1 Major capital projects in pipeline for UFS T he Council of the UFS has ap- proved capital projects to the value of several millions of rand on the UFS Main Campus, including a R40 million building project. This project, the upgrading and en- largement of the Chemistry Building, will address training and research de- mands as well as safety and health risks that were identified long ago. This is also proof of the UFS’s investment in not only its infrastructure but also its academical facilities. The project, which should be com- pleted by the middle of 2008, will be dealt with in four phases in order to en- sure that parts of the building can re- main in continuous operation. A team consisting of experienced architects, engineers and quantity surveyors is in- volved in this extremely complex pro- ject and over the last few months, the staff members of the Department of Chemistry also contributed very inten- sively to the assessment of needs and the planning process. Law experts publish unique translation

The Centre for Business Law at theUFS has translated a unique, long-neglected Roman-Dutch source of

partnership law, dating back to 1666,from Latin into English.

This source is called Tractatus deSocietate (A Treatise on the Law of Part-nership), by Felicius and Boxelius. This isthe first translation of this Roman-Dutchsource into English and comprises of acomprehensive discussion of the SouthAfrican common law of partnerships.

“Apart from various brief provisionsdealing on a piecemeal and an ad hocbasis with diverse matters such as insol-vency, there is no comprehensive Part-nership Act in South Africa. Partnershiplaw in South Africa consists of SouthAfrican common-law, which is mainlyderived from Roman-Dutch law,” saidProf. Johan Henning, Dean of theFaculty of Law at the UFS. Prof. Henningis also the leading author and initiator ofthis comprehensive publication.

The translation of the treatise fromcorrupted medieval lawyer Latin intoEnglish was done by Prof. BoelieWessels, well-known expert on RomanLaw and senior lecturer at the UFS Fa-culty of Law. Prof. Wessels, who has 15degrees, spent almost ten years trans-lating the treatise. The proofreading andediting of the translation was done byProf. Henning and Adv. Jaco de Bruin, a

senior lecturer at the UFS Faculty ofLaw.

“We want the South African courts touse Volume 40 in the research seriesMededelings van die Sentrum vir Onder-nemingsreg/Transactions of the Centrefor Business Law as the primary sourceof reference when cases where Roman-Dutch partnership law principles are

involved, are ruled on,” said Prof.Henning.

“The intention is to follow this up withthe publication of a very limited edition ofa complete translation of the work,” saidProf. Henning.

A total of 400 copies of the publica-tion will be distributed to all courts, theAppeal Court and the Supreme Court.

Campus, Ms Ekaete Samson-Akpan, won an award for the bestpaper with practical applications onAfrica at the seventh InternationalAcademy of African Business andDevelopment (IAABD) conferenceheld in Accra, Ghana. The confer-ence was hosted by the GhanaInstitute of Management and PublicAdministration (GIMPA). MsSamson-Akpan also won theaward for best session presenter inthe session on ecological, environ-mental and agricultural issues.

Drs Khazamula Milondzo andDipane Hlalele from the Schoolof Education on the Qwaqwa

Campus presented papers at theAthens Institute for Education and Re-search (Atiner) conference held at theUniversity of Athens in Greece, re-cently. Drs Hlalele and Milondzo’spapers shed light on The Effects of ter-mination of pregnancy (TOP) onschoolgirls in the Eastern Free Stateand The principal’s role in staff develop-ment programmes respectively.

Findings in the former study suggestthat, beside psychological and emo-tional pain and affliction, legal termina-tions of pregnancy present little or noserious health risks and are thereforegenerally safe. However, a decline inacademic achievement, certain adjust-ment and relationship problems amonglearners who procured TOP were ob-served. Withdrawal, absenteeism, drop-ping out of school and a lowered self-esteem also occurred.

Furthermore, there is an indicationthat educators are not adequately pre-pared to assist these learners in dealingwith pre- and post -TOP issues; hencethe need for appropriate training. The

study also recommends the implemen-tation of pregnancy prevention pro-grammes, relevant counselling and theestablishment of an inter-institutionalforum for TOP as ameliorative meas-ures.

The conference drew internationalscholars and researchers from theUSA, UK, Canada, Finland, Germany,Australia, India, Sweden, France, Italy,Turkey, Romania, Israel and SouthAfrica.

The UFS Qwaqwa Campus hasappointed Mrs MathapeloMoloi, a professional nurse, to

take care of the health needs of staffand students. The clinic is situatedin the Library Building and it catersfor the entire campus community.

