It’s a mandate matter.

In a direct rebuke to advocates who argue that the community was left out of the decisions to close or reduce the services offered at benefit centers, Mayor Bill de Blasio said that it was the administration’s responsibility to make such decisions to ensure a more effective use of taxpayers’ resources.

De Blasio faulted the city’s budget crunch for the reduction in services at centers offering enrollment help for Supplemental Nutrition Assistance Program (SNAP) benefits.

On June 28, the city’s Human Resources Administration (HRA) stopped offering full assistance for SNAP benefits at its St. Nicholas Center in Harlem. It marked the third SNAP center to close within a year, while operating hours have also been slashed at centers citywide.

“What you all witnessed in the 2019 budget process was a series of new savings initiatives because we recognize that we’re at a point now where we really have to level off and address these issues,” he remarked. “So, if we see an office, for example, that doesn’t have anywhere near as much business as it used to and we can achieve the same thing in a more efficient manner by phone and online, we’re going to do that.”

According to HRA, in-center foot traffic has decreased by over 50 percent citywide since 2014.

The caseload of the St. Nicholas Center has been transferred to another Harlem site: the East End SNAP Center, located at 2322 Third Avenue.

De Blasio said it was no longer practical to maintain two SNAP offices in Harlem since clients can access benefits via phone or Internet.

“The need for those in-person appointments is being greatly, greatly reduced – and that’s a good thing. That means that people are getting the help they need, the food for their families much more easily without having to wait in a line,

without having to travel, but it’s all changing the reality of those offices,” he said.

Located at 132 West 125th Street, the St. Nicholas SNAP center served about 90 individuals per day from Northern Manhattan zip codes.

As of April, 93 percent of the center’s clients applied for SNAP benefits online, according to HRA.

The St. Nicholas location will remain

open to provide Cash Assistance services and self-service SNAP help, with staff members available to help SNAP clients use a computer for benefits issues, HRA said.

Advocates have argued that the city does not perform adequate community engagement before deciding to close a SNAP center.

Applications are open for NYC Women’s Fund for Media, Music and Theatre, as announced by the Mayor’s Office of Media and Entertainment (MOME) and New York Foundation for the Arts (NYFA). Originally launched as the “Made in NY” Women’s Film, TV and Theatre Fund last year, the fund is a signature initiative by MOME that seeks to address the underrepresentation of all who identify as women in the entertainment industries.

The $5 million grant program launched last year and awarded a total of $1.5 million to 63 film, digital and theatre projects in the first round. This year, an additional $500,000 has been added to expand the fund to include music projects with a maximum grant of $20,000 each.

With the addition of music to the list of eligible categories, MOME is increasing its efforts to target gender inequity in male-dominated industries. One recent report from the USC Annenberg Inclusion Initiative found that from 2013-2019, only 10% of Grammy nominees

27 years ago, Washington Heights erupted after the killing of José “Kiko” García. It appeared that the entire world had been turned upside down. At the time, I felt the urge to document what was happening, so I pulled out my cheap little camera and took pictures of what I encountered on the streets of Washington Heights. I was just a teenager in those pictures and could not completely fathom what was taking place all around me, but I knew this event would have a profound effect on our neighborhood. As I look back now on those days, I realized that what had begun as a visceral response to the killing of José “Kiko” García was really the culmination of the utter madness that Crack had wreaked on our neighborhood. Crack changed everything. Washington Heights went from a poor but mostly peaceful place to an outright war zone almost overnight. The lawlessness and outright thuggery had turned Washington Heights into the East Coast’s most active drug market in the late 80’s and early 90’s. A tentative deal to increase the salaries of early childhood educators working for community-based organizations (CBOs) has been announced by Mayor Bill de Blasio and City Council Speaker Corey Johnson.

Over the next three years, the deal will raise the salaries of hundreds of certified CBO Pre-K teachers to make them commensurate with those of their public school counterparts.

By 2021, instructor-teachers with bachelor’s degrees will earn $17,000 more per year and teachers with a master’s degree will earn $20,000. The deal is expected to affect just over 300 certified teachers who teach within community preschools.

The CBO educators and other advocates have pushed intensely in recent months to end the salary gap with public school teachers.

