Types of leader

We cannot tell a single personality of Benazir Bhutto, she was indeed a leader of multiple types, as she herself has said that her career path was not politics but she

always wanted to pursue her career in journalism but due to circumstances of her father being executed she with the support and persuasion of PPP, she chose to become aleader and follow on the footsteps of her father. And indeed when she was studying in the Harvard University, she did have the qualitiesof the leadership as she had participated in the rally of Vietnam War.This actually proves that she is the leader by power, position achieved as the people of PPP thought she is the only best candidate after her father. She was also an intellectual leader as she believe that the freedom should be providedto the media as well as she had always focus on removing the gender discrimination onwomen, by emphasizing that the women should be given equal rights, her ideas andintellectual thought was always for the better future of Pakistan.

She has set up a moral example of a woman leadership in Pakistan.

Traits of Benazir’s Leadership:

Honest

Honesty is the basic trait for a leader. Everybody wants to follow someone who ishonest and speaks truth every time. Mohtarma Benazir Bhutto is honest and her followers trust her. She usually admit and speaks truth even things went against

her. For example in an interview she admitted some blames on her husband’sand talks about her wealth and property. She accepted some blames boldly asthey are true. She has owned properties for years. "But if I have property, what is wrong withhaving property? I am not an un-propertied woman." (The clash between her obvious wealth and her belief in the ascetics of Sufism appears to her nocontradiction. Later in the conversation she insists she is "detached in a sensefrom the material world.")Yet in an unguarded moment of honesty she admits her husband, who was awealthy socialite and playboy before their marriage and since accused of staggering corruption, may have been at fault. He was "not an angel".

"I think that my husband is also associated with certain people which gave him abad name. I think my husband also had a different view about patronage thanwhat is now acceptable. But to say that he broke the law, to say that he stolemoney, to say that he was involved in illegal acts is wrong."

Forward-Looking

Progressive nature of Benazir always allow Pakistan to grow with world, her moderate vision makes Pakistan run towards forward with world and itschallenges.

Competent

In her life she shows a strong and powerful personality and her democratic way of thinking, vision, way of conversation and leadership role shows her competency.

Inspiring

She was such an inspiring woman. Benazir Bhutto’s father (Zulfiqar Ali Bhutto)had encouraged her from a young age to make a difference. He told her once that

she will be more popular than Indira Gandhi - and even more successful.”Benazir went on to become the first woman prime minister of a Muslim country. Thisshows the power of inspiration. Benazir Bhutto will continue to be a powerfulsymbol for women in the Middle East and beyond.

Strong She has strong personality and she never gets rude with workers or anyone else. She has great control over her nerves she never ever said harsh words to evenspeaking to opposition. No one can give even a single example of her rudeness.

Kind She is kind especially to her workers as well as the labor. That’s why she wasfamous for her kindness. She usually distributed gifts and money among poor andspent time with them.

Bold Benazir will long be remembered by many as someone who was a very strongperson and never gave up. Benazir’s strength of character showed that if youdon’t give up you will most likely succeed, Benazir didn’t give up and she didsucceed by being head of the Muslim-majority state.

Robert Novak in his Op-Ed, "Who Wants to Kill Benazir Bhutto" (30 October 07),was all praise for her boldness. He said, "When I interviewed Bhutto in New Yorkin Aug-07, I asked whether she thought she might be killed if she returned to

Pakistan. She answered by saying she must return. She gives the impression thatbeing in danger is her fate".It is beyond doubt that, like her father, Benazir Bhutto was a brave and a boldlady. She was a leader with clear vision. She was Strong and determinant in her vision, she was famous for her woman’s policy and vision about woman andIslam. Similarly her vision about Kashmir is well renowned and supportedaccepted by different thought of people.