When asked how she felt aboutthe establishment of this new officeMrs Moloi said: “I am very pleasedto be given this opportunity to be incharge of the clinic on campus. Theclinic will also provide counsellingand testing for HIV/AIDS. Our aim isto make primary health-care ser-vices easily accessible.” Ms LulekaKhanyile, a first year B.Sc. studentsaid: “We are excited to have theclinic on campus because we usedto travel to Phuthaditjhaba to gethealth services and sometimes wedon’t have money.”

UFS lecturer makes new discoveries in veterinary parasitology

Sibusiso Mtshali, a lecturer and re-search scientist in the Parasito-logy Research Programme at the

UFS Qwaqwa Campus, made severalimportant breakthroughs in the veteri-nary parasitology field during his twomonth research visit to the OklahomaState University in the United States(US).

With his presentation Molecular Epi-demiology of Bovine Anaplasmosis inthe Free State Province Mr Mtshali gavethe audience an account of importanttick species and tick-borne diseases inSouthern Africa. Mr Mtshali also talkedabout bovine anaplasmosis in the FreeState. Anaplasmosis or gall sickness is atick-transmitted disease in cattle.

In the USA Mr Mtshali studied hiscollected samples and discovered 29new strains of Anaplasma marginale thatoccur in South Africa. This is the firstreport of its kind in Africa. The seq-uences of the 29 strains revealed consi-derable genetic diversity providing 14new repeat sequences in the world.However, 42% of these sequences werenot unique to this region. These resultsindicated the presence of commongenotypes between South African,American and European strains.

Mr Mtshali also isolated one speciesof anaplasmosis in field cattle, a worldfirst. This species has been previouslyreported to occur in sheep. Theseresults will help South Africa to designnew control strategies for anaplasmosis.It will also provide opportunities to studyand design alternative vaccines for the

control of anaplasmosis and to increaselivestock production.

His research results have been sub-mitted as three articles for publication ininternational journals. Discovered se-quences were also submitted to theGeneBank. His discoveries will also bepresented at international conferences.

lieves that the campus should play ameaningful role in the socio-econo-mic development of its community.He said: “Apart from the positive de-velopments that are visible aroundthe campus the main challenge re-mains the academic relevance of ourcampus to the immediate communityand its capacity to attract qualitystudents.”

The Qwaqwa campus will soongo through an institutional audit. Thisis one of the challenges that thecampus are facing. However, he ap-preciates the support they receivefrom the Main Campus and he willensure that participants treat this pro-cess with the seriousness that it de-serves.

Qwaqwa Campus

The Centre for Accounting on theUFS Qwaqwa Campus launcheda community service learning

module in functional bookkeeping andaccounts for small-scale entrepreneursin partnership with the Free State De-velopment Corporation (FDC). Throughthe module a sense of social responsi-bility will be instilled in the second-yearFinancial Accounting students who willconduct the module.

The purpose of this service-learningmodule is to establish a strong functio-nal foundation for the businesses ofsmall-scale entrepreneurs in andaround Qwaqwa. This module will equipthem with the skills and knowledge foreffective financial management andhelp them to improve and expand theirbusinesses with the necessary skills tocreate more employment opportunitiesin the community.

Mrs Busiswa Tshabalala, Director ofthe Free State Education Departmentand member of the UFS Council,welcomed the initiative. She said: “Thislaunch comes at a time when wewitness an era of hope for our people.Through their small enterprises peoplehope to break the shackles of povertyand build a better life. The programmewill give light to those smallentrepreneurs whose businesses maycollapse if financial management skillsare not transferred to them. May itreally liberate those who fall prey toignorance and end up in great debtsthat could have been avoided had theybeen capacitated on how to effectivelyrun their businesses. This is a projectthat will greatly benefit the community

BeatriKruger, lecturer in the Department of Criminal and Medical Law of the Faculty of Law, made a joint presen-tation at the seventh annual conference of the South African Professional Society on the Abuse ofChildren. The presentation entitled, “Caught in the cross-fire: Helping children who witness domesticviolence” was attended by a multi-disciplinary audience of the criminal justice community, magistrates anddefense counsel. The focus of the talk was on existing legislation protecting children and how this might beenhanced by recognising that exposing a child to domestic violence is a form of child abuse.

Ntsikane acquiresskills in theNetherlands

Ntsikane Maine, from the De-partment of Agricultural Eco-nomics participated in the core

team capacity building phase of thetailor-made Training Programme forAgricultural Research for Develop-ment in South Africa, which was fun-ded by the Netherlands Programmefor Institutional Strengthening (NPT).She completed this phase of the pro-gramme with a final grade of 90%.

