1: - Introduction This document will look at the cranes located in Newport Docks and the impact on the
operation and travelling of these crane once the M4 bridge has been constructed through
the port estate.
Liebherr have been manufacturing the Mobile Harbour Crane product for over 41 years and
we are currently producing generation 4 of our product range.
Freely manoeuvrable around the port, Liebherr Mobile Harbour Cranes are superior to
stationary cranes. They are mobile, universally-applicable handling machines powered by an
on-board power source and are able to handle all forms of cargo without problems, safely
and economically – alongside all sizes of vessel.
Currently, ABP Newport have three Mobile Harbour Cranes operational in the port, 1x
Liebherr LHM 1120 and 2x Liebherr LHM 180’s.
The cranes located in Newport are of the following ages:
LHM 1120 – 1992 – Generation 1
LHM 180 – 2011 – Generation 3
LHM 180 – 2015 – Generation 4
This report will provide details on the different types of crane and the operational effects of
the bridge on each type. It will also cover future crane options for the port in the form of the
LHM 280.
In addition it will provide information on if and how each of the cranes can be travelled under
the bridge.

2: - Liebherr LHM 1120 The LHM 1120 is a 24 year old crane and realistically will not have many years of service left
before it is taken out of service, that said, the following information will provide clarity on
which parts of the port that this crane can travel to.
Firstly, this crane is of a very different design to the latest range of cranes from Liebherr,
including the LHM 180 that is also found in Newport. The LHM 1120 is of an early design
that has not been produced by Liebherr now for 15 years.
This crane features a “tower down” function, allowing the boom and the tower of the crane to
be folded down, permitting the crane to travel under obstacles on the port, i.e. conveyer
systems, bridges etc.
This feature was available on our generation 1 and 2 cranes, however, it is not possible to
do this on subsequent generations of crane, primarily because it was rarely used by
customers. This is also an expensive and weighty feature to build into the design of the
crane and it is an expensive feature to maintain as it involves additional hydraulic cylinders,
sensors etc.
When the tower and boom are lowered, the overall height of the crane is 5.74m and the
overall length is 56m. Taking this into account, the LHM 1120 will be able to travel under
most sections of the bridge whilst the boom and tower are in the lowered position.

3.a:- Standard Configuration
In standard configuration the LHM 180 / 280 will travel with the boom in an upright position.
In order for the crane to go into its travel mode, the boom has to be placed into a travel
window at a pre-set outreach. The crane will not permit travel when the boom is outside of
this window.
In standard travel mode the following dimensions listed below apply: Further information is
listed in the comparison data table in section 6.

3.b:- Boom Down Configuration
By means of a special software adaptation, it is possible to travel both the LHM 180 and
LHM 280 with the boom down, this does have a number of operational restrictions which are
listed in section 3.b.i.
The special software is yet to be written for the cranes, however, the Liebherr design
department have confirmed that this will be possible (subject to additional cost).
The special mode will be initiated by the crane operator, this will be done by pressing a
button in the cranes cabin and it will allow the boom to be lowered to a set position, where
the boom tip will be lower than the top of the cranes tower. Once in the “boom down”
position, the cranes control system will permit travel within the margins listed in section 3.b.i.
Whilst in boom down travel mode the following dimensions listed below apply: Further

3.b.i:- Boom Down Configuration – Operational Restrictions
Level Ground
The ground has to be completely flat – so no speed humps, pot holes etc.
The travel gradients can be no more than 2% longitudinally and 1% laterally. Turning should also be avoided to avoid clashing with obstacles and overloading axles.
Reduced Load on Ropes In standard travel operation the crane can travel with a load of 10.5t on the ropes, however, due to the increased loads on the structure when the boom is lowered, the maximum load during travelling is reduced to 3t.
Travel with Grab
The crane cannot travel with the grab fitted as the maximum load on the ropes with boom down is 3t. If the grab was installed, it would need to be removed prior to traveling.
See appendix 8a highlighting the weight of the grabs that are currently in use in Newport - Grab weight = 10.5t.
Travel with Hook
It would be possible to travel with the rotating hook installed including the chain weights
Weight of rotator = 2.2t (see appendix 8b)
Weight of 4x chain weights = 740kg (see appendix 8c)
Total weight = 2.94t
Travel Speed
Travel speed is significantly reduced when the boom is lowered.
Travel speed in standard configuration is 5.4 km/h
Travel speed with boom down is 2.5 km/h
Travel Width The outrigger pads must be fitted and the outrigger arms need to be fully extended. If the outriggers have not been extended the crane will prevent travel.
Travel Wind Speeds
In standard travel operation the crane can travel in wind speeds of up to 20 m/s (gale force) With the boom down, the travel wind speed is reduced to 14 m/s (31 mph) - Including gusts (based on 3 second gust). See appendix 8d for historical wind data.
Axle Loads Axle loads in standard operation are 23t (5.75t per tyre)
Axle loads in boom down configuration are 28.2t (7.05t per tyre)

Travel via section C is not possible.
When negotiating the corners the boom would come into contact with the bridge structure. Travel width would likely be too wide for some sections of roadway. LHM 280 is too high.
Travel Route Summary
Based on the information provided, it would seem apparent that the only section of bridge that the LHM 180 / 280
can travel under is section D. However, the road width would have to be widened for the entire stretch in order to
allow this.
Travel inclines also need to be established.

