Why LEDs?

The Move is on to LEDs

The Transition from HPS to LEDs

3 Keys to a Successful Transition to LEDs

Meet IESNA Lighting Standards

Tailor LED Wattages (30% more savings @ 30% less cost)

Challenge: Wasted Assets

Circular Economy Approach

The Bottom Line: Summary of Advantages

WHY LEDs?

LEDs put 70% more light on the road

than HPS lights (High Pressure Sodium)

LEDs stimulate our night vision.

We see better in white light than in yellow light.

The formal name for night vison is “scotopic vision”, the vision of the eye

under low light conditions.

In the human eye cone cells are nonfunctional in low light – scotopic vision

is produced exclusively through rod cells which are most sensitive to wavelengths of light around 498 nm (green-blue) and

are insensitive to wavelengths longer than about 640 nm (red).

LEDs use 50% less energy

than HPS lights with better illumination

ENERGY USE

Street lighting is the biggest part of the electrical utility bill in most municipalities:

EXAMPLE: A typical city of 25,000 in BC pays about $400,000 / year for street lighting: $360,000 in utility bills and around $40,000 in maintenance costs

• LEDs reduce energy consumption by 50% +

• LEDs reduce maintenance costs by up to 95%

Result: operating costs for street lighting drop by 60% with LEDs

PLUS... LEDs can be tailored

to every location

5

No wasted power or light Dimming technology combined with LEDs: • cuts energy consumption by 85% • reduces sky glow and light trespass The right kind of light for every location (soft yellow to brilliant blue white)

Green Initiatives in Every Municipality

Outdoor lighting consumes 30%

of the municipal utility bill

Major Cities like Los Angeles already converted to LEDs

Dropping prices and rising performance are driving municipalities

across North America to follow suit

Light Pollution Sky-glow* is spurring “Dark

Skies” initiatives: proper LED selection essential to

conform to Dark Skies

* Mainly caused by residential street lighting

LED Transition Challenges

o MAJOR CAPITAL PROJECT: RISKS NOT FULLY UNDERSTOOD

o PUBLIC REACTIONS: DARK SKIES: OVER LIGHTING: LED BRIGHTNESS: GLARE FROM NEW LEDS

o PRICES DROPPING & PERFORMANCE IMPROVING: WHEN TO BUY WHAT TO BUY?

o HOW TO GET MAXIMUM SAVINGS AT THE LOWEST COST?

o ELECTRIC UTILITY REQUIREMENTS & INCENTIVES: ELIGIBILITY? APPLICATIONS?

o HOW TO ENSURE IESNA ILLUMINATION STANDARDS ARE MET?

o WHAT ABOUT THE ASSET LOSS OF THE EXISTING HPS STREET LIGHTS?

o WHAT ABOUT DISPOSAL AND RECYCLING?

o ESTABLISHED PROCEDURES BASED ON 30 YEARS OF EXPERIENCE TO BE TOTALLY REVISED

o JOBS IN THE LOCAL COMMUNITY FROM A MAJOR PUBLIC INVESTMENT?

Introducing the LUX Measurement System

Developed with the University of the Fraser Valley Trades and Technology Centre Rapidly, accurately and cost effectively measures the LUX levels at every street light Unique technology and software allows light by light, tailored LED selection to: • Meet North American illumination standards • Save 30% more energy from LED conversion • Reduce capital cost of LEDs by 30% • Comply with Dark Skies initiatives

TAILOR LED WATTAGES Luminaire Wattage Selection Process

2

Present Wattage Selection Process based on HPS technology: • Limited wattage selection for HPS : 70W, 100W, 150W, 250W, 400W • 4 – 5 year bulb life • Most streets have the same wattage luminaires :

• Ensures worst location luminaire meets standards • And reduces maintenance costs BUT:

• Over-lights most of the street • Leads to very uneven LUX levels (see typical street below)

LUX level along the street Most luminaires over-lit by 40% to 200%

LUX levels measured along typical residential street showing 13 luminaires

The Present “MAKE USE DISPOSE” Approach

LED TRANSITION: THE WASTED ASSET CHALLENGE 3

The change over from HPS to LED street lights in B.C. will cut energy street light consumption by 50 to 60% BUT it will also generate: × A $90 million deficit for the Province’s import / export economy

× No new permanent jobs from $120 million public investment

(in fact jobs will be lost since LEDs require a lot less maintenance)

× 100% asset loss for municipalities from disposal of the existing HPS luminaires; 95% of which are fully functional assets
