Postal Department seekscitizens’ cooperation inimproving mail deliveryBy Our Staff Reporter

Merwin Alexander (Post Master General,Tamilnadu) said that the Postal Departmentis burdened by daily loads of undelivered mailsdue to incomplete/incorrect/partially correctmailing addresses written on the letters andparcels.

He said that India Post has launched a‘Make Chennai Postman-Friendly’ campaignto create awareness among the residents.

He said that 1,800 postmen and postwomenin the city deliver around six lakh pieces of mailevery day, 5% of which get returned for wantof correct address.

He said that even big firms give wrong mail-ing addresses.

He has appealed to the residents to informwithout fail the nearest post office before relo-cating and writing the full correct address withthe correct PIN code.

“If you do not know the right PIN code, leaveit blank but don’t write an incorrect code,” hesaid.

Installing post boxes at the gate or door ofindependent houses and post boxes with nameand house number in multi-storied apartmentcomplexes are also a must, he said.

He said that persons going away for a longperiod can hire a post bag/post box facility atthe nearest post office, while business housescan get their mail by giving their post boxnumber rather than the full address, he said.

“Postmen and women not only deliver mailsat doorsteps but also carry stamps, postcardsand other postal stationery items for sale andresidents can avail this facility,” he added.

we were calling the police, sheabandoned the birds and es-caped from the spot,” saidDandapani.

New book hails Tendulkar asthe best batsman ever

performance of the top rank-ers in the Std. 10 examination,let us also spare a thought forthe nearly 95,000 boys andgirls who have failed in it.

And also for another 1 lakhstudents who, in spite of hav-ing passed with high scoresfrom High Schools, will have todiscontinue their studies be-cause of denial of admission inStd. 11 in Higher SecondarySchools for want of seats.

The bizarre system of con-ducting two weeding-out pub-lic examinations at school level- at Std. 10 and Std. 12 - did notarise out of any valid pedagogicrequirement, but was the un-intended result of repeated tink-ering with the composition of15 years of education uptograduation.

Discontinue the Std. 10 public examination!Till 1956, the Indian educa-

tion system consisted of 11years of school + 2 years ofintermediate (in colleges) + 2years of graduation (11 + 2 + 2).

In 1956, the 2-year Inter-mediate class was abolishedand the system became 11years of school + 1 year of pre-university (run by colleges) + 3years of graduation (11 + 1 + 3).

A few years later, the 11thStandard was taken awayfrom the school and attachedto the college, and pre-univer-sity became a 2-year course.The system thereby became(10 + 2 + 3).

It was later decided to delinkthe 2-year pre-university fromthe college and attach it to theHigh School as Stds. 11 and 12.Since not all High Schools hadthe infrastructure to take onthis additional responsibility,many High Schools continuedto have only upto Std. 10, anda new category of Higher Sec-ondary Schools emerged whichhave Stds. 11 and 12 also.

These decisions were takenby the Central Government atvarious stages and thrust onthe State Governments.

According to published sta-tistics, in 2011, there were4,436 High Schools and 4,632Higher Secondary Schools un-der the State Board system in

Tamilnadu.The following were the logi-

cal consequences of this evolu-tion.

1. As against the earlier pat-tern of only one public exami-nation at the school-leavinglevel, there came into beingtwo public examinations - oneat Std. 10 and another at Std.12.

2. A large number of stu-dents drop out of school at theage of 15-16 because of havingfailed in the Std. 10 public ex-amination. This number isnearly 95 lakhs this year.

3. Another large number ofHigh School students who passthe Std. 10 public examina-tion, many of them even withhigh marks, are also compelledto drop out because the exist-ing Higher Secondary Schoolsdo not have sufficient numberof seats to admit new students.Many girls with very highmarks in Std. 10 are compelledto discontinue further studiesbecause there is no HigherSecondary School in their placeof residence and their parentsare reluctant to send them toother places.

4. The passed students havealso to compete for admissionin Higher Secondary Schoolswith those from the CBSEstream who wish to switch overto the State Board systemhoping to score higher marksin it to enable easier admissionin professional colleges twoyears later. Because of suchcompetition, private HigherSecondary School manage-ments get considerably richerby collecting hefty capitationfees.

5. Thus, nearly 2 lakh youngpersons, including the brighterones, drop out of school at theage of 15-16, at an unemploy-able age and without an em-ployable qualification, creat-ing a big problem not only fortheir own families but also forthe nation at large.

