I have coined new economic policy after an in-

depth research and analysis on Indian economy.

I have spent many months sleepless to formulate

the new economic policy.

I strongly believe that my work deserves “Padma

shri” Award. It is my pride and I am proud to be an

V. Sundhar.

16

HONOURABLE PM OF INDIA SHRI.

NARENDHRA MODI,

Heartiest and warmest greetings and very good

morning. I am V. Sundhar. I am a teacher in a

school. I live in Tamil Nadu at Madurai District. I am

teaching sociology and Political science. I am an

M.com., M.Phil graduate with 3 master degrees in

sociology economics and public administration. I have

been school teacher since 1990.

Sir, I am admired at your administration

Primeministership and charisma, your political view,

vision towards clean India and focus on mightiest

17

India is really making every citizens of India feel

proud of having a great Prime Minisiter in India.

You are doing an excellent job as Prime Minisiter

of India. Your economic reforms and ideologies, have

set a new trend your government’s recent budget was

really a one that really foresees future India, strong

India and Mighty India.

India has been stepping forward with economic

growth and development under you Prime Ministers

ship.

Mr. Prime minister, recently shri. Arunjothy, the

FM of India, when he was at London to unveil the

statue of Mahatma Gandhi, has told that “Poverty

eradication has become a great challenge”.

18

As a citizen of India, I feel that Poverty

eradication is not a big challenge but a possible

challenge. I have been coring a new economic

thought, since 1990. As economics teacher, I have felt

why my mother country has not been able to get rid of

Poverty completely.’ It’s a sad thing that all over the

country, still there are millions of people who are

under poverty and poverty line.

My serious concern over Poverty has pained me a

lot and I decided myself to do something for my

mother India.. I have conceived many economic

though, which I perhaps feel that my economic

thoughts would certainly take my country, free from

Poverty.

19

Thus, I make me to coin a new economic policy for

poverty eradication in India.

I have been nursing a dream of mother India

which would be free from poverty.

Poverty has been a great threat not only to India

but also to the world countries. In India rulers have

ruled for the past 65 years and they came to power by

raising the slogans” I we came to power we would

eradicate Poverty”. Undoubtedly poverty was

eradicated in India.. not peoples poverty but the

poverty of the Politicians. Politicians rose from

lakhpathis to crorepathis and even they turned as

multi-crorepathis.

According to me poverty is the greatest terrorism

which has to be uprooted implanted and destroyed.

20

Since independence the political parties at the centre

and state has announced and allotted thousands of

crores of money on free schemes. In my point of view

free schemes in any forms will never eradicate

poverty. The states of governments in India have

launched hundreds of free schemes to the public such

as free rice, and wheat through ration shops, free text

books, laptops and uniform to the school students free

cycles, slippers, free dhotis and sarees, free houses,

free bus passes and even free gold and cash to the

marriage of poor family’s daughters.

speaking broadly all these free schemes do not

aim at eradicating poverty but simply targeting the

vote banks of the national and regional political

parties. When a Government announces free schemes

it leads to deficit in the budget which ultimately leads

21

to rising of taxes and increase the burden of the public

on the consumption of other basic commodities such as

milk price, bus fare, electricity, etc. By announcing

free schemes to the public the government of a strode

may be forced to go for public debts or the

government of a state may knock at the doors of

planning commission. No Government in India so far

have continued any free schemes on a long basis. Due

to insufficient funds free schemes have come to end.

Therefore it’s the time to think, formulate a new

economic policy which would really eradicate poverty

in India. According to me eradication of poverty is

certainly possible by improving the GDP and NNP

(Gross Domestic Product & Net National Product).

Only when the national income touches the sky, there

can be a real prosperity and eradication of poverty

would be really possible. The per capita income in a

22

country must be really boosted up only when per

capita income increases the true standard of living of

people of India would really improve. When there is

really a rise in the per capita income people can go for

good housing, clothing, good food habits, nutrient food

style, higher education, high quality medical care,

sophisticated technological amenities and so on.

Therefore the real rise in national and per capita

income alone can eradicate poverty.

I have made an analysis and deeper research over

poverty eradication. I have analysis and tracked

poverty eradication right from India’s first year plan.

After a serous analysis of poverty eradication. I have

formulated a new economic policy for eradicating

poverty in India. It’s a common mans economic

policy.

23

I am proud to contribute this new economic policy

to my great india,3, Honourable prime minister of

India1 the president of India2, this Excellency VP of

India,4 Honourable Finance Ministry of India5

Honourable Home ministry of India and 6 Honourable

RBI government,

MY RECOMMENDATIONS

Free Schemes are the enemy of poverty

eradication. So, there must be an emergency act to

stop any free schemes in any pay of our country.

India should witness once again green revolution,

white revolution and Industrial revolution.

Agricultural research must go with hi-tech, scientific

advancement. Hybrid seeds, fertiling the land, and

innovative cultivation methods must be explored.

26

I strongly support the point “Agriculture must be

mechanized and automated to increase the

productivity. Agriculture sector should touch the sky

and the productivity must go to the sky.

The government of India should encourage the

Agriculture, Agriculturists, Agriculture

researchers, Agriculture marketing system to the

International standard by enabling.

Free Accessibility to loans through Nationalized

Banks.

FDI on research and development on Agriculture.

Upgradation of Agriculture produce with

International standards in grading & packing.

27

Awards, Aids and support from governments

must be executed to every farmers in India.

Needless to say that when India is self-sustained

with its productivity. There won’t be food

shortages, prices of essential commodities will be

under control, Black-marketing can be prevented;

Domestic consumption will be met; India can

export all her excess produce to the world

countries. In marking Foreign currency Revenue,

India would stand first I strongly recommend

that India needs to formulate a new Agricultural

policy having a great focus on all the above idea I

have conceived;

28

The Government of India should encourage the

research scholars to invent a fertilizer, pesticide

and man use. Which are human and birds

friendly

It should be free from any health hayands; It

should triple the productivity.

I strongly recommend for the safe and of the

Farmers, Crops and Agricultural lands in India.

There should be a new insurance coverage,

launched by the Government of India across our

nation.

The existing Agricultural Insurance policies of

Government of India should be reviewed. I

29

welcome the BJP’S recent insurance scheme

announcement for the welfare of the common men

in India CRS 2 lakhs insurance coverage@ Rs12;

When Agricultural sector witnesses a green

revolution, India’s GDP, NDP and NNP would

certainly improve a lot. Thus, India can witness

prosperity in Green. Our Indian flag will fly high

in front of the world Countries;

I wish BJP Government would design a new

Agricultural Agriculturist policy ensuring the

prospering of majority of the India’s population.

I thus, believe that poverty is wiped off.

Needless to say when Agricultural sector,

witnesses a new growth and development. All the

Agro-based industries would also grow and shine.

30

To conclude my idea on Agriculture sector,

Employment would be easily generated in India,

when Agriculture sector prospers, skilled, semi

skilled and labourers will be guaranteed with

maximum employment.

As I said early India should witness white

revolution, this supports the Nation’s real economic

growth and development and encourages diary farm

based Industries such as confectionaries, food

industries, bakery industries and company’s that

manufacture milk products undoubtedly every

states in India would become as the modal state

Gujarat. I once again strongly recommend that the

Government in India should allot huge funds in

order to upgrade and bring more innovations in the

field of Milk Production and Diary Farm based

31

industries Research and development once again

magnified and science and technology should be

facilitated to improve the quality of white industries.

I welcome the innovative ideas to be added in

the milk industries. A diary plant in Tamil Nadu

grows grass in collaboration with Switzerland.

