    Welcome to our March edition...

    What a busy month we are heading into first up weve got Mothers Day, a chance to treat our mums and

    remind them just how much they mean to us. Here, at Discovering Magazines weve taken a look at some famous mothers, see our feature on page four to find out more.

    After that excitement weve then got Easter to look forward to; its early this year, so youve probably been seeing Easter Eggs on the shelves since Christmas! Saying that, my daffodils have been out since January and now my iris and tulips are beginning to appear so maybe spring is early too! Easter means many different things to many people; for some, its about chocolate and bank holidays, but for many its to celebrate the

    resurrection of Christ, and the many churches in March will be holding special services to do just this. The Easter services can be found on page thirty-six.

    Believe it or not, its school holiday time again so, if you are looking for some inspiration, make sure you look at our Event Diary which is once again packed full of places to go and attractions to visit, not just in the school holidays but throughout the month. If you manage to visit any of the places we mention, then wed love to hear what you thought about it, and if you could send some photos in too that would be even better.

    MARY, THE MOTHER OF JESUS.The Virgin Mary has long been depicted as a caring mother and a role model for everyone. She also plays an important role throughout Christian history in providing us with a female thats right at the heart of events. Christianity, after all, can be a fairly male-dominated affair.

    ROSE KENNEDY She buried five of her nine children, raised a president, (John F. Kennedy), two U.S. senators, and presided over one of the most famous families in American history-all with elegance and dignity. I looked on child-rearing not only as a work of love and duty but as a profession that was fully as interesting and challenging as any honourable profession in the world, Kennedy once said. When she died in 1995, at the age of 104, she had 28 grandchildren and 41 great-grandchildren.

    MARIE CURIE - With her husband, Pierre, Marie Curie was the pioneer in researching radioactivity. When he died suddenly, she refused a government pension and instead, took his place as a professor at the University of Paris. She was awarded a Nobel Prize for her work, then became the first person to win a second Nobel Prize, and she is the only Nobel Prize winner who is also the mother of another Nobel Prize winner, Irne Joliot-Curie.

    MOTHERS DAY is the one day when we take time to express our love and gratitude for the

    women who have devoted their lives to making ours safe and happy. Some have been famous, most

    are not, but all have been, and continue to be, special.

    DEMI MOOREOne of Hollywoods highest-paid actresses, the sassy Moore has combined her acting and business careers with a highly publicized role as a mother. Moore and ex-husband Bruce Willis have three daughters, Rumer, Scout, and Tallulah. Moore doesnt go it alone, however. She is known for travelling with a substantial entourage, including nannies and personal trainers.

    QUEEN ELIZABETH, THE QUEEN MOTHER In 1923, Elizabeth Bowes-Lyon married the second son of King George V and was the first commoner to legally marry into the royal family in several centuries. Their daughters, Elizabeth and Margaret, were born in 1926 and 1930, respectively. When Elizabeth refused to leave England during the London Blitz in World War II, even enduring the bombing of Buckingham Palace, her spirit was an inspiration to many who continued to hold her in high regard until her death at the age of 101 in March 2002.

    The month of March, as many of you will know is named after Mars, the Roman God of War, but what you probably dont know is the reason why. March was considered to be the first month of spring when the Roman armies could carry on their military campaigns across Europe, without having to contend with harsh winters just like us gardeners!

    Seed potatoes should be well chitted by now (left out in a warm, light and dry space to promote their eyes) If you havent bought them already, fear not - there is still a good selection available now at Skylark.     [email protected] DARTS DAY SET TO RAISE VITAL CASHTHE DATE IS SET! Once again, the G.E.R. Sports Club, March will be hosting Mark Crosss Charity Darts Day in aid of the Oncology Department at Peterborough City Hospital. All profits from the event will be donated to this registered charity (registered charity number: 1050601). The Oncology Department at Peterborough Hospital treats local people for cancer and carries out much needed research into the disease at a local level. If a friend or relative is being treated for cancer at Peterborough City Hospital, the monies raised at this event have a direct and positive impact on their treatment and care.