The training included 13 weeks inthe Netherlands, acquiring knowledgeand skills in rural innovation approa-ches and institutional change, inclu-ding reflection on their relevance andapplication to South Africa. She alsospent nine weeks in South Africa, ap-plying the knowledge and skills in aninter-institutional field study and de-veloping an action plan to contributetowards institutionalising agriculturalresearch for development in post-secondary education and training.

“It’s good to be home,” sê ’n inwonervan Welwitschia-koshuis met haarterugkoms na die Junie-vakansie.

Elize Rall, koshuisbestuurder vanWelwitschia doen meer as om net diépos te vul. Sy glo daaraan om betrokkete wees by haar studente. “Hulle is ’ngroot verantwoordelikheid. Daar is baieom vir hulle te leer. Dit is ’n belangriketaak, want werk jy met jong mense, werkjy met die toekoms,” sê sy.

“Ek wil vir hierdie studente iets gee,”sê Elize. Die ywer waarmee sy projekteaanpak tot voordeel van die koshuisstu-dente, is ’n sprekende voorbeeld hiervan.Een van die projekte op haar lysie is ’naktiwiteit vir senior studente. “In hulleeerste jaar is studente by alle aktiwiteiteop kampus betrokke en skielik in hultweede jaar voel hul nie meer verplig omal die aktiwiteite by te woon nie. Hulle hetdan tyd om bietjie aandag aan hulself tegee. Ek is bereid en baie opgewonde oordie idee om een keer per maand ’npraatjie te hou oor ’n onderwerp waarbydie studente kan baat vind, soos byvoor-beeld klereklasbeplanning, die belangrik-heid van oefening en so meer. As diekoshuis ’n afrondingskool is waar hulleiets kan leer, sal dit ’n droom wees watwaar word,” sê sy.

As koshuisbestuurder vul Elize ookonder meer die rol van ma, raadgewer,speurder en boekhoudster. Buiten haarvoltydse pos by dié koshuis is sy ookeen van die hooforganiseerders van dieVolksblad-kunstefees. Die sesde Volks-blad-kunstefees, wat weer op die kam-pus van die Universiteit van die Vrystaatgehou is, was weer ’n reuse-sukses. Vol-

gens mnr. Willie Frankim, Bestuurder:Beskermingsdienste het daar van ’n dagvoor die fees tot met die laaste dag vandie fees ongeveer 140 000 motors diegronde van die UV binnegery. BekendeAfrikaanse sanger, Anton Goosen, hetook, volgens die Volksblad, gesê dat ditdié beste fees in die land is. VolgensElize het me. Doks Briers van Volksbladse samestelling van die program enkunstenaars hiertoe bygedra. “Ons poogook om elke jaar die gehalte van produk-te wat by die stalletjies verkoop word teverbeter,” sê sy.

“Ons doel is ook om elke jaar diefees te verbeter. Soos vanjaar sal ek metdie hulp van mnr. Lukas Swart en me.Lettie de Klerk weer ’n kunstefees reël.Die fees het te veel gegroei om alleen tebehartig,” sê Elize.

Elize is al vir 22 jaar by die UV werk-saam. Voor haar pos as koshuisbestuur-der by Welwitschia het sy in 1986 byKongresdienste begin werk en is toe la-ter Skakelburo toe, wat UV-Bemarkinggeword het. Hier was sy betrokke by diereël en koördineer van funksies, ondermeer die Eeufeesvieringe in 2004.

Sy vertel dat sy nog altyd baie so-siaal bedrywig was. Selfs op skool inBrandfort waar sy grootgeword het enlater gematrikuleer het, was sy die Kin-derkranssekretaresse in St. 5. Sy het ooklater in haar skoolloopbaan ’n sangver-eniging begin en kan met trots sê dat dievereniging vandag nog na 40 jaar be-staan en floreer! Met haar passie vir singen musiek het sy ook eens op ’n tyd indie tweede en derde Vrystaatse Jeug-koor gesing asook in die destydseSUKOVS-operakoor. Later in verskeieander kore.

Buiten haar passie vir musiek is syook baie lief vir mense. Haar werk as ko-ördineerder van een van Suid-Afrika sebeste feeste en haar pos as koshuismais die ideale geleenthede om dié passiesuit te leef.

Motorkapings, verkragting, roofen geweld is aan die orde vandie dag. In ’n poging om op te

tree teen geweld het personeel van dieSentrum vir Rekeningkunde (SVR) be-sluit om ’n kursus in selfverdediging aante bied. Prof. Dave Lubbe van die SVR,wat ’n swart gordel in karate het, het ’nselfverdedigingskursus ontwikkel wat uitvyf modules van ongeveer een en ’nhalf uur elk bestaan. Hy en sy seun,Dave Lubbe junior, ’n student aan dieSVR, het saam die kursus aangebied.

