Scott County Board OKs New Funding Pact with TribeScott county commissioners
recently renewed an agreement with the Shakopee Mdewakan-ton Dakota community where the tribe willingly pays the county money toward covering the cost of the tribe’s opera-tions.The agreement for 2013-15
the board approved at its feb. 25 meeting says the county will receive $280,000 in inter-governmental aid. The county will use the money on expenses incurred for the county sheriff and county attorney’s offices, road maintenance and county administration.The tribe employs almost
1,900 Scott county residents and contributes “generously, ” toward county road projects, commissioner Joe Wagner
of Sand creek Township, the board’s vice chairperson, said afterward. That aid included a low-interest loan on the Belle Plaine interchange.Wagner noted the expenses the
county incurs related to tribal business expenses exceeds $280,000. But he is pleased the community has increased its contribution from $225,000.“We have good relations with
the tribe,” said Wagner, Belle Plaine’s representative on the county board. “We’d love to get more, but you have to be happy with what you can get.”While the tribe does not pay
property taxes on the land the federal government holds in trust, it does pay taxes $685,000 on undeveloped, non-trust land it owns.
ACLU Files Suit Against Sibley County, Two City Police Depts.The American civil Liberties
union is claiming police in Ar-lington and Gaylord and Sibley county sheriff’s deputies vio-lated the civil rights of a person with an illegal unconstitutional arrest and interrogation of a Gaylord resident last year.The suit Jesus Manuela Men-
doza Sierra of Gaylord brought against the cities and county claims officers from the de-partments racially profiled her during a March 2012 incident that began with the arrest of the Mendoza’s daughter, Luz Ma-ria cisneros Mendoza.The Gaylord Hub recently re-
ported Sierra Mendoza is seek-ing $75,000 for each of the 12 counts, punitive damages, an admission of wrongdoing by the officers and departments and a court order to they stop the practice of prejudicial law
enforcement and profiling.The lawsuit was filed last
month. Mendoza Sierra claims police arrested and later ques-tioned her only because they suspected she was in the united States illegally. Mendoza Sierra claims police based the arrest on her being Hispanic. She claims recordings at the Sibley county Jail includes a reference to His-panic inmates as “monkeys.”In an AcLu press release, co-

role in approving what appears on the county board’s agenda. They aren’t impressed by the requests from Shakopee and Savage.“Since when does Shakopee
run the county board,” Wolf asked.Wagner, whose district in-
cludes Belle Plaine, doesn’t believe commuters from Belle Plaine, Jordan and New Prague areas use transit enough to jus-tify the tax hike. He believes people have not yet reached a point where they will trade their vehicles for buses or rail to commute into the Twin cit-ies.“Gas would have to get really
expensive before that would happen, over $5 (a gallon) for sure,” Wagner said. “I just don’t see it, no. If there are a lot of people from my district using transit, I’d like to see it.”The eastern edge of Wolf’s
commissioner district borders Interstate Highway 35, an area likely to enjoy the direct ben-efits of transit before southwest Scott county. Still, he’s not convinced the timing transit reaching his district justifies even a small sales tax increase. If the tax hike is ultimately
enacted, Wolf wants the money controlled by elected officials serving on the counties Tran-sit Improvement Board (cTIB) and not members of the Metro-politan council appointed by the governor.“We’d like some accountabil-
ity,” Wolf said. The carver county Board al-
ready rejected the transit tax. Like Wagner and Wolf, carver county commissioners do not believe the level of transit users in Carver County justifies the imposition of a quarter-percent tax.commissioner Tim Lynch
of Hollywood Township, the county board chairperson, said the additional tax would be an unfair expense with little or no direct benefit. He also said businesses in carver county would not benefit because peo-ple are spared the additional tax on big-ticket items with a short drive across the county line.