5: - Boom Down Travel Procedure
5.a:- Procedure Time Matrix
Step Time Taken Note
Step 1 - Remove grab 30 minutes
Prior to boom down travelling, the grab must be removed. Due to working at height regulations, a cherry picker must be used. Depending on the availability of a cherry picker, this could extend the time taken to remove the grab.
Step 2 - Place grab onto trailer to transport 15 minutes The grab should be placed onto a trailer for traveling. For safety reasons this should be lashed down.
Step 3 - Secure ropes to front of undercarriage 15 minutes To prevent the ropes flailing and getting tangled together, they will need to be secured to the front of the cranes undercarriage.
Step 4 - Extend outrigger arms 30 seconds
Step 5 - Remove outrigger pads from trailer 10 minutes
Step 6 - Install outrigger pads 45 minutes A forklift truck will be required to lift and position the pads.
Step 7 - Lower boom 10 minutes
Whilst lowering the boom, care must be taken to insure the ropes do not come into contact with the ground and that there is sufficient slack rope in order to prevent overload (remember - ropes are connected to undercarriage).
Step 8 - Travel 200m under bridge 6 minutes Travelling at 2 km/h over a distance of 200m
Step 9 - Raise boom 10 minutes Again, care must be exercised whilst lifting the boom to prevent damage to ropes.
Step 10 - Remove pads 45 minutes A forklift truck will be required to lift and remove the pads.
Step 11 - Place outrigger pads onto trailer + lash 10 minutes
Step 12 - Retract outrigger arms 30 seconds
Step 13 - Disconnect ropes from undercarriage 10 minutes Ropes will need to be disconnected prior to installing grab.
Step 14 - Install grab 30 minutes Same as removal

5.b:- Written Procedure
Step 1 – Removal of Grab
The crane cannot travel with the grab installed, so this must be removed prior to travel with
the boom down.
Due to road width restrictions, the grab cannot be loaded directly onto the trailer.
Grab should be placed onto the ground in the open position and all weight should be
removed from the cranes ropes.
A working platform should be used to gain access to the connecting shackles due to working
at height regulations.
The inner ropes should be removed first, followed by the outer / holding ropes.

Step 2 – Place grab onto Trailer
The grab needs to be placed onto a trailer and lashed down in preparation for it to be
transported under the bridge. Due to its length when open, it has to be placed longitudinally
onto the trailer. A large fork truck is required to lift the grab onto the trailer.
Time Taken = 15 minutes

Step 3 – Secure Ropes to the Front of the Undercarriage
In order to prevent the ropes from flailing and twisting they must be secured to the front of
the cranes undercarriage. In addition, the ropes cannot come into contact with the ground.
Time Taken = 15 minutes
Step 4 – Extend Outrigger Arms
Outriggers have to be extended whilst in boom down travel window so as to provide added
stability. Sufficient space is required in order for the outriggers to be fully extended.

Step 5 – Remove Outrigger Pads from Trailer
Time Taken = 10 Minutes
Step 6 – Install Outrigger Pads
All 4 outrigger pads have to be installed prior to travel – sufficient space is required for the
fork truck to manoeuvre the pad into position. A total road width of 24.4m is required to
facilitate this.

Step 7 – Lower Boom
Boom can now be lowered, however, care must be taken to avoid the ropes touching the
ground whilst lowering the boom. The operator must hoist up whilst lowering the boom to
avoid slack rope touching floor.
Time Taken = 10 Minutes
Step 8 – Travel under Bridge
Travelling at 2 km/h for a distance of 200m would take 6 minutes. Travel width whilst
travelling under the bridge would be 11.3m for the LHM 180 and 12.3m for the LHM 280.
Time Taken = 6 minutes
Step 9 – Raise boom
Now that the crane has cleared the height restriction, the boom can be raised to the
standard travel position. Again, care must be exercised to avoid slack rope touching floor
and over tensioning the ropes.

Step 10 – Remove Pads
The pads can now be removed, however, the space around the crane for removal of the
pads is the same as when installing – 24.4m total road width.
Note - The pads have to be removed in order for the crane to traverse the tight roadways of
Newport Docks.
Time Taken = 45 minutes
Step 11 – Place Outrigger Pads on to Trailer
Pads are to be placed and lashed onto a trailer so that they can be transported to the cranes
final destination.
Time Taken = 10 minutes
Step 12 – Retract Outrigger Arms
Outrigger arms are to be retracted in order to facilitate travel around the tight roads. Travel
width in this mode is now only 5.3m.
Time Taken = 30 seconds
Step 13 – Disconnect Ropes from Undercarriage
The ropes can now be disconnected from the undercarriage – Note, crane cannot travel until
grab has be reinstalled.
Time Taken = 10 minutes
Step 14 – Reinstall Grab
The grab can now be reinstalled onto the crane prior to travel. This procedure would be the
same as the removal process in reverse.
Once the grab has been installed the crane can now travel again.
Time Taken = 45 minutes
TOTAL TIME = 237 Minutes / 3.95 hours

8.d:- Historical Wind Data
The table below shows a daily overview of the wind speed data since 2014.
Since April 2014 (795 days) there have been 289 days (more than a third – 36%) of wind
speeds over 14 m/s, furthermore there were 9 days on which the daily average wind speed
was above 14 m/s. It is important to note that there were zero days in which the average was
above 20 m/s (wind speed restriction in normal travel mode.
Based on this information, it will be difficult to find a weather window during the winter
months between October and March to travel the crane with boom down (considering 14 m/s
restriction).