    Doors will open at 11.30am, on Saturday March 12th, with draws for the competitions taking place at 1pm, and play starting shortly afterwards. The darts events will include Cricket Triples; Pairs (darts players playing with non-darts players) and Singles. We will be playing for annual Singles and Pairs cups. The day will once again include a tombola, grand auction and draw.

    TIME TO REMINISCE IN CHATTERIS an Appeal!A Cambridgeshire primary school is appealing to members of the community for historical photos of the old King Edward and Burnsfield schools, ahead of an exhibition later this year.Kingsfield Primary School in Chatteris, which was created after King Edward and Burnsfield merged in 2003, is hosting the exhibition, which will showcase historical photos of the sites, as well as old sports team and class images.

    Headteacher of Kingsfield, Joanne Tomlins, explained how the staff came across the photos, while sorting through their archives. It was wonderful to find decades of memories from our school, said the Head. Initially we spent some time identifying current staff and some of our parents as children here, and then realised what a wonderful experience this was, to sit together and discuss stories of how things used to be before.

    The exhibition will show photos dating from the 1950s up to the 1990s, including a contribution from Chatteris Museum and the collection of former Headmaster, Dennis Hall.

    There will also be childrens activities and guided tours of the new school building taking place throughout the event.

    The staff and I decided it would be a fantastic opportunity to open our doors to the local community, Mrs Tomlins continued.

    The event is taking place on April 22nd and 23rd, and will be held in the old Burnsfield Hall of the school.

    Did you know that being a smoker, or living with someone who smokes, puts you at higher risk of having a fire in your home?

    Throughout March, were raising awareness of the fire risks associated with smoking, and wed like you to join in. Smoking, especially when combined with poor mobility, health problems or being elderly, greatly increases someones chance of having a fire.

    Here are some tips to take on board, or give to friends and family that smoke:

    Never leave a lit cigarette or pipe unattended.

    Always use a proper ashtray, and make sure the contents are cold before you tip them in the bin.

    Never smoke in bed, and avoid smoking in a chair if you are likely to fall asleep.

    Most importantly, fit a working smoke alarm and test it regularly. If you have an elderly or vulnerable relative, friend or neighbour, pop by and make sure their smoke alarm is in working order.

    MEN UNITED IN SONGMen United In Song is a recruitment initiative which aims to attract new members to the Peterborough Male Voice Choir, while at the same time raising money for Prostate Cancer UK, a very worthy and specifically male cause. Launching in April, the project will recruit forty local men, who, over twelve weeks, will rehearse to perform with the Choir in a gala charity concert at the Broadway Theatre, in June.

    The choir will be under the direction of William Prideaux - a nationally recognised authority on the male voice genre who says, Its a real privilege to work with such a cracking bunch of blokes. Theres a real camaraderie among them, making them a force to be reckoned with.Men United In Song kicks off with introduction sessions at the Broadway Theatre on Friday April 1st (7-9pm), and Saturday April 2nd (10am-1pm). Previous experience is not required, as Mark Currier, Chairman of PMVC, explains: Were not looking for 100% in musicality, but 100% in enthusiasm.

    WARNING OVER NEW SCAM TARGETING THE ELDERLY AND VULNERABLE

    PHONE scamming is becoming more and more common and a new menace facing the elderly and vulnerable is on the rise.

    While many of us receive nuisance calls with offers to fix our computers or claiming we have won a holiday of a lifetime, this latest fraud targets a particular audience. Police forces have become aware of some older people receiving telephone calls from a caller claiming to be from their GP surgery, asking for an appointment to discuss the persons mobility needs.

    The calls are targeted because in many cases, it is believe that unscrupulous firms are buying databases containing details of patients and their medical / mobility needs.

    Quite often they arrange to meet the person either in their own home or at a designated place and will persuade them to buy mobility aids (which could include bath lifts, scooters or reclining chairs) at inflated prices. More often than not, these aids are unnecessary, inappropriate and always expensive.

    We know of a couple of cases where a bogus caller persuaded a patient awaiting a knee operation to buy an adjustable chair for more than eight times the retail price.In another instance, a patient with an already perfectly good, working mobility scooter was tricked into buying another at more than four times the retail price.

