Kildare Echo The HSE has announced the provision of a number of new Primary Care Centres throughout Kildare as part of their Service Plan for the Dublin Mid Leinster Region. The plan was recently reveled to South Kildare T.D., Seán Ó Fearghaíl, when he asked the Minister Of Health & Children to clarify reports that the HSE is to close a number of local Health Centres throughout the County. Deputy Ó Fearghaíl was informed that as part of the capital development plan for Kildare West Wicklow, a number of new Primary Care Centres are being developed in line with the Primary Care Strategy. There are plans for the development of new Primary Care Centres in Newbridge, Celbridge, Kildare town, Clane, Rathangan and Kilcock. There is a possibility of future develop- ment of Primary Care Centres in Athy, Leixlip and Kilcullen. Primary Care Services that are presently being delivered from Health Centres in these areas will be delivered from the new Primary Care Centres. According to the plan stated Deputy Stagg it is hoped to deliver the Primary Care Centre in Clane in the latter part of 2013 through a lease agreement. Two public meetings were held inKill in recent weeks, following theGarda station closure there, and pos-itive outcomes have now beenachieved.

The meetings were organised byFianna Fáil’s Naas AreaRepresentative, James Lawless, toallow the community discuss theissues and explore the options.

“We have made some progress”said James “amidst concern andalarm at the outset when the villagewas left exposed, we have now takensteps as a community to advancemeasures of self-help”.

“Any doubts about the strength oflocal concerns were dispelled whenwe collected over 400 signatures ona petition in the space of a few days”said James.

“However these closures are a gov-ernment decision and whilst weoppose them, they remain outsideour control –how we respond to themhowever is in our control and I amsatisfied we have made positiveprogress in playing the hand we’vebeen dealt”.

“Hunt of the year” waswhat participants said onleaving St. Kevin’s GFCJack Casey MemorialPark.

An absolutely fantasticday was had by all at thehunt organised by NorthKildare Farmers in aid ofthe juvenile section ofSt. Kevin’s GFC.

Over 200 horses andriders attended the eventaround the village ofStaplestown and it’sbeautiful countryside.

Seasoned hunt revelersdescribed the course as“wonderful horse-ridingand brilliant jumps”.

There was also an auc-tion, raffle, food andmusic to enjoy. A greatevent to give a financialboost to the juvenile sec-tion of St. Kevin’s.A special thanks went to

Joe Burns, StephenBurns, Peter Drennanand Declan Cullen fordoing a fantastic job inorganising the event.

The organisers want to

thank all the landowners fortheir generous cooperation,without them the huntwould not have been possi-ble. Sincere thanks to allthe volunteers on the day.

Especially the caterers,

stewards, bar staff and auc-tion and raffle organisers.Also to those volunteerswho worked tirelessly daysbeforehand in preparing thejumps and the course.With this event being such

a success the hope is it willbecome an annual event asthe majority of the partici-pants were very eager topencil it in for next year.

Fundraising HuntFor St Kevins GAA

Adaptation GrantsIndependent TD Catherine Murphy has highlighted thediscrepancies in the system of home adaptation grantsawarded to elderly and disabled people through theirlocal authorities.

In a response to a parliamentary question posed byDeputy Murphy, The Minister of State in theDepartment of Environment, Community and LocalGovernment Jan O’Sullivan confirmed that she isundertaking a review of the various grant measuresand also provided a breakdown of figures for the grantacross all local authorities.

“Some local authorities are in greater need than oth-ers, as evidenced by the fact that some overspent ontheir budget while others came nowhere near reachingtheir allowance. Each authority has to find 20% of the grant costs from

their own resources if they are to avail of the matching80% from the exchequer. Local Authorities that do nothave this 20% available are unable to provide maxi-mum grant assistance.”

Meetings On PropertyTaxKildare Sinn Féin began a succession of meetings onthe Property Tax over the past few weeks.

Meetings were held in the Townhouse Hotel, Naas,and were followed by meetings in Athy, Newbridgeand Celbridge.

Senator David Cullinane told the meetings that “The Property Tax as the government deemed to call itwas in fact a tax on the Family Home”Kildare Sinn Féin said they intend to be out and about

in the towns and villages of Kildare over the comingmonths urging local people to join with them andexpress their opposition to this tax by signing this peti-tion.

Sinn Féin will be tabling a Repeal Bill in the Dáil toabolish the tax.

Athy's programme of festi-vals and events for theGathering 2013 was offi-cially launched by localambassadors Anna MayMcHugh and FrankO'Brien on Thursday last inthe Athy Heritage CentreMuseum.