The farm is maintained under 0oC by artificially

air conditioning the plant. Fresh grass is fed

everyday and milk is drawn by automation.

Nothing wrong in adapting a technical no how

from other countries. The Indian researchers and

the research Institute can exchange their ideas

and go for innovations. Our researchers have

shown much improvement in bio-technology. 0%

bacteria milk come in tetra packs nowadays in

India. Same like agriculture industry the diary

32

farm industries also should be innovative. Human

and animal unfriendly pesticides and hazardous

injections and medicines must be avoided and

increase of productivity by nature must be

encouraged. The diary farms in India should take

Gujarat state as an example and I wish the states

in Indian should become as Gujarat. In milk

Production India should do yet another

revolution.

Some of my recommendations are

i. A research institute focusing on diary farm should

be set up by the central government in every state

at every district headquarters.

33

ii. Genetic engineering and biotechnology should

touch the international standards in India.

iii. Milk producers, cattles, marketers of diary

products should come under industry and there

must be a new policy looking into the welfare of

diary farms industries just like agriculture

industries.

iv. There must be a common minimum programme

to foster and upgrade the diary farm industries.

v. AIDs awards insurance coverage must be

executed by the central government in association

with the State government.

34

vi. There can be an insurance coverage nation wide

for the diary farm workers, manufacturers and

manufacturing industries. Undoubtedly when

production is increased India’s flag in the area of

world countries will fly high. The revenue on

foreign currencies by exporting India’s milk

produce to the needy countries will certainly

uphold our countries pride. At this juncture I

welcome the MMC and FDI into India to

internationalize Indias farm production.

Industrial Revolution is yet another essential thing

that India has to witness for economic growth,

35

development and prosperity, thereby poverty is

eradicated in India with consistency.

Industries must be strongly encouraged to drive

out poverty and lift people up from poverty cottage

industries, small scale Industries, Large scale

Industries, Heavy industries and Very large scale

Industries must come up in Hundreds and thousands

in India.

I welcome industries which are owned by private

sector, public sector and public limited companies

which run with public shares.

I would like to express my serious concern over

poverty and comment that governments in India

should really think before they allocate thousands of

crores money for free welfare schemes. I have been

36

very strong with my ideology that free schemes would

never ever improve the standards of life of the

common people in India. Suppose, A government is

going to give 35 kg of wheat or Rice @ free of cost of

people for which the government allots 1000 crores, In

no way, its going to eradicate poverty.

My strong recommendation is that In India, In

states, there must be an industry which is perhaps, a

SSI or LSI (or) whether owned by Private Sector (or)

Public Sector (or) Public Limited company owned by

Public shares, atleast for 2 kilometre. Why don’t

governments seriously think of establishing an

industry owned by state (or) central govt, at every

district head quarters? If govt wants to allot 100

crores for free schemes, let it start atleast 10 industries

at every district.

37

Coming up of more industries, at district, states

and across india, the GDP, NDP, NNP and PCI will

certainly rise and shine in India.

Industrial density will lead to “employment

generation” India can surely witness full employment

in the next 5 years.

Let the governments not allot any fund for

supporting the Unemployed youths. Governments

should not encourage unemployed youths by giving

them Assistance financiality till they find jobs.

Let Governments open the gate of more industries

and generate employment.

38

I strongly welcome the FDI in this regard Let

more MNC’s come to India. Let more FDI come to

India. Let India manufacture everything say from Pin

to Robos.. from computer to cars.. From food

industries items to consumer durables. Let Indians

technology go sky high. Let India grow

technologically. Let the world countries get admired

at India’s Industrial growth. Let India’s revenue on

Foreign currency go very high. Let India’s deficit

over current A/c referring to visible and invisible

trade touch surplus.

All the above things are really possible. If there

can be an industrial revolution once again I

personally strongly believe that if Banking sectors are

too busy in lending loans to Agriculture sector and

industrial sector and the repayment is quite active. It

39

does mean that India prospers. Let the governments

be positive and encourage the Industrial sector to be

active with commercial and economic Activities.

Undoubtedly the Banking sectors in India will be

active,

What the governments do have to do for

supporting industrial revolution.

A new industrial Policy 2015 must be formulated.

Industries in India, irrespective of the size, must

be given top priority to grow.

Industrial licensing policy must be liberated and

formalities to establish an industry in India must

be too simple and very easy.

40

Formalities especially with regard to MNCs must

be too simple and very easy.

Online licencing policy must be fecilitated for

large scale industries.

I welcome online licensing policy system for

MNC’s also.

There must be an establishment of exclusive banks

meant for supporting industries in India.

I personally feel that there must be an exclusive

ministry to encourage MNC’s to come into India.

(Ministry of MNC’s and Minister for MNC’s is

welcome.)

41

Exchange of technical know-how between

countries/among countries must be encouraged by

the ministry of MNC’s.

I would like to strongly register my views in

favour of “privatization” I strongly agree upon

the point that the governments alone can’t

shoulder the entire responsibility of

industrializing the nation.

It nations GDP, NDP, NNP has to grow and touch

the sky, we need to join hands with the private

sectors.

42

I welcome strongly the private sectors in Health

Industry, Transport and communication Industry,

Heavy large, very large scale and private sectors

that want to have their manufacturing unit in other

countries also.

It’s indias pride if our Indian companies have

their manufacturing units in other countries too.

Undoubtedly private sectors ensure

World class quality in its service.

Greatest productivity

Helping Nations GDP/NNP/NDP

Employment Generation

43

Revenue to the government by way of Tax.

Efficiency of the employees at higher level.

In India, poor quality of service is seen in Health

Sector, transport sector, Technical Sector and other

sectors too.

Employees of public sector rise flags against

privatization because they want to be unpunctual,

casual lethorgic and relaxing in their service.

I am seeing in public sector offices, the employees

do come to job at 10.15 am and leave the office by

4.30PM, when the actual office timing is 10.00 am to

5.00 pm. Opposition parties rise flags against

privatization because they are opposition parties;

44

As economist, I welcome privatization. Let India

grow and shine and let indias flag fly high with pride

and proud that our country is the best in every

manufacturing . Let india beat China in Industrial

Production.

Our country has the greater Human Resource

potentiality. Indias brain has a greater value

worldwide. So, my mother country is peerless,

matchless and It can produce anything and everything

and bring the world market into India.

I am Undoubtful that this would become possible

before 2020 under the leadership of Prime Minister

Shri. Narendhra Modi. India’s Industrial growth in

next 5 years, will take india to cloudnine.

45

No youngster in India would remain unemployed

because India is going to generate employment with

Agricultural and Industrial Revolution.

I very strongly admit my points that the

governments can be in favour of subsidies but not in

favour of free schemes.

Nothing wrong, if governments free schemes do

reach the physically weaker sections in the society

such as people who cant work due to old age.

But the state governments in India benefit people

with free schemes and make them lazy.

People are made addicted to governments free

schemes and for anything and everything, they do

46

expect from government that It should be available at

free of cost. When everything is free from the

government, How the per capita Income will improve?

and How the GDP of India will improve?

If governments do really want to eradicate

Poverty, Let it really discourage free welfare schemes.

With fee welfare schemes, there is a hazard that

the governments treasury can go insolvent.

Public finane and public debts will travel on a

wrong path and there will be a tug-of war between

development and insolvency.

It’s a shame on every Indian, if country’s liability

with world bank goes and crosses the grave. As over

imports drain our economy, the free welfare schemes

47

also would push a state’s/Country’s development in to

grave.