“We cannot have a system where certified teachers and community-based organizations start out earning thousands of dollars less than those doing the same job in public schools. It was not right, and today is setting the path to ensure that it doesn’t happen again,” said Johnson. “Today, we are finally closing that gap that has existed for far too long.”

Announced at a City Hall press conference on Tuesday, the deal was struck with District Council 37 and District Councils 1701 and

will be voted on by union members in the coming weeks.

It comes three weeks after a handshake agreement by Johnson and De Blasio as the city budget was finalized to work with the unions to achieve pay parity.

De Blasio explained that as the city expanded its Pre-K and 3K for All Programs, it became a challenge to recruit and retain staff for CBO-based programs, as they often left for higher paying DOE jobs.

“And as this challenge grew, it became very clear we had to do something different. It was important to show our appreciation, our respect for the people to do the work, but it was profoundly necessary to ensure there were enough educators for our children,” he said.

The agreement also provides many union members with significant reductions in co-pays for health insurance.

“Inequity did not just exist in salary and I want to emphasize that. Health insurance is a very big deal, and our members were concerned about the changes that we’re done for health insurance,” said DC 37 President Henry Garrido.

Non-certified teachers and other support staff — including janitors, cooks, teacher’s aides and bookkeepers — will receive an $1,800 ratification bonus and a 2.75 percent raise in October 2021.

The agreement will cost the city $15 million, including $10 million coming from the city’s labor reserves and $5 million in new

funding.The deal does not include educators at

charter schools and Head Start programs, nor does it provide salary parity for about 900 non-certified instructors and 3,000 support staffers within CBOs.

However, de Blasio said the agreement should serve as a template for eventually reducing the salary gap for other workers.

“Once this agreement is ratified, it will be the model, going forward, for certified early child education teachers across the board and… will be a difference-maker in all of our

efforts to make sure the talent is there on a consistent basis,” de Blasio said.

“Early childhood education staff work hard every day at community-based organizations to educate and care for New York City children and deserve fair compensation for their work,” said United Neighborhood Houses Executive Director Susan Stamler in a statement. “We applaud today’s announcement that New York City will fund a path towards salary parity for teachers, staff, and directors at CBOs with their counterparts in public schools.”

Now in its third year, SOULFest NYC is the brainchild of Lara Land, founder of Harlem’s Land Yoga, and Iana Vélez, Publisher of NY YOGA + LIFE magazine.

“We’re trying to make yoga more accessible,” said Land. “The idea is to make it as easy as possible for people to participate. Yoga and fitness are for everybody.”

Vélez said that many people are reluctant to try yoga because they feel they’re not in the proper shape to do it.

“There’s a stereotype on who does yoga and where you can do it,” said Vélez. “We want to break the stereotypes. There are lots of different body types and many forms of yoga.”

This year’s SOULFest NYC will feature bilingual classes and debut a Kids Zone to help introduce children to yoga, art, and music.

At 12 noon, the group will attempt to break the previous world record of 387 people doing Warrior I Pose.

“Our goal is to get 400 people to hold the pose for three minutes, which will get us in the record books,” Land said.

El 13 de julio, SOULFest NYC 2019 ofrecerá clases de yoga y meditación sin costo, en un programa de un día dirigido a neoyorquinos de todas las edades.

El evento de un día se llevará a cabo en el edificio estatal de oficinas Adam Clayton Powell Plaza, ubicado en el No. 163 de la calle 125 oeste.

Beyond the fireworks, Independence Day offers an

opportunity to take a fresh look at the individuals known as the country’s Founding Fathers.

What did they know and do and experience in terms of mental illness in their lifetimes? These are some highlights from what I learned about the Founders.

1. John Adams. Founding Father, first Vice President and second President of the United States, John Adams is thought to have suffered from depression and anxiety, and perhaps mania, too. His diaries recount bouts of "great anxiety and distress." Stories about him while studying law and while serving in public office describe a history of "irrational behavior and emotional instability," suggesting that he had what would be diagnosed today as Bipolar II Disorder, a disorder marked by depressions and periods of low-level mania.

2. Patrick Henry. "Give me liberty or give me death." That's about all most of us know about this Founding Father from Virginia. But like many of us, he was someone who had a loved one with serious mental illness. Records

indicate that Henry's wife Sarah Shelton Henry developed what appears to be post-partum depression following the birth of their last son. Despite the professional recommendations, Henry refused to institutionalize his wife and instead arranged to care for her at home. We don't know if this decision was driven by love for his wife or concern for his reputation and political ambition. Like many people with serious mental illness. Sarah died at a relatively young age, perhaps by suicide.