Basic principles:

Benazir Bhutto was the first woman elected to lead a Muslim country. She wasPakistan’s hope for true democracy, she had determination and vision to succeed andeffects of her personality can easily be seen in her government term. Pakistanadvanced very rapidly in very short time. However, conditions in Pakistan were noteasy. Even though Benazir succeeded many, she had to deal with the great oppositionthat came from past and even now it continues. Even Laurence Gourret, who criticizesBenazir harshly, in her book, Benazir, l’envers du voile, considers Pakistan as the “Acountry that is impossible to lead” (Gourret, 69) and this strong opposition she sufferedcauses her to be dismissed from office twice with charges of corruption andmaladministration. Shortly, in the democratization process of Pakistan, Benazir Bhuttohas played a huge role; she saved her people from the military for a while and brought

much advancement from the Western such as electricity and television. Despite all thegood things she accomplished, puritanical force in her country was always humiliatingher personally and obstructing her reforms. Unfortunately, obsession of military onBenazir Bhutto and PPP (Pakistan People Party) caused Benazir’s government to falltwo times and made them lose the elections in 1997.After ten years, she decided to return and join elections for the fourth time butunfortunately, she was assassinated after a speech in Rawalpindi, Pakistan. Return of Benazir may be considered as her biggest mistake her life; she should let another determined leader to be the candidate, who did not attract the attention of the oppositionas much as she did.In a region of such global importance, Benazir's was a rare woman's voice speaking out

for democracy and against violence. Much of her life was spent working for these valuesfor the women of the world and for all people who cherish freedom and democracy theselfless courage and commitment demonstrated by Benazir Bhutto will continue toinspire many others who wish to shape the future"Benazir Bhutto's courage to stand tall for a cause she firmly believed in must continue

to serve as an example for all of us who aspire to serve mankind and to make this world a better and more livable one”

Benazir Bhutto found herself forced into the political arena as a child when her father was imprisoned and eventually hanged for his democratic efforts in Pakistan. Buildingon her passion from that experience, Bhutto steered a course to become the youngestprime minister in the world and the only female prime minister in the Muslim world.

Bhutto said that she steered toward democracy, equality and modernity in Pakistan, ajourney that included her family members and herself being held as political prisoners attimes and twice being unconstitutionally ousted from her position as prime minister.

"The gauntlet of leadership was thrown down before me. I had no choice but topick it up," Bhutto said. "I'm often asked, 'Why would you continue a journey thatis so difficult, so painful?' I do it out of a belief that my leadership has changed

much and can change more. I do it because I must."

Page 8: Lshp report on BB

http://slidepdf.com/reader/full/lshp-report-on-bb 8/21

In addition, Bhutto spoke of the need for democracy, equality and human rights inMuslim nations.

In 1988, at the age of 35, Bhutto was elected prime minister of Pakistan, becoming theyoungest world leader and the first female prime minister in the Muslim world. After 20months, a rival political party ousted her government; however, Bhutto was reelected in

1993. During her time in office, she emphasized the need to heal past wounds and toput an end to the divisions in Pakistani society - including reducing discriminationbetween men and women. She also launched a nationwide program of health andeducation reform.

Bhutto is the author of "Foreign Policy in Perspective" and her autobiography, "Daughter of Destiny." She received the Bruno Kreisky Award for Human Rights in 1988 and theHonorary Phi Beta Kappa Award from Radcliffe in 1989.

She did great things to her country, in the means of improvement; she opened manyschools, brought technology, gave many rights back to women and made roads. Shewas a great leader, but she is definitely a good one. She had very strong determinationas it can be seen in her life and decisions. Also she had vision, she knew that Pakistan

must advance, she brought many technologies and provided many opportunities to her people, which any military coup before her could not. Considering the politicalturbulence in Pakistan and the strict rules of Islamic government before her, what shehas at least “tried” to accomplish can also be accepted as a success in itself.

Her core task:Today, Benazir is being hailed as a martyr for freedom and democracy, but far frombeing a natural democrat, in many ways, Benazir was the person who broughtPakistan's strange variety of democracy, really a form of 'elective feudalism', into

disrepute and who helped fuel the current, apparently unstoppable, growth of theIslamists.Benazir Bhutto represented aspirations of the Pakistanis for modern democracy, empowerment of the poor and an inspiration for the intelligential. She was a tolerant leader and had full faith in democracy, an inspiring figure for thepeople desiring change in their lives the former prime minister motivated people tostand up against extremism and said she was the first politician who “fearlessly” spokeagainst parochialism.Highlighting her ideas and ideals for democratic advancement,She started struggle for democratic government in Pakistan from jail at Karachi. InFebruary 1981 a political alliance named as ‘Movement for Restoration of Democracy’,