I therefore would like to foresee my India

Prospering in Industry and Agriculture.

I wish Indians per capital Income among the

South Asian Countries would take a new dimension. I

wonder how come the PCI of the Maldives, being such

a small nation stands first among the South Asian

Countries?

CORRUPTION

Corruption is the major cause of poverty still

remain is our country. Corruption is very common at

48

Bureaucracy; The Government offices of central (or)

state are vividly accustomed with corruption. The

Bureaucratic such as district administration gets

accustomed with corruption. Corruption in any form

is the hurdle for poverty eradication.

So far, India has witnessed many governments at

the centre; Needless to say. How many corruption

cases our governments have come across.

So far in India, since Independence, thousands of

Ministers came across of so many corruption changes;

Bribe is very common at government offices right

from the class IV workers level. Health department,

Revenue department, Food and Civil Supplies

department, Education department, PWD, Police

department and Judiciary. Bribe was been the

49

dominant factor. A small bribe at officer’s level lead

to corruption at national level. Corruption is the

cause of poverty. If India was to go out of our

country. Corruption must be whipped off severely.

There must be a very strong constitutional

support against bribe and corruption in India. The

central government should see that laws are very

strong to bring anyone who indulges corruption before

the Justice. Suspension, Dismiss, Rigorous

imprisonment, Non-bailable and severe penalty must

be executed for corruption cases.

Anyone who gets bribe either in the form of cash

or kind must be severely punished by law. From PM

to class IV workers in India. Whoever may be, .. they

must be brought before the justice and punished.

50

The government of India should pass special

Laws/ Acts to Punish the Scandalous buearacrats.

Clean India should be not merely cleaning India.

Clean India should also be the dream of “An India

without corruption”. “An India without bribe I wish a

new India will be born under the great leadership of

the Prime Minister of India Shri. Narendhra Modi.

To eradicate corruption from India, there must be

a special court a fast track courts to penalize the

scandalous fellows. Special courts must be executed at

every district Head Quarters. Special courts must be

executed at all the states across India.

51

The special laws / Acts / Courts / should see that

Wealth / Property / Cash received out of corruption

should be seired.. confesicated and double the time,

the scandalous must be Penalized. If a person indulges

in corruption for Rs.1 lakh then the must be fined for

Rs.3 lakhs.

I have a great thirst for my country and for my

countrymen that I wish to see may country free from

corruption.

I strongly have hopes on my mother India that she

will be a clean India free from corruption.

I wish everyone in India should fight against

corruption “Everyone should take Oath before mother

52

India that I will not take bribe and I will not give

bribe”.

The governments of state and the centre should

make the countrymen aware of “No bribe”.

Voluntary Organisations.. Social Organisations..

Schools, Colleges.. Traders, Industrialists, Farmers,

Laymen.. Common Men.. All should assemble under

one umbrella “No bribe”. I wish the government of

state and the centre will encourage people of India

under the great mission – led by PM Narendhra Modi

– “No bribe India”.

BLACK MONEY

53

Black money is a monster and a social evil. An

Anti-Social evil. The class struggle in India countries,

Since India’s Independence. It’s seen in India Rich

becomes richer, richest and poor remains poor.. still in

India the commonmen fight for fair coolie.

Black money is the bandi coat that eats up our

economic growth. Black money is the evil spirit and

stamps the poor and poverty.

Black money is the root cause of all Anti Social

elements. To eradicate poverty, Black money must be

up rooted, implanted and brought to light.

I read in the Newspaper recently that if all the

black money is brought to light. In India, every citizen

would get Rs.15,00,000/- per head. It is really

54

shocking how black money runs the growth of our

Nation’s economy.

I stoutly appreciate the BJP’s governmental policy

that Black money holders will be imprisoned upto 10

years. It is really good news for the economists.

The government of India should severely look into

the matter of black money to eradicate poverty. The

black money that is recovered from rich, should be

accounted in to A/c of “Economic Reforms A/c”

The black money that is recovered from the rich

may be used

For subsidy to the welfare schemes.

For funding new industries.

55

For innovative economic development

programmes.

The PM of India Shri. Narendra Modi, should

execute a special commission for black money

recovery. The commission should be headed by the

Prime Minister and Finance Minister. The special

commission for Black money recovery should consist

of noble economists also. I strongly have a suggestion

that the special commission for black money recovery

should work across India. It should get directions

from the court to Penalise the Black money holders.

I wish the black money holders, apart from 10

years of Rigorous Imprisonment, must be fined double

the time that of the black money they held. I

personally feel that the black money holders should

56

not be fecilitated to go for further appeal to higher

courts. Imprisonment should be Imprisonment. The

black money holders should come under “Non-

bailable” punishment. As per the size of the black

money held, the judgment should be only prison. Not

merely penalizing with only fine.

It the black money holding has been

constitutionally with held, undoubtedly, India shines a

lot. India frees from poverty.

I strongly believe that under the Prime

Ministership of Shri. Narendra Modi, In next 5 years,

the black money holding in India will disappear.

I humbly appeal and voice my economic view to

the government of India that black money holding and

57

black money holders should be weeded with iron

hands.. in the interest of our nation.. in the interest of

our country men who have been suppressed

economically, socially, politically and remained

economically weaker section in Indian society.

TAX EVASION

People who evade taxes are the criminals and

Anti-Social elements.

Tax evasion is the anti-economic activity. Tax

evasion leads to blackmoney. Therefore, the tax

evasion must be treated as the case of black money.

58

Tax evasion crosses the economy of our country.

If people are convicted of tax evasion, they must be

strongly punished by the IT Acts.

The PM should direct the PM to depute a very

special team across our country to monitor and

invigilate the act of tax evasion.

The tax evaders must be fined double the time of

the tax they evaded. Huge amount of tax evasion

amounting above 1 crore up to 5 crores. should

facilitate the tax evaders a minimum prison of 1 to 2

years. Above 5 crores, upto 20 crores should

accommodate the tax evaders up to 3 years jail. Based

on the ceiling of tax evasion. there can be a Non-

bailable imprisonment upto 10 years.

59

For those who did not file the IT returns, for more

than 3 Fy-Ay, there can be a strong fine upto 20% of

the tax in addition to the Actual tax payable.

Paying Tax to the government is the prime duty

and responsibility of every citizen in India. I wish to

tell my countrymen.

According to your income ceiling, you should pay

tax to the government.

Tax revenue is the backbone of a government.

Tax revenue of the government, decides the

development programmes of a country that walks

proudly towards economic growth. The public welfare

schemes in a country depend on the tax revenue of the

government.

60

Therefore, Tax evasion must be treated severely.

I wish the government of India will appoint a special

cell to monitor the raids of the IT department that

ensures the Fairness, transparency of the raids and

recovery of Taxes. Like the black money cases, the

Tax evasion case also should be like… whatever the

fine / penalty levied on the tax evaders, the amount /

Tax recovered with fine, should be accounted under

“India’s economic reforms account”.

Such funds must be used

For subsidy to the welfare schemes.

For funding new industries

61

For innovative economic development

programmes.

The Finance ministry of India, should stimulate the IT

department to invigilate the tax evasion more

vigilantly.

The tax arrears as on date in India must be

recovered with in the FY-Ay 2015 – 2016.

No political force, No money force or No Muscle

power should be allowed in recovering the tax arrears

and fairly and strongly the fine also must be levied and

collected from the tax evaders within the Fy-Ay 2015 –

2016.

62

Nation wide, there must be an awareness camp

(or) programme creating an “eye-open” for the public

and Tax evaders. Le the people of India join the camp

“PAY TAX TODAY”- It’s a sign of prosperity.

