The 68th meeting of Operation & Coordination Committee of MP was held on 27th February 2019 at 10:30 AM at SLDC, MPPTCL, Nayagaon, Jabalpur. The list of participants is enclosed at Annexure -1.0.

The 68th OCCM of MP was hosted by M/s Kalpataru Satpura Transco Pvt. Ltd. The meeting was commenced by lighting of Lamp, followed display of a short clip of introduction about M/s Kalpataru Satpura Transco Pvt. Ltd. Thereafter Shri Chandresh Bhandari, CEO-KSTP2 welcomed Shri K.K.Parbhakar, C.E.(SLDC) & Chairman OCC, Shri Shah (Dy. Manager, KSTP2) welcomed Shri R.A.Sharma, Secretary OCC & Addl. Chief Engineer, SLDC and Shri S.S.Patel, SE-OA&ABT,SLDC with bouquet of flowers. Further Shri Chandresh Bhandari CEO-KSTP2 thanked Shri K.K.Parbhakar Shri, C.E.(SLDC) & the committee for giving M/s Kalpataru Satpura Transco Pvt. Ltd. an opportunity for hosting the 68th OCC Meeting He has also thanked for support & cooperation received from MP-SLDC. He also welcomed all the guests and participants to 68th OCCM.

Shri K.K.Parbhakar C.E.(SLDC) & Chairman OCC welcomed all the guests & participants to 68th OCCM of MP. Chairman OCC stated that the maximum demand met in 2018-2019 is 14089 MW, without any constraint due to adequate availability of transmission network and surplus generation. He also stated that demand was above 13000MW for long duration about 40-45 days during this rabi season, which is about 15-20% higher than previous year demand and such high demand was met due to cooperation of MPPTCL & MPPGCL. The MPPTCL has ensured the availability of transmission network & MPPGCL has ensured the committed generation respectively. He has also informed the committee that even today also the demand is about 17-18% (i.e., 2200MW to 2500MW) more than previous year demand. MPPMCL has played an important role in meeting such high demand by assembling the proper quantum of power and scheduling. He thanked MPPTCL, MPPGCL, MPPMCL & NHDC for their support & cooperation in catering such high demand which is a mile stone for MP.

Chairman OCC informed the committee that the most important issue of concern is the proper forecasting of demand. In past it has been observed that demand forecasting by Discom and MPPMCL is different viz-a-viz actual demand and in case of vast difference between actual & forecasted demand, it is very difficult for SLDC to manage the grid in real time and it is also difficult to plan the schedule for hydel generators. He informed the committee that for this purpose SLDC has placed an order to IIT-DM for demand forecasting software, which will forecast intraday, daily, weekly & monthly demand in a scientific way. It is presumed that the deviation/variation allowed between actual and forecasted demand shall not be more than 100MW. After the implementation of this software, planning will be more accurate and system operation will be smoother and in case of surplus generation MP can sale the power & in case of shortage of power, the same can be purchased in advance. Thus, this will facilitate to avoids grid code violation & resulting heavy deviation charges shall be minimized.

Further he informed the committee that as per new deviation regulation, in every 6th time block sign reversal is required and failure to this will attract heavy penalty, particularly this would affect to Discoms & Generating companies. The matter is worrisome and is being taken up with the appropriate commission. Thereafter he requested Member Secretary to take up the agenda points. Shri R.A.Sharma Member Secretary OCC & Addl. Chief Engineer, SLDC welcomed all the guests and participants for 68th OCCM and requested all the participants for formal introduction. He stated that grid management is a team work and is manageable due to cooperation of all the entities. Further he stated that forecasting is a vast subject of study. In this advancing world of technology, it is time for implementation of this technique, as now with the advancement in grid management techniques, regulations, etc proper & accurate demand forecasting is one of the most important factors. He further requested all the concerned entities for providing proper & accurate forecasting of generation or demand as per their province. Further he thanked M/s Kalpataru Satpura Transco Pvt. Ltd and Shri Chandresh Bhandari, CEO-KSTP2 for hosting 68th OCCM of MP and making such good arrangements for the