popularly known as MRD, was formed by Pakistan People’s Party, along with the other parties of Pakistan. Political parties announced boycott of the non-party elections, butJammat-e- Islami supported General Zia’s stance, in opposition of the MRD. In themeanwhile, on 14th August 1983, the MRD launched its new movement, Benazir was injail at that time, but she contributed her part from jail, she drafted an appeal in the nameof Nusrat Bhutto, the chairperson of PPP, addressed to the people of Pakistan, to riseagainst the dictatorship of General Zia and the people of Pakistan arose. For the firsttime in the history the country, not only the big cities but the rural areas also joined

agitation. This showed the concern of the masses for democracy. Benazir Bhuttoherself was interested that she must take part in non-party basis polls as independentcandidates. She was of the view that, no field should be left open for the dictatorsmanipulate. As the Muslim world’s first woman prime minister, Benazir Bhutto was living proof of a

Muslim nation’s willingness to be elected by a woman leadera reality reflecting thehighest form of democratic expression that is yet to be realized in much of theDemocratic West. The populist leadership of Benazir Bhutto was a testimony to Islam’s inherent

compatibility with democracy, liberty, human rights, gender equality, and much more.Benazir was no icon of ‘democracy’, she was in fact a symbol of, and also a tragiccasualty of the Iraq-Afghanistan-style US-sponsored ‘democracy’, a democracy thatwas meant to legitimize rather than challenge a US-approved dictatorship.

Typical activity patterns of leader for people.

(Effective use of time):1) Sharing Information- When Benazir Bhutto was staying in Dubai, she

could not fully take control of the party in Pakistan; she had to confide her opinions and views resulting in distributing power. She used to operate fromthere, and it can only operate when she had share information with the leader of PPP who was working as a replacement.

2) As giving confidential information to her subordinates she herself is delegating

the authority, knowing the risk she is basically taking but she has no choice.

3) Buy sharing information, as such when she was going to come to Pakistan, all

the arrangements of her arrival as well as the supporters were already arranged

by the subordinates so henceforth her job In her absence was shared as well asshe being a leader needs support of her subordinate to make her motive cometrue and a complete success.

4) Benazir had always mold herself according to the situation or the people she was

facing, when she gives the speech she use simple words so even a commonpeople of Pakistan can understand and when she was giving an interview onBBC and CNN and many other channels, she was sophisticated and used to useheavy words of English also known as dictionary words. Overall grooming of Education was seen in her.

5) As she had always knew what her goals were she never had to go astray she

always believed in democratic leadership, due to freedom of media as well asGender discrimination of Women, she was well aware of the whole picture of thefuture.

Importance of external activities and informationnetwork for accomplish any task for your leader Source:

Internal - For the past few years when she was banned from Pakistan she had

settled in Dubai, so to stay there and get full information on her party and she used toconvey her orders from there, and being a leader had a greater impact as the party useto move or do anything with her concern.

External – For every party in Pakistan it is said that everyone get information from

an outsource whether it is through a spy in another party or those who have gain aninformation from the media, newspapers, she had gain source from the outsider andindeed it’s a proof because before she came to Pakistan she gave an interview in whichshe implied such points which had come true and even her death, as it is not aprediction but in a source from where she had gain information, she had also usedexternal sources as her way to communicate with her supporters as well as Pakistan.

Structured DataShe had attended many seminars and meetings as they are countless resulting that shealways prefer that meetings should be organized as well planned, she believed inproper planning throughout life and nothing had stop her in what she wanted to do. Shealways had time for interviews but they were always structured and in a sequence shehad always given precise and accurate answers.

Unstructured DataBenazir Bhutto never hesitated in giving whether she was in conspiracy or openly blameshe never bothered with the criticisms she received due to her husband. She hadalways faced the media as well as people of Pakistan and always thought about theways to resolve the issue.