Met die kursus word daar klem gelêop die praktiese inoefen van tegniekewat gebruik kan word om verkragting enaanvalle, af te weer. Kursusgangers kryook die notas van dit wat behandel iswat hulle op hulle eie kan inoefen.

Personeel van die Sentrum vir Rekeningkunde wat van die eerste selfverdedigingsklasse, wat deur prof.Dave Lubbe en sy seun Dave Lubbe junior aangebied is, bygewoon het. Regs voor is prof. Ronell Britz,voorsitter van die SVR. Sy sê: “Die kurses het my oë oopgemaak vir alle daagse dinge wat gebruik kanword om myself te verdedig.”

Prof. Hendrik Swart, Departmen-tal Chairperson of the Department ofPhysics, said: “The project is basedon the use of sunlight to activate na-no material in, for example, cementor paint during the day. At night thecement or paint can radiate light.

“Nano phosphors are luminescentpowders that can provide light whenthey are illuminated with sunlight. Theamount of time these particles canprovide light, is determined by the im-purities in the material.”

Further applications of nano ma-terials are unlimited. “Children whoseparents cannot afford electricity canfor instance leave any object such asa lamp, that is covered with thesephosphor particles, in the sun duringthe day and use it at night as a lightfor study purposes,” said Prof. Swart.

Die kongres het gehandel oor Lan-guage Law and Language Rights: TheChallenges of Enactment and Imple-mentation. Die groep van die UV isalmal lede van die InternationalAcademy of Linguistic Law en het refe-rate gelewer wat perspektiewe bied optaalregulering binne die Suid-Afrikaansekonteks.

Die ETB se deelname aan die kon-gres spruit uit ’n navorsingsprojek, dieSuid-Afrikaanse Taalregte Monitor, watdrie jaar gelede in vennootskap met diePan Suid-Afrikaanse Taalraad(PanSAT) op die been gebring is enook deur hom gefinansier word.

UV praat by taalregtekongres in Ierland

Prof. Theo du Plessis, Direkteur van die UV seEenheid vir Taalbestuur, wat die tiende Internasio-nale Kongres van die International Academy ofLinguistic Law aan die Universiteit van Galway,Ierland, bygewoon het.

Die Departement Menslike Voe-ding aan die UV het ’n seminaaraangebied wat aan kundiges in

die veld van voeding die geleentheidgebied het vir voortgesette onderrig.Daar is veral klem gelê op spesialevaardighede in voedingvoorligting. Die

seminaar is deur meer as 130 kundigesvan regoor Suid-Afrika bygewoon. ’n Sosiale funksie is aangebied waareen van die vierdejaarstudente in dieet-kunde, Tumi Letsoara, vanjaar se Kov-sie-idol, die gaste met haar sangtalentvermaak het.

Menslike Voeding lê klem op voorligting

By die seminaar was, van links drr. Louise van den Berg en Corinna Walsh, senior lektore in die Depar-tement Menslike Voeding, me. Elmine du Toit, lektor by die Departement Menslike Voeding, dr. TheunsKellerman, Departement Huisartskunde, mev. Ronette Lategan, lektor by die Departement MenslikeVoeding, en prof. Marthinette Stretch, voorheen verbonde aan die Departement Menslike Voeding.

“Hartvatsiektes is die grootsteoorsaak van sterftes ondermans sowel as vrouens ter

wêreld, ten spyte van die MIV/vigs-virus,” sê prof. Danie Marx van dieDepartement Kardiologie aan die UV.Alhoewel daar op ’n jonger ouderdommeer mans as vroue aan hartsiektesdoodgaan, is dit belangrik dat vrouedie nodige aandag skenk om hul hartgesond te hou.

Dit is nie slegs vroue wat met ’nwanpersepsie leef oor die gevaar vanhoë cholesterolvlakke nie. Meer swartSuid-Afrikaners word die slagoffersvan gevreesde siektes waarvan onge-sonde cholesterolvlakke die oorsaakis.

In die groter prentjie kom onge-veer 60% van alle sterftes as gevolgvan hartsiektes in die ontwikkelendelande soos China, Brasilië, Indië enSuid Afrika voor. Sterftes aan hartvat-siektes neem wel af in Westerse lan-de as gevolg van opvoeding en ookdie behandeling van risikofaktoresoos cholesterol, sê prof. Marx.