Stageberg went on to place third in last year’s tournament, however, in this year’s tourna-ment flynn turned the tables on the New London wrestler as he scored a big 4-1 win to advance to the semifinals.Zach Siegle would have an op-
portunity to knock off defend-ing state champion Juan Torres of Simley in a loaded bracket at 126 pounds that included three former state champions. During the first period, Siegle nearly scored a take down with a slide by but Torres was able to stay up on his feet and get off the mat, which could have been ruled by the official as fleeing the mat and a penalty point for Siegle. After the scoreless first period, Siegle chose to take the down position, and after get-ting to his feet five or so times during the period, he was un-able to escape the tough ride of Torres and mysteriously Siegle was warned for stalling during the period. Still scoreless go-ing into the third period, Torres chose the down position, got to his feet once where he and Siegle struggled for position, and just as Siegle was returning the Spartan wrestler to the mat, he was warned a second time for stalling, and thus a point was given to Torres. Trailing 1-0, Siegle released Torres in hopes of a tying take down that he nearly scored on an edge of the mat but was correctly ruled out of bounds as the Panther wrestler went onto lose the match 2-0. “Zach wrestled an outstanding
match and deserved to have the opportunity to determine the outcome,” states Ripley. “un-fortunately, that opportunity got taken away from him by some mysterious officiating.”There would be some more
mysterious officiating in the Scott West quarterfinal match at 132 where Jake Weierke en-tered the third period in a 6-6 tie with Joey curtis of Milaca. With curtis scrambling from the down position, Weierke was called for an illegal figure four on the body of the Wolves wres-tler. Weierke would release cur-tis and then chase him down for a match-tying high-crotch take down that sent the match into overtime at 8-8. After no take down was scored in the open-ing overtime period, Weierke would ride the Milaca wrestler out in the second overtime pe-riod before scrambling his way to a winning reversal and a 10-8 win in the third overtime.“Jake was furious in that over-
time,” exclaims Ripley. “It was the match win that guaranteed him to be a state place-win-ner.”After not qualifying for the
state individual tournament in his junior year, Luke Zilverberg was not to be denied of a high state placing in his final Panther season as he downed Monticel-lo’s Zach Beaumaster 4-1 to ad-vance to the semifinals at 138.“It was good to see Luke get
back into the state tournament and to do it with some good, hard wrestling,” states Ripley. “It was even better to see him wrestle hard here and get a win to advance to the semifinals.”It appeared that Scott West was
going to advance four wrestlers to the semifinal round as An-drew fogarty took a 4-1 lead into the third period against his Lewiston-Altura opponent Jor-dan Theede. However, things in a wrestling match can change in a hurry and that is what hap-pened in this one as Theede caught fogarty a little out of position and reversed him to his back for a match-ending pin fall call at 160. “It was one of those that you
had to sit there and ask yourself, did that really just happen?” states Ripley. “It was a gut-wrenching loss and certainly not the way that we anticipated the round to end.”While the Siegle and fogarty
losses did end their state cham-pionship hopes, it did not end their state tournament and no two wrestlers would come back through the consolation brack-ets with more “fury” than these two. After his loss to Simley’s Torres, Siegle stormed back to a third place finish with four straight wins as he outscored his opponents 24-0. The first of the four wins was 8-0 over New London-Spicer’s Treyton Austvold; the second was a 7-0 whitewashing of Adrian’s Tony Lynn. In the consolation semifi-

This would be the last meeting between the two wres-tlers who have went back and forth at one another over the years and the last man standing in this rivalry would be Siegle as he scored a match-winning second period reversal in a 2-0 win for third place at 126 with a record of 37-6.“Zach wrestled an outstanding

fogarty as he also came back to win four straight matches to claim third place at 160 with a record of 41-4. After his loss to Theede, fogarty stormed back through the consolation bracket with an 11-1 win over Billy Mcclay of Princeton, 4-0 over Ben Loosbrock of fulda/Mur-ray county central, a consola-tion semifinals 9-0 win over Becker’s colton Vekved and a second period pin in the third place match over Thief River fall’s Holden Nelson.“We had no doubt that Andrew
would come back and wrestle through the hard loss,” suggests Ripley. “The sport of wrestling will test you like no other and Andrew has already begun the process of passing the test and he will turn his loss into a moti-vation to make him even better next year and the year after.”The Panthers would have a test
in the semifinals as they lost all three matches. It was a hard-fought overtime loss for David flynn at 113 as he scored a third period reversal and used a hard ride out to push Abbot Aho of fergus falls to overtime at 4-4. However, late in the overtime Abbot used a powerful double leg to score the 6-4 match win-ning take down.“David wrestled a very good
match and gave himself a chance to win,” states Ripley. “It would have been interesting to see David stay on his feet for another 15 seconds and force the overtime periods to the mat where the match would have then been more to his favor of winning.” flynn would bounce back with a 5-1 win over Ste-phen Holecek of Thief River falls before dropping an 11-2 decision to WEM/JWP’s Sky-ler Petry to finish fourth at 113 with a record of 40-6.Jake Weierke dropped a 14-5

Although it was a scoreless first period, it was Zilverberg that nearly scored the opening take down as he got under Laganiere’s de-fense with a low-level shot but the Kasson-Mantorville wres-tler was able to deny the take down by forcing a stalemate call. Laganiere took a 1-0 lead, which he managed to hang on to.“Luke wrestled a big match,”
states Ripley. “He had a couple of good take down scoring op-portunities but just wasn’t able to convert them into points.” Zilverberg would close out his Scott West career with two wins and a third place finish with a record of 42-5 as he beat Zach Baker of Detroit Lakes 15-6 in the consolation semifi-nals before winning a Section 2AA championship rematch 5-0 over Tri-city united’s Ma-son Brownlee in the match for third.
