Definition Poverty criteria
Poverty: Poverty is the deprivation of basic needs for the daily livelihood such as shortage of food that cannot provide the energy of 2100 Kcal/day/person, deprivation of clothes, durable shelter, inability to afford for the health care in case of sickness, inability to afford for the elementary education, inability to have the access to public services.

Definition Poverty criteria
Development : Development is integrated success in development such as strong and firm institutional system, well – developed political awareness of people’s , social order and secure, well-developed social-economic infrastructure, pubic services accessible and eradicate poverty.

INDIVIDUAL’S POVERTY CRITEREA
The measurement basis: the monthly income per capita regardless gender, age
Unit: national currency KIP National average: 192 000
kip/month/person. Rural average: 180 000
kip/month/person Urban average: 240 000
kip/month/person.

Evaluation Methodology -
Questionnaires: prepared by Team of ( the Lao National census of agriculture, National Statistics Centre and NLCRDPE Office
Training for Provinces & Districts: 4 parts.
District’s training for Naiban, mobilisers, sectoral staff
Poverty : -interview, discussion and observation with each family
Development: Village committee, community’s leaders consultation based on the sectoral assessment output
Evaluation Methodology
Village has poverty/development profile of each family
District has poverty/development profile of each village.
District: Data consolidation and report to Province.
Province: consolidation -and verification
Provincial consultation meeting chaired by Governor. Output democratically certified and submitted to National
NLRDPE Nationwide and MPI:consolidation and national consultation:
Feedback and confirmation of province, sectors

- Decrease poor Village from 3.175 villages (36,69%)
decrease to 960 villages (11%)
- Building developed village on over half of total villages
