We are living in a Digital World
• More companies are moving away from a paper-based environment to a model-based environment.
• Majority of College grads are not educated in creating or reading traditional 2D drawings.

• FAA requires current configuration for each airplane in service.
• Since each type certificate is considered to include the type design (reference: FAR §21.41), the type design data must be maintained and be retrievable for the duration of the type certificate (operational life of the product/fleet). It is important to ensure that the necessary and correct data will be available when needed throughout the projected life span of the product. Therefore, the applicant should develop and submit a procedure for FAA approval describing electronic submittal and storage of type design data.

Data • Order 8000.79 Paragraph 3. Background
Subparagraph (c) (c) The number of documents used to support
aircraft certification and production approval processes, and Flight Standards operators certification and surveillance has increased dramatically. The use of electronic technology and alternate methods of data storage will assist the FAA and the industry in working more efficiently.

Long Term Data Retention
With the emergence of digital data based processes including model based definition, requirements were identified which predicate the need for a long term data retention solution(s) to meet the regulatory and business requirements. Traditional legacy retention and retrieval methods do not support complex digital product definition data.

The Business Challenge
• How do we influence the pace of technological development?
• Intellectual Property? • Incentives? • Legal aspects? • Sourcing?
• How do we measure technological impact?
• Is it linked to the business plan? • Does it improve our competitive
position? • How do we implement the technologies?
• Do we have customer pull? • Will people know how to use it? • Will they want to change?

What is LOTAR
The LOTAR International Consortium is a working group, sponsored under a four party Hosting Organization made up of the Aerospace Industries Association (AIA), PDES Inc., Aerospace & Defense Industries of Europe – Standardization (ASD-STAN) and ProSTEP iViP.

LOTAR Mission Statement
“It is the mission of LOTAR International to globalize a standards-based archival and retrieval mechanism for digital product and technical information through the
ongoing harmonization and standardization efforts of Aerospace and
Defense organizational affiliations.”

Business Drivers & Goals
The long-term archival of technical data is driven by: • Business cases (e.g. longevity of aerospace & defense
products) • Regulatory requirements (e.g. FAA/DoD–EASA/MoD)
The ultimate goal of LOTAR is standardization: • Create EN/NAS 9300-xxx series standards for long-term
archiving • Promote the use of International Standards (i.e. ISO) as
data formats LOTAR works on various domains (Mech. Design, PDM, Electrical, Composites, Visualization…)

Scope & Objectives
The project is initially scoped to provide a long term
archive and retrieval solution within the standards
mechanisms (EN / NAS 9300 Standards Documents). It
does not develop application or hardware solutions
except for prototyping and validation purposes.
Further, the project is scoped to product data and
practice standards and recommendations in the
aerospace and defense industries.

Scope & Objectives
• The wide range of digital product and technical information is divided up into 3 technical work phases:
Phase 1 Create EN / NAS standard documents and recommended practices regarding fundamentals & concepts, processes and the first data domain explicit 3D CAD.
Phase 2
Create EN / NAS standard documents and recommended practices regarding long term archive and retrieval of 3D CAD with PMI, PDM, 3D CAD composite, 3D CAD electrical harness, 3D Visualization, governance and planning, functional architecture, security and LOTAR certification for aerospace and defense companies to be measured against.
Create EN / NAS standard documents and recommended practices regarding system engineering, simulation, 3D CAD with parametric & form features, PLM (as extended PDM) and analysis.
Phase 3

The retention – archival model requirements shown previously lead to four main areas of consideration:
Invariance: How important is it to ensure that digital data is not altered. Objectives: Why retaining the digital data is required. Retention Period: The required period of time the data is to be stored. Stored Form: The stored format of the digital data.

Current STEP Standards for Data Exchange & 3DMBD
• STEP203 – Primarily matured / used in Aerospace & Defense and Ship building industries
• STEP Application Protocol (AP) 203 (Configuration Controlled 3D Designs of Mechanical Parts and Assemblies) provides the data structures for the exchange of part and configuration identification with configuration control data either with or without associated 3D part model information.
• STEP214 – Primarily matured in the Automotive & Mechanical design processes & industry
• STEP Application Protocol (AP) 214 (Core data for automotive mechanical design processes) specifies the use of the integrated resources necessary for the scope and information requirements for the exchange of information between the applications that support the development process of the mechanical aspects of automotive vehicles.

Future STEP Standards for Data Exchange & 3DMBD
• STEP242 will be a common conformance class to the SPEC that all vendors have agreed to support to say they are STEP compliant. Complete set of STEP203 and STEP214
• STEP Application Protocol (AP) 242 (Managed Model Based 3D Engineering). AP 242 was proposed as an alternative to developing AP214 ed4 (based on modular architecture) and developing AP203 ed3 as parallel efforts. This new standard is an opportunity to introduce new STEP functionality, optimize development resources, and strengthen the acceptance and support of STEP by all the main manufacturing industries
• AP 242 ed1 will provide all the functionalities covered by the AP 203 ed2 and AP 214 ed3
• In addition, it will include – enhanced PMI capabilities – the 3D Parametric modules – the information rights module – the software module, and – the shape quality modules