3. Benjamin Franklin. There's no indication that Benjamin Franklin had any notable mental illness, but he did have all kinds of ideas about

mental health and wellbeing, including his proverbial teaching promoting good sleep hygiene: “Early to bed, early to rise, makes a man

healthy, wealthy and wise.” Franklin is also responsible, along with his friend,

Dr. Thomas Bond, for establishing the first public hospital in the United States. Founded in 1751, the

Pennsylvania Hospital's mission was to serve individuals with mental illness and provide medical care to poor citizens who could not afford private care.

4. The Other Benjamin from Philadelphia. Benjamin Rush was a signer of the Declaration of Independence, a civic leader, physician, politician, and educator – also from Philadelphia. He is considered the father of American Psychiatry. Rush served

A federal judge has blocked the Trump administration’s

attempt to switch its legal team working on the case to add a citizenship question regarding to the 2020 Census.

After the Department of Justice (DOJ) announced on July 7 it was assigning new attorneys to handle Census-related legal matters, U.S. District Judge Jesse M. Furman of New York denied that bid on Tues., July 9th.

“Defendants provide no reasons, let alone ‘satisfactory reasons,’ for the substitution of counsel,” wrote Furman in his ruling. He noted that a filing in the case was due from the DOJ within three days, and that the agency had previously pushed for the matter to be moved along quickly.

“If anything, that urgency — and the need for efficient judicial proceedings — has only grown since that time,” wrote Furman, who did allow two attorneys to depart the case, as they have left the DOJ.

The decision marked the latest development in President Donald Trump’s ongoing battle to include a question asking about U.S. citizenship to the next Census, despite a Supreme Court ruling in late June that blocked the query.

Following the judge’s decision, Trump remarked on Twitter, “So now the

Obama appointed judge on the Census case (Are you a Citizen

of the United States?) won’t let the Justice Department use the lawyers that it wants to use. Could this be a first?”

New York Attorney General Letitia James hit

back at Trump with her own tweet, “Once again, this

serves as a reminder that no one is above the law.”

The Trump administration had repeatedly said it faced a July 1 deadline to begin printing Census forms.

On July 2, a Justice Department attorney advised that the printing process for the Census forms would proceed, without the inclusion of a question regarding citizenship. This came days after the Supreme

Court issued a 5-4 decision temporarily blocking the addition of a citizenship question, ruling that the

Commerce Department’s contention that it was adding the citizenship question to enforce federal voting laws was insufficient.

However, soon after the Supreme Court ruling, Trump has said he would continue to have his lawyers seek a way to include the question.

On Monday, Attorney General William Barr said he believed the Trump administration could legally add the question despite the Supreme Court’s

decision. “I agree with [Trump] that the Supreme

Court decision was wrong,” Barr said in an interview with the Associated Press. Barr remarked that he thinks there is “an opportunity potentially to cure the lack of clarity that was the problem and we might as well take a shot at doing that.”

Trump said he is also considering an executive order to add the citizenship question to the next census.

El alcalde Bill de Blasio y el presidente del Concejo Municipal Corey Johnson anunciaron un acuerdo tentativo para aumentar los salarios de los educadores de la primera infancia que trabajan para organizaciones comunitarias (CBO, por sus siglas en inglés).

“There’s no chance for community or public input on these decisions,” said Helen Strom, Benefits Unit Supervisor at the Safety Net Project of the Urban Justice Center. “The announcement will be made that a center is closing and it’s the first community members are hearing of it.”

In a letter to advocates concerned about the closure of the St. Nicholas SNAP Center, Department of Social Services Commissioner Steven Banks admitted that the city’s “communication should have been clearer” regarding changes at the site.

And while de Blasio said his administration should be conducting outreach regarding HRA site closures, he suggested that it wouldn’t necessarily change the final decisions in the long run.

“We always want community engagement. We always want to make sure that we’re talking to people,” said de Blasio of the St. Nicholas SNAP center. “But I will say to you that we have a mandate to use the taxpayers’ money well, and if we come to a conclusion that an office is not serving the function that it used to, we have to act on that, especially if we know that people are getting served in a different way.”