As pointed out above, thebifurcation of the school sys-tem was not based on any ra-tional educational principle,but evolved by accident and iscontinued by default. The im-mense harm it has done to lakhsof teenage students year afteryear has been lost sight of.

Recently, CBSE has takena decision to make the appear-ance at Std. 10 public exami-nation optional, resulting in aright for CBSE students forautomatic promotion from Std.10 to Std. 11. In order to main-tain parity (which may beforced by the Judiciary),Tamilnadu State Board willalso have to adopt this decisionsooner or later. But it will onlyhelp students who are alreadystudying in Higher SecondarySchools, while it will exacer-bate the problem of studentsof High Schools because morenumber of them will be seekingadmission in the existingHigher Secondary Schoolswhich will have no vacanciesat all for any new student.

Therefore, a decision thatTamilnadu Governmentshould announce is that allHigh Schools in the State willbe upgraded as Higher Second-

ary Schools with immediateeffect and that there will be noStd. 10 public examinationhereafter. As a logical conse-quence, even those studentswho fail in the Std. 10 publicexamination this year will beeligible to be admitted in Class11 in the same upgradedschool.

This announcement will givea welcome, immediate relief toover 2 lakh parents who, oth-erwise, will either have to copewith mentally-depressed ado-lescents at home or will have torun from pillar to post to se-cure admission for their wardsin the existing Higher Second-ary Schools.

While the 1650 private HighSchool managements will bequite eager to implement thisdecision straightaway, govern-ment-run and aided schoolsmay require a one-time grantof Rs. 10 lakhs for the creationof the necessary additional in-frastructure, as well as recur-ring grants for employing addi-tional teachers. For the totalnumber of 2,780 such HighSchools (Govt: 2,144 and Aided:636), the one-time grant will beRs. 278 crores which is wellwithin the financial capacity

of Tamilnadu Government.Since it is only Std. 11 which

Service woes in Ashok Nagar Post OfficeSir, For the past one month the service for savings account in

Sir, On May 22, a resident of our street who was on her way toNatesan Park for a walk at about 5 in the morning almost became avictim of chain snatching.

As she was passing Shrine Vailankanni School (KannadasanRoad), two youths on a motorcycle tried to snatch her gold chain. Thevictim fell down but luckily manage to hold on to her chain whichbroke into two pieces. The youths, realizing their attempt had beenfutile, raced away on their bike.

Incidents of chain-snatching are still taking place despite theheightened patrolling by the police.

He fights to regain livelihood afterlosing pavement spaceBy Our Staff Reporter

Natarajan Ramaswamy (55), who suffers from dwarfism, was earning hislivelihood by running a tea stall on the pavement of Pondy Bazaar.

In November 2013, Chennai Corporation cleared Pondy Bazaar pave-ment of hawkers after allotting them space in the ‘Chennai CorporationPavement Vendors’ Shopping Complex’ on Thyagaraya Road, T. Nagar.

Natarajan, who stands just 3 feet tall, said that he was not allotted a spacein the complex as he was not a member of any of the hawker or traderassociations.

Since then, he has been shuttling between the Madras High Court andCorporation’s head office in Ripon Buildings, seeking a small corner to starthis business in the Vendors’ Complex.

“I have government documents to prove that as a handicapped personI am eligible for 6 ft x 4 ft space in Corporation public places,” he said.

“Till 1993, I was paying a monthly rent of Rs. 100 to the Corporation forthe space allotted to me in Pondy Bazaar,” he added.

Natarajan said he had been earning his livelihood for the past 20 yearsfrom the same spot by selling tea, biscuits and tobacco.

When the eviction orders were passed, he got a stay order from the HighCourt but the Corporation officials still took away his bunk. He filed a caseagain but it is getting delayed and he has almost exhausted all his savingsand has no more money to pursue the legal battle, he told this reporter.

He has met senior Corporation officials a number of times, but to no avail.He said he has even identified unused space in the complex which can

be allotted to him.“When I had my stall, I had a number of patrons and was earning Rs. 1,200

a day. Now I and my family are struggling to live with a meager disabilityallowance of Rs. 1000 per month received from the government. I havevacated my rented house and sent my wife and two daughters to herparental home in Kallakurichi where my daughters are studying in agovernment school,” he said.

He concluded by saying “With no earnings, I stay and sleep in my friend’sshop in the Vendors’ Complex”.