Hoë bloeddruk en suikersiektemoet goed behandel word terwyl rooken swak eetgewoontes vermy moetword omdat dit groot gesondheidsrisi-ko’s inhou vir veral persone met hoëcholesterolvlakke. Gereelde oefeningword verder sterk aanbeveel. ’nPersoon met hoë cholesterolvlakkewat raad soos dié ignoreer, staan ’ngoeie kans om die slagoffer van vas-kulêre siektes te word omdat choles-terol een van die hoofrisikofaktore virkardiovaskulêre siektes is. Dié siektemanifesteer in beroertes, aneurismesen hartaanvalle. As mense hul cho-lesterolvlakke verlaag, sal pasiënt-sterftes afneem, sê prof. Marx.

Al gehoor van LDL, HDL, totalecholesterol, genetiese cholesterol? ’nHele mondvol, maar tog belangrik omte verstaan. Die cholesterol om veraldop te hou, is lae-digtheidslipopro-teïen (LDL). As te veel van die LDL injou bloed sirkuleer, kan dit begin aan-pak in die are wat die brein en hartvoed en ’n hartaanval of beroerte ver-oorsaak. Die hoëdigtheidslipoproteïen(HDL) is die “goeie” cholesterol omdatdit help om LDL-cholesterol uit jou

sê dit is belangrik dat personeel diefinansiële beleid in terme van reis-koste en ander besigheidsuitgawesnakom. Hy gee ’n lys van vrae watpersoneel hulself moet afvra om teverseker dat hulle voldoen aan dievereistes in die finansiële beleid enprosedures, die reglement vir buite-universitêre werk, die beleid rakendegedelegeerde tekenmagte en diegedragskode.

Kortkursus in bevolking, omgewing en ontwikkeling beoog

By die werkswinkel waar die kortkursus in Bevolking, Ontwikkeling en Omgewing bespreek is, was vanlinks mnr. Jacques van Zuydam, Hoofdirekteur: Bevolking en Ontwikkeling, Nasionale Departement vanSosiale Ontwikkeling, prof. Sosten Chiotha, Universiteit van Malawi en verteenwoordiger van Leadershipfor Environment and Development: Southern and Eastern Africa (LEAD-SA), prof. André Pelser, Depar-tement Sosiologie aan die UV en PED-kursuskoördineerder, me. Nola Redelinghuys, Departement Sosio-logie en PED-kursusfasiliteerder, en mnr. George Nsiah, verteenwoordiger van die Verenigde NasiesBevolkingsfonds (UNFPA).

Prof. André Pelser van die Depar-tement Sosiologie aan die UV isbetrokke by ’n gesamentlike projek

van die nasionale Departement van So-siale Ontwikkeling se hoofdirektoraat:Bevolking en Ontwikkeling en die Ver-enigde Nasies se Bevolkingsfonds(UNFPA). Deur middel van finansiële entegniese hulp in die vorm van CountryProgrammes help UNFPA die Departe-ment van Sosiale Ontwikkeling om dieSuid-Afrikaanse Bevolkingsbeleid (1998)te implementeer.

Prof. Pelser is een van die tegnieseadviseurs vir die UNFPA wat betrokkewas by die evaluering van die eersteCountry Programme in 2001 en later ookby die uitrol van die tweede Country Pro-gramme in 2002/2003. As ’n komponentvan die volgende Country Programme isdaar ondersoek ingestel na die ontwikke-ling van ’n kortkursus in Bevolking, Om-gewing en Ontwikkeling (Population, En-vironment and Development (PED)). “So’n kursus moet dien as oriënteringsraam-werk en vaardigheidsoordragmedium virbesluitnemers en beplanners in diestaatsdiens van Suider-Afrikaanse state,munisipale amptenare en ander belang-hebbendes,” sê prof. Pelser.

Die UV is genooi om as een van vierbasisstasies te dien vir die implemente-ring van ’n kortkursus in PED. Die anderuniversiteite is die Universiteit van Kaap-stad, die Universiteit van KwaZulu-Natalen die Nelson Mandela Metropolitaanse

Universiteit. Die kursus wat in die Sen-trum vir Ontwikkelingsteun aangebied salword, sal twee weke duur, op ’n jaarbasisaan die UV aangebied word, multidissipli-nêr van aard wees, en aan deelnemersdie nodige krediete verleen wat as erken-ning vir voortgesette studies in ’n meergeformaliseerde program sal dien.

• Is die reis-, verblyf-en onthaalkostein ooreenstemming met UV-beleiden prosedures?

• Is die doel van hierdie tipe uitgawesbesigheidgerig?