UTILIZATION OF RESOURCES IN INDIA

Utilization of resources is another factor that can

help a country to eradicate poverty resources like

water, fertile land, Minerals, farest, solar energy,

Atomic energy and Nuclear power.

When utilization of resources is not optimum,

then the productivity in Agriculture sector, and

Industrial sector will not be satisfactory.

63

I wish there must be an exclusive ministry for

preservation, conservation and utilization of Natural

resources under the leadership of PM Narendhra

Modi..

I am very very strong in my ideology that the land

which is very much suitable for Agriculture purpose,

should not be used for either housing purpose or

Industrial purpose. In the same way, the land that

may be suitable for industrial sector, should not be

used for any other purpose.

In my point of view, why cant the governments of

states in India, make use of the barren land for

constructing many more Industries across India.

Whenever I used to travel across Tamilnadu, I

used to see thousands of acres of land where bushes

64

have grown thickly. Why can’t there be industries

and generate employment and benefit the districts of

the state?

When forest conservation is very much severe and

sincere in our country, certainly nature will bless our

country.

In Tamilnadu, Rain water harvesting system was

made compulsory by the AIADMK government. That

was really a novel idea.

Why don’t the entire states in India follow the

rain water harvesting system and why don’t all the

governments of state make it compulsory to plant rain

water harvesting system at each and every houses,

private and public buildings across India2.

65

Conservation of Rain water will bless people of

India from thirst.

Generation and conservation of energy is another

important aspect that decides the productivity of all

the sectors in our country. Especially the Agriculture

and Industrial sector wholly depend on power.

In states of India, power generation has become a

great challenging tasks. There are power cuts in the

states by which Industries sit under darkness and

there is shut down of Industries. Its time to think how

to generate powers in India and nourish the

Agriculture and Industrial sector to grow sky-high.

66

The government of India should support all the

sources of power generation and encourage the private

sectors, public sectors and MNC’s in generating

powers.

I welcome innovative research plants across india

to generate powers. I welcome hydro-power plants,

windmills, Solar energy plants, Nuclear power plants

and Atomic energy plants. Nothing wrong, FDI can

come into our country and generating power for our

countries requirement I am very happy to note that

Gujarat-stands self-sustained in power generation and

there are no power cuts. Every Indian should feel

proud of Gujarat.

My dream is ….. My country….. all the states of

India will turn as Gujarat; There will be a day soon

67

when Indian can supply electricity to other

neighbouring countries by producing excess electricity

power and other sources of energy.

I appeal to the honourable PM Shri Narendra

Modi, to review and look into power generation and

give a new dimension to india’s sources of energy

production.

FISCAL POLICY

Tax policy of a government is an important factor

to ensure the economic prosperity in a country.

Undoubtedly, tax is revenue sources of a

government. Therefore, India need to have a new

68

fiscal policy in 2015-2016 with a view to eradicate

poverty in India.

In my view, leving tax should be fair, justifiable

and should take our country to economic growth

consistently.

With a focus of poverty eradication, let me suggest

a new fiscal policy; They are as follows;

i. Poor people may be leaved tax very gently on

luxurious items e.g. on 20” Inch TV, DVD Player,

2 wheelers etc.

ii. Whatever the items, durables (or) consumer goods

may be the basic models, 3rd

quality product,

69

minimum size models should be treated that its

meant for poor people. Therefore, taxes may be

levied from 1% to 3% only.

iii. 100% no tax for basic, essential commodities such

as rice, wheat, maida, sooji, cooking oil, Dhal,

Masala Items, spices used for cooking such as

Turmeric powder, mustard seeds, pepper, Dry

chilly and all grocery items.

iv. Oils such as cardia, refined oil, Vanaspathi, ghee,

costly spices such as cashewnut, Badam,

cardamom etc may be levied upto 5% to 7% Tax

as these items are rarely used by poor.

70

v. In every budget, the tax rate may be high at any

percentage according to the size of the deficit.

Heavily Taxable items

Cigarettes

Liquor items.

Lap-top computers above 28,000/- basic models.

Cell phones-smart, Android, (other than basic 4G

models)

Tabs.

Air-conditioner.

All two wheelers above 50cc.

71

All cars. above 3 lakhs

Aircoolers & water filters.(other than basic models)

Gold & Platinum Diamond Jewellery. (Above 1 lakh

purchase)

Ceramic / granite items.

Front/top load fully automated washing machines.

Sandal wood/Rose wood/Teak wood furniture.

Wrist watches & Cooling glasses (Above 1000/- Rs

priced items)

Silk items, polyester, synthetic items. (Above 5000/-

priced items)

Cook wares-micro oven & Burner gas stove, Juicer,

& Jar mixie.

72

Water Heater, Pedestal, Exhaust fan.

Lantern Lamps

Toaster.

Double Door Fridge above 200 ltrs… 3 door fridge.

100% Tax relaxation on coffee, tea, sugar and milk.

Single door fridge below 165lts-3% tax.

100% No tax for seeds, fertilizers, pesticides, farm

equipment and industrial raw-materials.

No tax on Industrial machines cottage, SSI.

3% to 5% tax on purchase of industrial machinery

items (Basic, heavy industries)

Bank loan rate of interest reduced to 4% p.a. for

Agriculture and Industrial sector. Sectors that are

73

very competent and show higher rate of productivity

will get relief of 1% on the Loan Rate of Interest.

Upto 5,00,000/- Rs… No Income Tax.

FDI and MNC’s will get a warm welcome at the 0%

tax (Registration Charges) on procurement of land

to construct their unit in India.

Health, Education, Power energy, Car, Computer,

Cell phone, Home Appliances, Production Unit

invites FDI.

The quality of education at school level,

Engineering, Medicine, Management Colleges level

will be improved to global standards.

74

Across India, In every states major city centers,

IIT’s, NIT’s, AIIMS, will be launched.

There will be an exclusive Ministry to together;

Agriculture sector

Industrial sector

Dairy farm, cattle farm Industries.

Recovery of Black money & Tax Evasion

Standardizing Quality education.

Energy conservation

Foreign Trading / MNC / FDI

Crop Insurance, Health insurance, Life Insurance,

Accident Insurance, Business Insurance.

75

I wish BJP government can introduce above

insurance policies across India to benefit the poor

farmers, Health of poor people to get quality health

care at A1 hospitals across India, Life Insurance &

Accident Insurance – with central government’s

support for common man below poverty line. A

mager premium amount may be collected to up lift

the poor people in India economically, Morally,

Socially.

My concrete view on India’s fiscal policy is that

Poor must not be pinched severely with heavy

dosage of tax levy.

76

Rich and luxurious items that are used by rich

must be taxed heavily to any amount. Rich can

bear the pinch of tax.

100% tax relaxation should be there for industries

that are really going to uplift GDP, NDP, NNP

and PCI of our country.

Tax levy can be moderate and tolerable on items

such as hot beverages, cool drinks, washing

powders, Talcum powder, Tooth pastes.. Shampoo

etc.,

White, Green, Industrial Revolution will be seen

in 2015-2016, 2016-17.

77

No tax should be levied on essential commodities

such as Rice, Wheat, Dhal, Grocery items, cooking

oil, Milk, Coffee, Tea Powder, Sugar etc.

Milk by products such as Milk Kowa, ghee,

butter, Cheese, Paneer, Milk powder can be taxed

gently, moderately. Therefore, fiscal policy of

India should see that poor get benefit, Rich are

taxed and sectors that generate employment GDP,

NNP, PCI should be given.