Over the coming months,the South Kildare town willwelcome thousands ofnational and internationalvisitors as it hosts an arrayof events - including theannual St. Patrick's DayParade, WaterwaysFestival, Tri AthyTriathlon, BluegrassFestival, Kildare CountyShow and ShackletonAutumn School.

County Kildare Orchestra(CKO) is an amateurorchestra, based in Kildare.Founded in 1998 CKO iscommitted to developingand promoting a love ofclassical music whilstaspiring to an excellence inperformance.

Over the next few months,the Kildare Echo plans tomeet up with some of ourpublic representatives todiscuss the various topicsof the day affecting theCounty.

This month we meetMartin Heydon, who is aFine Gael TD for KildareSouth.

Having sat on Kildarecouncil since 2009 he waselected to government in2011.

Martin is engaged toKildare county footballerand pharmacist, BrianneLeahy, and they are due toget married in May of thisyear.

The Echo caught up withMartin to hear his thoughtson his first two years ingovernment.

Garda station closures?What’s the logic behind itconsidering the rise incrime in rural areas?Could the money havebeen saved in other ways?

M: The closure of Gardastations is not a money sav-ing exercise and is notdesigned to be that. It is foroperational reasons.

The previous governmententered into a very detailedplan with the Troika, part ofwhich was that on the jus-tice end of things that wewould see a reduction inGarda numbers from14,500 to 12,000. When we came into power

there was 703 Garda sta-tions around the country,the exact same amount ofGarda stations that weinherited from the Britishwhen we set up thefreestate in the 1920's. Some of them are there for

historic reasons. There hasnever been any reform ofthat.

The previous governmentagreed in the reduction innumbers in Gardai butnever made any provisionfor how operationally wewould deal with lessGardai.

Obviously through CrokePark there has been achange in the roster system.A huge amount of ineffi-ciencies were found in backoffice, so there are morecivilians doing jobs that tra-ditionally Gardai used todo.

But you’re right, there'shuge concern about crime,particularly rural crime atpresent and that's all themore reason why.

Ballymore is my localGarda station so it's verydifficult for me to see thatclosing. The people inBallynore Eustace have areally close connectionwith the Gardai that werethere and I totally under-stand how frustrated theyare, but I am far more inter-ested in personnel and inthe Gardai themselves andpeople, than I am in build-ings.

And if we push for aGarda station to remainopen and one Garda endsup sitting there and may noteven have a car, how arethey best placed to servethat community?

If there is an incident theyneed to go out and visit. Ifas maybe the case inBarrymore Eustace thosetwo Gardai are based inKilcullen and they thenhave a free reign to coverBarrymore Eustace. I donot believe that service toBarrymore will be anyworse off and yet in someways it will be enhanced.

If you look at the commu-nity policing aspect therewill still be clinics in thoseareas.

If we were starting fromscratch setting up this coun-try, the idea of individual

garda stations is probablyfar removed form the mod-ern way to police a state.For example, I believe allof the metropolitan policein Manchester are all basedin the one station.

Property tax? Due to allthe cutbacks we are fac-ing, is this the right timeto be bringing in a prop-erty tax?

M: First of all this shouldhave been brought in beforewe had a building boom.

It is a bad time to have tobring this in but 40% ofincome to local authoritiesis from commercial ratesand 60% is from direct gov-ernment subvention. Thebasic point is we cannotcontinue to keep fundinglocal authorities in thatway.

What we have set aboutputting in place is a systemwhere the money is gener-ated locally. However it'snot fully spent locallybecause there's a lot ofroads in Donegal that needto be tarred and justbecause they have a verylow population doesn'tmean that we shouldn't dothat, but by and large weneed to get to a point wherethe money that is raisedlocally is spent locallythrough property tax andthat will be replacing thelocal government fundwhich presently funds this.

The rate of property taxwill be a decision for eachlocal authority and peoplewill elect councillors onthat mandate and they willhave to be very upfrontabout that.

It's about empoweringlocal authorities, givingpower back to the localpeople so that they feel theconnection again betweenthe money that is collectedand the money that is spentby local authorities.

Job creation. What canyou do in the next coupleof years of this govern-ment to create more jobsfor Kildare?

Jobs are the key to growthnationally and key to howwe get out of this mess andit's key that we get thosewho are unemployed backto work.

What we are seeing at themoment is huge transition.Funnily enough, peoplemight not realise we creat-ed a huge amount of jobs inthis country last year. Thedifficulty was we were los-ing a lot out of the old tra-ditional sectors.

We are seeing a moveaway from traditional jobsparticularly construction,banking and the public sec-tor. On the flipside of that isthe private sector and theunemployment rate appearsto have stabilised. What wehave done is stopped theincrease in the amount ofjob losses and now we arelooking to retract that.

