Finished elementary at the Sacred Heart School for Boys, Cebu City, in 1977 and

graduated high school in 1981 from the University of the Philippines College Cebu

High School, Cebu City. Obtained his Bachelor of Arts degree in Political Science

from the University of the Philippines, Diliman, Quezon City, in 1991 and his

Bachelor of Laws degree from the University of San Carlos College of Law, Cebu City,

in 1995.
