Minutes of the previous meeting were accepted as a true and accurate record. Business Arising: Aboriginal legal service is running a workshop in Newcastle on Friday the 5 th and on the following Friday there is a Care and Protection Conference. 3 different funding streams: high level child protection; children up to 12 and a family preservation and restoration service – Dealing with children with parents with drug and alcohol issues.

The 0-12’s frequently have FACS involvement. An assessment re risks is made an d then case management with therapeutic

intervention.

Protective behaviour groups. A lot of cases where there is sibling abuse and a lot of cases where the perpetrator is still i n

the home.

Parenting programs are for their clients.

Facilitated group for fathers who are perpetrators of domestic violence.

Also do partnership with other organisations - currently have one with Odyssey House. Question: Do the fathers use a group setting ie sometimes fathers with alcohol drugs and sometimes DV. Casew orkers spend a lot of time building relationships so by the time they attend there is a commitment to attend. 8 week program. Attendees ar e expected to attend every session to graduate. Use a fishing trip to build participant engagement. SCARBA health funded.

Laura – Uniting Brighter futures

Usually deal with clients before FACs intervention but are currently receiving 90% of their referrals from FACS. Parenting programs. Mostly deal with children up to 9 with specific focus on 3 year olds. Challenge is that families need to be voluntarily engaged even though they are ROSH referrals. Only 10% of families want to participate. Referrals are the challenge. Sometimes clients think there is a link to FACS which can be a positive thing motivation wise. Coverage area Glenfield to Robertson.

Paula – Northcott

Support coordinators now not case managers – offering clients and or carers information on how to navigate their plan th rough the NDIS. Cover from Wingecarribee to Bankstown. Transitioned clients are 0 at this point current funding under ADHAC. P otentially looking at the same client base. Clients are now customers and if client is under case coordination then they have to refer out and can’t provide service. All a bit tricky. Lot of gaps.

Emma ad Liz - Anglicare

Child and parenting support programs 0-12 siblings up to 18 Wedderburn, Airds and Bradbury a 123magic and emotion coaching supported playgroup parenting support and case management. Trying to get referrals in. Some schools are happy to open their doors while others are resistant. Can take out of area referrals. Thinking about going to the triage meeting and can take on families at this level. Melinda - Anglicare

Cost is on a sliding income scale no one refused service because of inability to pay. No need for mental health care plan

Peta - CCFC

Quite a few fathers in supported playgroup. Parenting programmes, Triple P, Circle of Security, Terrific Toddlers this service responds to survey requests . Outreach casework with families 0 -15. Holiday programs with the whole family. Referrals from Karitane and FACS. Accept referrals in. The centre has been operating for 16 years. Specialised playgroup with a different specialist each term - OT’s and speech therapist.

Robyn – Macarthur Legal Centre

MCL have to cut service delivery down even though it’s increasing. Huge success with grandm others great with early intervention advice. DV rate of removal is so high in this area because of mum giving access to dad. Advocating for appropr iate referrals. Real gaps in the sector at the moment. Parent responsibility contracts – safe home for life committee, legal aid, Care Partners Steering Committee - hoping that about October the first of the care plans will have been done. PCO and PRC for clients who would benefit with stronger structures around them. Enquiries to Robin.

Annette – Catholic Care

Annette is the South West Sydney region manager foster care with Catholic Care. They currently have 74 children in program 9 looking at being adopted 1 in a kinship placement rather than care. Restoration – short term care in line with the child’s care plan. 3 young people in care since birth have requested restoration. Exciting time Safe Home for Life has made some really great changes to Out of Home Care what is best for the child is the focus. Carers are there for the long haul so sometimes they don’t understand. Foster Care Agencies get referals from RMS when they have funded beds but if no funded beds then we get request from all over the state which is managed through the Child and Family District Units in each area. There is a lack of Foster Carers in many of the regional areas and in general a shortage of Foster Carers. The amount of children varies each week and last week there were 50 requests by the end of the week and in one day 27 children from the SWS region. Govt needs to fund more services in the early intervention services. Leaving care plans are developed from the age of 15. It costs approximately $24000 for a weekend for a placement breakdown in a motel with a worker supervisor.

FRS

80% of referrals are from Campbelltown and Camden. Wollondilly referrals are mostl y involuntary through the police. No capacity limit 50-70 referrals a month in Campbelltown. They work with the family for 6 weeks or until engagement. Illawarra has a schools project. Macarthur has 2 schools James Meehan and Elizabeth Macarthur that the FRS sit in. Query/suggestion: have they considered putting flyer in new estate community packages? They have been to Willowdale. This service is a one stop shop. They have their own directory which is not publicized and rely on interagencies and networks for updating. Their challenge is to familiarise themselves with NDIS.

Consultation at the Macarthur Child and Family Interagency - districts are doing their own thing service mapping. Que stion: when are federal and State government going to work together? Consultations across South West Sydney hopefully during Sept/October being fed up to central office. Concerns around time lines with funding only until June next year.
