Profile

๏ Colombian Lawyer (Javeriana University, 1986 to 1991), specialized in Corporate Law

(Certificate, 1996), with Advanced Studies in Research (DEA) at the Alcala University

(Spain, 2006) and a Ph.D. in Law (Cum Laude) at the same university.

๏ 28 years of experience in intellectual property matters, both at the practical level (Head

of the Colombian IP office) and at the policy level (holding several positions in WIPO,

including the current one as Director, Patent Law Division).

๏ Effective consensus-building leader with high diplomatic skills.

Experience

๏ Mr. Aleman has been working for WIPO during the last 20 years (since 1999), initially as

a Senior Program Officer, Cooperation for Developments for Latin American and the

Caribbean; then as the Deputy Director, Division for Public Policy and Development;

Deputy Director, Patent Law Division and currently as the Director, Patent Law Division.

๏ Visiting fellow at the Max Planck Institute, Munich (1998, 2nd semester).

๏ Former Head of the Colombian Industrial Property Office (1995/98).

๏ Former IP Attorney (1991/95).

๏ Professor on IP at the Externado University (Bogota, from 1994 to today) and invited

professor at the University of Alicante (Spain), University of San Andres (Argentina) and

University of Turing (Italy).

Election Director General OMPI 2020

General Information

The position for WIPO’s Director General (DG) is opened for a new election. After a DG

from African origin (Sudan 1998-2008), and more recently a DG from the Developed

countries group, named group B (Australia, 2008-2020), it is the turn for a DG from Latin

America or Asia to take position.

Colombian Government

President Ivan Duque has shown a decided interest towards working on innovation and

cultural industries. Works in order to stimulate creative industries, bets towards the

promotion of entrepreneurship and the recent creation of the Ministry of Science and

Innovation, show an important role of Intellectual property within the government

program. Via an official communication dated November 15th of 2019, the Minister of

foreign affairs of Colombia, presented the Colombian national, Marco. M. ALEMAN, as a

candidate for WIPO’ DG. 

The Election Process

Los WIPO’ Members States had until the 30th of December of 2019 to present candidates.

There are 10 official candidates which include 3 from Latin America (Argentina,

Colombia and Peru). Elections will take place in Geneva, Switzerland, the 5th and 6th of

March of 2020. It will be done via secret votes at the Coordination Comity by Member

States’ representatives.

Candidacy with real chances

Mr. ALEMAN’s candidacy has been well received, firstly due to academic credential (see

CV), being one of the best-known global experts in terms of IP (see annex). Furthermore,

he can count with an significant experience with multilateral matters considering his 20

years work at WIPO and his position as Secretary of one of the most complex comities

managed by this grillom3, the Standing Comity on the Law of Patents (where the most

important substantive themes of IP systems are discussed). He has also been for several

years the head of the legislative and policy advice of WIPO on patents, trade secrets and

integrated circuits, which lead him to work in more than 90 countries.

Objetivos

Marco M. Alemán's programme is based on the following 5 pillars:

1. Positioning WIPO

We will give WIPO a more modern organizational and operational approach,

in the interest of strengthening our leadership position in the IP community.

2. Insight and Experience with Inclusive Multilateralism

We will serve as the epicentre for dialogue and research on IP. This is

fundamental to our mission as administrator of the international IP legal

system and as a source of IP knowledge.

3. Improve the Efficiency and Cost-Effectivenesss od Services

We will align the services of the International Registries, and those of the

platforms and databases, with the needs of our users.

4. IP for the Benefit of All

We will strengthen the technical assistance strategy, addressing the needs of

countries that have not yet experienced the positive impact that intellectual

property can have on their economic and social development objectives, and

will design programs to support specific sectors, including cultural industries,

inventors and SMEs.

5. An agile team with the ability to innovate

We will adjust our team to confront the challenges of our time, the fourth

industrial revolution, the global challenges of climate change, health and

poverty. The team needs to be identified with our mission and represent the

diversity of Member States and stakeholders we serve.
