional costs the recruited orseconded researchers/staff members with disabilitieswhose long-term physical, mental, intellectual orsensory impairments are such that their participationin MSCA would not be possible without extra financialsupport.
Total 2019 budget (2 deadlines): € 1 million
How does it work:
• Eligible MSC actions: ITN, IF, RISE and COFUND.
• Proposal can be submitted only by the MSCAbeneficiary.
• One proposal per recruited researcher / secondedstaff member with special needs / disabilities.
• If more than 1 researcher with special needs withthe same beneficiary – separate proposal for eachresearcher to be submitted by the same beneficiary.
Eligible applicants (1):
• MSCA beneficiaries.
• Applicant must comply with the following cumulativecriteria:✓ At the time of the SNLS deadline, it must be a
beneficiary in an ongoing H2020 MSCA grant, orits proposal must be in the Grant AgreementPreparation stage (GAP) for a future MSCA grantagreement.
✓ It has recruited/seconded (or for a proposal inGAP, will recruit/second) the researcher(s)/staffmember(s) with disabilities in the framework ofan MSCA action.
Eligible applicants (2):
• Partner organizations and entities with a capital orlegal link are not eligible to apply for SNLS.
• Special case of RISE: if a research with disabilitiesfrom the Third Country (TC) partner organization isto be seconded to the RISE beneficiary, the concernedbeneficiary is eligible to apply for this concerned TCresearcher.
Eligible researchers:
• To be eligible for SNLS, the researchermust comply with the following cumulative criteria:
✓ He/she is eligible under the main MSCA grant(ITN, IF, RISE or COFUND).
✓ His/her disability is such that his/her participationwould not be possible without an extra financialsupport.
✓ His/her disability is officially recognised by therelevant national legislation.

Proposal duration:
• The duration of the SNLS is limited to the duration ofthe main linked MSCA.
• It can be shorter but cannot be longer than the mainMSCA grant.
• The duration of the SNLS will be adjusted by theProject Officer during the Grant Agreement Preparationphase or during the action implementation.

Financial support:
• Up to 60 000 EUR per researcher with specialneeds/disabilities.
• The appropriateness of the resources deployed will beevaluated by the expert evaluators, i.e. an appropriateamount should be requested.
• If higher amount is needed for the concerned support,only 60 000 EUR per researcher can be requested inthe application, however applicants should describe theadditional costs needed (and to be covered from othersources) in the application to provide the full picture forthe expert evaluators.
Eligible SNLS items / services: some examples (list not exhaustive):
• Accompanying person during the secondment for the MSCAresearcher with visual impairments or epilepsy.
• Special PC screen for the researcher with visualimpairments.
• Costs linked to the vaccination/administrative costs for theaccompanying dog for the MSCA researcher with visualimpairments, epilepsy.
NB: Costs that are already covered by the national health care/socialsecurity system cannot be requested within the SNLS application.

Structure of the proposal:
Part A
• General information about the proposal (title, abstract, etc.)• Administrative data of the beneficiary• Budget (only the total amount to be inserted in Part A)• Call specific questions
Structure of the proposal:
Part B – max 3 pages:
1. EXCELLENCE • Description of the special needs of the researcher• Appropriateness, relevance and necessity of the items/services requested by
the applicant
2. IMPACT • How the requested items/services will facilitate the work of the researcher
3. QUALITY AND EFFICIENCY OF THE IMPLEMENTATION • Details of the requested items/services• Breakdown of the requested budget
Consent form (not counted towards the page limit)
Proposal acronym:
• The SNLS grant will be linked to the main running MSCA,therefore acronym of the SNLS proposal must be thesame as the acronym of the main MSCA grant.
• In case more researchers with disabilities are from thesame linked MSCA grant, all SNLS proposals musthave the same acronym.
NB: The proposal number will be different as it is givenautomatically by the IT system, therefore it is important tointroduce the same acronym.
