Hearing Session: President Perez extended an invitation to the audience to present matters to the Board on items not on the Agenda. The following individuals came forward:

Jerry Leslie, Vice President of AEA, continued discussion on No Child Left Behind (NCLB) and the Elementary Secondary Education Act (ESEA). Mr. Leslie praised the staff and students at Wells Middle School.

Craig Adams, President of AEA, praised both La Sierra High School and Norte Vista High School’s Student Representatives Stacey Harrison and Alex Johnson, former Wells Middle School students. Mr. Adams addressed the need for Counselors at La Sierra High School and asked the audience to remember the following important information and dates:

The Annenburg Foundation will provide free staff development for 1st – 5th grade Language Arts teachers. These workshops are free and available through public television. Any one interested in additional information should contact Mr. Adams at the AEA office.

CalStrs Workshop, Wednesday, February 4, 2004, at the AEA Office, 3556 Central Avenue, Riverside at 4:00 p.m.

CTA will have an Initiative on the ballot in November 2004 called Improving Classroom Education Act.

Diane Cloud, Administrative Assistant, Personnel Services, shared with the Board and audience a Certificate of Appreciation awarded to the Alvord Unified School District by the City of Riverside Fire Department, in recognition of their contributions to the Spark of Love Toy Drive. Presentation: 2002-2003 Annual Audit Report – District Fiscal and Compliance Operations: Paul Jessup, Superintendent introduced Elizabeth Siegmund-Yuhas and Stephen LaDam, Certified Public Accountants and Consultants with Vavrinek, Trine, Day & Co., LLP to review and answer questions regarding the Annual Audit Report for the financial period of July 1, 2002 – June 30, 2003. Action Items: The following Consent Agenda items were presented for approval: 5.a. Minutes:

Minutes of the Regular Board meeting of December 18, 2003. 5.b. Accept Gifts: 1) Togo’s Eatery donated six $5.00 gift certificates to Arizona Middle

School to be used as student incentives. 2) Castle Park donated two-hundred $6.00 golf certificates to Arizona

Adopt Resolution No. 18 – Pupil Textbook and Instructional Materials Compliance for Fiscal Year 2003-2004: The Board unanimously approved adoption of Resolution No. 18 Pupil Textbook and Instructional Materials Compliance for Fiscal Year 2003-2004 upon a motion made by Mike McKelroy and seconded by Ben Johnson. Discussion/Information Items: 16. Industry Certification Program: Board member Ben Johnson requested an update on the District’s Industry Certification Program. Dr. Jim Buckley provided a brief overview of the programs currently in operation:

Automotive, Heating, Ventilation, Air Conditioning and Refrigeration

(HVACR), Construction Academy, and Business Certification Program scheduled to start soon.

Mr. Johnson would like to see more businesses participating in these programs. Mr. Johnson also expressed concern about Norte Vista’s Construction Academy. Mr. McKelroy requested additional information about the missing computer from the Construction Academy.

President Perez suggested that Alvord teachers should teach the business classes if possible. 17. Rancho La Sierra Project: Board member Greg Kraft expressed concern with all of the current and upcoming residential construction within the Alvord Unified School District and the need for the District to receive full mitigation. Following discussion Mr. Kraft requested that the Board and staff inform the City that the District wants full mitigation on all new residential projects. 18. La Sierra High School Athletic Facilities: Board member Greg Kraft shared photographs with the Board reflecting the condition of the athletic facilities at La Sierra High School. Darel Hansen, Athletic Director at La Sierra High School, answered questions and briefed the Board on the needed upgrades at La Sierra High School. Following discussion Superintendent Paul Jessup suggested that he review all three high schools and bring back a recommendation for funding to remedy the needed athletic facility upgrades at each high school. 19. Financial Reports for: Child Nutrition (November), and Report of Receipts (November) were presented. 20. Update Governor’s 2004-2005 Budget Proposal: Superintendent Paul Jessup updated the Board on the Governor’s 2004-2005 Budget Proposal. 21. Summary of Conferences and Trainings were presented. Board/Superintendent Comments: Greg Kraft – Mr. Kraft requested that a letter of congratulations on behalf of the Board be sent to the recent City Council winners. Ben Johnson – Mr. Johnson wished everyone a Happy New Year! Zack Earp – Mr. Earp attended the Spelling Bees at Arlanza (please go and see the murals at Arlanza) Collett, Orrenmaa, Rosemary Kennedy, Terrace and Valley View Elementary Schools, and Villegas Middle School. Mr. Earp attended the Leadership staff development for administrators. Mr. Earp celebrated his granddaughter and son’s birthdays this month. Mike McKelroy – Mr. McKelroy congratulated Mr. Perez on a job well done. Mr. McKelroy continues to be proud of the young service people involved with the Iraq Village at March Air Force Base. Jose Luis Perez – No comment. Paul Jessup – Mr. Jessup wished everyone a Happy New Year.
