ABOUT LUCINDA TERMINAL

• Port sugar storage and loading facilities owned by Sugar Terminals Ltd

• Lucinda Bulk Sugar Terminal operated by QSL

• David Williams – Lucinda BST and Townsville BST Manager

• Raw sugar supplied from Macknade and Victoria mills

• Terminal comprises on-shore sugar handling and storage facilities, with a single

trestle jetty and conveyor running to off-shore berth and ship loader

BACKGROUND: CYCLONE YASI

• Cyclone Yasi caused extensive damage to Lucinda Terminal facilities

• Repairs are underway but facility is unlikely to be operational for 2011/12 cane

harvest

• Key priority is disaster recovery and getting sugar industry back up and running

as quickly as possible

• Exporting sugar quickly means we can deliver returns to the sugar industry and

businesses that rely on it as quickly as possible

• Alternative solution for transporting sugar has been developed to help us

achieve this – trucking sugar from Lucinda to Townsville

OVERVIEW OF PROJECT

• Two phase program hauling

• Our target is zero accidents or incidents

• Strong safety and risk mitigation plans in place

• Working closely with key transport and community authorities – multi-agency

coordination group in place to oversee haulage

• Fortnightly project meetings for this group

• Safety is our number one priority – Troncs is an award-winning operator with an

impeccable safety record

• Hauling will be overseen by road enforcement agencies

OUR OBJECTIVES

• To ensure an incident-free sugar haulage program for project duration

• To maintain and increase community support for the project

• To demonstrate commitment to community safety and wellbeing

• To ensure loads are transported in accordance with transport legislative

requirements

• To minimise the impact to other road users on the nominated route

VOLUME AND FREQUENCY

• 380,000 tonnes of raw sugar to be hauled over five month period

• Phase One = hauling 180,000 tonnes of sugar

• Phase Two = hauling 200,000 tonnes of sugar

• Approximately 1,600 tonnes of sugar (40 return truck trips) per day

• Sugar will be hauled by approved B-double trucks on an approved B-double

route

• Trucking may run until February or March next year depending on program, but

there is a chance this may finish earlier

• Frequency of trips will fluctuate week-to-week depending on disruptions, road

works or unforeseen delays

FATIGUE MANAGEMENT

• Operators and drivers must comply with Transport Operations (Road Use

Management – Fatigue Management) Regulation 2008

• Record keeper is nominated to maintain strong records

• All Troncs vehicles satellite monitored

• Ensures route and speed compliance

• Drivers will be required to minimise engine compression braking

• NO engine compression braking is to be used in Lucinda, Halifax, Bemerside

and Ingham areas

TRAFFIC CONTROL

• We have strong communication links with TMR re traffic control requirements

• All drivers must obey road rules at all times

• Drivers are educated to be conscious of the communities they work in and to treat the

members of those communities with respect and care

•Troncs vehicles will all be limited to travelling at 95 kph

• In Halifax and Lucinda, vehicles will travel 10 kph below designated speed limit i.e. at

40 kph in 50 kph zones

• Drivers must obey any and all speed limit signs on roads

• Drivers know they must reduce speed and take extra care at key intersections

• Vehicles will slow down to let traffic pass – where it is safe to do so

• All Troncs drivers complete induction program on community and traffic awareness

STOPPING AND PARKING

• All planned stops (incl rest breaks) will only occur at approved locations

• On no occasion is a vehicle to stop at an unapproved location unless it is an

emergency

• In the event of an unplanned stop or breakdown the driver must pull the vehicle

well off the road and notify other drivers/service vehicles of location

• All vehicles equipped with safety equipment if an emergency stop location

means the vehicle cannot move off the road

• Local police will be informed in the unlikely event this may happen

• Troncs drivers will take designated breaks either at the Lucinda or Townsville

CONVOYS AND REFUELLING

• A minimum distance of 200 metres between vehicles must be maintained at all

times

• Drivers/vehicle start times will be staggered by 15-30 minute intervals to reduce

the incidence of traffic platooning

• Refuelling will only be undertaken at approved locations set up to service heavy

haulage vehicles

• Troncs vehicles will be refuelled at the BP site at Bohle. If this location is closed

vehicles will use the Shell Bohle site at Garbutt

COMMUNITIES AND SCHOOLS

• All drivers will be made aware of school locations on the route

• Drivers are educated to remain vigilant around schools and school bus set down

areas

• Drivers must be conscious of community expectations and will limit the use of

compression braking, especially at night

• If for some reason there is likely to be an increase in the number of truck trips

per day, community members will receive a notice in their letterbox

• QSL will ensure the community is kept up to date if there are expected to be any

changes to the transport program

INSPECTIONS AND MAINTENANCE

• All vehicles will be inspected daily and will not be loaded until they pass this

initial mechanical inspection

• Drivers will do pre-departure checks on all vehicles. We have a robust system

for reporting faults and no vehicle will be used if not road worthy.

• We comply with all laws regarding vehicle maintenance

• Transport Inspectors and Police officers will conduct random inspections of both

vehicles and documentation

NIGHT OPERATIONS

• We will take steps to minimise noise at night – no compression braking

• Drivers must undertake additional safety measures at night such as having

handheld torches for inspecting vehicles at loading and unloading points

• All vehicle lighting will be used in accordance with relevant legislation

WEIGHBRIDGES AND LOADS

• Weighbridges and other infrastructure must be used in compliance with relevant

legislation

• Daily reporting system in place to summarise weighbridge data

• All loads will be inspected for security at the start of each trip.

• Drivers are educated and adhere to a Standard Operating Procedure around

cleanliness and load restraint prior to travel

LICENSING AND REGISTRATION

• All drivers will be correctly licensed for the type of vehicle they operate

• All vehicles are registered and registration details will be provided to transport

authorities or the police if requested