    While some appointments are arranged as a home visit, with the sole reason to sell something others are made off site, to lure the person away from the house with the intention of burgling the property whilst they are out of the way.

    The police in your area are aware of this latest scam, and information has also been circulated to all GP surgeries and the Clinical Commissioning Groups by the NHS.Remember: Never deal with cold callers however persuasive they are. If you receive a call of this nature, always check with your GP surgery before agreeing to a visit.

    Nikki Sams was just twenty-six when she tragically died of cervical cancer in 2007, after her GP failed to spot her symptoms on eight occasions. After a three year Parliamentary campaign and an eight year campaign by Nikkis family, it is welcome news that, together with my constituent Mike Sams, Nickis father, we have successfully changed the law to better protect the victims of negligent doctors.

    The General Medical Council (GMC) has been given the power to challenge decisions of tribunals that hear cases against doctors who are alleged to have breached GMC standards. The change to the Medical Act means the GMC can appeal against tribunal decisions to the High Court of Justice in England and Wales, the Court of Session in Scotland and the High Court of Justice of Northern Ireland, when it considers the tribunal has not adequately protected patients.

    Nikki, who lived in Luton went to see her GP, Dr Navin Shankar on eight occasions. He ignored her pleas for hospital checks, and it was only after she moved from his practice that she was diagnosed with having cervical cancer.

    Despite the GMC finding Shankar guilty of serious misconduct and declaring him unfit to practice,

    he was able to continue working as a GP under supervision and escaped being struck off the register. Ultimately, he took voluntary erasure, whereby he took his own name off the GP register.

    It was clear that there was an imbalance in the way a doctor could appeal against a tribunal decision that they regarded as being harsh, but the family of a deceased patient did not have an equal right of appeal, nor did the GMC on their behalf. I am therefore delighted that the GMC will now be able to appeal in cases like Dr Shankar to avoid a repeat of the circumstances faced by Mr Sams.I would like to take this opportunity to pay tribute to Mike and Joanne for the strength they have shown in securing this much needed change.

    Elsewhere, in health related news, I have also been campaigning for greater research into TVT mesh implants. Many women have been left in chronic pain by vaginal mesh implants that have gone wrong. There are around 13,000 women each year in England who receive permanent vaginal tape implants, and around 1,500 vaginal mesh implants. A number of operations are often for women after pregnancy and tend to be presented as carrying little risk. Performed under local anaesthetic, with variable patient information to warn of the potential complications, some women have not been fully informed of the potential consequences where operations go wrong. In some cases patients have suffered horrific pain, severe distress, and complications have significantly impacted their quality of life.

    Working with my constituent Kath Sansom who has bravely highlighted the risks of mesh implants, I have met with Ministers and with Professor Willett in the House of Commons to highlight the concerns of patients with vaginal mesh implants. It is vital that patients are fully aware of the risks of mesh implants so they can make an informed decision. I urge any patient who has been adversely affected by mesh implants to notify their doctor so we capture a more accurate picture of the number of patients impacted.

    Deeds, Plans and Land Registry documents in Boundary Disputes If you are involved in any type of boundary dispute, checking your deeds should be the first thing you do. You will need to find the deeds to your home to try to establish where your boundaries actually are, or at least where the paper title says they are.

    Do you know where the deeds to your home are?

    Do you even know what they look like?

    When asked to provide copies of their deeds, clients often hand over the Land Registry documents. These are not the same as the deeds. Most people do not keep the deeds to their property at home and they are often in the care of their mortgage lender or bank. The existence (or not) of deeds can usually be established by making a quick call to your lender/bank and the sending of a cheque will result in either a copy of the deeds being sent to you, or confirmation that the deeds have been lost or destroyed.

    A plan attached to Land Registry documents (called the title plan) is simply a where are we map and is for identification only. The Land Registry uses OS maps for all its title plans and the boundaries marked on a title plan act as a guide only.

    The line on a title plan will not identify whether a line denotes a wall, a fence or a ditch etc. It will show an outline of a property in red ink, but will not normally identify the dimensions or other helpful boundary data, such as T markings, which would define ownership of the boundary. For these, you need the deeds.