• Word die voorgeskrewe amptelikedokumentasie volledig ingevul metdie doel van die uitgawe, asookname van die individue, en wordoorspronklike strokies aangeheg?

• Ken die persone wat sulke uitgawesgoedkeur die UV se beleid rakendereis-, verblyf- en onthaalkoste?

Die kortkursus hou groot voordele virdie UV in in terme van internasionaleskakeling. Prof. Pelser sê: “Hierdie sal ’ninternasionale samewerkingsooreenkomswees wat potensieel kruisbestuiwend salkan inwerk op vele fasette vansamelewingsdiens, navorsing enonderrig.”

• Word die beleid van die UV ra-kende besigheidskaarte nage-kom?

• Word alle reise vooraf deur diebehoorlik gedelegeerde persoon,binne raadsbeleid, gemagtig?

• Word daar op voordeligste wysegereis en word alle reisreëlingsdeur die reisagente wat deur dieUV goedgekeur is, gedoen?

Die universiteit het ook ’n ge-dragskode op die intranet.Personeellede moet seker maakdat hulle persoonlike belange niedaadwerklik met hulle univer-siteitspligte en -verantwoorde-likhede bots nie, byvoorbeeldtransaksies tussen die universiteiten die personeellid self of sy/haaronmiddellike familie. Personeelledemag nie vra vir geskenke, ofvoordele nie. Geskenke wat deurdie skenker vir advertensiedoel-eindes gebruik word, mag aanvaarword, en moet in die gesken-keregister aangeteken word.

Die gebruik van die universiteitse toerusting, voorrade en fasiliteiteom inkomste, wat personeelledebevoordeel, te genereer, wordstreng verbied indien daar nie voor-af geskrewe goedkeuring deur dieregte bestuursvlak verkry is nie.Die gebruik van universiteitsfondsevir persoonlike, onwettige of onbe-hoorlike gebruik, word ook verbied.

Alle inkomste wat deur die uni-versiteit gegenereer word en alleuitgawes vir goedere en dienstemoet ook in die finansiële stelselsvan die UV te boek gestel word.Geen vervalste of ongeldige inskry-wings mag in die rekeningkundigerekords van die universiteit gemaakword nie. Lynhoofde is verantwoor-delik daarvoor om kontroles te ont-wikkel en te implementeer om diegeleentheid vir bedrog te beperk.

Mnr. Van Den Berg sê: “Diegoedkeuringshandtekening vanpersone op dokumente moet baieernstig opgeneem word aangesiendie persoon wat ’n dokument mag-tig moet besef dat die handteke-ning verskeie faktore impliseer. Prof. Heidemanreceives Fulbright

Fellowship

Prof. Neil Heideman, Vice-Deanof the Faculty of Natural andAgricultural Sciences at the

UFS, was awarded the Fulbright Se-nior Researcher Fellowship to visit thelaboratory of Prof. Jack Sites, a fellowherpetologist at Brigham Young Uni-versity, Utah, in the United States,from October 2006 - January 2007.

The Fulbright programme is aflagship programme of the US gov-ernment which focuses on the ex-change of international experts in avariety of educational activities.

Prof. Heideman will use the op-portunity to develop an understandingof the application of micro satellites topopulation genetics questions. Prof.Sites has extensive experience in theapplication of the technique and istherefore an ideal candidate to spendtime with. Although not new to SouthAfrica, the country’s capacity in theuse of micro satellites is still very limi-ted, and essentially non-existentamong herpetologists.

UFS to discontinue master’s degree in education

As from next year, the UFS will nolonger offer one of its specialistmaster’s degrees in education –

the M.Ed. in Education Management.The other six M.Ed. programmes thatare currently being offered at the UFSwill continue as normal.

The decision to discontinue one ofthe M.Ed. programmes follows a na-tional review of M.Ed. programmes inEducational Management and Leader-ship by the Higher Education QualityCommittee (HEQC) of the Council onHigher Education (CHE).

Of the 23 tertiary institutions whoseM.Ed. programmes in Educational Man-agement and Leadership were reviewedby the HEQC, only 7 received fullaccreditation.

“The findings of the HEQC affectonly one of our M.Ed. degree progamm-es, namely the M.Ed. in EducationalManagement. We will be paying full at-

tention to the findings of the HEQC witha view to correcting some of the short-comings that have been identified bythe HEQC and will consider submittinga reviewed proposal for such a quali-fication in two years time,” said Prof.Magda Fourie, Vice-Rector: AcademicPlanning at the UFS.