We are creating a lot ofjobs in the area of enter-prise, innovation and theexporting sector is boomingat present. If you look at theIT sector, the pharmaceuti-cal sector and the food anddrink industry.

The food and drink indus-try recorded 9 billion euroexport figures and that isimpacted locally when yousee the likes of KerryGroup and the great news itwas getting them into Naas.That was a win for thewhole county.

On a local level I workvery closely withEnterprise Ireland, the localChambers of Commercehere in Newbridge andAthy, and we are doing alot of work in examiningways we can make sure thatKildare, as a destination, isvery attractive to industries.

County EnterpriseBoards? There's a feelingthat if they where broughtunder the umbrella ofKildare County Councilthat they wouldn't havethe expertise to deal withit, can you explain thelogic behind this?

M: We have to ensure thatwhatever money that's setaside for start ups or smallbusinesses that need assis-tance, that money goes tothem as much as possible.The work the CountyEnterprise Boards do isfantastic, but around thecountry some work betterthan others. The idea, asphrased in our manifestobefore the election, is that

we needed to get to a pointwhere we have a one stopshop, where people who areboth in business and/orwant to set up a businessare all in under the oneroof.

It's about being more of acombined effort rather thanhaving these differentgroups that are doing goodwork in their own rightworking independently ofone another.

A big issue at the momentis the reform of local gov-ernment and abolition oftown councils?

M: First of all there will besignificant savings in theabolition of town councilsbut this is much more thanjust a cost saving exercise,this is about changing thedynamic.

There is something verywrong with the fact thatLeixlip has a town counciland Celbridge has nothing.

The basis of our towncouncils and burroughs issomething we inheritedfrom the British and it'stotally antiquated and evenwithin the county we havefour councils. Two that aredistricts Athy and Naas,which means they are ratecollecting councils. Newbridge and Leixlip are

town commissions whichmeans they don't have thatsame level. Newbridgewhich has an annual budgetof 200,000 euro a year, youfound that many towncouncillors resorted to call-ing on the county council toproduce reports on x y andz but didn't have the samepower as the likes of ratecollection estates.

What we are looking tomove to are municipal dis-tricts more along the linesof mainland Europe which Ithink is a really good movebecause at present you havea lot of duplication in back

office. What this measurewill do is streamline thesystem a lot more. It willalso see more power beinggranted to the municipaldistricts.

If there was a reshuffleand Kildare got a minis-ter what would you like?

M: My background is agri-culture. I was a farmer bytrade. I'm chairperson of aninternal committee on agri-culture and it would be anarea I would have a goodknowledge of.

Obviously if you getinvolved in politics youwant to make a difference.I got on the county council

and really appreciated thelearning curve that it wasand really enjoyed my timethere.

When the opportunitycame to go for the Dail Irealised the higher up thechain you are, the more youcan achieve. So I went forit and was very lucky to getthere and you realise if youbecome a minister you canimpact change more, soyou would have that ambi-tion and Kildare is a verybig county not to have evena junior minister if not asenior minister.

Agriculture is an area Iwould have proficiency inbut there are a lot of areasI'd like to be involved in.

Kildare Chamber and lastWednesday a motion waspassed by both Chambers attheir respective AGMs thatthe officers could activelymove forward on progress-ing to this new model ofChamber.

This news was warmlyreceived by the variousbusinesses in attendanceand all were informed thatthe main attraction of part-nering with County KildareChamber would be theopportunity to grow theirbusinesses through struc-tured networking, educa-tional opportunities forworkforce developmentand potential to reach newaudiences and markets fortheir products. Radio Nova has securedsignificant gains in Co.Kildare in the latest JNLRradio ratings.

The latest figures, whichcover the period January toDecember 2012, show thatthe radio station now com-mands 16% of radio listen-ership in the county and hasgained significantly againstrivals KFM, 2FM andToday FM.CEO Kevin Branigan said,

Launch Of DestinationKildare Town WebsiteDestination Kildare Town went live in early December,an initiative of the Kildare Chamber of Commerce.

The website was of fundamental importance to high-light and showcase Kildare Town’s heritage, touristsites, business, community groups and services and topromote Kildare Town as Irelands No.1 day trip desti-nation.

“We are delighted with the enthusiasm expressed forthe website, the response from tourist operators, busi-ness and community groups is very positive” saidBrian Flanagan, President of Kildare Chamber ofCommerce.

He added “the comments received from all stakeholders are that the site is amazing, and they are veryproud and happy to have their own Kildare Town web-site. We are confident that the site will be a tremendoussuccess in bringing tourist to Kildare town and will beanother tool to promote local business and assist com-munity groups” The Kildare Chamber of Commerce received funding

from the County Kildare Leader Partnership under theRural Development Programme. The funding covereda web designer, a professional photographer and a prmarketing business that facilitated and managed theproject through to the launch of destinationkildare-town.ie.