TAX RELAXATION

78

I wish the union budget should always be poor

people’s budget. It can be for rich also. But it should

see that the entire nation’s PCI alone can eradicate

poverty from India.

Therefore, Any sector that is going to

offer/generate employment opportunities is welcome.

Any sector that can uphold India’s PCI is welcome.

Any sector that can help India to go with ever before

GDP, NDP, NNP is welcome. Tax policy of India

should bear in Mind all these points.

MONETARY POLICY

Money policy of a country paves way for economic

statelity money circulation must be monitored more

vigilantly.

79

Inflation rate and money circulation are the two

important tools that decide economic stability. When

we say inflation… I take into account, the essential,

basic commodities. The prices of basic commodities.

The prices of basic commodities should be under

severe monitor. To save basic commodities prices, let

the prices of luxurious comfort good rise.

I mean there can be a creeping inflation rate for

basic commodities.

There can be a galloping inflation for luxurious

items such as prices of luxury cars, smart phones,

laptops, diamond jewellery etc.

,

80

The rich can bear the pain at any amount but the

poor cant bear the pinch.

When Agriculture sector is much concentrated

with nations interst, the commodities prices such as

Rice, Wheat, Vegetable, Dhal, Oil, Grocery items and

Masala items should be at the feasibility of the poor.

Recently, the RBI has cut down the interest rates

for Banks. Therefore, all banks in India also, would

cut down the interest rates for loans to the public.

Cut down of interest rates to loans will encourage

free flow, active flow, positive flow and healthy flow of

money circulation. It’s a good sign of economic

prosperity.

81

My argument is that loans that benefit the poor,

should have a slashed interest rate. So, that money

flow is good with poor to consume the basic/essential

commodities. Loans that benefit the rich, can have a

high rate of interest. So that Money flow is under

control. The RBI should have 2 yardstick to control

the money circulation.

The interest rate for certain loan may be high in

order to have an intensive monetary check over the

economic growth of a country.

My strong argument is that a country a central

bank in a country need not bother about monetary

checks, if nations GDP, NDP, NNP keeps on moving

on a positive point.

82

Over Production will satisfy the domestic

consumption and excessive produce can be exported to

world countries.

When I say, over production I recall USA’s great

economic depression due to over production in the 20th

century.

I really mean let our nation plan what our

country’s consumption would be; if we produce what

and how much that our country needs… we can meet

our country’s local consumption and fc over foreign

trade also.

As I said early, the deficit over current account

can be turned into surplus.

83

More MNC’s and FDI to India will manage our

country, and it will uphold our country’s foreign

currency reserve.

When foreign currency reserve is optimum, the

domestic currency value can be stable against US$.

I wonder being a very small country, with few

industries in the country, How come the republic of

Maldives stands first among south Asian countries in

PCI and Maldives was able to maintain their domestic

currency constant against Us $ for more than a

decade.

From 1995 to 2008 their domesic currency was

Mrf12.85 only against 1 USD.

84

To monitor money circulation, Black money

recovery and Tax evasion, raids and recovery must go

nation wide so severe. Who said India is poor? No..

My country has the real potentiality, wealth and

resources to aid the neighbouring poor countries.

Gold trading in India, can be monitored by

controlling over imports. Govt. can have checks over

import of gold over import of gold may push our

domestic currency down.

My final argument is that the government of India

and RBI should concentrate on all the possible ways to

gain foreign currency.

Let the VISA formalities be so simple. So that our

country gains FC. Let the tourism be very active in

85

India, so that foreigners do come to India and we get

FC.

India’s gold reserve can be great at surplus . Let

our country open the gate as it follows open economy

system, and encourage MNC’s to come to India; let

FDI attract our country. Let us welcome globalization

and liberalization. Let our economy dominate the

world by showing her efficiency in earning FC and

maintaining FCR.

MY SOCIAL, POLITICAL AND ECONOMIC VIEW

ON POVERTY IN INDIA

Socially speaking unemployment is the cause of

poverty. When there are no job opportunities, there is

poverty in our country.

86

Unemployment in any form must be the cause of

poverty. People should generate income by working.

The work force in a Society, when they don’t find jobs,

they are in poverty. The free schemes spoil the work

force in a society. When food is given free.. when

shelter is given free.. when Tv is given free.. when

everything is available free in a society, why will they

work? The younger generations should not take any

free schemes from government. That really makes

them to be lazy, inactive and unproductive.

Industrial Revolution, Agricultural revolution and

white revolution alone can lift a society to good

standard of living.

In March 20115, when his excellency the President

of India, Shri. PRanab Mukerjee, expressed his

87

concern that the quality of Engineering studies in

India has come down drastically and he expressed that

quality needs to be improved..

I do agree up on the Presidents view on the quality

of Education. It’s sad to see that the quality of

Engineering courses has come down. I can say It’s

very difficult to get admission to KG classes but It’s

very easy to get admission to B.E/B.Tech.

In India, the engineering graduates loaf with out

jobs. They are ready to work for 8,000/- Rs. PM but

still they don’t find jobs. I am upset to observe that

B.E. graduates do work as secretary, Salesman,

Representatives and clerk jobs for a very meger

salary. But at the same time, our student have no

potentiality to enter into IITs, NITs and AIIMS.

88

Especially for Tamil Nadu, Entering into IITs,

NITs and AIIMS is a very very difficult task.

As economic, I strongly feel that there must be a

new education policy in India to ensure that quality of

education is improved.

A new curriculum must be recommend across

India to improve the quality of Education. I welcome

the BJP’s policy of launching IIT colleges in every

states.

I wish more IIT colleges at major district Head

Quarters in a state should come up. I wish every

states in India should have AIIMS and JIPMER

across India.

89

The Quality of school education and college

education also must see a new education policy that

ensures quality education. Public sectors & Private

sectors in India should join Hands in generating

employment.

Industrial revolution alone can make pavement

for employment opportunities in India. Thus, Poverty

can disappear.

I am proud to be an Indian. Indian has pride

across globe for Indian Engineers, Indian Scientists,

Indian doctors and Indian Industrialists. Let us

improve the quality of Education. Let India’s pride

shine as our tri-colour flag shines. Indian Brains have

peerless value across globe. Let quality Education

wipe-off poverty by 2020.

90

My Political view is that Political Parties are the

cause of Poverty in India. In every election.. In the

manifesto, the political parties do promise the people

of India that if they come to power, they would give

the following things free… such as free sarees, free

dhoties, free rice, free wheat, free Insurance and free..

free.. everything free.

My strong view is that all these free schemes do

simply aim at “Not poverty eradication” but simply

aim at “Vote bank”.

There is a saying that Teach people how to fish…

They will be the bread winner…. Don’t simply give

them free fishes everyday. That will make them

remain poor.

91

My strong question to political parties is that why

not political parties give promise in the election

manifesto that if you come to power, you will create

industrial, Agricultural and white revolution in India..

Thereby you shall generate full employment and

improve the standards of living of common men in

India.2

My serious concern as economist is that.. When

government schemes are at free of cost to the people,

It’s not really free. From Public finance.. from the tax

revenue.. the governments announce free schemes,

when burden is too much, the governments should

levy more tax on people. When rice and Tv is given

free, Bus fare, Electricity fare and milk prices shoot

up the sky. Still, for vote bank if governments do not

92

want to tax people, it increases the deficit in the

budget.

Deficit in the budget, will lead to insolvency (or)

Public debts (or) asking for more financial Aids from

the Planning Commission of India.

When a state is going to become insolvent. It does

mean that its going to keep its people in darkness.

