Five-fold increase in penalties for trafficoffenses

In the case of drunken driv-ing, the increased fine will rangefrom Rs 2,000 to Rs 10,000and imprisonment from sixmonths to four years.

The government has alsocleared a four-fold increase incompensation to Rs 1 lakh infatal accidents, and Rs 50,000for grievous hurt in hit and runcases.

In case of drunken driving,where alcohol level is found tobe 30 mg per 100 ml of blood, itwill not amount to an offence.

However, if it is between 30-60 mg, the proposed penaltywill be six months of imprison-ment and/or Rs 2,000 fine, for60-150 mg per 100 ml of blood,the penalty will be one yearimprisonment and/or Rs 4,000.If the offence is repeated withinthree years, the penalty will goup to three years imprison-ment and/or Rs 8,000.

For those who are found

heavily-drunk with alcohol lev-els of over 150 mg per 100 mlof blood or under influence ofnarcotic substances, the pen-alty will be two years impris-onment and or Rs 5,000. Forrepeat offences, the fine will goup to Rs 10,000 along with sixmonth imprisonment and can-cellation of licence.

Driving when one is mentallyor physically unfit will attracta fine of Rs. 500 on the firstoccasion, and Rs. 1000 for sub-sequent offences.

Using a vehicle without reg-istration will invite a fine of Rs.4,000 for the first time andsubsequently it will be Rs.10,000 or imprisonment up toone year.

Commercial vehicles plyingwithout a permit will attract afine of at least Rs. 4,000. Sub-sequent offences will invite apenalty of Rs. 10,000 or im-prisonment up to one year.

TAMIL CINEMA 75 -A LOOK BACK

TAMIL CINEMA AND MUSIC - 5Movies and Musicians - Chembai and Chowdaiah

 Folks would be shocked if somebody told them that thegiant of Carnatic Music, Chembai Vaidyanatha Bhagavathar,a highly orthodox, tradition-bound Brahmin of the Old Worldorder would have had anything to do with movies!

Some would even think of it as a grossly impudent insult tothis great musician. He lived during a period when cinemawas considered a dirty word and, as a contemporary chroni-cler described it in the late 1930s, ‘a world of pimps, prosti-tutes and perverts!’ Chembai in such a world?

Yes, it is true, and it did happen during the early 1940s. Hewas not alone. He had with him the maestro of mridangam,a  legend  in  his  lifetime,  and  a  legend  that  still  lives  inmemory, Palakkad Mani Iyer! Both of them appeared in amovie. No, they did not sport wigs, don weird and colourfulcostumes and chase nubile curvaceous women round faketrees, up the hills and down the valleys and get revealinglywet in rain! 

Yes, the two masters of music appeared together not in aTamil movie but in a Kannada film named “Vaani” made in1943. How did they get involved? The catalyst was anothergiant of Carnatic Music, Wizard of Violin, Sultan of Serenad-ing Strings, Mysore T. Chowdaiah!

How did the legend of violin get into movies? The  ‘backstory’ of Chembai, Mani Iyer and Chowdaiah in cinema isinteresting.

Thirimaguda Chowdaiah (born 1895) came from a familyof agriculturists of the Maharaja-ruled Mysore State. As alad of fourteen he became a disciple of another famed MysoreState musician, Bidaram Krishnappa (1869-1931). Soon hemade a mark as a top violinist. In 1926, he had the uniqueopportunity of accompanying the Icon of Carnatic Music, ‘thegreatest Roman of them all’, Ariyakudi Ramanuja Iyengar inMadras. It was a spectacular performance and he charmedthe  knowledgeable  Madras  music  buffs  so  liltingly  thatMysore T. Chowdaiah, as he came to be known, became thetoast of the town the morning after!

As the 1940’s dawned, the innovative musical genius ofMysore was drawn to the world of talking motion pictures.Movies began to talk and sing Kannada in 1934 with thefamed multi-lingual filmmaker Y. V. Rao’s ¡°Sati Sulochana”.However, film production in Kannada was slow and sluggishwith not many movies being made in that language. Anyway,Chowdaiah was tempted to try his hand at films. He knewthat his intimate friends like Maharajapuram ViswanathaIyer, Musiri Subramania Iyer, G. N. Balasubramaniam andM. S. Subbulakshmi had appeared in Tamil films. And themovie bug bit him too!  And deeply, right up to the bone! Bynow he was prosperous and felt that he could engage himselfin making a picture about which his knowledge was next tonothing.

By way of abundant caution, he acquired partners and oneof them was the noted Kannada Theater person and come-dian, K. Hiranaiah. The film was “Vaani”(1943).

Not surprisingly, Chowdaiah played the hero in the film.Others in the cast included Hiranaiah, Bellary Ratnamala,Bellary Lalitha and noted Kannada character actor, ‘Musiri’Krishnamurthy. (His voice resembled that of another famedgiant of music, Musiri Subramania Iyer and, as a good mimic,he sang many of Musiri’s songs in the same voice and style.Sometimes  he  gave  them  a  comical  touch  while  singingKannada songs like ‘Krishna, Nee Beganey Baaro...!’ makingfun of the famed musician’s questionable Kannada accent!

Another talented and attractive newcomer too took her bowin movies in this film. Her name was Pandari Bai!

Not having looked up my Collins English Dictionary for a long time,I broke the fast when General Singh’s Counsel dwelt on “honour andintegrity” that drove the much decorated Army General to the SupremeCourt to regain them from the clutches of the Anthony gang who deified1950 and rubbished 1951 as his year of birth.

The definition of the phrase in the dictionary is “1 - adherence to moralprinciples; honesty”. All that the two judges had to look for was whetherit was a boundary or a sixer. They found a pedestrian boundary crawlingalong to the line and stopping it on 10 May, 2012.

They probably lauded the General for the courage to carry to the bitterend what he imagined was an assertion of his “integrity”, but told him thatonly political papers or records may lie, but “not the official recordsfurnished by you”. They asked the ageless General to go home and enjoythe rest of his life in peace in a farm far from the madding crowds. TheJudges seem to have looked up their Collins before dictating the order.

Now that the war of succession is on, the army brass will order gallonsof Brasso to rub, clean and polish the gallantry medals and breast-plateson their uniforms and, of course, recheck their DOB certificates fromofficial registers to avert future exit-wars in the Defence Services. Thatcould be the positive fallout of this war and a great bonding element thatshould make our defenders, who wear different uniforms, feel likeMother India’s children where there are no Mahatmas or Chiefs, but onlydrones.

Honour and integrity are not medals to be sought from courts, but self-generated and an integral part of one’s character which does not needcertification. Sir, - I am a regular visitor to Tirumala Tirupati Devasthanam(Venkat Narayana Road, T Nagar).

There is a pedestrian crossing in front of the main entrance to thetemple for the convenience of devotees crossing the road.

The main deity is clearly visible from the crossing.Drivers often brake their vehicles in the middle of the crossing to

catch a glimpse of the deity, oblivious of the pedestrians crossing theroad, thereby posing a danger.