During the short time of operation, the new websitehas already had visitors from Germany, Australia,Dublin, Kildare and Athy.

Kildare 2-08 Kerry 0-12Kerry’s losing run in the Allianz Football League contin-ued in Newbridge this afternoon as Kildare recorded a 2-08to 0-12 victory over the Kingdom. Early goalscorer SeanieJohnston provided the quality in a first half blighted bymissed chances.

Kerry free-taker James O’Donoghue landed his fourthpoint to leave it 1-05 to 0-05 at half-time. A Johnny Doylegoal boosted Kildare further, but Kerry launched a laterally and the hosts needed a fine save from Shane Connollyto make sure of the result.

Morgan O’Flaherty was a late change for the Lilywhites,coming in for centre back Hugh Lynch who failed a fitnesstest. Kerry also had to restructure their attack, as DarranO’Sullivan was withdrawn from the team beforehand, withMichael O’Donoghue promoted from the bench.

Johnny Buckley, one of the returning Dr Crokes players,made early headway to set up James O’Donoghue for thegame’s opening point from a free. Buckley linked up atmidfield with Kieran Donaghy who saw a lot of early pos-session.

Kildare, moving well off the ball, missed kickablechances through Tomás O'Connor and Doyle. A terrificeffort from distance from Buckley doubled Kerry’s lead butKildare hit back with a well-executed 11th-minute goal thatexposed the visitors’ loose marking.Johnston started the move, winning the ball 45 metres out

from goal. An accurate long ball in from Niall Kelly wasgathered under pressure by O’Connor who held it up andoffloaded for Johnston to flick a clever shot beyondBrendan Kealy and into the net.

Padraig O’Neill, on captaincy duty, struck Kildare’s fourthwide soon after and Kerry were level by the quarter hourwhen James O’Donoghue slotted over his second free.Johnston drew a foul from overworked marker ShaneEnright who picked up a yellow card, and the resulting freewas clipped over by Doyle.The former Cavan forward curled a shot wide after a jink-

ing run, but Kildare were back on target when O’Neill teedup Kelly for a point from play. Despite an increasing widestally, a Doyle free put three points between the sides beforeJames O’Donoghue sent over his third pointed free.

Johnston took an ideal delivery from Morgan O’Flahertybefore sweeping over his first point of the day, an eye-catching run from Daniel Flynn helping Kildare to main-tain their momentum with Brian Flanagan gobbling upsome key breaking balls.

O’Donoghue’s frees were keeping the Kingdom in thecontest, but he fluffed his lines from close-in and Johnston,continuing to impress in the hosts’ forward line, lobbedover off his left for a 1-05 to 0-04 scoreline. Eoin Brosnannicked a shot wide and Kerry then pounced on a poor kick-out from Connolly in injury-time, with O’Donoghue reduc-ing the margin back to three.

Kildare made a blistering start to the second half, Flynncharging through from the throw-in and Johnston was onhand to take his personal tally to 1-03. Lacklustre Kerryhad opportunities to respond but they struck four earlywides, adding to eight from the opening 35 minutes.

The fit-again Donnchadh Walsh and Darran O’Sullivan,who came on for Michael O’Donoghue, were growing ininfluence though and a 45-metre effort from Buckley madeit 1-06 to 0-06 Jonathan Lyne then made up for an earliermiss with a right-footed score but Kerry’s resurgence was

spoiled by a superb goal from Doyle. Mikey Conwayshowed great vision to pick out the Allenwood clubman,who created enough space to drive a powerful shot into thetop left corner of the net. Bolton got on the scoresheet inanother fast-paced move from Kieran McGeeney’s men.However, Kerry remained in the hunt through points fromTomás Ó Sé and Lyne.Donaghy’s switch into the edge of the square caused prob-

lems for the Kildare defence and the Lilywhites could havedone with Doyle finding the net from a 56th minute penal-ty. Instead, his rising shot was well saved by Kealy.

Two pointed frees from Buckley, one of Kerry’s betterperformers, suddenly whittled the gap down to 2-07 to 0-11. As Kildare came under further pressure, their goal-keeper Connolly reacted swiftly as his point blank savewith an outstretched leg denied Brosnan.Conway then came to the hosts’ rescue, clearing a dipping

‘45’ from Buckley off the goalline, only for substitute PeterCrowley to follow up with Kerry’s fifth successive point.

The tension for the home supporters was lifted by substi-tute Paddy Brophy’s late point, set up by Peter Kelly, asKildare held on to make it three Division 1 wins on thebounce ahead of next weekend’s meeting with table top-pers Dublin.