The programme has 30 students en-rolled. “These students – spread acrosstheir first and second years of the de-gree programme – will be allowed tocomplete their studies with the full sup-port of the UFS and the School of Edu-cation.

“The qualification that has beenawarded to students who have alreadycompleted their studies for this specificM.Ed. in Education Management pro-gramme remains a valid qualificationand is not affected by the HEQC review.

“One of the primary problem areasin the M.Ed. in Educational Manage-

ment identified by the HEQC, was thatthe programme is too practice orient-ated and must be more theoretical tocomply with the academic requirementsof a master’s degree. This orientationwas a result of the fact that the pro-gramme was initially compiled in consul-tation with principals and the provincialDepartment of Education to addresstheir needs,” said Prof. Fourie.

“The UFS will in the mean time offeran advanced certificate in EducationalManagement and Leadership from nextyear. This is a new course that willstretch over a period of two years andwill ensure that we can still address theneeds of teachers and principals,” saidProf. Fourie.

“The UFS remains committed to pro-viding top quality degree programmes inall its six faculties and will continue towork with the HEQC in ensuring thatthis actually happens,” she said.

Contractors start with hockey astros

Contractors have commenced with the cleaning and digging process to prepare for the laying of thefirst of two hockey astros on the western side of the UFS Main Campus next to Shimla Park. Accordingto Mr James Letuka, Director: KovsieSport, this project will go a long way towards attracting goodhockey players and some of the best hockey coaches to the university. “For a very long time the UFSlost too many good hockey-playing students due to the absence of an astro. We shall now also stand agood chance of competing as equals with our counterparts elsewhere in the country,” he said.

So ’n meestergradering behels nienet die fisiese uitvoer van tegnieke nie,maar sluit ook in karaktereienskappe,toewyding, lojaliteit en respek teenoor dievereniging sowel as afrigting en hante-

ring van ’n eie oefenskool. Liza is ook dieinstruktrise van ’n klub in Bloemfonteinen tien van haar studente, waarvan tweein 2005 wêreldkampioene was, is verkiestot die Suid-Afrikaanse oefenspan watvolgende jaar in Holland aan die wêreld-kampioenskappe gaan deelneem. Sy selfis die huidige senior vrouewêreldkampi-oen asook die SA vrouekampioen vir2006.

Prof. Venter, watsy voorgraadse studies aan die UV vol-tooi het en sy nagraadse studies aan dieUniversiteit van Pretoria voltooi het, is nadie voltooiing van sy studies as dosentna die kollege in Zambië beroep. Weens sy onder-vinding aan ’n Afrika-kollege meen hy dathy ’n spesifieke Afrika-dimensie aan dieFakulteit Teologie kan toevoeg. Ms Edma Pelzer’s response tomy letter (Dumela: Klippies in myskoen, June 2006) misses my point.The parking outside Geography isalso reserved (that is what the signsays!) but students simply ignorethis. If I follow Ms Pelzer’s adviceand park in the area protected by theboom then, effectively, those stu-dents have won a victory: I am nowfurther inconvenienced, while the(illegally parked) students roll out oftheir cars and into the lecture rooms!

Two points: Has Ms Pelzer consi-dered what would happen if all “yel-low disc” staff in the central campusarea sought refuge behind theboom? There is simply insufficientparking to accommodate them all!Finally, is it a coincidence that theparking area used by those who nowwork in the old Main Building wasthe first to be upgraded andprotected by a boom? I think not.With apologies to George Orwell:“when it comes to parking on theUFS campus, all staff are equal, butsome are more equal than others”.

Klippies in my skoen‘Wanneer mag ons eet, en wanneer nie?’

Mnr. Louw Schoeman skryf:Daar bestaan geen twyfel dat In-

terne Oudit/Finansies een van dienoodsaaklikste funksies op kampusverrig nie. Ons het groot waarderingdaarvoor. Ongelukkig het personeeldikwels die persepsie dat Interne Ou-dit/Finansies nie altyd hulle belange opdie hart dra nie, maar eintlik daar is omdie hulle “uit te vang”. Die basis vanhierdie persepsie is onder meergebaseer op die UV se interpretasievan wat geëis mag word.