In the same way, if the government at the centre is

adding more burdens to public debts (or) debts with

IMF and world bank, It’s a shame for my country.

I wish my mother India should prosper in its

GDP, NNP, NDP, and PCI. Revolution in all the

sectors should hit and India should become full

93

employment. More MNC’s and FDI’s may add

colours to my country. Let india’s export knock at the

world countries. Let India’s deficit become surplus

with budget and current account. My economic view

is that increase in per capital Income alone can rise the

standards of living of people in India.

Whether its education… (or) health (or)

Insurance (or) good food (or) clothing (or) housing

(or) needs that take people to comforts.. All these

things should become possible with increase in per

capital income.

I am not against giving subsidies but I am against

anything that is offered free to public. I am not

against anything that is given free to old age people

(or) physically challenged people In Tamil nadu, old

94

age pension is given Rs. 1000, Orphan, Abandant

women pension is given Rs.1,000. Nothing wrong if

certain schemes at free of cost, given for social

empowerment.

Old age, sickness, inability to work and physical

challenges can be taken into account before

announcing any schemes at free of cost. Let me tell

my beloved countrymen… Don’t stand of governments

and ask for free schemes…

Ask the government proudly… “ Give us job”. I

wish the entire work force in India turn productive,

Active, Ajile and Dynamic. Let our country be proud

of Human resource. Let our country shine in Human

resource development. Let the entire work force

95

uplift the country’s GDP.. Let PCI of an Indian rise to

sky-high.

Let the PCI of an Indian help him to have world

class Health care.. Education good food, housing, food

clothing and all comforts.

Let PCI pave way for social, economic and

political empowerment.

Let the standard of living in India go very high.

The highest per capital income in India remove the

social issues such as child labour, beggary and juveline

delinquency. I read in an article that the Maldivians

PCI is USD 12,000 PA. I wish Indians PCI should

cross over Maldivians PCI in the next 2 financial year.

96

I wish our country’s domestic currency value..

should get revalued against one USD. Let our

country’s treasurey have more foreign currency

reserve by over exports, many more MNC’s and FDI.

Let our domestic consumption be satisfied by active

supply of goods in the Indian Market. Let the excess

goods produced may be exported to the needy

countries.

I strongly believe that my dream of new India

with “ No Poverty” will become true by 2020.

WAYS TO INCREASE INCOME

The government can tax heavily on sophisticated

and most luxurious items which are meant only for

multi-crorepathis.

97

The government can tax heavily on cigaretts, Beedis,

Pan, Gutka Masala items, Tobacco Products,

Alchoholic drinks, Non-Alchoholic drinks too such

as Red wine and Beers.

Import duty can be hiked for gold, Platinum and

Diamonds.

House Taxes can be more on Bungalows, Villas and

luxurious Apartments.

The IT policy must be reviewed. Super Tax can be

still more effective. Tax rate can be high, When

income is too high.

Purchase of lands above one crore can attract heavy

tax.

98

Encouraging of highest productivity on Agriculture

sector and Industrial sector can help government to

increase its revenue at lowest Tax rate.

Black money recovery and Tax Evasion recovery

can fuel more the country’s revenue.

Wealth Tax (Property Tax) could be more effective

to increase the revenue of the government.

Let the government of India FDI and let more

MNC’s come to India. My India will flourish in

USD.

Profitable industries can be privatized. So that the

profitability of Industries can add more revenue to

government by the way of “Corporate Tax”

99

Let the country relax the formalities of licensing and

other procedure for export trade. So, that, It can

yield a good amount of foreign currencies.

Let us encourage the tourism sector in India. More

travellers to India from all over the world will

attract more foreign currency.

Public finance of a country must be wisely invested

with profitable private/public sectors that would be

the strength of a nation.

Indian companies should be encouraged to establish

their units in other countries also.

100

The import limits should be bit rigid. This would

save our country’s current account fulling into

deficit.

Tax must be levied strongly on share trading.

The sensex and NIFTY points must be monitored

vigilantly and the new economic policy of

industrialization india, Mechanization of

Agricultural sector, Revolution in white Production,

Privatisation and FDI will certainly give a constant

and consistent economic growth and the sensex and

NIFTY points will be at the raising points.

A new Industrial licensing policy, 2015 will certainly

encourage the industrial sectors in India and there

101

will be a boon in the Indian share market as the

Industrial sectors in India make a consistent profit.

Giant companies can be levied tax on the give of the

public capital they accumulate with the issue of

public shares.

When private sectors one quire active, they can

attract public debts/deposits in terms of

Debentures/long term fixed deposits. The govt of

India can levy tax to the corporate bodies on the

issue of debentures.

Construction industries will be given tax relief on

Service Tax.

World class stadiums to encourage indoor-outdoor

games/sporst at every states.

117

India’s defence and space research will receive 5%

more fund allotment for advancement and

sophistication.

8th pay commission will be reviewed and initiated by

2016-17.

Right to Education will be made as constitutional

right. More schools will be established at Rural

across India.

The fund/financial assistance to economically

weaker states will be more by 10% from 2015-16.

I am glad to note that our country will beat china in

economic growth by 2015-16.

My dream is also the same.

118

If India’s economic growth is just touching 10% by

next financial year 2015-16, with my new economic

policy, I will be glad. On the whole my philosophy

on fiscal policy is…

If I were the union minister for finance…

I will give either 100% tax relief (or) a meger

percentage of tax levy may be 3% to 1% on all the

goods consumed by poor people.. those who are in

poverty (or) below poverty line.

I will not tax on basic and essential goods whicha

are meant for poor.

119

I will tax heavy on luxurious items which are

consumed by the richest.

I will tax heavy on import of gold, platinum, diamons

and silver.

Cars pricing above Rs.25,00,000/- Bikes Pricing

above Rs.50,000/- Laptops Pricing above Rs.

30,000/-

Or

Any expensive items will be taxed by me heavily.

IT ceiling will be hiked by me to Rs.5,00,000/-

Black money recovery & Tax. Evasion will be very

severe with my new economic policy.

120

My budget will have a clear focus on “Industrial

Agricultural and white revolution” to ensure

enconomic growht @ 12% by next 2 financial

year/Assessment year.

I am very strong in my ideology. Therefore, I would

welcome mixed economy system and open economy

system.

My budget will spread carpet for Private sector to

help our nation’s GDP to go high.

My economic policy will encourage privatization,

multinational companies, and more foreign direct

investment.

121

At the same time, my economic policy will ensure

public sectors that would be coming up as giant size

industry for Nations interest and Public welfare.

As finance Minister, I would ensure that public

finance is invested wisely with public sectors where

profitablitiy is very sure at optimum level.

Govt. will invest in power generation Iron steel

Industry & Other Heavy industries.

Gujarat is the model state for my ideology.

No liquor! A state free from liquor.

122

An independent government with great

potentiality in generating state’s revenue and I am

proud to note that Gujarat is one of the top 10 states

with regard to state revenue.

One of the roof-causes for poverty is… liquor.

Liquor is the monster that ruins the poor people

economically and socially.

It’s a shame on any government if states revenue

depends on liquor.

I wish there should be a common policy to

regulate the prohibition practice.

My aim of hiking the liquors price is to eradicate

poverty and save families from the monster liquor.

123

I shall fight for it till I reach my goal in my

ideology.

Beggary and child labour are yet another

monsters associated with poverty. Undoubtedly, these

two social evils must be ribbed-off, only then poverty

can be eradicated I wish begggers must not be

encouraged and they should be given opportunity to

make income by working. Beggary should be

abolished by enacting a vigilant Act, Law makers

should be strict, vigorous and Ringorous in abolishing

beggary from India.