Leadership prototypes:She was the perfect reflection of Pakistan. Her intellect, personality and beauty were

appreciated by many and she commanded respect

"She's gone through a very traumatic time, but we didn’t find any bitterness inher," a long-time friend, Amina Piracha said.

"She has a great capacity for work. I've seen her work solidly from seven inthe morning to three or four the next morning, always fresh and collected."

Her work is cut out for her in a country with a 3 percent population growth rate, a dearth

of natural resources, and ethnic tensions that translate into dangerous rivalries betweenmajor provincial power centers and within the central government.

In Asia, where clan rather than class plays a major role in domestic politics , IndiraGandhi, Sirimavo Bandaranaike, and Corazon Aquino all have preceded Benazir Bhutto as elected national leaders. She is, nevertheless, regarded with curiosity in theWest as the first woman to head a modern Islamic state. That is in her favor at home, where educated Muslims are at pains to explain, and demonstrate through their support, that where Muslim women do not enjoy equal rights with men, it is not because theQuran, the Holy book of Islam, or the teachings of the Prophet Mohammad would haveit so. Although the political program she represents has a modern and secular orientation, for educated men and women all over the Islamic world Benazir Bhutto's

triumph is a vindication of Islamic civilization, past and present. They will be pulling for her, especially because she is a woman.

Benazir Bhutto was many things - zealous guardian of her dead father's legacy, aristocratic populist, accused rogue, even one of People magazine's 50 most beautifulpeople. And in the end, she was a victim of roiling passions in the nation she sought tolead for a third time..To the West, she was the appealing and glamorous face of Pakistan - a trailblazingfeminist, the first woman to lead a Muslim nation in modern times - though her aura wasdimmed by accusations of corruption. But to many Pakistanis, she was a leader whospoke for them, their needs and their hopes.

Even her worst critics would say that “she was a masterful politician,'' said Zaffar Abbas, an editor for the respected Dawn newspaper. She knew "what the people of thiscountry wanted."If you asked an ordinary person what they achieved when Benazir Bhutto was inpower, they would say at least she gave us a voice and she talked about us and our problems. That was her real achievement.''"She helped create a new identity for Pakistan as a place where women could be primeminister."

Charismatic or transformational approach andthere dimensions:

Charisma She was a charismatic and eloquent leader who is also a graduate of Oxford andHarvard. She displayed absolutely no fear when every time she cleared out verystrongly about her longing for democracy in Pakistan and how she and her people would take Pakistan in a new direction- a direction of hope, peace andprosperity. Millions of other women in Pakistan and other countries looked up toher as a role model and a visionary icon, who at the age of 35 became the

youngest person and the first woman to head a Muslim Nation. In fact sheProvide a vision and a sense of mission also inspire and build trust and respectamong people.

Individualized consideration: Benazir Bhutto was very much concentrated and having supportive behavior directed towards her party and her country. She said:"I have three children of my own and I love them very much. To me, all Pakistanipeople are my children and I love them as much as my very own children. I wanta better future for Pakistan and I need to go back to Pakistan whatever the risksare.""If you believe in something, go for it, but know that when you go for it there's a

price to be paid. Be ready to pay that price and you can contribute to the welfareof the society, and society will acknowledge and respect you for it. Don't beafraid."

Inspiration: She communicates in a gentle way and always showed high expectations for thebetterment of her countryShe always focused on efforts and enhances understanding of goals asShe said, "My hope is really for a world of peace that provides people withopportunities to prosper. Each individual is given a life once to lead, and each

individual deserves a chance to succeed, especially if they are prepared to workhard. People need peace and they need opportunity, in Pakistan and everywhereelse. That's the world I'd like to see."

Intellectual Stimulation:

Bhutto was one of the most well-known, educated, respected, and a reviledPakistani leader in history .Her handwriting divulges the character and outlook of

Page 16: Lshp report on BB

8/7/2019 Lshp report on BB

http://slidepdf.com/reader/full/lshp-report-on-bb 16/21

this highly influential figure. She preferred to keep her speech plain and to-the-point. Also she did not care for others’ opinions unless they mirrored her philosophies, though she was loath to admit it. Her education likely led her to beopen-mined and tolerant. Being learned and well-spoken gave her the edge apolitician needs. Her writing shows initiative, lack of caution, and directness.