    So, if Land Registry title plans are of little use, how do we find out where the boundary is? Well, the answer will hopefully lay in the deeds.Deeds come in a variety of shapes and sizes and contain text and generally (but not always) a plan. These are the documents that describe which bit of land belongs to which property, and will include details of agreements, rights and responsibilities. When two or more sets of deeds for neighbouring properties are compared, they often do not match.

    Interpretation of the text of the deeds is really best left to your solicitor, as phrases contained within deeds, such as more particularly delineated or for identification purposes only, can affect the legal validity of measurements and identification marks found on deeds. Words such as approximately and there or thereabouts can also cause problems for obvious reasons.

    If a dispute arises, further evidence may be needed to show what existed on the ground at the time of a particular conveyance (of which, in the case of old properties, there may have been many) and other evidence may establish a different boundary that has arisen because of gradual changes over a period of time or as a result of adverse possession.

    In practice, any boundary dispute that ends up in the court will be costly. The court will start by considering the deeds to establish how the boundary was created and any plan attached to the deeds will be of particular significance if the property is described in the deeds as being more particularly described in the plan.

  • If the boundary cannot be clearly established from the deeds, then the court will move on to look at external evidence and will look in detail at documents, photographs, expert reports from surveyors and witness evidence. The court will also take into consideration the conduct of the parties; even if a boundary can be easily identified by deeds and plans, it can still be affected by informal boundary agreements, or can be subject to a claim for adverse possession.

    There is often no perfect answer to a boundary dispute and costs can soon escalate. Therefore, it is always a good idea to ask a solicitor to take what will be a dispassionate look at your deeds before taking any action and, more particularly, before entering into the court arena, where emotions, as well as costs, run high.

    Method1. Roll out one-third of the almond paste. Using the base of the cake tin as a guide, cut out an 18 centimetre round.

    2. Grease the cake tin and line the bottom and side with greaseproof paper.

    3. Combine all the cake ingredients in a bowl. Beat well until thoroughly blended. Spoon half of the cake mixture into the prepared tin and smooth the surface. Top with the round of almond paste.

    4. Spoon the remaining cake mixture on top and level the surface.5. Bake in a preheated oven at 150C/gas mark 2 for two and a quarter hours or until golden brown and fi rm to the touch.

    6. Cover the top of the cake with greaseproof paper if it is browning too quickly. Leave to cool for 10 minutes, then remove from the tin, and leave to cool completely.

    7. Warm the jam and use to brush the top of the cake.8. To decorate the cake, roll out half of the remaining almond paste and use the tin to cut out an 18 centimetre round. Put on top of the jam and crimp the edges. Roll the remaining almond paste into 11 even-sized balls. Place around the edge of the cake, attaching them with egg white.

    9. Brush the tops of the balls and the almond paste with egg white. Place under a hot grill for one to two minutes, until the balls are golden.

    ARE YOU BUYING A HOUSE JOINTLY WITH SOMEONE ELSE?It is essential that you should give some thought to what will happen in the future, whether you are buying as a married couple or as partners.Whatever your own individual circumstances you will need to consider what may happen when your present relationship ends whether by death, separation, divorce or other cause. If you are buying property jointly there are two types of ownership you should consider:-

    Beneficial Joint TenantsMeans that you will own the property in equal shares, and that on death of either of you, the property will become the sole property of the survivor. This is the usual basis for those buying as husband and wife and especially as first time marriages.

    Tenants in Common If you buy on this basis it means that you own the property in specified shares (which may well still be equally). In the event of the death of a joint owner the share of that partner will not transfer to the other partner automatically and instead forms part of that partners estate and will be dealt with by his or her will.

    Married and unmarried couples should also think about how much of the deposit each partner is putting up for the purchase and how best to preserve this if a break-up were to occur. The courts have considerable discretion when making decisions over houses within divorce proceedings and take into consideration child welfare. If you have any doubts as to your own position please ask our conveyancing team for advice. The right advice now can help to avoid problems in the future.