Beggary is the shame of our country I am seeing

in India children below 14 years, indulge in beggary.

People who are hale and healthy indulge in beggary.

124

Aged people also do indulge in beggary. The govt.

must do alternate arrangement for the welfare of

aged. The social work department should undertake

the aged, abandoned and physically & mentally

challenged. Let us treat this as social cost and let our

government do something for the empowerment of

economically weaker section.

I appreciate our country for having constitutional

“Right to Education” I am glad to note that Primary

education has become a fundamental right.

The government should still review the national

educational policy and ensure that the entire India

reaches 100% literacy level. This may be a very

challenging task, but It would be possible by next 5

years, India reaches 100% literacy.

125

When the literacy level is too high in India.

Poverty will disappear and uprooting and eradicating

poverty in India would certainly be possible.

India will shine with 100% literacy and 0%

poverty. I wish I will see my country with 100%

literacy and 0% poverty in the next 5 years.

When illiteracy becomes dark, child labour

disappears…

The government of India and state governmens

should be very vigilant vigorous and Rigorous in

abolishing child labour.

Laws should be severe and Punish whoever

indulges in child labour. Parents and brokers, the

126

employers who hire children as bonded labour should

be severly punished.

One year prison for Brokers-(Non-bailable).

3 years prison for Employers (Non-Bailable)

Parents and children need to be counselled and the

governments should patronize them.

Child labour is yet another shame for our country.

I wish being a social worker and economist. I fight

against child labour and creat awareness among our

countrymen from villages to villages across the Nation.

127

If child labour is abolished, country can prosper.

Our governments should assist the parents by

soliciting alternate arrangements for their social and

economic empowerment.

Population is yet another social issue. It is a very

big challenge for a government, for an economist and

social activist.

Controlling the population is highly challenging.

India’s population crosses 124 crores and this is like..

¼ increase of population which was just 100 crores

exactly 15 years before. The tug of war between

economy and people goes on; what should we do?

128

Awareness about dangers of over population may be

educated.

Propoganda can be still more effective.

Preferences, Economic benefits, job opportunities,

Priority in education can be applied to the family

where size of the family is small. For example, the

govt employee may get special allowance for having

either one (or) two children only.

When the child goes for higher education, if she/he

is going to be the one and only child/2nd

child…

Relaxation/Weightage may be given.

By all means, the government should try to motivate

the people to have control over population.

129

Educating people is the one and only way to bring

population under control.

It’s in the minds of people to have a small size

family.

When people get education, It think population

explosion will take a very slow run.

Rural people have social-taboos. So, government

have to educate them through voluntary service

organisation.

Special grade Ration cards must be introduced for a

small size family-A family consists of husband, wife

and one child. Another type of Ration card for a

family were children are only two. Families with

130

above 2 children and above 5 children should get a

special ration card.

We have to worry about only rural population

control.

In urban, In cities, the younger generations are very

much aware of population.

Now, youngsters want ot have either one (or) Not

more than 2 children.

Therefore, the only remedy is that all the mass

media, social networks, state and central government,

voluntary service organisations should vigourously do

a propoganda/an awareness program to bring

population under control.

131

Anyhow, I am very positive and I hope and trust

that due to Agricultural and white revolution, due to

Industrial revolution.. India will be able to amplify her

productivity and she will be able to feed the entire

nation and export the excess produce to the needy

countries across the globe. When our country is going

to improve the Agricultural Sector and diary farm

production, Needless to say India can feed her

children.

When we can witness enormous productivity in

every sector, our country GDP will touch the sky. We

can feed our country and we may even disprove

Malthusian population theory.

132

When we shine and when our economy is very fine,

we can feed the neighbouring countries. My country is

rich, she has all the resources. She will feed the world.

If I were the finance Minister, I shall manage finance

and allot fund as follows;

1 Re. (Expenditure)

1 Re. (Income)

Indias foreign currency earnings sources in 2015-16,

2016-17.

133

My dream of India in 2015-16 2016-17, where

import of goods and services will be under severe

control, and the percentage of NRE’s acros the world

countries will shrink to Minimum because our country

shall be shining like anything in every sector and India

will be the mightiest in economy and India will be a

great challenge to world controls economy.

Dominance of Gold, Petrol, Diesel and foreign

currency reserve in Indian economy.

India is dependent on petrol, diesel, gold and FCR

with other countries. India imports petrol, diesel and

gold according to the demand of the Indian Market.

When Crude oil’s price per barrel in international

market goes high, the petrol and diesel prices shoot-

up.

134

Petrol and diesel are the fuels that keeps our

economy working.

From my point of view, The price fluctuations on

petrol, diesel can be administeres wisely by the

following ways;

Like a country that maintains the domestic currency

value constant against USD over a period of Let’s

say 5 years, (I referred the Maldives which

maintained their dometic currency against 1 USD as

Mrf 12.85 for more than a decade). Our country

also can see that we are constant with USD.

135

There should be an administered prie structure for

Petrol and Diesel.

The inflation over the prices of petrol and diesel can

be as crawling inflation (or) creeping inflation.

I mean to say the prices can be hiked as very

minimum and the govt of india during 5 years of

tenue, It should give a promise to people that the

prices of Petrol-Diesel will be adminsitered.

It can be adminstered as between… lets say Rs.60/-

to Rs. 65/- per litre.

The deficit/loss/expenditure/Production costs over

petrol and diesel can be well adminsitered.

136

o The govt should allow subsidy as maximum as

possible.

o The oil companies must be monitored by the

ministry of petroleum on fixing/Hiking prices of

petrol-diesel.

o For the Nations Interest, for the welfare of people, to

keep our economy constant and consisten, Indian

government, should be ready to allot subsidy/Tax

relief on Petrol/Diesel.

o The consumers of Petrol/Diesel should not be the

sufferer.

o How to over come the financial burden with regan

to petrol/diesel prices?

137

o The government can levy heavy taxes on other

luxurious commodities/goods.

o The government can tax heavy on the liquor,

Tobacco, Electronics/Electrical/Mechanic

Industries.

o

Simply Speaking,

Suppose, the government incurs a burden over

petrol & diesel prices to the tune of Rs.50,000 crores,

This burden can be set right by Increasing the petrol-

diesel price with a very very low rise to the tune of Rs.

10,000 crores. The remaining Rs. 40,000 crores can be

set-off by levying huge tax on other industries. As I

said early, let the govt. increase huge tax for Audi

138

cars/BMW cars/48” Inch blue ray TVs/ 2 Tonnes A/c

with 5 strar rank,/3 door Refrigerators/ 125cc-150cc-

200cc Bikes/ Gold, Platinum, Silver and diamond,

Ornament/ Laptops/ Smart phones/Pc’s etc.,

If govt. of India can review its economic policy,

adminitered prices on Petrol/Diesel become possible.

When there is industrial revolution in our country

by 2015-16, 2016-17 our country will be blessed with

surplus over current a/c. and surplus foreign currency

reserve when our Nations GDP takes a doubel

Gigantic posture in its economic growth.

Controlled prices over Petrol and Diesel would

become possible. A government can give a bold

assurance that their government would see that the

139

prices of Petrol Disel will be adminsitered during the 5

years of government as between lets say 60/- Rs. to 65/-

Rs..

The ministry of finance has to work a lot to review

my points. According to my social/economic view, the

government of India shoud fix the price for petrol &

diesel not the oil companies. Petrol & Diesel are the

nation’s wealth. Therefore, the govt. of India should

be the dominant factor in deciding the price of petrol

and diesel.