Hoe dit ook al sy, dit sal baie waar-deer word indien die beleid rakendedie probleme wat Interne Ouditondervind (Dumela, Junie 2006) (leesook hierdie uitgawe – Red. Sien bl.14)duidelik uitgespel word sodat perso-neel presies kan weet wat mag en watmag nie. Byvoorbeeld:1. Dit is onaanvaarbaar “indien ontbytnet ’n paar kilometer buite Bloemfon-tein” genuttig word. Aangesien sulkebesonderhede skynbaar baie belangrikis, presies hoe ver buite Bloemfonteinmag personeel ontbyt eet? Ewebelangrik: wat en hoeveel mag onseet? Mag ons sommer al hier by diePitstop begin eet as ons ons eiepadkos inpak? (Maar dan sal ons ditseker nie kan eis nie?)2. “Fooitjies by etes mag nie as ampte-like uitgawes geëis word nie.” Moetons glad nie fooitjies betaal nie en dit

Wanneer presies is ’n oproep amp-telik en wanneer privaat? Baie personeelwat oortree, doen dit uit onkunde, terwylander weer onnodig vir sekere oproepebetaal. Daar moet duidelike voorskriftewees, anders kan mense nie blameerword nie.

’n Verwante saak is dat personeel ge-weldig baie tyd aan komiteewerk vir dieuniversiteit bestee. Hulle doen dit gratis,hoewel dit nie deel van hul werks-verpligtinge is nie. Dit is dan verstaan-

baar dat daar ’n krapperigheid salwees wanneer daar gemor word oorwaar en wanneer ontbyt geëet magword terwyl jy op pad is om (dikwelsmet opoffering) die universiteit te gaanverteenwoordig.4 Kan personeel asseblief ook verdereriglyne kry wát en wánnéér hulle kaneis? Byvoorbeeld, ons ry gereeld viramptelike doeleindes met ons eie ver-voer stad/Mangaung/ Vista/ens. toe.Kan ons daarvoor eis? Ook parkeer-geld? Of kan ons versoek dat die uni-versiteit ’n paar motors vir hierdie doelbeskikbaar stel? Of, indien ons in dieaand op versoek ’n amptelike vergade-ring moet bywoon (of selfs moet klas-gee) en ons noodgedwonge later bydie kafeteria moet eet, kan ons ditterugeis?

Ons dink dis net billik dat, terwyldaar op misstappe gewys word, daarook wenke en opleiding gegee moetword van maniere waarop personeelkan verhoed om onnodig en verkeer-delik uit hul eie sakke te betaal vir ietswat eintlik vir die rekening van die uni-versiteit of Belastinggaarder bedoel is.

Maar bowenal pleit ons vir ’n ge-sindheid en ingesteldheid wat primêrdaarop gerig is om kollegas te onder-steun en hul werksomgewing aange-namer te maak. Dit geld natuurlik viralbei kampe in hierdie saak.

Die doel van Interne Oudit isom alle bestuursvlakke by te staanmet inligting aangaande die daarstel-ling en instandhouding van doeltref-fende interne beheer oor alle aktiwitei-te en om te verseker dat hierdie akti-witeite doeltreffend en effektief verrigword.

Interne Oudit dra juis die belangevan personeel en die UV op die hartdeur as waghond op te tree en nie omiemand “uit te vang” nie. Sou dit egterdie geval gewees het, moes Interne

Oudit elke liewe transaksie ondersoekhet en reaktief optree. Nee, deur internebeheer te ondersoek en aanbevelingster verbetering daarvan te maak, poogInterne Oudit om proaktief op te tree.

Ongelukkig het die drukkersduiwel indie Junie uitgawe van Dumela in dieartikel van Interne Oudit ingesluip enword verskoning daarvoor gevra.

Daar is onder meer gemeld dat“fooitjies by etes mag nie as amptelikeuitgawes geëis word nie” terwyl dit in diegeredigeerde weergawe aanbeveel worddat personeel teen die betaling van ab-normale hoë fooitjies by etes moet

waak. Abnormaal kan gesien word asfooitjies van meer as 10%. Tydensouditondersoeke is gevind dat fooitjiesvan meer as 15% en selfs so hoog as30% van die rekening betaal is.

Die finansiële beleid is in die pro-ses van hersiening. Ek onderneem omdie skrywer se bekommernisse onderdie Departement Finansies se aandagte bring sodat oorweging daaraan ge-skenk kan word om riglyne beter uit tespel.

Die telefoonbestuurstel-sel se hoofdoel is om oproepkoste tebesnoei en daarom word van perso-neel verwag om tussen amptelike enprivate oproepe op die stelsel te on-derskei. Departementshoofde hetdus ’n middel om beter beheer oorgeskakelde oproepe te verkry.

Wat en wanneer geëis magword, behoort nie problematies tewees nie. Eis alle uitgawes wat viramptelike doeleindes aangegaan is,maar tree verantwoordelik met fond-se wat deur die UV geadministreerword op, sodat daar nooit twyfel oordie geldigheid van die uitgawes salbestaan nie.