  • On Saturday February 5th 1881, the engine of the mail train, having left Peterborough at 11pm, was hauling three carriages and a post office sorting tender. Just after passing through Stonea, it became derailed and was in collision with a down goods train. The side of the second van of the goods train was completely torn out. A further violent contact occurred between the goods train brake and the second carriage, after which the goods train came to a halt. The mail train ran on for more than one hundred yards on the outside of the rails. The engine, which was new and had only been running for a few weeks, went down the embankment into a ditch.

    The first carriage had both ends smashed in, the second was knocked to pieces, whilst the post office sorting carriage was nearly turned over on to its side. The engine crew who stayed on the footplate were uninjured. There were only six or seven passengers and none sustained any serious injury. A man and young woman in the second carriage were shot out of the window by the force of the collision and fell on soft ground. The four post office clerks and mail were

    thrown into a heap and, apart from a severe shaking, were unhurt. The guard was also unhurt.

    The March station master, Mr. Page, and permanent way inspector Mr. Tyler, quickly went to the scene by special passenger train. The March breakdown gang attended, supplemented by men from Cambridge under Mr. J. J. Sproal, district superintendent, and men from Peterborough, under Mr. Watson. The down-line was clear at 5 am and traffic resumed on that line. The damaged carriages were hauled up the embankment and dispatched to Manea. The up-line was clear by 11 am. The locomotive remained in the ditch and it was expected that efforts to retrieve it would be made on the following Sunday.

    (My research indicates no mention or speculation as to the cause and a Board of Trade inquiry was anticipated. However, I have found no reference to an inquiry, and the claim that the engine had been running only a few weeks is unsubstantiated because I can find no details of new express passenger engines built for the GER in 1880.)

    As part of the British Lung Foundation Support Network, Breathe Easy Fenland exists to support anyone in the Fens affected by lung disease patients, carers, families and friends. Everyone is welcome to join and membership is free.

    Their members are regularly invited to add their views to important research being carried out on living with lung disease, by universities, hospitals, and the British Lung Foundation. Since its launch in 2009, they now have over two hundred members and these include Steve Barclay MP, Dr. Robert Buttery (Consultant Respiratory Physician at Papworth and Hinchingbrooke Hospitals) and Johnny Dee (of Radio Cambridge), as Honorary Members.

    The group raise funds for local causes, in particular those that assist the disabled and those related to lung problems. In 2013, they were able to donate towards the pulmonary exercise equipment for the Fenland Community Respiratory Physiotherapists, and to What Next, the wheelchair-assisted vehicle-hire service in Chatteris. The group are also part of the Fenland District Councils Golden Age Group, which visits the towns and villages of the Fens with help and information.

    At the regular monthly meetings, they can offer members local and national information using their numerous leaflets and booklets on all the forty lung diseases. The group also provides regular newsletters (especially to our house-bound members) which include updates on the groups fundraising activities, news on treatment breakthroughs and health information, and even the odd joke to keep spirits high!

    Breathe Easy Fenland has even won awards from the British Lung Foundation, and they are especially proud of their campaigning for the introduction of Pulmonary Rehabilitation Courses (previously only held in other parts of Cambridgeshire), which are now held locally. These courses are particularly helpful to patients with emphysema, chronic bronchitis and chronic asthma (now known collectively as COPD), with fruitful results.

    BREATHE EASY FENLANDTHE IMPACT OF LUNG DISEASE IN THE UK: One person dies from lung disease every five minutes in the UK. It is the third biggest killer.

    Approximately one in five (over 12 million) people in the UK have been diagnosed with lung disease; compared with 7 million with cardiovascular disease and 2.5 million with cancer.

    About 10,000 people are newly diagnosed with a lung disease every week.

    Lung disease is responsible for nearly 700,000 hospital admissions and over 6 million bed-days in the UK each year.

    Lung disease accounts for 11% of the total deaths for children under 15 years (262 children die from it5 children a week).

    Meetings are held on the first Thursday of each month (excluding January) from 1.45pm until 4pm, in the Church Hall of St. Peters Church (opposite the March Museum), High Street, March, PE15 9JR. They include guest speakers and free refreshments.