When oil companies are given freedom to fix the

prices on their own, its not for the welfare of poor and

common men in India.

140

When a person has an Audi A-b car, Definetly, In

no way, he is not going to be affected by any hike in

the prices of Petrol-Diesel. I am not considering

them. My concern is.. A common man economically

backward class people who just pull on their daily life

with a TVS-50 Moped (or) A 100 cc bike, who works

in a private limited company (or) the villagers,

farmers, general public who depend on public services

like government bus, Train etc., they are the ultimate

sufferers;

In our country, when petrol and diesel prices go

up. All other commodities/services prices also would

go up.

Right from Milk, vegetables, Bus fare, Auto fare,

Basic commodity prices, Industrial raw-materials etc.,

Everything.. Everything goes high and collapses our

141

economy. Therefore, the govt of India should review

her policy and try to have an adminsitered price

structure fo petrol-diesel.

Gold

Too much import of gold, let our economy down

in front of the world countries.

When there is too much of imports of gold, the

gold prices touch the sky.

The government should have a check and control

over import of gold.

142

To have a check on the demand of gold, the RBI

can attract the people by inviting them to invest on

Gold certifcates.

Indian can show her efficiency by earning enormous

FC and Maintain a surplus FCR.

This would help india to face imports of gold incase

of economic crisis.

Tax levy could be heavy on Gold, Platinum and

Diamond ornaments. Tax levy could be minimum

for purchase upto 1 lakh and tax levy could be very

high as ceiling hike above 5 lakhs, above 10 lakhs

above 25 lakhs above 50 lakhs and 1 crore above.

143

Therefore, poor people are safeguarded and given

a folerable pinch.

The rich people any how, they can bear the pinch

of any amount of tax.

My philosophy over gold is…

Demand can be controlled by wise tax

administration.

Control over money circulation can have a greater

checks on consumption of gold.

By controlling money circulation the RBI can hold

the bullion bars with treasury of govt. of India.

More FCR and More stock hold of bullion bars can

keep our Nations economy very healthy.

144

The tax policy and money policy of govt of india can

be varying according to either inflation/deflation so,

the administration over “the movement of gold bar”

in a country can be very effective.

As an economic, I never encourage deflation. I

appreciate inflation I wish inflation rate can blow up

to (crawling-creeping-walking inflation) the

controlled economic situation.

I wish the money circulation should flow freely in a

country. People should have jobs. People should have

good income. People’s PCI should keep on rising.

145

I wish every commonmen in India should have the

purchasing power to consume

Basic/essential/comforts/luxurious items according to

their income…

When a commonman’s PCI crosses the height, we

welcome him to our Indian economy because we invite

him to be belonging to “Super Tax” – rate.

The economists of our country should work out by

reviewing our economic policy and considering my

“New economic policy” recommendation.

My new economic policy on every aspect focuses on

poor-poverty and poverty line. My new economic

policy is meant for poor people. My dream is to uplift

my country’s poor people to better standard of living.

146

I wish to see my country and country men to be free

from poverty.

I have dreamed of my country that would be free

from poverty.

There should be no starvation death in my country

no farmers in my country should commit suicide. My

countrymen should not ask govt for free rice, wheat.

He must be able to buy a high quality rice & wheat

with his rise is PCI.

A new economic policy for India to eradicate

poverty.

A GLANCE

147

Free schemes should be abolished.

Industrial Revolution should take place.

India should witness green revolution.

Agricultural sectors should me mechanized.

White revolution should take place.

Productivity of Industrial sectors/Agricultural

sectors/Diary farm industries should touch the sky.

Our economic policies should scale to rise our

country’s GDP, NNP, NDP and PCI of Indian.

Privatization can be encouraged on essential and

major industries for economic growth.

148

Health industries, Transport industries,

Telecommunication industries, software industries,

cement, sugar, Oil, Agro-based and so on… should

be given top priority to privatize India’s tax policy

& money policy must be renewed.

Poor must be either given 100% tax relief (or) must

be able to bear a mild pinch with tax rates.

The rich must be taxed very high.

The super tax-tariff can be more effective and very

sound.

Black money recovery should be vigorous.

Black money holders should be fined double the

time of the amount. They possessed.

149

Non-bailable imprisonment should be executed for

blackmoney holding.

Tax Evaders also should be fined double the time, of

the amount of tax, they evaded.

Non-bailable imprisonment should be executed for

Tax evasion.

Let India welcome more MNC’s

Let india invite FDI

Let our country’s Industrial Policy, Agricultural

Policy and foreign trade policy be reviewed with the

focus of more GDP, NNP, NDP, PCI AND FCR.

Let India have a new educational policy and

standardize the quality of educationa across India.

150

Let india have more IITs, NITs and AIIMS and

JIPMER at every district Head quarters of all the

states.

Power generation should be the major task of our

government let our government invite public sectors

and private sectors and MNC’s to generate power

across india.

Let our country generate power by establishing

wind mills, solar energy, Nuclear energy, Hydro-

power energy, Atomic energy etc.,

Let poverty of India be completely eradicated by

giving our countrymen an opportunity to rise PCI.

Social issues like child labour, Beggary will be

151

removed by improving the life standards of the poor

families.

Women economic empowerment our economic

policy should be for “Allowing subsidies to sectors.

Subsidy is the responsibility of the government to

see the economic growth.

The government of India should set off the deficit in

the budget with the focus of next 2 financial

assessment year.

The government should scale for projected-rise in

GDP, NNP, NPP and PCI.

The deficit should be set-off with a rise in GDP

should be the task of our Nation’s economic policy.

152

The government should support the rural areas by

establishing more industries/Agriculture sector.

Banking sectors should be the backbone of our

growth.

The Banks should be able to provide loans to

industrial sectors/Agricultural sectors @ 4%

interest P.A.

The Banking service should be extended to each and

ever small villages across India.

CORRUPTION IS THE CAUSE OF POVERTY

153

Corrupted fellows – the blood suckers of the poor

class – whether he is a politician, (or) A bureacrate..

whoever he may… he must be broght in front of law.

Law must be so strong. So severe. We need to

have changes on Indian law to see that Bandicoats do

not escape.

We need to have express fast Track – Special

Courts at every district courts to penalize the

corrupted fellows very severely strongly and Non-

bailable.

Bribing in any form should be severly treated.

Bribers-should be severely punished.

Law should dismiss them.

154

Maximum Utilization of Natural resources should be

there in India.

Natural Resources should be Nationalized.

Economic policies, economic reforms should be for

poor people First.

Let us encourage Tourism industry and make visa

procedures still more easy so, that Indian can attract

more foreigners and attract more foreign currency.

The industrial licence can be very simple for

domestic and Multi-national companies.

The government can poatronize domestic/MNCs

with land procurement/set-up of business/other legal

formalities.

155

Let industries enjoy a low tax tariff on Production

and Let it give good amount of corporate tax on

showing excellent profitability to the govt of India.

Consistent growth in domestic Industry, Healthy

economic policy can pave way for consistent points

on SENSEX and NIFTY.

Let our country impose restrictions on imports and

relaxation on export of goods.

The treasury of government should stock hold

bullion bars, foreign currency at the optimum to

uphold our economic strength.

156

Let us “Clean India”…. Which is corruption

free

Let us make India…. Which is free from

Poverty…

Let India have a vision of “Clean India” and

“Green India”

Let India become the Giant in agricultural

Productivity…

May India’s pride be the envy of the world

countries.

Bharath Maathaa ke jay!!

Jai Hind!!