Intelligence (trendiness, consistent lettering, simplicity of writing), insight (gapsbetween letters), and a strong focus on today also helped her lead her people..

Creative: She when at Harvard University in the USA, aged only 16. In 1973 she went onto Oxford University to study. She was capable enough to be the student of theseuniversities and she proved herself at each level in her study period as well as inpolitics. The Harvard and Oxford-educated Bhutto had become an icon in theWest, which found it hard to resist the allure of the charismatic female leader of an otherwise male-dominated Islamic nation.

Interactive:

Benazir struggled to the last. In a patriarchal society, where religious fascism anddiscrimination is the norm, a woman taking on the Pakistan Army and the male-dominated establishment was no mean task. She rose above all as a nationalleader and was beating them to it. Zia feared only Benazir. Musharraf feared onlyBenazir. They didn't fear anyone else but only Benazir. She was always popular with her base for a variety of her achievements; this is the real reason why shewas great.

Visionary:

Benazir Bhutto was a great leader her personality made her stand completelyapart from all the rival political leaders: she was a leader with a clear vision for her country; a democratic and economically strong Pakistan where human rights wereprotected and which acted as a source of regional stability and global peace. Itwas this vision that motivated her politics and inspired her struggle for revival of democracy in Pakistan.

Empower   ing:

She was a woman of great intelligence and even greater contradictions. Duringher education at Oxford, she was the first foreign woman elected president of theOxford Union, a prestigious debating society. Benazir Bhutto was far from perfect. But she was an advocate of democracy and one of the world's most-recognizedwomen leaders. She was just 24 when she took over the Pakistan People's Party.

Passionate:

Page 17: Lshp report on BB

As the first female leader of an Islamic state, Bhutto guided the people of Pakistan. From July 1977 to 1988 as a leader of the Pakistan People's Party,Benazir Bhutto waged a relentless struggle for the restoration of democracy andhuman rights in the country .She faced the oppression with courage anddetermination, never once backing away from her responsibility to her family, to

her country and to the principles of democracy and human rights.

Dimensions of effective strategic leadership:

Leadership is not a function of power or position, but of influence. Power and positioncan buy one some time to develop influence, but influence truly comes from strategicleadership. And no Doubt that Benazir Bhutto is a successful strategic leader bycontinuously focusing on

• Intentional and consistent modeling:  By making her vision after her

father’s mission with determination. Focus on her vision and looking-forward to makePakistan a visionary state. She is a strong and independent woman. She is veryopinionated, with dreams and ideologies that went totally out to make them come true. She always thinks and focuses with Consistency, determination on her goals even whenswimming upstream.

• Building relationships  :  Her desire for harmonious relationships and

surroundings is so strong that she avoids personal confrontation or any expression of intense, unpleasant emotions. Benazir Bhutto is an idealist who would like to paint theworld in pastel colors, and live in peace and harmony with others at all times. She isable to see points of similarity and unity with people who are vastly different from her,and befriend many different types of people. She is a considerate and thoughtful friend, and has a real flair for making others feel accepted and appreciated. Inwardly, Benazir Bhutto is often torn with indecision and is much more at odds with her than others would

ever guess based on her flawless disposition.• Navigation and a sense of timing:  The sense of time can refer either to

the perception of relatively short periods of time. Or better understanding of situationtime to time. She has a great sense of time. She understands the situation and speakand act according, even some times it seem that she is doing wrong but time showedthat she is very right at that time

• Maintaining focus  :  An independent and original thinker, Benazir is excited by

new ideas, discoveries, and innovations. Her mind functions in an intuitive, nonlinear fashion and sudden insights and ideas often come to her "out of the blue". Benazir Bhutto grasps ideas very quickly and often becomes impatient with those who are

slower or more cautious than he. Learning to discipline and focus her mind is necessaryif Bhutto wishes to use all of her creative potential. Otherwise, Benazir Bhutto could besimply a dreamer.