    The next meeting is on March 3rd, and will include the Chairman of Breathe Easy Kings Lynn who will be talking about her recent lung transplant. Everyone is welcome, just come along, or ring Sylvia on 01354 651821 for more information.

  • Following consistent growth during 2015, demand for rental properties is set to continue over the coming twelve months. At the same time last year, nine out of twelve regions in the UK, including our own, demonstrated an annual increase in rental prices. I think well see the same in 2016 too.

    But, despite all these positive predictions, could the Chancellor be about to take the commercial fun out of the rental market for buy-to-let investors and landlords alike? In his autumn statement, he announced that, as of this April, all buy-to-let investors and second-home owners will have to pay an additional 3% stamp tax duty on all future property purchases. Ouch!

    Another financially demanding change that Mr. Osborne wishes to phase in is a cap on the amount of mortgage interest relief that buy-to-let borrowers can set against tax. This new policy (Section 24 of the Finance Act 2015) will also prevent any landlord with a mortgage from off-setting mortgage interest costs against rental profit before calculating tax.Double ouch!!

    Two landlords are already challenging the Chancellor in court over the planned tax changes, and I imagine others will soon be lining up to join them. There is no doubt that the changes will have an impact on the rental market, both positive and negative.

    For example, weve noted a surge in existing investors and landlords buying up properties before the April deadline weve actually advised many of our customers to invest and make hay while the sun shines. New or aspiring investors, however, are a little less reluctant and that could potentially affect the long-term health of the rental market and have a direct impact on supply.

    So, my advice on all of this? If you do have any spare cash around, and you fancy getting into the buy-to-let market, nows your chance. The landscape and financial gains you stand to make could shift dramatically in April.

    The illustration depicts The White Lion public house in High Street, March in its stages of demolition a few decades ago. The writer sketched it before it became merely a memory. He was surprised to see the original roof structure comprised of tree branches, which apparently followed the pattern of roof erection in rural places nearly three hundred years ago.The bricks were produced in the town; they had no cavities and were therefore uninsulated. Some time ago, I was invited by the new owners, to a cottage along Nene Parade after they had discovered thick layers of straw between their ceilings and floors. The cottage dated back to about 1700 and, like The White Lion, originally had a thatched roof. It was intriguing to find ears of wheat and I asked permission to take a few home. Some were set in pots in the hope that they might, after all these years, germinate. I was astonished to see a few kernels develop roots and then green shoots appear. These were tended to very carefully and stalks grew to about two and a half feet before withering. Insulating roofs and walls with straw and reeds was commonplace hundreds of years ago. Reeds were dried and lined interior walls, then applied and smoothed with clay. Most ancient houses in March used this form of insulation. Nowadays, blocks of artificial insulation material are used and wool fibre is injected into cavities, but we have not advanced all that much, have we?

    Many solicitors and financial advisers steer away from using trusts, usually due to a lack in understanding, the perceived risk to their business in drafting them and the additional work in explaining how they work and getting the right people involved.

    Trusts can be a simple way of holding assets securely, either for your own benefit or the benefit of others. This can formalise an arrangement so that objectives are met and benefits distributed efficiently and in a timely fashion.

    Here is an example of a trust preserving the value of an estate; the names are an invention but the case is based on reality.

    Mr Brown and Mrs Brown held their property as tenants in common and both had a clause included in their will to pass their share of the property in to a trust that would allow the other to remain in the home for the rest of their life.

    Sadly, Mr Brown died. His share went in to the trust and Mrs Brown continued to live there. Subsequently, she became infirm and required care. After the care package was agreed, the financial assessment was commissioned. The property value was not included because she only owned half the property, and half a property is virtually valueless (who would buy half a house with a lifetime tenant?). Her care package was

    delivered in her home and paid for by the local authority.

    When the trust arrangement was put in place, the aim was to ensure their property did not fall in to the hands of their sons new partner, her family or the creditors of their sons failed business. In the end, the property was preserved and the trustees ensured only the beneficiaries that were specified benefitted.