Leader’s basis of power:

Benazir Bhutto was born in Pakistan in1953. She graduated from Harvard University ascum laude in 1973. Even though she was a woman, her parents raised her in arelatively free environment. Benazir’s father was executed by General Mohammed Zia,when she was 25years old. In 1986 Benazir went back to Pakistan and decided to runfor Prime Minister defying her father’s executor. She knew a lot of her popularity camefrom her father’s sad ending and it was her strategy to emphasize her role as thedaughter of the martyr. It was a life spent sometimes in power, mostly in exile, butforever under threat. Like her father, Benazir Bhutto lived and died by her politicalconviction. For all her charisma, she even shared his simple slogan which championedthe cause of the poor: "Bread, clothes, and shelter.

Benazir Bhutto received a series of critics related with the way she conducted herself. She was seen as arrogant and as a person that didn’t take criticism. But she was havingan agenda, and that her only goal was to eliminate inequality and introduce democracyas her father wanted, by transforming it as a cause of the people. However, it isimportant to point out that Bhutto was pursuing power in a Muslim country, where therole of women is diminished. She was dedicated to her cause and government, but shewas inexperience, and she was not able to gain the sympathy of the military sector of her country, after Zia’s death. After becoming Prime Minister she made promises 24 tothe people, she was not able to keep that due to some reasons. But she was seen asan effective, strong, arrogant, and determined leader. Despite the fact Benazir Bhutto

was a Prime Minister in a Muslim country; she had the characteristics of a leader. Shehad the Positional Power, also having necessary skills, character, and vision made her prominent in her whole journey.

The world knows her for her struggle for democracy in a Muslim country, but there isless appreciation of her contributions to economic and social development of Pakistan.

Benazir stood as a beacon of light for all those who would like to see Pakistan emergeas an economic power house. From tax reforms to disciplined spending, from tariff rationalization to introduction of privatization through broad based selling of smallshares, from social sectors to community development, from infrastructure developmentto creating a name for Pakistan in the international market, Ms Bhutto has shown what it

takes to move on a determined path dictated by the imperatives of objectives. If shewas allowed to complete her terms in office, Pakistan’s history would have beendifferent. In her we have lost perhaps the most remarkable, unique, renowned, acclaimed, famous and internationally respected leader.

Benazir said:

Page 20: Lshp report on BB

http://slidepdf.com/reader/full/lshp-report-on-bb 20/21

"When we first started out I think that... women had to show they were as tough as men.I certainly felt that I was a woman operating in a man's world, and so I had to prove tothe men that I had all the male qualities, and so I could be quite aggressive particularlyin terms of speech. But now 30 years down the line, I think we can be more comfortablewith the notion that it is no longer only a man's world. There are quite a few women out

there and we women can start being more like women, we don't have to outdistance or outperform men we can start being confident about ourselves.

Components of Implementing Strategy:

Establishing Strategy Supportive Policies:Benazir Bhutto, First Lady running to become the first female the former prime minister of Pakistan This follows on from interest in the election of other female leaders around

the globe, like Angela Merkel in Germany, Michelle Bachelet in Chile, EllenJohnson-Sirleaf in Liberia, and Pratibha Patil in India, and coincides with theelection of record numbers of women to national parliaments worldwide (Inter-Parliamentary Union, 2009b). Such developments have sparked widespread discussionas to the role of sex and gender in political life. For some, the rise of several prominentfemale leaders reflects the important gains that women as a group have made in thepolitical sphere. For others, however, the experiences and portrayals of femalepoliticians, as well as the continued under-representation of women in politics moregenerally, draw attention to the many ways in which access to political office is still verymuch stratified by gender. Benazir Bhutto's legacy is important: "It makes a lot of difference if a woman is head of

government. It always inspires women. There is a feeling of greater security somehow;there is a feeling that she will understand."

Instituting Best Practices for Continuous Improvement: Pakistan built its first functioning nuclear weapon when the late Prime Minister Benazir

Bhutto was in power, says former US Air Force Secretary Thomas Reed.During her time as Prime minster she

• Bought electricity to the countryside• Promoted education so she build schools all over the country

• Make hunger, housing Health her top priorities.

Installing Support System to Carry Out Strategies:She helped to move Pakistan from a dictatorship to democracy in 1977. She sought toimplement social reforms, in particular helping women and the poor .
